Combined Joint Task Force – Operation Inherent Resolve and its partners have increased offensive activity against Daesh targets in designated parts of Iraq and Syria throughout the month of May.

On May 1, the Syrian Democratic Forces announced the resumption of major offensive operations in the Middle Euphrates River Valley. Since then, the SDF has continued to gain ground through offensive operations, coupled with precision Coalition strike support.

During the first 24 days of May, the Coalition has conducted 184 strikes with 231 engagements. This demonstrates a 147% increase over the 74 strikes conducted in March, and surpassed OIR’s strike tempo of 183 strikes recorded for the entire month of April 2018.

Combined Joint Task Force – Operation Inherent Resolve and its partner forces continue to exert pressure on Daesh senior leaders and associates in order to degrade, disrupt and dismantle Daesh structures and remove terrorists throughout Iraq and Syria. Daesh morale is sinking on the frontlines as privileged Daesh leaders increasingly abandon their own fighters on the battlefield, taking resources with them as they flee.

Over the coming weeks, Operation Roundup will continue to build momentum against Daesh remnants remaining in the Iraq-Syria border region and the MERV. The Coalition remains committed to the lasting defeat of Daesh here, increasing peace and stability in the region and protecting all our homelands from the Daesh threat.

Chammal : destruction d’un bâtiment logistique de Daech par les Rafale de la base aérienne projetée en Jordanie

Dans la nuit du 14 au 15 mai 2018, une patrouille de deux Rafale équipés de bombes à guidage de précision a décollé de la base aérienne projetée en Jordanie pour réaliser une frappe sur un bâtiment logistique de Daech dans la vallée de l’Euphrate en Syrie.

L’opération était double : après avoir rejoint la Syrie, les Rafale ont d’abord réalisé une mission de Close Air Support afin d’appuyer les troupes au sol engagées dans l’offensive contre le dernier bastion de Daech. À l’issue, ils ont réalisé une frappe planifiée et ordonnée par le centre des opérations aériennes de la coalition (CAOC), situé sur la base aérienne d’Al Udeid au Qatar, qui visait à détruire un bâtiment logistique utilisé par l’organisation terroriste.
Une reconnaissance du site en coordination avec un drone de la coalition et le dialogue avec un contrôleur aérien avancé ont permis de s’assurer de l’absence de risque de dommage collatéral. L’équipier a procédé au tir d’une bombe de précision « AASM », pour armement air-sol modulaire, de 250kg, la cible étant « illuminée » par le leader, c’est-à-dire guidée laser jusqu’à l’impact. La munition a impacté au centre du bâtiment permettant à cette frappe d’atteindre tous les effets militaires recherchés.
Il aura fallu trois ravitaillements et six heures de vol aux deux Rafale pour accomplir cette mission qui traduit la détermination des armées françaises à poursuivre la lutte pour détruire les résidus de l’organisation terroriste Daesh.
Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’OIR (opération Inherent Resolve) et mobilise aujourd’hui près de 1 100 militaires. À la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation» au profit d’unités de sécurité nationales irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et à frapper les capacités militaires du groupe terroriste.’

Notes

For May 9th -15th, France reports that Task Force Wagram conducted 27 shooting missions in the Euphrates Valley. There were 16 air sorties in support of the local forces engaged on the ground. A planned strike was carried out in the area of Abu Kamal destroying an ISIS logistics building.

SITUATION MILITAIRE DU THEATRE

Sur le théâtre irako-syrien, cette semaine a été marquée par la poursuite de l’offensive contre les dernières emprises territoriales de Daech en Syrie et par le bon déroulement des élections parlementaires en Irak.

Offensive contre les dernières poches daechies en Syrie

En Syrie, l’offensive menée contre les dernières poches de Daech dans la vallée de l’Euphrate suit son cours. Menée par les forces démocratiques syriennes, elle est appuyée par la Coalition et coordonnée avec les forces de sécurité irakiennes positionnées en interdiction de leur côté de la frontière.

Depuis le 1er mai et le lancement de l’offensive, plus de 30 km2 de terrain ont été repris à Daech.

Poursuite des actions de sécurisation en Irak

En Irak, les forces de sécurité irakiennes ont été principalement engagées dans la sécurisation des élections parlementaires qui se sont déroulées sans incident majeur. La France a participé à aider les Irakiens, en particulier avec un stage d’apprentissage à l’utilisation de drones qui ont permis la surveillance des abords de certains points de vote.

Cette nouvelle formation dure un mois, deux semaines de cours théoriques suivies par deux semaines de pratique.

En Syrie, l’offensive menée contre les dernières poches de Daech dans la vallée de l’Euphrate suit son cours. Menée par les forces démocratiques syriennes, elle est appuyée par la Coalition et coordonnée avec les forces de sécurité irakiennes positionnées en interdiction de leur côté de la frontière.

Depuis le 1er mai et le lancement de l’offensive, plus de 30 km2 de terrain ont été repris à Daech.

Poursuite des actions de sécurisation en Irak

En Irak, les forces de sécurité irakiennes ont été principalement engagées dans la sécurisation des élections parlementaires qui se sont déroulées sans incident majeur. La France a participé à aider les Irakiens, en particulier avec un stage d’apprentissage à l’utilisation de drones qui ont permis la surveillance des abords de certains points de vote.

