The US military carried out a “precision airstrike” targeting an ISIS-Somalia encampment in the Golis Mountains, according to a press release issued the following day by US Africa Command.

AFRICOM said it had assessed that the strke killed four members of ISIS-Somalia and that no civilians were harmed. “At this time, it is assessed the airstrike on May 9 killed four (4) terrorists.  A detailed post-strike analysis continues and more details may be released as appropriate. Currently, we assess no civilians were injured or killed as a result of this airstrike.  Our process and procedures allow for additional information to inform post-strike analysis.”

The attack came one day after a strike against ISIS had reportedly also killed 13 terrorists.

The AFRICOM statement further noted: “This deliberate campaign is building on increased intelligence and understanding of ISIS training and recruitment activities in Puntland, and is the fourth precision airstrike against ISIS-Somalia since April 14.”

In its own public reporting of airstrikes in northern Somalia, AFRICOM tends to cite only ‘the vicinity of the Golis Mountains’ – instead of the nearest settlement usually provided for elsewhere. The Golis Mountains extend from the border with Ethiopia into Somaliland, and then eastwards to Puntland. Given that both ISIS and Al Shabaab are reportedly present more in Puntland, or on the Puntland/Somaliland borders, it is likely this strike took place in that region. In this respect, and in combining the information available from sources of alleged militant activity in the South-west and South-east of Bosaso, and several mentions of Galgala, we have chosen a generic middle point, for which the coordinates are: 11.060894, 49.184169. Due to limited satellite imagery, and public reporting available to Airwars, we were unable to verify the location further.

ISIS-Somalia Degraded by Precision Airstrike

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting an ISIS-Somalia encampment in the Golis Mountains, Somalia, on May 9, 2019.

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting an ISIS-Somalia encampment in the Golis Mountains, Somalia, on May 9, 2019.

This deliberate campaign is building on increased intelligence and understanding of ISIS training and recruitment activities in Puntland, and is the fourth precision airstrike against ISIS-Somalia since April 14.

The work U.S. Africa Command performs by, with and through AMISOM and our Somali partners, whether assisting with the threats they face or training them to improve their capabilities, is geared toward one goal – establishing a secure environment in order for broader diplomacy efforts to come to fruition. The Federal Government of Somalia and partner forces continue to make incursions into territory formerly controlled by ISIS.

At this time, it is assessed the airstrike on May 9 killed four (4) terrorists. A detailed post-strike analysis continues and more details may be released as appropriate.

Currently, we assess no civilians were injured or killed as a result of this airstrike. Our process and procedures allow for additional information to inform post-strike analysis.

U.S. Africa Command will continue to work with its partners to transfer the responsibility for long-term security in Somalia from AMISOM to the Federal Government of Somalia and its Member States. In support of the Federal Government of Somalia, U.S. forces will use all effective and appropriate methods to assist in the protection of the Somali people, including partnered military counterterrorism operations with the Federal Government of Somalia, AMISOM, and Somali National Army forces.

According to local sources, an airstrike by an unknown party targeted a ‘foreign al Shabaab commander’ around dawn on May 9th 2019.

According to Horn Globe, “A second huge blast was heard in Jamame town, around dawn. The target of the second air attack was al-Shabaab commander in charge of planning operations, a Somali intelligence officer in Mogadishu has told Horn Globe. His fate is yet unknown as the intel officer says they were assessing the situation there. Jamaame is about 522km from Mogadishu.

“There was no any press release from the United States Africa Command (AFRICOM) in relation to the two air strikes in Jilib and Jamame.”

According to Fallaro, “in Jamame district in Lower Juba region, a nighttime bombardment occurred, and it was reported that leader Abddinur Hussein, a close ally of Ahmed Godane, was reportedly targeted. The death toll is said to have risen to five members of Al-Shabaab and there are other casualties, although their exact number is not yet known.”

Asked whether it had been responsible for this event, in February 2020 a senior AFRICOM official told Airwars that this was not the case. However, this may not preclude actions by the CIA which conducts its own undeclared strikes in Somalia.

