Around 10 pm on the evening of Tuesday, September 3, 2024, four civilians – two men, a woman, and a child – were injured by artillery and rocket shelling allegedly by Syrian regime forces and/or Iranian militias and/or Russian forces on the residential buildings in the city of Jisr al-Shughour in the Idlib region of Syria.
Among the injured were named as 36-year-old man Hussein Andrew injured in a foot, 50-year-old woman Samia al-Dibo, five-year-old girl Wasal Milish, and 36-year-old man Ibrahim Shaaban. Reports indicated that the shelling had caused widespread fear, especially among women and children. One woman also reportedly suffered psychological shock due to the attack. The attack struck residential neighborhoods.
The shelling reportedly originated from the Jurin camp under Russian control, and targeted densely populated areas. Hani Alymani (@Hani_Alymani_ on X/Twitter, September 3, 2024, 8:45 PM) emphasized: “The attacks on Jisr al-Shughour injured civilians indiscriminately. The shelling targeted residential buildings, creating chaos among families.” Similarly, Syrian Civil Defense (@SyriaCivilDefe on X/Twitter, September 3, 2024, 9:10 PM) stated: “Rescue operations were underway. Four civilians were injured, including a child, due to shelling in the Jisr al-Shughour region.”
One source, Saorati (on Facebook, September 4, 2024, 10:30 AM), highlighted the psychological impact: “A woman was left in a state of psychological trauma following the violent attack. She and her children were unable to leave their home until the shelling stopped.” The user also posted a picture relating to the event; it depicted a scene inside an ambulance where a medical worker, wearing a yellow and gray uniform, seemingly of the White Helmets, and a protective helmet, was attending to a seated woman. The woman was dressed in a purple-patterned outfit with a matching headscarf, and her back was turned to the camera. She appeared to have been receiving care or assistance, as the worker leaned forward, applying what seemed to have been medical attention to her upper body. The setting was equipped with medical tools and devices, including a blood pressure monitor mounted on the wall and various pieces of medical equipment arranged in the background. The environment suggested urgency and professional care, with the patient seated on a blue bench inside the ambulance, surrounded by the subdued lighting of the emergency vehicle.
Facebook user, Doreed (@Doreed on Facebook, September 4, 2024), posted pictures reportedly related to the event. The first image showed an adult man, apparently Ibrahim Shaaban, sitting in a medical facility. He was wearing a maroon long-sleeved shirt with the phrase “LET’S GET” printed across the chest. The man had a short haircut and a beard, and he was looking to the side, possibly interacting with someone off-camera. His posture was upright, but his expression appeared tense or reflective, suggesting he might have been awaiting treatment or had recently received medical care. In the background, medical equipment, including a small monitor and other devices, was visible, reinforcing the clinical setting.
The second image depicted a man, apparently Hussein Andrew, lying on a hospital bed, wearing a beige shirt and black pants. He was holding a mobile phone to his ear, appearing to make a call or talk to someone. His right foot was bandaged, indicating he had sustained an injury. An IV line was connected to his left arm, which was positioned beside him on the bed. The room had a stark white appearance, with visible electrical outlets and basic medical equipment in the background, reflecting a modest clinical environment.
The third image captured a young girl Wasal Milish, sitting in a medical setting. She was wearing a white shirt with a pink design and matching pink shorts. Her hair was tied back in a simple ponytail, and she looked upward with a wide-eyed expression, possibly reflecting fear or curiosity. A medical professional’s gloved hands were visible, holding her arm as they prepared to administer or had just administered treatment. The setting included shelves stocked with supplies, further emphasizing the clinical atmosphere. The focus on the girl’s expression added an emotional depth to the image, highlighting the vulnerability of children in such circumstances.
Al Hadath shared on Facebook (@alhadathsyria on Facebook, September 4, 2024) a video relating the infrastructural damage to civilian homes due to the alleged attack. The video captured the extensive debris scattered across the area. Broken concrete blocks, shattered bricks, and metal fragments were strewn across the ground, emphasizing the force of the strike. A bent and twisted metal railing in the background highlighted the structural damage to nearby buildings. The video’s lighting, likely from portable lights or a nighttime setting, cast dramatic shadows, accentuating the chaos.
The camera pans to show a closer view of a damaged building facade. Large portions of the wall had been reduced to rubble, and the windows were entirely shattered. Twisted metal railings, which appeared to have been part of the building’s exterior, were visible hanging loosely. The camera lingered on the pile of rubble covering the ground, showing what might have been a courtyard or pathway now buried under debris.
In the final segment, the video zoomed in to highlight the intricate destruction. A close-up of a damaged section revealed exposed interior spaces of the building, with piles of concrete and metal obstructing what were likely entrances or windows. The warped and broken metalwork further emphasized the impact’s intensity. The overall tone of the footage conveyed the devastating effect of the shelling on the local civilian population and infrastructure.
Al Jazeera re-shared on their Facebook page a video, depicting the moment of the alleged artillery strike in the residential neighborhood. Captured through surveillance footage with a timestamp of September 3, 2024, at 22:00, the video showed the immediate effects of the shelling on the area. The footage began with a relatively calm street scene, showing a residential building with shuttered doors and windows. The street was dimly lit, emphasizing the quiet before the attack. Suddenly, a bright orange flash illuminated the area, followed by a blast that sent debris scattering across the street.
As the explosion subsided, thick dust and smoke engulfed the scene, obscuring visibility. The structural damage to the building became evident, with the force of the blast disrupting the quiet residential setting. The camera captured the intensity of the moment as the dust settled. The video concluded with the area still shrouded in dust, reducing visibility to near zero. Arabic captions on the video described the event, identifying it as shelling by regime forces targeting civilian homes in Jisr al-Shughour, further emphasizing the impact on residents.
The responsibility for the attack was contested. According to a tweet by @Hani_Alymani (September 3, 2024), civilian casualties were caused by artillery shelling from Syrian regime forces and Iranian militias targeting the area. Additionally, the Syrian Civil Defense documented the moment a residential neighborhood was shelled by Syrian regime forces, as reported on their Twitter account on September 4, 2024. Other reports, such as a post from Saorati (September 4, 2024), also highlighted the involvement of Russian forces, Iranian militias, and Syrian regime forces, further corroborating the multi-party attribution of the attack. A post by Ahammed (September 3, 2024) directly implicated Russian forces, stating that the shelling originated from the Jurin camp.
