Airwars assessment

Witnesses from Al-Qaim alleged that coalition airstrikes targeted a civilian house at midnight, killing a father and his three children and leaving the wife with severe injuries. The man’s name was given as Mohammed Hammad Alhialy.

This may or may not be related to an incident cited by the United Nations in its quarterly report on Iraq: “On 5 November, an airstrike is alleged to have hit a gathering of people near a hospital in al-Qaim, western Anbar, killing three and wounding 14 others.”

Airwars assessment

An alleged coalition airstrike reportedly hit a market at Al Qaim in western Anbar, killing at least 3 people and injuring up to 35. Two of the victims were named as as Mohamed Ahmed and Ahmed Munir Khitab. Significant damage was reported at the scene. However, the coalition denies carrying out any airstrike in the vicinity on this date.

According to one eyewitness, the attack happened after Islamic State militants in the vicinity fired on coalition aircraft: “The reckless action of the militants led to the death and injuries of more than 37 people, all of them civilians, and causing substantial material damage in the shops.”Al Jazeera cited witnesses as saying that 15 died and 35 were injured in an ‘international coalition’ strike, adding that according to one source, “the aircraft bombed once then bombed a second time once people had gathered to look for the victims.” NINA placed the number of injured significantly lower, at 14.

The attack was denounced by Sheikh Najm Al Alyawi, a member of the council of tribes of the district, who said in a press release “The people of the district strongly denounce the bombing by warplanes of the main market in Al Qaim, western Anbar province, which resulted in the death and injury of dozens of innocent citizens.”

The United Nations cited the incident in its quarterly report on Iraq, noting: “It was also alleged that on 4 November, an air strike hit a market in al-Qaim, western Anbar, killing at least five civilians and wounding at least 27 more.” The attack was generally attributed to Iraqi government forces and their allies, which might include the coalition.

Airwars assessment

An internal Coalition report, citing web sources, noted claims that civilian casualties had been alleged at Slouk “on a strike on some grain silos.” The aircraft was likely to have been a US armed drone, due to the Hellfire missile used.

An initial investigation concluded that there had been no civilians injured: “The only strike that corresponded with the report was a strike on a tank about 70km N of Raqaa. Review of the aircrew’s video showed that the strike conducted with [] AGM-114, struck the target. No civilians were present on the video, either pre- or post-strike… No further inquiry required.”

A search of public records by Airwars found that the location of the Coalition’s strike did appear to be Slouk. As Raialyoum reported at the time: “The strikes [which were attributed instead to October 29th]continued in the northern countryside, targeting granaries [silos] around Slouk 80km north of Raqqa city. These are believed to be used by IS as stores for heavy weapons that were captured from Brigade 80. The raid resulted in the destruction of part of the silos, and an IS tank parked nearby.”

An Islamic State propaganda video released on November 2nd 2014 alleged that civilians had died in the attack, showing the corpses of what it said were two petrol sellers. However no reference was made to grain silos.

  • The only strike that corresponded was on a tank about 70 km N of Raqqah. Review of the aircrew’s video showed that the strike, conducted with AGM 114, struck the target. No civilians were present either pre- or post-strike. An internal review of a strike during the initial deliberate strikes in Syria prior to 29 September on the area IVO grain silos in Idlib had already been conducted, determined not to have been CIVCAS.

Two civilians were reported by medical sources in the city to have been “accidentally killed” in an airstrike on a “Daesh stronghold in Qayyarah, Mosul“. However the Wameedh Sabah blog reported a security source as saying that the casualties were inflicted by an Iraq Army airstrike.

Up to 81 alleged militants were also reported killed in coalition strikes in Al Hajj Ali.

A Kobanî official reported that a civilian – an 87 year old woman – and six Kurdish fighters from the Peoples’ Protection Units (YPG) died in a ‘friendly fire’ incident in the besieged city.It was also reported that two hospitals in the town had been destroyed.

According to Sky News Arabia, Kurdish sources said that the bombing occurred near Al-tall Street in the city. It represented the first known alleged Coalition ‘friendly fire’ incident in Syria.

CENTCOM disputed the claims, noting internally that Kurdish YPG sources instead insisted the elderly woman “was executed by ISIL forces.” The declassified report also concluded that no hospitals had been targeted by the Coalition, although it was conceded that “The closest target struck was approximately 100m away.”

