Airwars assessment

Ten to 12 civilians, mostly children and women, were reported killed following alleged airstrikes on Khishham, 15 km southeast of Deir Ezzor. The majority of sources accused Russian warplanes of committing the offence. However both the Regime and the US-led Coalition were also mentioned in reporting.

Syrian Press Center reported that Russian warplanes used “cluster bombs around the house of Aref al-Humaidi”. According to local reports a number of houses were destroyed.

Qasioun said “A squadron of Russian fighters also shelled the villages and towns of Deir al-Zour in the east with dozens of airstrikes loaded with cluster bombs, the latest of which was in the village of Khasham”.

A number of sources, including Deirezzor and @ahraralmyadein, referred to “warplanes” but did not specify a culprit.

Fresh-syria blamed both the Regime and Russia, whilst Jbc was the only source that referred to the Coalition – Jbc pointed out that the Coalition and Russia were both “committing massacres” in Deir Ezzor countryside – neither were blamed for the Khisham incident specifically.

Later reports identified victims.

According to Euphrates Post the nine children (pictured) were all from the town of Buammaru when they were killed in Khasham, the Euphrates Post alleged Moscow responsible.

Four days after the event, Euphrates Post noted “The movement of displaced people from the towns of Mazloum, Mrat and Khisham Tahtani as a result of artillery shelling by the regime forces located in the town of Al-Marayya.

For September 14th - 15th, the Coalition reported: "Near Dayr Az Zawr, two strikes engaged two ISIS tactical units and destroyed two vehicles". It later reported, "On Sept. 14, near Dayr Az Zawr, Syria six strikes destroyed an ISIS UAS, a fighting position, an ISIS supply route and suppressed three fighting positions"

‘Friday 15 September – a Reaper supported coalition airstrikes near Dayr az Zawr, and delivered two attacks itself against extremists in the open, whilst Typhoons destroyed a Daesh-held building… On Friday 15 September, a Reaper was again very active north-east of Dayr az Zawr; it provided support to coalition airstrikes which destroyed three Daesh-held buildings, then conducted two attacks on its own account with Hellfire missiles against terrorists moving through the area. Nearby, a Typhoon flight bombed a further Daesh-held building.’

Airwars assessment

Two adult male civilians, one child and one woman died in airstrikes on Hatla, according to local media, though sources were conflicted as to whether the Coalition or Russia were to blame. The majority of sources, however, pointed to Russia. Munitions recovered at the scene were Russian in origin.

The Syrian Observatory for Human Rights and Alwatan blamed the Coalition for the death of one man in Hatla. But Smart News, Marsad al Hassaka, Qasioun and the Syrian Network for Human Rights said that Russia carried out strikes with cluster bombs.

According to Alqudos , “Russian warplane targeted the villages and towns of the eastern countryside of Deir Al-Zour, including Hatla, Mrat, Mazloum, Khasham, Tabit, and new Akidat with more than 70 raid cluster munitions”.

Euphrates Post, also blaming Russia said that an elderly man died and named two male victims. Jisr TV reported that a child was killed in strikes on Hatla but didn’t identify the culpriT, however, a child fatality was named by several other sources.

Additionally, Justice for Life, who put the death toll at three said that this total included one woman.

The US-led Coalition informed Airwars that as a result of their deconfliction agreements they have ceased to conduct strikes entirely in Deir Ezzor city.

‘Monday 11 September – Tornados destroyed two sniper positions in Raqqa, and attacked a Daesh-held compound and terrorists on a motorcycle near Dayr az Zawr…A flight of Royal Air Force Tornados supported the Syrian Democratic Forces fighting in Raqqa on Monday 11 September, when Paveway IV guided bombs were used to destroy two sniper positions. A second Tornado flight patrolled north-east of Dayr az Zawr, where they attacked a group of terrorists in a compound with a Paveway IV. Survivors of the attack then attempted to move to another position on a motorcycle, but were successfully engaged with a Brimstone missile.’

On August 30th 2018, the Coalition said it had concluded an assessment of possible civilian harm. In the report, the Coalition wrote: “September 8, 2017, near al-Nahdah, Syria, via media report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.” The Coalition shared the location of this assessed strike with Airwars: 37SDV995792. Airwars researchers assessed that the reported event has strong similarities with S1277a – yet cannot discount S1277a due to insufficient information on the location.

For September 8th – 9th the Coalition reported “Near Raqqah, 40 strikes engaged 11 ISIS tactical units and destroyed 24 fighting positions, four logistics node, two vehicles, an ISIS communication line, a mortar system, a command and control node and suppressed four fighting positions.” It was additionally reported that “On Sept. 8, near Raqqah, 20 strikes engaged 11 ISIS tactical units; destroyed 15 vehicles, six logistics nodes, four fighting positions, and an IED; and suppressed three fighting positions.”

