In a major incident, up to 46 civilians died in an alleged Coalition airstrike (according to the Iraqi Revolution site) on the town of Ar Rutbah. The UN Mission to Iraq expressed “serious concern” about the event.

The attack, which occurred shortly after dawn, reportedly killed a significant number of children, with graphic photographs widely posted on Arabic social media. According to Al Gharbiya, most of the dead came from five families. One family was named as that of Mohammed Hassan Akaul al-Jumaili.

However the source of the attack was disputed, with NINA and Shafaaq News reporting that “unidentified aircraft” had attacked. Iraqi Spring and Al Araby instead blamed the strike on Iraqi aircraft: “According to one source, Iraqi warplanes bombed houses inhabited by displaced people, killing about 45 of them including women and children, and injuring about 70 others.”

Vice News cited a spokesperson as saying that the Coalition was “not aware of Iraqi Government airstrikes in that area [Rutba] on July 31.” It also noted that “The US-led coalition did not report launching airstrikes in the vicinity of Rutba on July 31, but the report of civilian casualties was also not immediately refuted — something the coalition has done in the past when VICE News inquired about similar allegations.”

Suhaib al-Rawi, the governor of Anbar province, ordered an investigation into the attack, demanding that those found responsible eventually be put on trial for their actions.

In a January 2016 report, the United Nations Assistance Mission in Iraq noted: “On 31 July, up to 40 civilians may have been killed and over 30 wounded when three houses allegedly sheltering IDPs was hit by an airstrike in Rutba, west of Ramadi, Anbar. Official sources confirmed the incident and the number of casualties, which included 18 women and 11 children (under 14 years old). The houses were targeted by military jets after receiving information that ISIL elements were allegedly inside the houses. The governor of Anbar called for an immediate investigation of the incident. On 3 August, the Special Representative of the Secretary-General (SRSG) in Iraq and Head of UNAMI issued a press release expressing serious concern at the reported airstrike, and called on the Government of Iraq to investigate the incident.“

A badly wounded Syrian refugee told Buzzfeed that he believed his injuries had been caused by a Coalition airstrike at Palmyra, although no strikes at that location had been reported at the time (the first publicly reported Coalition strikes on Palmyra were on September 9th 2015.)

Mohamed Raja, aged 23, lost his right arm and was paralyzed from the waist down after being caught in an airstrike on a passing oil tanker. “He and his family believe it was a coalition attack because of its precision. But the coalition has never announced any strikes in the city, while the regime bombed it heavily that day, making it unlikely that the coalition was to blame,” noted Buzzfeed.

In its monthly civilian casualty report for October 2019 – published on December 5th of that year – the Coalition assessed the event as ‘non credible’, noting that “July 9, 2015, in Palmyra, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2796/CS096 37SDU350426”.

Coalition officials also provided Airwars with a geolocation to within 100 metres of the area reviewed.

Based on available information, we assess this as a likely regime strike.

A single source, the Syrian Observatory for Human Rights, claimed that two civilians were killed and others wounded, “some of them injured badly.”

In a possible linked event, Al Hurra reported that the coalition targeted and killed Daesh leader Abu Abdallah Al Ozbeki [‘the Uzbek’], outside a hotel in the centre of Raqaa. Citing SOHR’s director Rami Abdel Rahman, it was reported that a number of civilians may also have died in the attack.

However Raqaa is Being Slaughtered Silently, while reporting coalition strikes on the city, made no mention of civilian casualties in its own coverage of the day.

The Coalition later declared this to be a duplicate of another reported event in Raqqa on this date (CS094) where it had determined civilian harm.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition noted: “July 8, 2015, in Raqqa, Syria, via Airwars report. A shepherd was reported by the Syrian Network as having been killed in a Coalition airstrike near Mitras. Five other people were injured by shrapnel.

The victim’s son later described retrieving his father’s body: “The rocket caused a great hole in the ground, almost two metres deep. I buried my father’s body in the town.“

However in July 2017 the Coalition classed the event as Non Credible on grounds of insufficient evidence of civilian harm: “April 26, 2015, near Mitras, Syria, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Airwars has requested additional information from the Coalition – and continues to class this event as likely.

In an event previously unknown to Airwars, an internal CENTCOM review of a Coalition strike on an ‘ISIL weapons assembly area’ at Hawijah identified a possible issue. According to the report, “ISR imagery showed that an unintentional potential ClVCAS may have occurred. Unidentified and unexpected personnel were seen IVO [in the vicinity of] the detonations. CAOC is assessing.“

A more detailed assessment of weapon system video led to a determination that casualty claims were “not credible.”

Airwars researchers have identified no reports of civilians killed that day, although there was news of heavy fighting in Hawijah itself as ISIL fighters retreated from outlying villages.

Seven civilians from one family – including young children – were killed and 8 injured when a house was allegedly struck by a coalition aircraft. However other sources attributed the attack to an artillery assault by the Iraq Army.

The dead were later named by the Iraqi Spring Centre.

Seven additional people were named as severely injured in the event.

In a later report, Baghdad TV claimed that as well as ‘a family of six’ killed in the strike, an additional 14 civilians had died after a total of seven homes were struck.

Local elder Sheikh Mohammed Jumaili demanded that “the federal government open an extensive investigation into the bombing of the coalition flights of civilian targets and homes within the area, despite the absence in the region of any armed groups.”

However, an internal CENTCOM assessment concluded that “The nearest coalition strike IVO [in vicinity of] Al-Kharmah was a single Hellfire missile targeting a Da’ish DsHK weapon 3.5km SW of Al-Karmah, IRQ on 23 FEB 15.”

According to Syria’s Violations Documentation Center, a Coalition airstrike at Tal Hamis – scene of a major battle between Kurdish forces and Islamic State at the time – resulted in the death of a male teenager.

In July 2017, the Coalition classed the event as non credible on grounds of lack of available evidence of civilian harm: “Feb. 23, 2015, near Tal Hamis, Syria, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”