  • Open sources reported that an 87 year old woman was killed during a dvnamic stirke IVO Kobanl, and that two main hospitals were destroyed by us bombing. Neither allegation credible. No CIVCAS determined. SiNe 29 Sep 14, no women or children have been observed by TF IVO Kobani. No reporting or intel supports the death of the 87 year old civilian from US airstrikes. Information provided by the YPG in the ground indicates that the woman alleged killed was executed by ISIL forces, and that the reported source of the report was not in Kobani at the time of the report. IRT the hospital, TF ID’d 3 hospitals IVO Kobani. None have been targeted. The closest target struck was approximately 100m away

The Syrian Martyrs website claimed that three named men were killed in a Coalition airstrike.

On its summary page Syrian Martyrs listed the trio as civilians. However, their individual pages describe them as fighters.

According to a video tribute, Akta’a was an opponent of the Assad regime who had also fought the Kurds in Syria’s chaotic civil war, and it appears unlikely he was a non-combatant: “One of the first to come out in peaceful protests in the town of Jissr Al Shoughour, he [Akta’a] fought the regime peacefully but he found that peaceful means with the regime do not work so he fought like a hero and he avenged the blood of the pure. He was victorious and with his own blessed blood he wrote history. The coming generations will remember his victories against the Kurdish forces loyal to the regime. He lived and died a free man. May God accept him.”

The Violations Documentation Center listed a fourth name, that of “non-civilian” Yasin Shaikh Mosa.

In July 2017 the Coalition classed the event as non credible, saying there was too little information for it to make a determination: “Sep. 26, 2014, near Al Hasakah, Syria, via Airwars report: After a review of available information it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Local news service Al Sumaria claimed that “11 civilians from one family” died after coalition airstrikes hit the village of al Qayyarah south of Mosul on the morning of August 24th.

Other sources, placing the death count slightly lower at 8-9 killed, reported that the attack had been carried out by a helicopter, possibly a Chinook, suggesting that the Iraq Army may have been responsible. Local MP Abdul Rahman Allowaizi later complained that “there is no difference between detonating car bombs in the regions and governorates of Iraq and the dumping of barrels explosive on the role of residential neighborhoods in Nineveh.”

The coordinates for ( القيارة ) Qayyarah are: 35.7977836, 43.2935143 We were unable to locate Al Shuhadaa neighbourhood ( حي الشهداء ) on maps. However we suspect the neighbourhood is located in North Qayyarah ( القيارة ) as the news outlet rudaw.net, reported that people from this neighbourhood complained about oil fires between August to September 2016. The oil fires are clearly visible in available satellite imagery from time period, potentially identifying the neighbourhood.

The coalition has reported two strikes in the vicinity of Mosul for August 23rd-24th 2014, both of which it says targeted vehicles: “U.S. military forces continued to attack ISIL terrorists in support of Iraqi security force operations, using fighter aircraft to conduct an airstrike in the vicinity of Mosul Dam. The strike destroyed an ISIL vehicle and all aircraft exited the strike area safely.“

Airwars assessment

Between one and five civilians, including women and children, were killed as the Farigow leper colony near Jilib, Middle Jubba was struck by unknown warplanes, international media reported.

A woman living near the settlement told the Kenyan group Journalists for Justice that the colony was struck by jets by “mid 2014”, killing one person and injuring another three. “Farigow is a settlement of leprosy victims near Jilib. A woman living near there said it was attacked by jets in mid-2014. Three adults were injured and one killed, she reported to JFJ.”

Journalists for Justice said the attack was the same one described by the UN in its Somalia Monitoring Group report for 2014, which stated: “On 20 May 2014, for example, a village at Faragurow, 3 kilometers west of Jilib town in Middle Jubba, was attacked by fighter jets. Some reports claimed that among the dead were ‘2 women, 2 children and an old man.'”

The local time of the incident is unknown.

Reports of the incident mention that the strike targeted a settlement of leprosy victims called Farigow or Faragurow, 3 kilometers west of the town Jilib. Due to limited information and satellite imagery available to Airwars, we were unable to verify the location of Farigow.
