Local and official sources alleged that 27 al-Shabaab militants were killed by operations and airstrikes declared by the Somali military in the villages of Balal-Dheer, El-Gambar, and Mililiqo on September 22, 2023.

On Friday the 22nd of September, 2023, the Somali Ministry of Defense posted a statement on X / Twitter that “over 27 Khawarij militants were eliminated in a successful operation by the Somali National Army”. Yeni Safak News provided further details of the Ministry of Defense statement: that the operation had taken place in the villages of Balal-Dheer, El-Gambar, and Mililiqo where “three terrorist bases were targeted and destroyed, along with their vehicles and military equipment”. Also on the 22nd of September, Garowe Online News added context to the attacks, noting recent “intensified ops involving airstrikes in south and central Somalia”.

Osman Omar, an open-source intelligence investigator, posted on X / Twitter, on the 23rd of September, that the Somali Air Force had “successfully targeted and neutralized an Al-Shabaab convoy” in the Gal-Gaduud region after a tip-off was received by the Somali National Army from a nomadic resident regarding the presence of Al-Shabaab militants in the areas of Balal and God Shilin. Omar stated that “Somali Air Forces swiftly acted, eliminating both vehicles and dozens of Al-Shabaab fighters”. There have been no reports of civilian casualties connected to the strikes.

While no sources directly implicated the US in the operation, the Somali government’s reference to airstrikes has in the past indicated US involvement.

The US carried airstrikes in self-defence in Jillib, Middle Juba, as reported by local media.

According to one local tweet, the attack took place at night in Jilib. Mogadishu News claimed that eight militants were killed when an al Shabaab police station was struck – noting “civilian houses razed by the strikes.”

An AFRICOM spokesperson confirmed this as a US attack via email to the Bureau of Investigative Journalism (BIJ):

“On April 6, the US conducted self-defence fires against an al Shabaab anti-aircraft vehicle in southern Somalia which posed an imminent threat to US personnel. US Forces are working closely with partner forces to combat al Shabaab in Somalia.

Al Shabaab has pledged allegiance to al Qaeda and continues to use its safe havens throughout Somalia to plot attacks against US persons and interests in East Africa, as well as against our international partners in the region.

The US is committed to supporting Somali and Amisom forces as they combat al Shabaab and work to bring stability to the region.”

The statement made no mention of civilian harm.

The US carried out an air strike on September 13th, killing six al Shabaab members, according to a press release from US Africa Command.

The strike took place at approximately 0215 local time (1115 GMT), hitting an area in southern Somalia about 260km south of the capital, AFRICOM said.

The original press release said three strikes took place. However, a spokesperson told the Bureau of Investigative Journalism that AFRICOM had later changed how it classified airstrikes in October and that the three attacks carried out in this operation were now seen as constituting a single strike operation.

Military Times noted that “U.S. officials overseeing the U.S. mission in Africa would not describe the air assets involved in these strikes. ‘We have a range of capabilities at various locations in the region that will allow us to carry out these airstrikes, including manned and unmanned platforms,’ said Robyn Mack, a spokesperson for AFRICOM.”

The attack was carried out under the parameters of authorities granted by President Trump in March. This gave US commanders greater freedom to launch strikes and raids in a geographically-defined area for at least 180 days.

In a Freedom of Information response obtained by journalist Joshua Eaton in May 2019, AFRICOM placed the date of this action on September 12th – and said that it had targeted al Shabaab fighters in the vicinity of Kunyo Barrow.

The operation occurred in southern Somalia, about 260 kilometers south of the capital, Mogadishu. The U.S. conducted this operation within the parameters of the authorities granted by the President in March 2017, which allows U.S. forces to conduct lethal action against al-Shabaab within a geographically-defined area in support of partner forces in Somalia.

Al-Shabaab has pledged allegiance to al-Qaeda and is dedicated to providing safe haven for terrorist attacks throughout the world. Al-Shabaab has publicly committed to planning and conducting attacks against the U.S. and our partners in the region.

U.S. forces will continue to use all authorized and appropriate measures to protect Americans and to disable terrorist threats. US forces carried out a strike against al Shabaab militants on April 16th near Leego, an Africa Command spokesperson told the Bureau of Investigative Journalism in early May.

