Airwars assessment

Up to 17 civilians including women and children died and 10 more were wounded in alleged Coalition airstrikes on Raqqa, according to local media.

Most sources put the death toll at six with 10 more injured and blamed a “US bombing” of Raqqa neighbourhoods.

However, on August 5th the Syrian Observatory for Human Rights “documented the death of at least 10 persons including 2 children and 1 citizen woman. They were killed in the past 24 hours” – but some caution is required as this could be a general number and not specific to just this event.

A report by the Syrian Network for Human Rights put the death toll at 17, “including 7 children and 5 women, IDPs from al Bab city in Aleppo”, and said that they died when Coalition missiles struck a residential building.

‘Friday 4 August – Typhoons struck an ammunition factory and three sniper positions in Raqqa…An improvised ammunition factory had been identified in a large single-storey building in Raqqa, and this was struck with two Paveway IVs from Typhoons on Friday 4 August. The Typhoons then conducted two further strikes with Paveways against sniper positions, while a second Typhoon flight dealt with a third sniper team.’

Airwars assessment

Multiple local sources reported the explosion of a car bomb in “the second village of engineers” killing members of Haiat Tahrir al Sham [formerly Al Qaeda/ Al Nusra] and up to four civilians, as well as wounding others.

According to @Elghad , “The Syrian Observatory, based in Britain, said that a car bomb exploded near the headquarters of the editor of the Levant in the Al Mouhandeseen countryside.

The Observatory said that preliminary reports indicated the killing of two members of the Liberation of the Sham and wounding others.

A media unit of the group confirmed the explosion, saying that a number of its members were killed and wounded.”

There was only one allegation against Coalition warplanes, from the Step News Agency. It reported: “Thirteen members of Haiat Tahrir al Sham [formerly Al Nusra] and a number of civilians were killed and wounded when the Coalition’s international air force targeted them in the area of the Society of Engineers [or Jamiaat al Muhandissen] in Orme al-Kubra, west of Aleppo.”

Airwars assessment

According to a local report, civilians were killed followed airstrikes on Salah ad Din Province.

Yaqein reported that a number of civilians were killed as a result of ongoing attacks by government forces and international coalition aircraft. The report also cited militias fighting in the area and said that indiscriminate and heavy shelling had killed dozens of civilians.

No additional details are presently known.

Airwars assessment

Local sources have reported that between three and six civilians were killed in an aerial bombardment on al Buweitaya in the western suburb of Deir Ezzor. At present sources have alleged that the US-led Coalition was responsible, however, some sources are attributing the attack to the regime, and some to Russia.

According to a Facebook post by Al Tabani another unidentified female was found, and Younis al-’Awad’s wife was also reported to have been seriously injured in the attack.

The Syrian Network for Human Rights have blamed ‘Syrian Regime planes’ for the attack, whilst in a news report by Smart the strikes are ‘thought to be Russian’.

Other sources referred to an “air bombardment” and to “warplanes” carrying out raids – but did not identify the culprit.

Multiple local sources reported that a minimum of four people were killed in an air raid in al Tabani. One report from Smart totalled the number of victims at seven. The majority of sources asserted that the strikes were carried out by Russian forces, or as reported by Step news agency, ‘#russian-owned’ aircraft.

According to an article on Syrianpc News the airstrike targeted “a car carrying four civilians” resulting in ‘killing them and injuring others’. The civilians travelling in the vehicle in Al-Manjam near al Tabani, were described by a number of sources as ‘displaced people’ and in a Qasioun news report as ‘mostly women and children’.

Statements from activists in a Smart news report allege ‘seven civilians, including children, were killed by a military aircraft raid, targeting a car in the town’, though they did not specify the actors in this attack.

Due to limited satellite imagery and information available to Airwars, we were unable to verify the coordinates of either al Hammadi village (ﻗﺮﻳﺔﺍﻟﺤﻤﺎﺩﻱ) or the school. There are three buildings labeled as schools on Wikimapia east of Haddaj village and near the Iraq/Syria border, but it is unclear if any of these are the school that was reported to have been targeted. The coordinates for these three schools are: 36.017222, 41.207778; 35.977500, 41.247222; and 35.961667, 41.203889. We did locate al Shadadi town (ﺍﻟﺸﺪﺍﺩﻱ ), for which the coordinates are: 36.052222, 40.728889, and Haddaj village (حداج), for which the coordinates are: 36.035833, 41.056389.

In December 2018, the Coalition announced that it had classed the event as non credible due to a lack of available evidence of civilian harm: “Aug. 4, 2017, near Raqqah, Syria, via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

CJTF–OIR Declassified Assessment and Press Release

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. Airwars is currently analysing the contents of each file, and will update our own assessments accordingly.

For August 4th-5th the Coalition reported that “On Aug. 4, near Raqqah, 11 strikes engaged seven ISIS tactical units and destroyed seven fighting positions, a staging area, and a tunnel..” It also stated that “On Aug. 4, near Raqqah, Syria, four strikes engaged three ISIS tactical units and destroyed five fighting positions; and damaged a fighting position.”

‘Friday 4 August – Typhoons struck an ammunition factory and three sniper positions in Raqqa…An improvised ammunition factory had been identified in a large single-storey building in Raqqa, and this was struck with two Paveway IVs from Typhoons on Friday 4 August. The Typhoons then conducted two further strikes with Paveways against sniper positions, while a second Typhoon flight dealt with a third sniper team.’

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, three civilians were reportedly killed in alleged Coalition artillery strike in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

The report stated that “Mohammed Haj Ibrahim, 34, was killed at his home with two of his children by an artillery shell which struck the house while he and his family were sleeping at 4.30 am.”

Hi wife, Hamida, who survived the strike told Amnesty that, “27 days earlier we had tried to escape Raqqa but Daesh shot at us and killed both my husband’s parents. Then the Coalition killed my husband in his sleep. There was no justice in this war.”

The field notes added that they had tried to escape in the night time, and they were shot at by ISIS near “Rashid Park”. Mohammed and his wife Hamida were also injured in this attack.

In July 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their monthly civilian harm report noted: “After a review of available information it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

The incident occured at 04:30:00 local time.