‘Thursday 7 September – Tornados destroyed a truck, a fuel depot and a terrorist accommodation block in northern Iraq, whilst Typhoons attacked a machine-gun team in Raqqa…On Thursday 7 September, Tornados patrolled over northern Iraq. A couple of miles north-east of Hawijah, a truck carrying a group of extremists was successfully targeted using a Brimstone missile. Our aircraft were then tasked with the destruction of a fuel depot near Sharqat where Daesh had been spotted refuelling truck-bombs, as well as a nearby accommodation block used by the terrorists. Both were struck with Paveway IVs. Over Raqqa, Typhoons flew further close support missions for the Syrian Democratic Forces, bombing successfully a light machine-gun position.’

Airwars assessment

Over one hundred child soldiers were killed in an alleged US-led Coalition strike on a training camp of the so-called Islamic State organisation, according to multiple sources.

A report by Euphrates Post said, “The coalition warplanes attacked an [ISIS] camp in the town of al-Kashkiya in al-Sha’atiyat district, on the house of Rahim al Thalaj al-Mustapha and its environs, where members of the organization had turned the place into a training camp for the cubs of the caliphate, the children of Asian immigrants’, the report continues, ‘…the raid was focused on the house, where a large number of cubs of different nationalities are present’.

Furat Post covering events in the city said that Islamic State had not commented on any of the report’s released and had not confirmed the authenticity of this alleged massacre.

All sources obtained attributed the airstrike to the US-led Coalition.

‘Point de situation des opérations Armée française – Opérations militaires·Thursday, 13 July 2017 CHAMMAL SITUATION En Syrie, A Raqqah, la manœuvre d’encerclement menée au Sud de la ville pour couper les combattants de Daech de leurs soutiens est terminée. Dans la ville, la progression des Forces Démocratiques Syriennes se poursuit maison par maison, face à une défense de Daech faite d’actions permanentes de harcèlement, d’infiltrations et d’attaques suicides menées avec l’aide de boucliers humains. Les Forces armées syriennes se heurtent aux défense de Daech plus à l’Est et les positions se stabilisent. En Irak, Dimanche 9 juillet, le Premier ministre irakien a annoncé la libération de Mossoul. For July 12th-18th, France report 11 strikes: 7 in Syria (6 in Raqqa) and 4 in Iraq. There were 26 artillery strikes in Mosul. Since September 19th 2014 France has carried out 1322 strikes, with 2090 targets destroyed and 6812 air sorties. Additionally, they’ve carried out 1310 artillery missions.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah désormais encerclée, Daech défend fermement les quartiers sous son contrôle en s’appuyant sur un usage intensif de pièges dont le terrain est littéralement saturé pour ralentir la progression des forces démocratiques syriennes (FDS). Cette stratégie impose aux FDS de déminer, pas à pas, chaque rue et chaque maison, sous la menace permanente de tireurs isolés entre autres tactiques adverses. Leur progression reste donc très lente. En Irak, Alors que les opérations de sécurisation de Mossoul se poursuivent, la principale zone de combat se situe désormais à l’Ouest de la ville dans le secteur de Tall Afar. Depuis cette localité, Daech mène des actions de harcèlement par des tirs directs et indirects contre les positions des Forces de Sécurité Irakiennes (FSI) à proximité. Airwars assessment

One civilian male was initially reported as killed in alleged Coalition airstrikes Shubat 23 Street in Raqqa by Raqqa is Being Slaughtered Silently (RBSS). However later reports confirmed that he was still alive.

RBSS was the only source to report the death but subsequently deleted its Facebook post – an unusual move for the monitor – indicating to Airwars it was likely mistaken in its reporting.

Three other sources confirmed that the male was still alive.

The local time of the incident is unknown.

‘Point de situation des opérations Armée française – Opérations militaires·Thursday, 13 July 2017 CHAMMAL SITUATION En Syrie, A Raqqah, la manœuvre d’encerclement menée au Sud de la ville pour couper les combattants de Daech de leurs soutiens est terminée. Dans la ville, la progression des Forces Démocratiques Syriennes se poursuit maison par maison, face à une défense de Daech faite d’actions permanentes de harcèlement, d’infiltrations et d’attaques suicides menées avec l’aide de boucliers humains. Les Forces armées syriennes se heurtent aux défense de Daech plus à l’Est et les positions se stabilisent. En Irak, Dimanche 9 juillet, le Premier ministre irakien a annoncé la libération de Mossoul. Cette victoire sur l’organisation terroriste marque le succès de forces irakiennes appuyées par les forces aériennes de la Coalition et un soutien artillerie, au cœur d’une stratégie qui aura permis d’affaiblir Daech avant de contre-attaquer en remontant le Tigre et de progresser ensemble jusqu’au cœur de la ville après l’avoir encerclée. Désormais, les forces de sécurité débutent une longue phase de sécurisation de Mossoul. La nécessité de nettoyer la ville des très nombreux pièges posés par Daech, la présence de combattants-suicides disséminés au sein de la population, la probable présence de cellules terroristes dormantes, va imposer aux Forces de Sécurité Irakiennes de poursuivre leurs efforts pendant de longues semaines. Les combats se concentrent désormais dans le secteur de Tall Afar où bon nombre de combattants terroristes ont trouvé refuge après avoir fui la zone de Mossoul. Daech poursuit de son côté ses actions terroristes dans les régions de l’Anbar et d’Hawijah où l’organisation dispose encore de forces importantes.