AFRICOM made no mention of civilian harm.

An AFRICOM spokespersons noted that “No terrorists were killed and no equipment was destroyed in this strike.”

Leego is described by Voice of America as a strategic town in the Lower Shabelle region, located 120 kilometers from Mogadishu. Al Shabaab fighters retook the town in August last year (2017).

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM  confirmed it had targeted on this date what it says were “al-Shabaab Fighters”, in the vicinity of Leego, Somalia.

No additional details are presently known for this event.

An airstrike near Jilib killed one al Shabaab fighter, according to US Africa Command. There were no known reports of civilian harm, an official press statement asserted.

“At this time, it is assessed the airstrike killed one (1) terrorist. Strikes near Jilib disrupt al-Shabaab’s freedom of maneuver.  Currently, we assess no civilians were injured or killed as a result of this airstrike,” the press release read.

Hivsasa later reported that the strike was said to have targeted “an Al-Shabaab operative who has been reportedly on [the] run after being put on black books by KDF and allied forces. Tuesday’s strike aimed at the militant, whose details were not immediately released by the forces, but he’s accused of organising several successful attacks.”

AFRICOM later informed the Bureau of Investigative Journalism that there had been a second strike in the vicinity of Jilib on this date, which is listed as a separate event.

According to Halgan Media, the strike took place on the road between Jilib town and the port city of Kismaayo.

Taqwa Media reported similar, while also suggesting more details of the strike: “Drone strike against al Shabaab targets has killed a high-value target (HVT), an al Shabaab leader on the road connecting Jilib town and the port city of Kismayu in Somalia. The drone strikes yet to be confirmed hit and neutralized the vehicle of the al Shabaab leader and his bodyguards approximately 1050hrs in southern Somalia.”

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting an al-Shabaab terrorist in the vicinity of Jilib, Somalia, on Sept. 3.

"We continue to place pressure on terrorist networks at the same time our Somali partners are making progress on the ground," said U.S. Army Maj. Gen. William Gayler, director of operations, U.S. Africa Command. "These strikes certainly disrupt the network and remove terrorists from causing further harm."

At this time, it is assessed the airstrike killed one (1) terrorist. Strikes near Jilib disrupt al-Shabaab’s freedom of maneuver.

A reported US drone strike killed al Shabaab’s head of domestic intelligence in a night time action near Kunyo Barrow.  While the action was apparently confirmed by Somali military radio, AFRICOM did not declare a strike on this date – indicating a possible CIA action.

Voice of America reporter Harun Maruf first mentioned the strike on July 19th, partially identifying the target. “Reports of an airstrike outside Kunyo Barrow targeting a senior Al-Shabaab figure. The airstrike targetted an official identified as “Ikhlaas”, an intelligence figure, per source. Ikhlaas held other positions including the political desk. No one claimed resp of the strike so far.”

That same evening, SNA Radio, the official radio channel of the Somali National Army, tweeted in Somali that “US drone strike at Kunyo Barrow kills 4 Al-Shabaab militants in collaboration with SNA and Africom” – presumably a reference to the previous night’s action.

On July 22nd., Voice of America published an article detailing the target of the attack: “Security sources told VOA Somali that Mohamed Nur Ikhlaas, head of al-Shabab’s domestic intelligence, was killed in an apparent U.S. airstrike near the town of Kunyo Barrow in the Lower Shabelle region on Thursday night. Ikhlaas was well known to the security branches, as he held the post for a long time. He was al-Shabab’s top political officer, according to security sources.”

Asked whether it had been responsible for this event, in February 2020 a senior AFRICOM official told Airwars that this was not the case. However, this may not preclude actions by the CIA which conducts its own undeclared strikes in Somalia.

US Africa Command declared on the same day that it had conducted an airstrike “in the vicinity of Jilib” which it said had killed “one (1) terrorist.” However local reports said that one young woman was killed and two or three other women injured in the event in Jilib town, which AFRICOM later acknowledged.

According to AFRICOM’s original press release, “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting an al-Shabaab terrorist in the vicinity of Jilib, Somalia, Feb. 2. Initial assessment concluded the airstrike killed one (1) terrorist. We currently assess no civilians were injured or killed as a result of this airstrike.”

