Airwars assessment

One civilian died after being hit by “SDF artillery” in al Soussa, according to local media. It is Airwars’ understanding however that only the Coalition had access to artillery in the near region at that time.

On October 1st, Boukamlna reported that “Nuri Rifai Al Ali Al Dagher died in Damascus yesterday [Sept 30th] from his wounds after being hit by a shell while he was working in his land in the village”.

The Syrian Observatory for Human Rights also reported the death of one civilian following an injury reportedly caused by “SDF artillery”.

According to Boukamal Mubashar, there was “artillery shelling by the SDF of ISIS positions in al Soussa” on September 30th.

“On Sept. 30 in Syria, coalition military forces conducted 10 strikes consisting of 17 engagements against ISIS targets. Near Abu Kamal, 10 strikes [2 British] engaged 14 tactical units, and destroyed two command and control centers, one truck, one up-armored vehicle, four fighting positions and two supply routes.”

‘Sunday 30 September – a Reaper destroyed an armoured truck in eastern Syria, Typhoons struck a Daesh-held building…A Reaper’s crew tracked an armoured truck as it drove at speed north-east of Abu Kamal on Sunday 30 September; a Hellfire missile scored a direct hit on the vehicle, destroying it. Typhoons struck a Daesh-occupied building on the eastern bank of the Euphrates, just across the river from Abu Kamal.’

For Sept 26th – Oct 3rd, Dutch F-16s supported ground troops during nine missions over Syria and Iraq. Weapons were deployed during four missions – in Deir Ezzor governorate, in the vicinity of Abu Kamal. ISIS weapons, a logistics warehouse and ISIS fighters were targeted.

Airwars assessment

A named male civilian was reported killed in a confirmed Coalition air or artillery strike on Hijan when it struck his home. All sources blamed the Coalition for the event.

Some sources reported that the incident was on November 24th and others on the 25th. The Syrian Network for Human Rights reported that the Coalition fired missiles on Hijan. Hajin Magazin described the shelling as “savage”.

On September 20 2021, the Combined Joint Task Force – Operation Inherent Resolve (CJTF – OIR), acknowledged the event in their monthly civilian casualty report, but stated: “After a review of all available  records it was determined that, more likely than not, civilian casualties did not occur as  a result of a Coalition action”

  • September 20, 2021 Release No. 20210920-03 FOR IMMEDIATE RELEASE Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report SOUTHWEST ASIA – Since the beginning of operations in 2014, the Coalition and partner forces have liberated nearly 110,000 square kilometers (42,471 square miles) from Daesh, eliminating their self-proclaimed territorial caliphate and freeing 7.7 million people from Daesh oppression. The Coalition will continue to work with partner forces to deny Daesh any physical space and influence in the region as well as deny Daesh the resources they need to resurge. The Coalition conducted 34,991 strikes between August 2014 and the end of July 2021. During this period, based on information available, CJTF-OIR assesses at least 1,417 civilians have been unintentionally killed by Coalition actions since the beginning of Operation Inherent Resolve. We follow a rigid targeting process for all of our strikes to ensure strict adherence to the Law of Armed Conflict while attempting to avoid collateral damage. Every accidental loss of life is tragic, and it will remain our goal to take all feasible precautions to avoid putting civilians in danger in our pursuit of a ruthless enemy. In the month of July, CJTF-OIR carried over 106 open reports from previous months and received no new reports. CJTF-OIR completed two civilian-casualty allegation assessment reports. CJTF-OIR assessed both reports as non-credible. 105 reports are still open, including one that CJTF-OIR had previously closed but reopened due to the availability of new information. For November 24th, the Coalition publicly reported: On Nov. 24 in Syria, Coalition military forces conducted 65 strikes consisting of 86 engagements against ISIS targets.
Near Hajin, 65 strikes engaged 24 tactical units and destroyed 28 firing positions, eight vehicles, six fighting positons, four supply routes, four IED factories, two buildings, five command and control facilities, two staging areas, one vehicle borne IED, one piece of engineer equipment,  one checkpoint, one weapons cache and one AAA system.

For November 25th it reported: "On Nov. 25 in Syria, Coalition military forces conducted 14 strikes consisting of 26 engagements against ISIS targets. Near Hajin, 14 strikes engaged 12 ISIS tactical units and destroyed one vehicle, two fighting positons, two supply routes, one UAS launch site, three buildings, one command and control center and one weapons cache. "

On September 20 2021, CJTF-OIR published a strike report stating:

From Nov 21st-27th, France report that Task Force Wagram carried out 62 firing missions (35 lighting, 27 destruction) from Iraq territory. Aircraft carried out 16 sorties and two strikes.

