Airwars assessment

Local sources said that up to 41 civilians died and a further 143 were injured following alleged Coalition airstrikes on eastern Mosul neighbourhoods in support of a renewed push to capture the city from ISIL.

Iraqi Spring placed the death toll at 41, while MNN said at least 30 died.

In its February 2017 civilian casualty report, the Coalition noted two events for December 29th – one of which had been dismissed, the other still under investigation. An official confirmed to Airwars on February 16th 2017 that this event had been assessed as not credible.

For December 28th-29th 2016, the Coalition reported that “Near Mosul, three strikes engaged an ISIL tactical unit; destroyed seven front-end loaders, four command and control nodes, two land bridges, a VBIED factory, a vehicle, and a steam roller; and damaged 24 supply routes.”

Airwars assessment

According to several sources, at least 16 civilians killed following the alleged Coalition airstrike targeted the children’s hospital in Mosul. CENTCOM confirmed the incident the same day and announced an investigation.

A number of ISIL fighters were reported killed along with between five and 16 civilians when the Coalition targeted a vehicle at Ibn al-Athir hospital. An ISIL propaganda video showed significant damage to the hospital. One of the victims has since been named as a medic.

In a statement issued that day, CENTCOM noted: During operations to liberate Mosul on Dec. 29, a Coalition airstrike struck a van carrying ISIL fighters observed firing an SPG9/RPG recoilless rifle before loading the weapon in the van and driving off. The van was struck in what was later determined to be a hospital compound parking lot resulting in possible civilian casualties.

In its February 2017 civilian casualty report, the Coalition noted two events for December 29th – one of which had been dismissed, the other still under investigation. A senior official later confirmed to Airwars that this event remained under assessment.

A UN report on the protection of civilians in the context of Nineveh operations and the retaking of Mosul stated: On 29 December 2016, an airstrike hit the parking area of the Ibn al-Atheer hospital in the Majmoua al- Thaqafiya neighbourhood of northeastern Mosul, reportedly killing seven civilians and wounding 14 others. The airstrike allegedly targeted a vehicle transporting ISIL militants. Reports were received that when ISIL took over al-Salam hospital of southeastern Mosul on 5 December, it evacuated the civilian patients from Ibn al-Atheer hospital and reserved the hospital only for the treatment of its militants. ISIL reportedly posted a video showing the effects of the airstrike online. UNAMI/OHCHR could not verify the authenticity of the video.

Three civilians were killed – including a man and a woman and a child – and many more were wounded, in alleged air and artillery strikes on Harasta. All sources blamed the Syrian regime for the raids, except LCCSY who blamed Russian warplanes. 

According to sources, the artillery and air bombardment targeted a school and residential neighbourhood.

No specific number of wounded civilians were reported, however one source claimed that “many” were injured. One video showed a child seriously wounded in the aftermath of the raid from the strike which hit his school.

As many as 15 civilians were killed – including six children, two women and four adult males – and dozens were wounded, in alleged air and artillery strikes on Douma. Sources were conflicted as to who was to blame. Some sources attributed blame to Russian warplanes, while others blamed the Syrian regime.

Reportedly, the raids struck a residential area including a school and the city square. Photographic evidence shows the extensive destruction to the buildings, civilian homes and the inside of the school.

One sources reported that the heavy shelling, which began in the morning and reoccurred throughout the day, included the use of both ground artillery and missiles.

Video evidence shows an ambulance taking wounded civilians to a medical facility in the immediate aftermath of the raid.

The incident occured around dawn.

One adult male was killed, and two or more were injured, in alleged Russian airstrikes which struck the residential neighbourhood of Jisr Al Shoghour. All sources attributed blame to Russian aviation, which it is reported to have carried out four raids on the vicinity.

According to one source the attack consisted of three cluster bombs raids, whereas another source said rocket propelled grenades were used. There are additional reports which suggest missiles were launched on the vicinity.

Smart News confirmed that the wounded were taken to a nearby medical facility where they received treatment.

As many as four civilians were killed – including three children and one woman reportedly from the same family – and up to 19 were wounded in an airstrike on a primary school in Arbeen, local media said.

Three belligerents were reportedly sighted, meaning there is confusion among sources as to who is responsible. Two sources blamed Russian warplanes, others the Syrian regime. Some sources did not attribute any blame.

Upsetting footage showed tens of children running, screaming from the school through the rubble in a chaotic fashion. The footage also showed partial damage to the school building.

More video evidence showed the White Helmets pulling an injured child from the rubble who was buried alive due to the raids.

According to @almasaronline, as many as “19 were killed and wounded in the bombing of a primary school in the countryside of Damascus”. This was the highest casualty figure from the event.

As many as two civilians were killed – including an unidentified adult male – and more than 20 were injured in airstrikes on the residential neighbourhood of Zamalaka, according to local media.

Sources remain unclear as to who was to blame for the airstrikes. Some sources, including LCCSY, have reported Russian warplanes were to blame for the raids, whereas others pointed to the Syrian regime.
