Airwars assessment

According to reports civilian facility guard Waleed Mekhlef Al Abbad was killed in a Coalition raid on the Al Omar oil field. According to local reports, midnight airstrikes were followed by a raid involving up to six Coalition helicopters.

Ara News cited media activist Yasser al-Dairi from Al Mayadeen as saying the raid “targeted an important personality in IS and he confirmed that the landing resulted in the arrest of more than one person.”

Mr al Abbad, the civilian nightwatchman reported killed, came from the nearby village of al Baloum.

The Coalition later confirmed carrying out the strikes, with Major Michael Filanowski telling AFP: “There were strikes last night [in the Omar oil field] that struck Daesh-controlled oil refineries, command and control centres and transportation nodes… There were 26 targets and all 26 were struck. That will impact their strategic ability to generate money.”

In subsequent monthly civilian casualty reports, the US-led Coalition indicated that the credibility of this civilian harm allegation is in the process of being assessed. In April 2021, CJTFOIR declared this event to be ‘non credible – claiming (despite on the record confirmation at the time) that “After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

Airwars assessment

One civilian, a teacher, was killed and another wounded, after an alleged Coalition jet struck the university area of Mosul. A number of civilian cars were also said to have been destroyed.

The US later confirmed its role in the attack though reported only that two civilians were injured: “Near Mosul, Iraq, during another strike against ISIL targets, it is assessed that two individuals were injured after entering the target area after the aircraft released its weapon.”

The victim was later named by his family.

In July 2019 the Coalition provided Airwars with the location for this incident, accurate to within a 100 metre box. The location given placed the event in the university area of Mosul.

One adult civilian male was reported killed in a fresh Coalition strike on the besieged city.

According to Manbij Direct, “Mohammad bin Ahmad Khaled al Othman died in coalition raids a few hours ago inside the city of Manbij. He is a civilian who doesn’t belong to any faction. Today the city of manbij has seen more than 10 raids by the coalition on different areas in the city.”

In the second of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

A taxi driver was killed by an airstrike, according to local reports.

The Syrian Human Rights Committee reported that a man was killed by unidentified warplanes on a road near Deir Eizzor. The report said he was a driver. HRO also named him, as did Euphrates Post, which identified him as a taxi driver. That report placed the incident on the road between Raqqa and Deir Ezzor. None of the reports said who was responsible.

A civilian male was reportedly killed as a result of artillery fire supported by Coalition airstrikes in Raqqa, local sources said.

All three sources which reported the incident identified the victim as Samir Mohammed al Ali Al Ashayer, who is also known as Abu Mohammed.

Both the Palmyra Media Center and Raqqa is Being Slaughtered Silently blamed the SDF alongside the Coalition. The SDF, however, did not use artillery in this period and is an unlikely culprit.

Thursday 15 June – A Reaper destroyed a terrorist vehicle in eastern Syria. Typhoons struck three targets in Raqqa, while Tornados and Typhoons hit a mortar near Tal Afar and six targets in Mosul…The following day [June 15th], a Reaper remotely piloted aircraft conducted armed reconnaissance in eastern Syria, some 35 miles north-east of Dayr az Zawr, and used a Hellfire missile to destroy a terrorist truck. Two Typhoons also struck three Daesh positions in Raqqa in support of the offensive by the Syrian Democratic Forces (SDF)

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.

Airwars assessment

A civilian male was killed following airstrikes into Raqqa, local sources reported, however it was not clear who was responsible.

He was reportedly from the Al Mashlab neighbourhood of the city.

All five sources who reported the incident did not make any claims as to who was responsible for the airstrikes. However, only the Coalition was known to be targeting the city by air at this time.

In February 2019, the Coalition assessed this event to be non-credible. Their report noted: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

The local time of the incident is unknown.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. For July 1st-July 2nd: “Near Raqqah, nine strikes engaged eight ISIS tactical units and destroyed seven fighting positions, a tactical vehicle, a front-end loader, a mortar system and a heavy machine gun.”

It additionally reported that “On July 1, near Raqqah, Syria, five strikes engaged three ISIS tactical units, destroyed a fighting position and a heavy machine gun, and suppressed 27 fighting positions.”

‘Saturday 1 July – A Reaper eliminated a mortar team and Typhoons dealt with a heavy machine-gun, both in Raqqa. Tornados hit three Daesh positions in Mosul…A Reaper remotely piloted aircraft patrolled over Raqqa on Saturday 1 July. A mortar was reported firing on the SDF, and the Reaper’s crew spotted its muzzle flashes from a position concealed beneath a tree. A Hellfire missile destroyed the target. Typhoons were also active over the city, where they used a Paveway IV to silence a heavy machine-gun which was holding up an SDF advance.'
