Airwars assessment

An August 2017 Amnesty International report documented the death of 27-year-old Kuteiba, who was killed in the Dir’iya neighbourhood in Raqqa city on June 9th.

Intissar, who had already told Amnesty researchers about the killing of her father the day before (see above), stated that her brother was killed “in the street near the mosque in our neighbourhood. He was going around telling neighbours that the Daesh checkpoints had gone and so there was an opportunity to escape.”

The report stated that several strikes, both air and artillery, hit the area on June 8th and 9th.

Airwars researchers have so far identified no known public allegations of civilian casualties related to this incident.

Airwars assessment

Local sources reported that a civilian male was killed in an alleged Coalition airstrike on ISIL members which killed three of its fighters in Al Mayadinn, Deir Ezzor.

The victim, Mubarak Khader al Shweiti, was reportedly driving near Al Tayba roundabout when the alleged strike targeted a nearby car carrying the ISIL members, killing all three.

The man was said to have worked as a driver for Al Bassam Forwarding Office, according to Euphrates Post which also obtained a picture of the deceased.

Three separate sources alleged that the Coalition was responsible for the airstrike.

In an incident not previously tracked by Airwars, on September 29th 2017 the Coalition said it had concluded an assessment on claims of civilian harm. According to the Coalition report, “111. June 15, 2017, near Raqqah, Syria, via NGO report: The report contains insufficient information of the time, location and details to assess its credibility..”

The Coalition shared the military coordinates with Airwars: 37SEV0071178717.These correspond with al Huni in Raqqa.

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.

Thursday 15 June – A Reaper destroyed a terrorist vehicle in eastern Syria. Typhoons struck three targets in Raqqa, while Tornados and Typhoons hit a mortar near Tal Afar and six targets in Mosul…The following day [June 15th], a Reaper remotely piloted aircraft conducted armed reconnaissance in eastern Syria, some 35 miles north-east of Dayr az Zawr, and used a Hellfire missile to destroy a terrorist truck. Two Typhoons also struck three Daesh positions in Raqqa in support of the offensive by the Syrian Democratic Forces (SDF).

Locals reported the deaths of 35 civilians during fighting for control of the Farouk area of Old Mosul.

Yaqein blamed the deaths on the assaulters, citing an Iraqi commander: “‘Our military operations in the Old City resulted in the killing of 32 people,’ the commander of the federal police, Raed Jawdat, told a news briefing.”

Iraqi Spring Media Center, citing agency reports, posted that 35 civilians had died as the result of a government attack on Farouk.

At least two civilian males were killed and six others were injured in alleged Coalition airstrikes on Al Soussa in the east of Deir Ezzor governorate, a number of local sources reported.

Some sources reported that as many as six people died while JP News alleged that 15 people were killed. However, they were the minority among a large number of reports from the incident. Two male victims were identified by name and another six injured were identified.

Raqqa is Being Slaughtered Silently reported “The martyrdom of “Ali Abdul-Ali al-Jasha’am” after the coalition aircraft targeted his car while he was transporting wounded civilians following the bombardment of the city of Raqqa.”

‘Wednesday 28 June – Tornados supported Syrian Democratic Forces in Raqqa, striking two buildings defended by Daesh extremists…On Wednesday 28 June, two Tornado flights operated over Raqqa. At the north-western end of the city, at least one suicide bomber was known to be waiting inside a Daesh-held building, waiting for an opportunity to attack the SDF as they closed in. The building and the terrorists inside were struck with a Paveway IV. A second such weapon demolished a building in the east, from where heavy fire had been directed at the SDF. This successful strike allowed the SDF to resume their advance.’

19 strikes were made by French aircraft in Iraq and Syria in the last week. Most of them were carried out in the battles of Mosul and Raqqah. These strikes were aimed at groups of Daech fighters. The other strikes were carried out in Syria and targeted regrouping and refueling areas used by jihadi fighters. Task Force Wagram carried out 16 artillery strikes in Mosul.]

‘CHAMMAL APPRÉCIATION DE SITUATION En Syrie, les Forces Démocratiques Syriennes (FDS) sont engagées dans des combats féroces pour reprendre progressivement le contrôle du centre-ville de Raqqah. ACTIVITÉS DE LA FORCE CHAMMAL Appui feu – TF Wagram La Task Force (TF) Wagram a appuyé cette semaine les opérations de ratissage de la 15e division irakienne à l’ouest de Mossoul. 16 missions de tir ont été réalisées en appui des unités irakiennes dont : 10 missions de harcèlement 6 missions d’éclairement Depuis le début de son engagement, la TF Wagram a donc conduit plus de 1200 missions de tirs. Appui aérien au Levant Cette semaine, les aéronefs de l’opération Chammal ont réalisé 31 sorties aériennes dont 29 de reconnaissance armée ou d’appui au sol (CAS) et 2 de recueil de renseignements. 19 frappes ont été réalisées par les avions français en Irak et en Syrie. La majeure partie d’entre elles ont été réalisées dans le cadre des batailles de Mossoul et de Raqqah. Ces frappes visaient des groupes de combattants de Daech. Les autres frappes ont été réalisées en Syrie et ont visé des zones de regroupement et de ravitaillements utilisées par les combattants djihadistes.’

Airwars assessment

At least one family and as many as 50 civilians were reportedly killed, said to be family members of ISIL fighters, following alleged Coalition airstrikes on Al Soor to the north east of Deir Ezzor.

The airstrikes were said to be in the telephone exchange area of the city, a number of local sources reported.

According to Baladi News, “media sources said that about 50 members of the families of Islamic State were killed Sunday, an air strike of the coalition aircraft International, targeted a house near the telephone exchange area in Soor north of the city of Deir al-Zour, while other sources said that The dead are members of one family of a member of the organization.”

All four sources reporting the incident alleged that the Coalition was responsible.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

In a civilian casualty assessment released July 13th 2021, the Coalition classed this event as ‘non credible’, claiming that “After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.”

Airwars assessment

At least five civilians but possibly as many as six, including three children, were killed and many others were injured in airstrikes on Al Mayadeen. However it is contested as to who was responsible.

Eight of the 16 sources reporting the incident alleged that the Coalition was responsible. Two sources blamed the Russian government, one source blamed the Syrian government and five sources did not identify responsibility.

Most sources reported that “a number of others” were injured, however 7al News claimed a figure of more than 20.
