Airwars assessment

A civilian woman died with her two children in an aerial attack on the the village of Mazloum Tahtani (12km east of Deir Ezzor), close to the primary school and the mosque, according to local media. Step News however, out the death toll as high as five. Shabha also referred to civilians wounded in the event, though did not state how many. Sources were conflicted as to who was to blame, with some sources attributing blame to the Coalition, others to Russia and some the Syrian regime.

Masar reported that there was air and artillery shelling on the vicinity. 

Euphrates Post said the incident spread “panic” among people in the village, and noted the attacks caused the “destruction of a number of houses for civilians near the extension unit”.

Smart considered Moscow “likely” responsible for the strikes, Shahba blamed the US-led Coalition and the Syrian Network for Human Rights suspected the Syrian Regime. Alitah left the culprit unidentified. Shaam referred to the presence of both Russia and the Coalition in Deir Ezzor, though did not specify which faction responsible for the incident.

The US-led Coalition informed Airwars that as a result of their deconfliction agreements – they have ceased to conduct strikes entirely in Deir Ezzor city.

Reports of the incident mention that the airstrike targeted an area near a primary school and a mosque in the village of Mazloum Tahtani (مظلوم تحتاني), for which the coordinates are: 35.3077313, 40.257403. There is a mosque that is in the vicinity of a school building here: 35.308266, 40.262817, but no obvious destruction is visible in this area on satellite imagery of September 19, 2017. However, traces of structural damage can be seen on satellite imagery slightly later, on September 30, 2017, which indicates that the area was being targeted during this time.

‘Friday 15 September – a Reaper supported coalition airstrikes near Dayr az Zawr, and delivered two attacks itself against extremists in the open, whilst Typhoons destroyed a Daesh-held building… On Friday 15 September, a Reaper was again very active north-east of Dayr az Zawr; it provided support to coalition airstrikes which destroyed three Daesh-held buildings, then conducted two attacks on its own account with Hellfire missiles against terrorists moving through the area. Nearby, a Typhoon flight bombed a further Daesh-held building.’

Eleven civilians including one woman and two or more children died and many more were wounded in an alleged Coalition airstrike on Markada, local media reported.

All sources attributed the event to the US-led Coalition. The Syrian Network for Human Rights said that four non-combatants including two girls and a woman died. Insaan Rights Watch also put the death toll at four including two children. According to Jirstv and Shadadi media center two families were killed.

Alkhabou provided the most detail reporting: “Yesterday evening, Coalition forces targeted civilian houses in the town of Merkada, killing and injuring civilians, some of whom were left in a critical condition. Coalition aircraft bombed the homes of civilians with several high-explosive rockets in the town of (Markda) south of the city of Shaddadi, causing the death of a number of civilians. These include Fahad Radi and his daughters, and wife of Abu Sabri and his daughter; A refugee family from Iraq, and a large number of wounded, some seriously.”

Six people from a refugee Iraqi family were also reportedly killed.

The Syrian Observatory for Human Rights reported that “the death toll is likely to increase because of the presence of people injured in serious conditions”.

Up to six civilians died in an airstrike on Al Sabha, according to local media, though it was unclear who was to blame.

Most sources did not identify the warplanes responsible for the attack, thoiugh Qasioun pointed towards the regime. The Syrian Network for Human Rights also blamed the regime, and put the death toll at five including two girls and two women. Two of Maryam Hussain Al-Sha’lan’s daughters and Ahmad Al Tarad Al Tama’s wife were listed in addition those named below.

On January 30th 2018, RBSS reported that “The bodies of Abdul Hakim al-A’bka and Abdulkhaliq al-A’bka were taken out of the rubble after they had been shelled about four months ago by the international coalition aircraft on the town of Raqqa.”

The men were reportedly from one family.

In Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” it was uncovered by Amnesty through field research that the victims died in an airstrike which killed 26 civilians on the 8th October 2017. The victims have therefore been removed from this incident and reside under S1411a.

