Airwars assessment
A civilian male was reported killed and two others were injured in alleged Russian or Syrian regime airstrikes on the town of Jabala, Idlib governorate, on July 23rd, 2019, as reported by local sources.
Step Agency tweeted that “a civilian was killed and others were wounded when an explosive barrage hit the town of Jabala, south of Idlib.”
Enab Baladi posted a video of the aftermath of the strike, where a Syrian Civil Defence volunteer who was at the site stated that one civilian was killed and that two others were injured.
@baladinetwork tweeted that “a displaced civilian was killed by barrel bombing targeting the village of Jabala in the southern countryside of Idlib, Syria.”
Several sources, including the Syrian Human Rights Committee, identified Nasr Al Satouf, also known as Abu Luai, as the fatal victim. According to the Syrian Network for Human Rights, Al Satouf was a displaced civilian from the city of Khan Sheikhoun.
While a majority of sources blamed the Syrian regime for the strike, Enab Baladi and Shaam News Network pointed to Russia.