Two civilians were killed in alleged Russian airstrikes on the town of Jozef, Hama governorate, on May 9th, 2019, according to local sources.

According to Al Araby, “The Edlib Media Center said that two civilians were killed at dawn today [May 9th], and others were injured, as a result of the targeting by Russian warplanes of the town of Jozef”. Edlib Media Center also reported the use of rockets.

Eldorar and Elwehda reported the same figures and also blamed Russia.

Airwars assessment

Up to three civilians including a woman died and three others were wounded in alleged Russian or regime air or artillery strikes on Khan Sheikhoun, according to source on the ground.

The Step New Agency pointed to Russia and put the death toll at one civilian.

However, most other sources attributed the civilian harm to the Assad regime. For example, the White Helmets reported that “a man was killed and three others were injured, including a woman, in the town of Khan Sheikhoun this morning [May 10th], after the regime’s shelling with rocket-propelled grenades and heavy artillery targeted residential neighborhoods and civilians trying to escape and search for safer places.”

According to the Syrian Network for Human Rights, “at least three civilians, including a woman, were killed as Syrian regime forces fired artillery shells on Khan Sheikhoun city in Idlib governorate southern suburbs, on May 10.”

In a separate post, the Syrian Network also said that regime warplanes  “fired missiles on the local market in Khan Sheikhoun city in Idlib governorate southern suburbs, severely destroying several shops and their facilities, on May 10.” Baladi also claimed a market had been struck – but blamed Russia.

The Local Coordination Committees of Syria said that the city had “been subjected to heavy shelling by warplanes and rocket launchers, in conjunction with a heavy flight of warplanes and helicopters.” It added that a woman and a man were killed and two men and a woman were wounded. According to LCCSY, there were “seven air strikes, in addition to 60 rockets and 20 artillery shells fired on the city”.

Some other sources reported the death of members of the Al Nusra front, including “the death of Mustafa Dahrouj one of the biggest criminals in Idlb”, according to @mhmdalywns56, who tweeted that the group’s headquarters in Khan Sheikhoun had been struck.

Afpar added:  “The forces of the regime and its ally Russia continue its heavy shelling since late April on the southern province of Idlib and neighboring northern Hama, controlled by the Sham Liberation Organization and other jihadi groups.”

Two brothers and their mother died in an airstrike on Ma’aret Al Seen, according to local media.

Local Coordination Committees of Syria attributed the three deaths to Russia. However, a report by the Syrian Network for Human Rights blamed regime warplanes.

Airwars assessment

Up to four civilians including a child and one or two women died and as many as 20 other civilians were wounded in shelling on Kafar Nabil, according to local media. Sources blamed surface-to-surface missiles, cluster bombs and rockets for the civilian harm and were conflicted as to whether Russia or the regime were to blame.

The Step News Agency pointed to Russia, putting the death toll at two civilians. According to @abuhuzaifa_, “Russian occupation aircraft targeted the surgical hospital Sham in the city of Kafar Naibl with concussion missiles” – though the source made no mention of civilian harm.

But most reports attributed the attacks to to the Assad regime. The Smart News agency said that “a woman and a child” died and “more than 10 other civilians were wounded”. In a later post it said that “a man and a woman were killed”.

According to Smart, “One of the residents, Khaled al-Khalaf, said that cluster bombs targeted residential areas in the city center, killing two civilians and seriously wounding others. Fires broke out in residential homes and property.”

A report by the White Helmets named two victims: “A woman called Khayriya Al Baiyoush and a man called Mohammed al-Jawhar (displaced from Halfaia village) died and 20 others were injured when high-explosive rockets and cluster bombs were fired by regime forces on the southern town of Kafar Nabil.”

The White Helmets provided some additional details, noting that the attacks which “included cluster  bombs targeted most neighborhoods of the city at 2:15 pm. Some targeted the Grand City mosque, another mosque in the city, and the Al Noor residential complex.”
