Airwars assessment
At least four civilians were wounded, including a child, in Al-Hasakah near the Turkish border on Sunday evening, November 27th, 2023. Nisreen Muhammad Aziz (nine years old), Lauren Ramadan Kalo (29 years old), Muhammad Louay Tawfiq (18 years old), and Hussein Mustafa (30 years old) were injured by a spray of bullets aimed at the Al-Darbasiyah district, north of Al-Hasakah, reportedly either from the Turkish border guards or the Syrian Democratic Forces.
The gunfire entered the home of Muhammad Louay Tawfiq, according to a man claiming to be his brother, Yousef Tawfiq, who posted a video about the incident on Facebook along with images showing the bullet holes in the walls and windows as well as bullet casings. The 9-year-old girl Nisreen Muhammad Aziz was seriously injured and reported to be in critical condition at Khabat Hospital in Al-Darbasiyah, while the rest remained stable.
Sources differed on who was responsible for the gunfire, and neither side has claimed responsibility for the attack. The Al-Hasakah Governorate released a statement that was cited by the Syrian Observatory for Human Rights, which said that four people, including a girl, were injured by “Gendarmerie” Turkish border guards, as they approached the Syrian-Turkish border. The source also stated the shooting was fired toward residential neighborhoods in the city of Al-Darbasiyah, north of Al-Hasakah.
Similarly, Eyewitnesses from Al-Darbasiyah told North Press, “Four people, including a girl, living in the western neighborhood of Al-Darbasiyah district, were injured by bullets fired at them by the Turkish Gendarmerie forces present on the border this evening.”
In comparison, Syria TV reported the casualties were inflicted by SDF members celebrating the founding of the Kurdistan Workers Party, or PKK. The source said members of the celebration fired heavy and indiscriminate rounds from light and medium machine guns which resulted in accidental woundings of the four casualties.
As sources claimed different belligerents were responsible for the attack, Airwars has graded both Strike Status and Civilian Harm Status as Contested.
