Airwars assessment

One civilian man died in the city of Raqqa, according to multiple local sources.

Initial reports said his death was caused by airstrikes conducted by the US-led Coalition. However this was refuted by the group Raqqa Journalists Without Borders, which claimed he died in a “painful accident”.

No additional details are available at present.

For September 14th - 15th, the Coalition reported: "Near Raqqah, 14 strikes engaged six ISIS tactical units; destroyed seven fighting positions, three vehicles, and a command and control node; and suppressed two fighting positions" The Coalition later reported: "On Sept. 14, near Raqqah, Syria, 31 strikes engaged two ISIS tactical units and destroyed 25 fighting positions, 25 vehicles, three ISIS supply routes, two logistics nodes, ISIS engineering equipment, and an IED"

The total number of strikes, 2144 targets destroyed and 7095 sorties.] CHAMMAL OPERATION SITUATION In Iraq, Security operations in the Tall Afar region are coming to an end. Ground military operations remained limited this week, with the Iraqi Security Forces (ISF) pursuing redeployment in the two main areas still in the hands of Daesh, Hawijah and Anbar. In Syria, In Raqqah, the progress of the Syrian Democratic Forces (SDF) continues in a slow but methodical way, facing Daesh fighters few but particularly well entrenched in areas that they saturated with FDI. At the same time the FDS launched this week, with the support of the Coalition, a new offensive in the East of the Country from Shaddadi towards the Euphrates. FORCE ACTIVITIES The soldiers of Operation Chammal continue their missions of support and training for the benefit of the Iraqi units engaged against Daesh. Air Action This week, the aircraft of Operation Chammal have made 37 sorties, including 26 armed reconnaissance and ground support (CAS), 6 sorties and 5 outlets intelligence gathering by Atlantic 2 or Rafale patrol. These sorties resulted in 6 strikes and the destruction of 6 targets. Most of the strikes were carried out in support of the fighting in Raqqah. The global balance of the air activity since 19 September 2014 amounts to 1369 strikes, 2144 objectives destroyed and 7095 sorties. In an event not tracked by Airwars at the time, in July 2018 the Coalition self-reported that it had accidentally killed one civilian and injured a second in an action near Qayarrah.

According to the report, “April 2, 2018, near al-Qanus Island, Qayyarah, Iraq, via self-report. During a strike one civilian was unintentionally injured and one civilian was unintentionally killed.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars researchers could find no public records of reported civilian harm in the area that day. They were however able to identify an ISIS propaganda video, which referenced “a martyrdom operation on a gathering of Iraqi forces near the village of Imam south of the city of Qayyarah.” The video itself has since been deleted.

Airwars assessment

An alleged Coalition airstrike targeted Hajin, Deir Ezzor, with mention of unspecified civilian casualties. All sources blamed the Coalition for the raid.

Only one source, Step News, claimed that civilians were killed and wounded: however, figures were not stated. The agency also reported on “large destruction in the vicinity”.

More than one source on the ground suggested that internationally banned white phosphorous was used in the raid. @fT266HAWQO3JLzl tweeted images which do appear to look similar to white phosphorus munitions.

In its October 2020 monthly civilian casualty review, the US-led Coalition classed this event as ‘non credible’, asserting that “This report contains insufficient information on time, location, or details to assess its credibility.”

For November 24th, the Coalition reported: On Nov. 24 in Syria, Coalition military forces conducted 65 strikes consisting of 86 engagements against ISIS targets.

From Nov 21st-27th, France report that Task Force Wagram carried out 62 firing missions (35 lighting, 27 destruction) from Iraq territory. Aircraft carried out 16 sorties and two strikes.

‘CHAMMAL SITUATION MILITAIRE DU THEATRE Offensive contre les dernières poches de Daech en Syrie Dans la région d’Hajine, profitant de conditions météo défavorables, Daech a récemment lancé des offensives contre les positions des forces démocratiques syriennes (FDS). L’appui de la coalition, notamment l’engagement de l’artillerie, a permis de stopper ces offensives. Au bilan, cette action a occasionné des pertes dans les deux camps, sans faire évoluer la ligne de front. Poursuite des actions de sécurisation en Irak En Irak, les opérations des forces de sécurité irakiennes (FSI) se poursuivent, avec un effort le long de la frontière syrienne pour contrer toute tentative d’action de Daech depuis la Syrie. ACTIVITE DE LA FORCE Le dispositif français déployé au Levant n’a pas évolué. L’artillerie est une capacité de premier ordre pour l’armée irakienne qui l’emploie actuellement à la frontière irako-syrienne pour prévenir toute incursion de Daech depuis la Syrie. Composée d’une quarantaine de militaires, la TF Narvik, qui est implantée dans les faubourgs de Bagdad, forme et conseille les membres de l’Iraki Counter Terrorism Service (ICTS). Mi-octobre ont débuté cinq formations dans les domaines suivants : mise en œuvre d’armes lourdes, combat motorisé, lutte contre les engins explosifs improvisés, sauvetage au combat et tir de précision. D’une durée de douze semaines chacune, ces formations permettent d’instruire les stagiaires de l’école de spécialité de l’ICTS mais également de conseiller les instructeurs irakiens.’

Dutch F-16's supported ground troops in the fight against ISIS during 9 missions. Weapons were deployed during 3 missions above Deir Ezzor. Vehicles, warehouses and ISIS fighters were targeted.

In de strijd tegen terreurorganisatie ISIS ondersteunden Nederlandse F-16’s grondtroepen tijdens 9 missies. Bij 3 werden wapens ingezet.De toestellen kwamen in actie boven de Syrische provincie Deir al Zour bij Abu Kamal. Hierbij zijn voertuigen, logistieke plaatsen en ISIS-strijders aangevallen.

Airwars assessment

Shaam News Network reported that one civilian died and several others were wounded in a Russian strike in Douma: “Two civilians were martyred in Al Marj area in Russian raids and one was martyred and others wounded in Douma.”

However, other sources report that this was a regime action. The Syrian Network for Human Rights reported for example “regime warplanes shelling in Ar-Rawda mosque in Douma which caused partial damage.”

Local sources reported that Coalition warplanes shelled areas in the vicinity of Al-Kwaishia village in the southern countryside of Hasaka. According to a single source, the Syrian Observatory for Human Rights, a child was killed.

Other sources reported that a child named Omar Thamer al – Shibli was injured. @ShMC99 claimed that two children were injured.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.