However the day after the attack, Somali reporter Mohamed Osman Ali tweeted: “Very sad to learn that an airstrike on Sunday evening killed my brother-in-law’s daughter, and injured two of his daughters and his mother who is also my aunt and my mother-in-law in Jilib town, 380 KM south of Mogadishu. surprised to those saying no civilian casualties!”.

Naming three victims on February 4th, Radio Morad said that one civilian woman had been killed and two others injured: “#AFRICOM claimed killing 1 #AlShabaab fighter & no civilians harmed. But locals reporting 3 civilian casualties, all women.”

According to the Somali Guardian, “Residents told Somali media outlets that a US drone carried out the strike on Monday night which fired several missiles to a residential area inside Jilib town. Several missiles hit a civilian home killing a 17-year-old mentally ill girl, wounding her mother and younger sister who were then rushed to a hospital.”

According to the Defence Post, an AFRICOM official was informed by a relative of the civilian deaths prior to its announcement of no harm: “Abdi said his family was unable to obtain photo evidence of the incident because Shabaab does not allow smartphones in its territory, but confirmed the identity of his relatives in photos posted on Twitter, and provided The Defense Post with other family photos for comparison. Abdi is not sure who took the photos that were posted online, but the experienced journalist said it may have been members of al-Shabaab. He said it was possible the strike may have been targeting Shabaab militants outside the house because the group fully controls Jilib, about 110 km north of Kismayo in Somalia’s Middle Juba region.

“Abdi said he approached an American military officer from AFRICOM’s communications office during a conference in Mogadishu and detailed his story hours before the command released a statement assessing that no civilians were killed. ‘He only said sorry about your relatives,’ Abdi told The Defense Post. ‘He did not tell me anything further, or ask me. He said we try our best not to damage or hit civilian areas,’ he recalled. Ismael Mukhtar Omar, the Somalia Federal Government’s official spokesperson, corroborated Abdi’s account, saying he was present for the conversation with the AFRICOM officer.”

In April 2020, Amnesty International reported that 18-year-old Nurto Kusow Omar Abukar had been killed in the airstrike after she was struck in the head by a heavy metal fragment. The strike injured Nurto’s younger sisters. Fatuma (12) was struck in the clavicle and chest, and remains in the hospital as of April 2020. 7-year-old Adey was hit in the ear. The sister’s grandmother Khadija Mohamed Gedow (around 70 years old) was hit in the knee and is still unable to walk.

According to a weapon expert’s analysis of photographs of the munitions used, it was “likely a US GBU-69/B Small Glide Munition with a 16-kilogramme warhead” that hit the family’s house around 8pm on February 2nd. The report states that “the family of five, who lived in the home, had just sat down for dinner after the Isha prayer, about 8pm, when at least one munition struck their residence. The cariish home, made of wood, sticks and mud, was significantly damaged in the blast.”

The girls’ father, Kusow Omar Abukar (50) was also present in the house during the airstrike, but made it out without injuries. He told Amnesty: “I never imagined it was going to hit us. I suddenly heard a huge sound. It felt like our house had collapsed. There was a huge sound and a bright flash and a huge smoke. The sand and the smoke filled my eyes.” Mr. Omar Akubar is a farmer and, according to his relatives, not a member of Al Shabaab.

According to the report, “prior to the strike, witnesses heard the sound of an aircraft above Jilib, but reported that there was no sign of fighting in the area at that time.”

According to Amnesty International, neither the US or Somalian authorities have reached out to the Kusow family for compensations or medical assistance.

Responding to the Amnesty report, US Air Force Major Karl Wiest told the Defense Post on April 1st that an assessment of the incident is ongoing: “Our in-depth post-strike analysis relies on intelligence methods that are not available to non-military organizations, including Amnesty International.”

Al Jazeera interviewed Kusaw Omar Abukar via telephone, revealing more details about the incident. Abukar confirmed that his daughter Nurto had been disabled and that his surviving daughter Fadumo’s situation remained critical, stating that the girl had undergone two surgeries and is in desperate need of further medical assistance. “We don’t have good hospitals here. And we can’t afford to take her anywhere else”, her father told Al Jazeera.

Marine Corps Times reported that, following the Amnesty report, AFRICOM officials “said they intend to issue a new quarterly report on the status of ongoing civilian casualty allegations and assessments starting at the end of April [2020].”

