The Violations Documentation Center also named the victim, It also identifies him as a civilian but has published an image of him wearing a militant bandana. His combatant status remains unclear.

According to the Violations Documentation Center and others, six civilian males were reported killed in an alleged Russian airstrike in the vicinity of the Aisha hospital in Al Bukamal. According to Deir Ezzor 24, eight rockets or missiles were launched on the town. However, the Syrian Observatory has attributed the attack to the US-led Coalition.

No further information is available at the present time.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

They engaged depots with weapons and ammunition, mass concentrations of military hardware, training camps and workshops producing explosives.”

Airwars assessment

The White Helmets reported the death of one man and the injuring of his wife, following several alleged Russian airstrikes during the evening on the town of Al Rahiba.

However the VDC reported the death of an unnamed civilian male “due to regime`s army forces shelling.” And the Free Syrian Army noted only that an “unidentified martyr died following a bombardment on the town.”

Six or more non-combatants, including three children, were reported killed in an alleged Russian or regime airstrike on Mohassan. There were claims the death toll may have been as high as 10.

While most sources blamed Russia, the Syrian Network later reported that “government warplanes shelled Al Mouhassan city in eastern Deir Al Zour suburbs that is under the control of ISIL which killed 9 individuals including 3 children.”

Airwars assessment

One civilian factory worker was killed and two injured in an alleged Russian missile strike on the Atlas Factory for cotton in Hayyan, according to the Syrian Network for Human Rights and the Violations Documentation Centre.

The VDC published an image (right) of the unnamed victim. In a separate report, it has also listed 35-year old from Tamura village as killed on the same day in Hayyan, though by “regime forces’ shelling with a surface-to-surface missile.” It is possible these are the same events.

Accordingly to Shaam News, Russian warplanes launched a long-range missile targeting the factory. Warehouses were also reportedly damaged, with a video posted depicting the shelling aftermath, in which a fire broke out.

While Halab News and Hraytan’s residents blamed the attack on Russia, the VDC said Mr Qinti died as a result of a regime airstrike (“air forces shelling.”)

Between 7 and 12 civilians were reported killed following an alleged Coalition strike on the Directorate of Agriculture in Mosul. A further 28 to 39 people were reported injured. The incident took place in the Al Faisaliah area of eastern Mosul, and according to reports, most if not all of those killed had no links to Daesh. An ISIL propaganda video showed some victims in their vehicles, with others including children taken to a local hospital.

In a separate event, five to eight civilian prisoners and three Daesh guards were reported killed and a further 30 people injured, after the Coalition allegedly bombed a detention facility at government offices in Badush, to the west of the city. One eyewitness told a Daesh film crew that there were two strikes at the location: “While I was sitting inside my home taking breakfast at 9.30 am [inside the mosque compound] I heard the sound of planes and the first missile hit this place. The smoke and dust was very heavy. Then the second missile hit again the same place at 10 a.m and you can see the destruction which resulted of this bombing.”

One victim has since been named as Saad Abu Mohammed, a local surveyor.

Major General Abdullah al-Jubouri, commander of Iraq Army operations in Nineveh, later urged the international coalition to exercise greater precision in hitting targets.

In July 2017, the Coalition classed the event as non credible on grounds of no strikes in the near vicinity: “Nov. 16, 2015, near Mosul, Iraq, via Airwars report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties.”

However, given that the Coalition declared strikes in Mosul on the day, Airwars is seeking additional information – and has now classed this event as contested.
