As the report noted: “Dec. 9, 2016, near Mosul, Iraq, via self-report: During a strike on ISIL construction equipment in the process of repairing cratered roads it is assessed that two civilians were unintentionally killed by the munition’s strike blast when they entered the target area just prior to the munition’s impact.”

In February 2017, the Coalition provided Airwars with coordinates for the event, accurate to within a one metre box.

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of two civilians in an event near Mosul.

Their June 2017 civilian casualty report noted: “During a strike on an ISIS command and control node and VBIED staging position, it was assessed that two civilians were unintentionally killed when they entered the target area after the munition was released.”

The Coalition provided Airwars with the location for this incident, accurate to within a one metre box. The location given placed the event near Al Zanjili.

Airwars had previously thought that this entry in the June 2017 report was referring to CI591, however, in July 2019 the opportunity arose to clarify this with the Coalition and they confirmed that they were, in fact, separate incidents.

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of two civilians during an attack on an IED facility in Mosul.

In their April 2017 civilian casualty report, the Coalition noted: “During a strike on an ISIS VBIED facility, it was assessed that two civilians were unintentionally killed when they entered the target area after the munition was released.”

Coordinates provided by the Coalition to Airwars (Grid 38SLF 27763 26855) showed the incident occurred in the New Mosul area. There were reports of heavy shelling that day, According to Suhf, “A security source in the province of Nineveh said on Thursday that the air force and the coalition began to launch “intensive” raids on the positions of the organization (Daash) on the western side of the city of Mosul, in preparation for ground operations in the areas of the right side of the city. “The Iraqi forces and the International Alliance, at dawn today, launched artillery bombardments and intensive air raids on the western side of Mosul, in a move paving the way to break through at this side of the city.”

In its monthly civilian casualty report for January 2017, the Coalition noted “Nov. 6, 2016, near Shahid-Yunis As Sab, Iraq: During a strike on ISIL fighters in a moving vehicle it is assessed that seven civilians were unintentionally killed when the targeted vehicle came into proximity to two stationary vehicles just prior to the munition’s impact.”

Reports at the time referred only to heavy shelling in the area.