Human Rights Watch published a detailed investigation into the incident saying: ” Human Rights Watch investigations indicate that 1 civilian, a woman, was killed, and 3 others were injured, including 2 girls.”

The NGO also interviewed the victims: “Nurto’s aunt, who reached the family’s home the following morning, recounted what family members told her: ‘Nurto was standing along the gate, and my mum was also near the gate. The airstrike hit the ground, the pieces went up and hit Nurto in the head and killed her.’

Nurto’s and the two girls’ father, Kusow Omar Abukar, told a relative that he heard a huge sound and then couldn’t see anything for about 30 minutes, just a lot of smoke and dust. He said he could not understand what was happening to him. He told the relative, ‘I was so worried about my daughters but couldn’t see them.'”

The New York Times reported that “Fatima, then 14, indicated during an interview where a missile fragment pierced her body. She wakes up screaming from nightmares. “I don’t want to say what I see,” she said.”

In its second quarterly civilian casualty report, published on July 28th 2020, AFRICOM accepted responsibility for civilian harm in this event: “Between Feb. 3 and June 17, 2020 USAFRICOM received eight total allegations as a result of a U.S. airstrike in the vicinity of Jilib, Somalia, on February 2, 2020. After a thorough assessment into the facts and circumstances following the Feb. 2, 2020 airstrike, USAFRICOM substantiates the death of one (1) civilian and three (3) injured.”

  • February 3, 2020 (Substantiated) Between Feb. 3 and June 17, 2020 USAFRICOM received eight total allegations as a result of a U.S. airstrike in the vicinity of Jilib, Somalia, on February 2, 2020. After a thorough assessment into the facts and circumstances following the Feb. 2, 2020 airstrike, USAFRICOM substantiates the death of one (1) civilian and three (3) injured.

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting an al-Shabaab terrorist in the vicinity of Jilib, Somalia, Feb. 2.
"Al-Shabaab is an al-Qaeda affiliate seeking to further its jihadist agenda," said U.S. Army Maj. Gen. William Gayler, director of operations, U.S. Africa Command. "Removal of even one terrorist makes the region and the U.S. safer. Continuous pressure on the network is necessary to prevent al-Shabaab from building a safe haven and exporting violence."
Initial assessment concluded the airstrike killed one (1) terrorist.
We currently assess no civilians were injured or killed as a result of this airstrike.
U.S. Africa Command will continue to work with its partners to transfer the responsibility for long-term security in Somalia to the Federal Government of Somalia and its Member States. In support of the Federal Government of Somalia, U.S. forces will use all effective and appropriate methods to assist in the protection of the Somali people, including partnered military counterterrorism operations with the Federal Government of Somalia and Somali National Army forces.

Eight Al Shabaab militants were allegedly killed by three US strikes near Mubaraak.

The AFRICOM press release said: “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted three (3) airstrikes targeting al-Shabaab terrorists in the vicinity of Mubaraak, Somalia, Apr. 5.

The command’s initial assessment concluded these airstrikes killed eight (8) terrorists.

We currently assess no civilians were injured or killed as a result of these airstrikes.”

SONNA provided the same death toll but said only one strike was conducted: “On the 5th of April 2020,the Federal Government of Somalia, in partnership with the United

States Africa Command (AFRICOM), conducted an airstrike against Al-Shabaab militants in the vicinity of Mubarak, Somalia.

"Security is a pre-requisite for economic growth and development; U.S. Africa Command assists Somalia and other African nations in building capable and professional militaries every single day," said U.S. Army Brig. Gen. Miguel Castellanos, deputy director of operations, U.S. Africa Command. "To help Africa achieve its potential requires military assistance and that is what the U.S. affords our African partners."

The command's initial assessment concluded these airstrikes killed eight (8) terrorists.

We currently assess no civilians were injured or killed as a result of these airstrikes.

“As the world works to contain COVID-19, it is important our partners recognize we continue to be committed to the security progress in Somalia and will continue to disrupt al-Shabaab's terrorist activities," said Castellanos. "This is a responsibility that AFRICOM takes very seriously."

U.S. Africa Command and our international partners recognize that stability in Somalia will not be achieved through purely military means. It requires providing programs and opportunity for the Somali people.