Up to 500 bodies were reported found in two mass graves at Al Rasheed high school football stadium in the city center of Raqqa.

A report by M2 Akhbarak quoted Abdullah al-Erian, head of the Reconstruction Committee of the Raqqa Civil Council, stating that “so far about 50 bodies have been removed from the mass grave containing between 150 and 200 bodies belonging to civilians and militants.” According to al-Erian, the mass graves were found under the football field near a hospital. “Daesh was confined inside the national hospital and some civilians remained. This was the only place that appeared to be available for burial. They were buried in a hurry”, al-Erian stated.

Masrawy quoted a local from the city’s Naeem district, who mentioned that when the Coalition bombing intensified, the stadium was the only place where people could bury the dead, “I believe that the number of those buried on the playground is more than 500, and they are civilians”. Euphrates Post, Sound and Picture, RBSS and Smart News also reported that the mass grave contained “approximately 500 bodies”.

A report by Horrya stressed that it is not known “whether the bodies belonged to civilians who were killed in raids by the International Coalition during the June 2017 takeover of Rigga or to a massacre by Daesh.” Smart News quoted local activist Mohammed al-Othman, who mentioned that most of the bodies in the mass grave belonged to young men.

One local official told Agence France Presse that “Some of the bodies have the military name of the jihadis […]. The bodies of civilians carry only the first names.”

Raqqa RC interviewed Abu Ali, who buried his son and his sister at Al Rasheed. According to Abu Ali, people killed in strikes were taken to Al-Watani hospital and buried in the mass grave the next day.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

Up to 15 civilians died in an alleged Coalition airstrike on Al Duaij, according to local media.

Al Khabour reported that “the international Coalition targeted a civilian car in the village of Al-Duaij in the town of Tal al-Jayr east of al-Shadadi, killing one civilian and wounding the others seriously.” Shaam News, Masar Press, Baladi and Syrian Press Center also blamed the Coalition.

Syria Press Center provided more detail, reporting that “the village of Al-Duaij in the southern countryside of Al-Hasakah yesterday evening was subjected to air raids from the international coalition aircraft which resulted in a massacre that killed 15 martyrs and wounded civilians from the families of Al-Sinjar and Al-Azzou.”

Hasaka Rasd named the following as killed: “children of Majid al-Sinjar, Children of Fadel Al-Ezzo“.

According to Zaman al Wasl, “the activist Mohammed al-Khader told Zaman al-Wasl that 15 people were killed and wounded as a result of aerial bombardment of the village of Duaij east of the area of ​​Tel Shayerr near the border crossing of Tal Safouk”.

Huseein Mortada, also blaming the Coalition reported that 15 civilians were “killed and injured”.

Step News agency put the death toll at 15.

One source mentions that the strike hit an ambulance at the Rajim Al Salibi (ﺭﺟﻢ ﺍﻟﺼﻠﻴﺒﻲ) area/checkpoint (location unknown) in the vicinity or east of the village of Tel Shayer/Tall al-Jayer (تل الجاير), for which the coordinates are: 36.033926, 41.0987592. Airwars assessment

Local sources reported that up to two civilians were killed and between one to four seriously injured in an alleged Coalition airstrike on the village of Afra al Barjari, on the evening of March 2nd.

Multiple sources identified some of the adult male victims.

The civilians were said to have been in their car when they were hit by an airstrike and according to a local source quoted by Zaman Al Wasl, the passengers were on the road between Abu Hamda and Al Touymen.

The same report also stated that apart from the civilian victims, two members of so-called Islamic State were killed in the airstrike.

In its monthly civilian casualty assessment for September 2019 – published on November 15th – the alliance classed the event as ‘non credible’, asserting that “After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.”

Coalition officials confirmed to Airwars that their review was a match for this event, and provided coordinates for the area assessed to within 100 metres.

The incident occured around dusk.
