Airwars assessment

One male civilian died in an alleged Coalition artillery strike on Raqqa’s Al Wadi street, according to local media.

Al hassaka Rasd, Al Raqqa Truth and other sources said he died in artillery shelling of Al Wadi street. Airwars understands that only the Coalition has access to artillery in Raqqa.

In April 2019 the Coalition announced that it had classed this allegation of civilian harm as non-credible, noting: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Airwars assessment

One civilian male died in an airstrike on al Boulial, however, there was uncertainty regarding the date of his death.

On August 9th, Euphrates Post reported “a resident of the town of Al-Boulial, died of wounds he sustained as a result of airstrikes on the water crossing in the town several days ago.”

Mohsen and AlBahkour and Moujham Al Hayal reported on August 10th that Hilal Saleh al-Thurdan died in a “bombing” of al Boulial.

Alpolil.shamar published an image of a leaflet announcing the man’s death.

Airwars assessment

Two adult male civilians and up to two children were killed in an alleged Coalition airstrike on their home in Raqqa’s al Amassi neighbourhood, local media reported.

In February 2019, the Coalition accepted responsibility for the event, noting: “Coalition aircraft engaged an ISIS headquarters multistory building. Regrettably, four civilians were unintentionally killed and two civilians were injured as a result of the explosion.”

Sources noted that Ahmed Ali Obaid Al-Taha’s wife, Hayat Muhammad Obeid al-Taha, died in an earlier casualty event on July 25th, listed on the July 2017 civilian casualty page as event S1117.

According to Raqqa is Being Slaughtered Silently (RBSS), Ahmed Ali Obaid Al-Taha’s son, Samer, was also seriously injured. Subsequent reports by RBSS were somewhat confused: one said that Samer had died, while another called for people to post information about his whereabouts, thereby implying that the boy was lost and not confirmed dead.

Palmyra media centre added: “The child Samer Ahmad Al-Taha … No trace was found of him neither in the hospital nor among those who were pulled from under the ruins of the destroyed house …The international coalition killed his mother and father and his sister is clinically dead.”

The sister was named by Palmyra revolution coordination committee as Ghazal, and this source said that she had died. Ahmad Al Shibli also said that she had been killed.

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars assessment

One civilian died in an air or artillery or mortar strike in Raqqa, according to local media – though it was unclear who was to blame.

However, Sharqiya Voice, Al Hadath News Agency and Syrian Press Center said that Shihab al-Din Zidan al-Azzawi died as a result of mortar shelling. Airwars understands that the SDF has access to mortars in Raqqa, therefore, their role in this event cannot be ruled out. The Syrian Network for Human Rights went on to explicitly blamed SDF mortars for his death.

Sources also named Mahmoud Ibrahim al-Jabali as killed but said that he had died by drowning in the Euphrates river and that he was not a victim of a strike.

Airwars assessment

At least five civilians including two children and a woman died in an alleged Coalition airstrike on Raqqa’s Al-Safarna neighbourhood, according to local media.

According to Zamanalwasl, “five civilians from one family, including two children and a woman, were killed as a result of a bombardment by the international coalition forces targeting al-Safarna neighborhood east of al-Raqqa.”

However, other reports put the death toll at six with a further eight wounded – all blaming the US-led Coalition.

On August 5th, The Syrian Observatory for Human Rights “documented the death of at least 10 persons including 2 children and 1 citizen woman, they were killed in the past 24 hours.” However, some caution is required as this could be a general number and not specific to just this event.

In July 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their monthly civilian harm report noted: “After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.”

Airwars assessment

An adult male civilian was reported killed by multiple local sources. The cause of death was somewhat conflicted.

Seven of the eleven sources attribute the attack to a landmine, whilst others cited the use of artillery. Airwars understands that only the US-led Coalition have access to artillery in Raqqa.

In a post from Ar Raqqa Al a’ahyla the so-called Islamic State organisation was alleged responsible. It suggested that the organisation planted a landmine which exploded, resulting in Hamoud Rashid Dandoush’s death.

The Raqqa Media Center however blame the US-Coalition and reported that he was killed “as a result of the artillery bombardment of the city of Al-Raqqa”.

A post from Amer Alywy on the Documentary of Victims of Ar Raqqa Facebook group claimed that Hamoud Rashid Dandoush was killed in his own residence due to “shelling”.

Airwars assessment

Local media reported that alleged Coalition airstrikes caused widespread destruction of civilian homes and schools in al Fadaghmi village, though there was no information about civilian casualties.

According to Arabyoum, “local sources said that Coalition raids caused the destruction of the majority of houses in the village of al-Fidghmi. They targeted it with high-explosive missiles striking civilian houses in the village. This resulted in the destruction of more than 80% of the village’s houses: the homes of Juma al-Eid, Ahmad al-‘Abd, Muhammad al-‘Abd, Nuri al-Saleh, Fathi al-‘Akla, Abdullah Al-Mohsen, Ahmad Al-Halabi, Ghiyath Al-Yunis, Mr. Al-Qudouri”.

Al Hassaka Rasd added that the raids had also destroyed the preparatory, primary and secondary schools in the village.

Reports of the incident mention the village of Al Fadaghmi (قريةالفدغمي), south eastern Al Shadadi, Hassaka, for which the coordinates are: 35.905, 40.887778. Besides residential areas, reports mention schools being targeted. Three school buildings are located at the following coordinates: (1) 35.908188, 40.884354, (2) 35.902721,40.887852 and (3) in a neighbouring village to the south: 35.893587, 40.888195.

Airwars assessment

In an incident not previously tracked by Airwars, the Coalition later confirmed the injury of one civilian in an event near Karabilah, Iraq.

Their December 2017 civilian casualty report noted: “During a Coalition strike which destroyed an ISIS vehicle, it was assessed that one civilian was unintentionally injured.”

In July 2019, the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars researchers could not find any locally reported claims of civilian harm in the area on this day.