Insérée au sein du quartier général de la division, la TF se compose d’une centaine de militaires dont les expertises variées permettent de dispenser des instructions opérationnelles adaptées aux besoins émis les Irakiens. Depuis le mois d’octobre, treize stages ont ainsi été organisés, dans des domaines variés comme le secourisme de combat, la lutte contre les IED, le combat en zone urbaine, la lutte contre la menace NRBC ou encore la maintenance ou l’entraînement physique et sportif. Ils ont permis de former quelque 240 militaires irakiens, dont une majorité de cadres ayant pour vocation de devenir instructeurs à leur tour. For November 21st - 27th 2018, the Dutch MoD reported that Dutch F-16's supported ground troops in the fight against IS during 9 missions. Weapons were deployed during 3 missions above Deir Ezzor in Syria, targeting vehicles, logistical places and IS-fighters.

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, one civilian was reportedly killed in alleged Coalition airstrikes in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

According to the report “Fadi Qahir Mohammeda al-Nashif, 23, a lorry driver, was killed in an airstrike while driving on the northern outskirt of Raqqa.”

His mother, Umm Fadi, gave a testimony to Amnesty stating that “My son was killed while driving his truck. An air strike hit his truck. He had just got married.”

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

Raqqa is Being Slaughtered Silently reported the death of a young civilian male following an alleged Coalition strike on an ISIL prison. The group noted on August 28th: “Martyrdom of Khalil Al-Gharieb, detained by the organisation Daesh due to an international Coalition warplane raid several days before on the organization’s prison in the city of Raqqa.”

In an investigation published in October 2016, the Syrian Network reported: “Fixed-wing international coalition forces warplanes fired missiles that targeted a center for ISIS in Al Raqqa city, which is held by the group. The bombardment resulted in the killing of Mr. Khalil Gharbi Al Thaher who had been arrested by ISIS since June 2016. We believe that this incident doesn’t constitute a breach to the international humanitarian law because the target was a military center for ISIS. We included it in the report as one of the incidents that resulted in casualties even though it was within the domain that the international humanitarian law allows for.”

Given reported British incidents in the area that day, Airwars flagged the incident to the UK’s MoD which said ” we can confirm that there was no UK involvement” in the event.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

‘Thursday 25 August – Tornados struck a Daesh group in eastern Syria, while Typhoons bombed a terrorist-held building in western Iraq…Typhoons, supported as is normal by a Voyager air refuelling tanker, patrolled the Euphrates valley west of Ramadi on Thursday 25 August, where they used a Paveway IV to attack a Daesh-held building on the northern river-bank. Over Syria, a pair of Tornados used two Brimstone missiles to engage a number of terrorists spotted occupying positions under trees in farmland in the east of the country.’

Airwars assessment

A local source said that a named civilian, Imad Ahmed, was killed in the bombing of Farms district, north of Mosul. No other details were known at the time.

On March 4th the Coalition confirmed that it had killed civilians that day in Mosul in two incidents. An official later confirmed to Airwars that the following event referred to Salha: “Jan. 4, 2017, near Mosul, Iraq, via media report: During a strike on ISIS fighters in a moving vehicle it was assessed that one civilian pedestrian was unintentionally killed near when the vehicle was struck.”

This was later amended on April 30th 2017: “Jan. 4, 2017, near Mosul, Iraq: Number 5 on the March 4, 2017, CJTF-OIR press release reported that during a strike on ISIS fighters in a moving vehicle one civilian was unintentionally killed. That was incorrect, it was assessed that one individual was unintentionally injured.”

In July 2019, the Coalition provided Airwars with coordinates for the event, accurate to within a 100 metre box.

Airwars assessment

In a previously unknown incident or incidents, the Coalition concluded after self-reporting by personnel that no civilians had been killed or injured in Coalition strikes on Mosul on January 10th.

According to a March 4th statement, two separate incidents of concern occurred. In the first it was assessed that “no civilians were harmed in this strike.” In the second event, it was reported that “After a review of available information and strike video there was insufficient information to assess that any civilians were harmed in this strike.”

In an incident not previously known to Airwars researchers, the Coalition reported on March 4th that it was assessing an event at Mosul.

According to the release “Currently, 19 reports of civilian casualties are still being assessed… Jan. 31, 2017, near Mosul, Iraq, via social media report.”

Airwars assessment

One named civilian was reported killed in a Coalition airstrike on al Ahwas.

According to Raqqa is Being Slaughtered a young man named as Mu’taz Minwar al Ta’an died. The Syrian Observatory also reported that “a person was killed in bombing by warplanes believed to belong to the International Coalition, they targeted areas near the village of al-Ahwas east of Al-Raqqah.”

Asharqiya had reported the previous day that SDF forces had heabily shelled the town, forcing civilian inhabitants to flee to the edges. Shaam News also noted that “the international coalition has intensified its bombing of the villages and towns of rural eastern province of Raqqa, leaving new massacres against unarmed civilians, amid continued clashes between SDF forces and elements of IS.”