La Task force Monsabert conduit quant à elle deux stages au profit des soldats de la 6e division irakienne : un stage d’apprentissage des techniques de fouille opérationnelle et un stage dédié aux techniques de combat tactique dans un environnement pollué par des engins explosifs improvisés.

Dans la nuit du 14 au 15 mai 2018, une patrouille de deux Rafale équipés de bombes à guidage de précision a décollé de la base aérienne projetée en Jordanie pour réaliser une frappe sur un bâtiment logistique de Daech dans la vallée de l’Euphrate en Syrie.

L’opération était double : après avoir rejoint la Syrie, les Rafale ont d’abord réalisé une mission de Close Air Support afin d’appuyer les troupes au sol engagées dans l’offensive contre le dernier bastion de Daech. À l’issue, ils ont réalisé une frappe planifiée et ordonnée par le centre des opérations aériennes de la coalition (CAOC), situé sur la base aérienne d’Al Udeid au Qatar, qui visait à détruire un bâtiment logistique utilisé par l’organisation terroriste.

Une reconnaissance du site en coordination avec un drone de la coalition et le dialogue avec un contrôleur aérien avancé ont permis de s’assurer de l’absence de risque de dommage collatéral. L’équipier a procédé au tir d’une bombe de précision « AASM », pour armement air-sol modulaire, de 250kg, la cible étant « illuminée » par le leader, c’est-à-dire guidée laser jusqu’à l’impact. La munition a impacté au centre du bâtiment permettant à cette frappe d’atteindre tous les effets militaires recherchés.

Na aankomst in het gebied was er een ontspannen meet and greet met militairen in de Dutch Corner op Camp Stephan. Tijdens de gesprekken kreeg de P-CDS een positieve indruk van de gedrevenheid waarmee de trainers zich aan hun taak kwijten. Hij benadrukte namens de CDS het belang van de inzet in Koerdistan waar Nederland een waardevolle bijdrage levert aan de opleiding van Peshmerga.

De Special Operation Forces (SOF) zijn in Erbil begonnen met de voorbereidingen op terugkeer naar Nederland. De Nederlandse SOF-bijdrage in Bagdad en een resterend trainingsteam in Noord-Irak blijven actief in het gebied.

Royal Air Force aircraft have continued to fly armed reconnaissance missions over Iraq and Syria in the fight against Daesh. Typhoons, Tornados and Reaper’s have continued to support the Iraqi security forces as they deal with attempts by Daesh to resume terrorism within the country and provided close air support to the Syrian Democratic Forces clearing terrorist pockets in the Euphrates River valley.

stage C-IED d’apprentissage des techniques de lutte contre les engins explosifs improvisés,

stage Heavy weapon d’apprentissage à l’entretien, la manipulation et l’utilisation d’armement lourds,

stage Medic d’apprentissage des techniques de sauvetage au combat,

et stage Sniper de formation aux techniques de tireurs d’élite.

La Task Force Monsabert encadre les artilleurs de la 6e division irakienne.

Du 22 au 25 avril 2018, la Task Force Monsabert a participé aux côtés d’instructeurs espagnols à la formation d’artilleurs irakiens de la 6e division irakienne.

Commençant par deux semaines de théorie à l’école d’artillerie, le stage s’est poursuivi par une phase dynamique sur le camp de Besmayah, près de Bagdad, où des séquences de déploiement et différents tirs artillerie ont été conduits.

After nearly four years of airstrikes in Iraq and Syria, the United Kingdom has admitted for the first time that its forces caused civilian harm during anti-ISIS operations, when a missile fired from a Reaper drone this March also killed one non-combatant in eastern Syria.

The May 2nd admission came just a day after an exclusive BBC report quoted a Coalition source who said the British had likely caused civilian casualties “on several occasions.” That source cited a January 9th 2017 strike in Mosul that they said “almost certainly” killed two civilians. The British MoD countered what appears to be its partners’ own findings, contending the dead were probably ISIS fighters.

However in a written statement to Parliament, the British Secretary of State for Defence, Gavin Williamson MP, conceded a separate and much more recent incident – far removed from the large-scale battles of Mosul and Raqqa. This occured on March 26th 2018, in an area of eastern Syria where ISIS fighters had yet to be defeated.

“During a strike to engage three Daesh fighters a civilian motorbike crossed into the strike area at the last moment and it is assessed that one civilian was unintentionally killed,” said Williamson, using an Arabic term for the terror group. “We reached this conclusion after undertaking routine and detailed post-strike analysis of all available evidence.”

Failure to investigate on the ground

The question of non-US partner culpability has proved vexing. In May 2017, Airwars revealed that US officials had determined that partner nations had caused at least 80 civilian deaths. No Coalition member will publicly accept responsibility for any of the incidents, which were released in bulk without any identifying information.

Since then, Australia and the Netherlands have joined the United States in admitting to involvement in incidents where civilians were killed or injured. Far larger military contributors the UK and France had remained silent.

In the BBC investigation – for which defence correspondent Jonathan Beale again traveled to Mosul to see the damage wrought on the city by airstrikes – he reported that Britain’s Coalition partners have “highlighted or ‘flagged’, several incidents when UK airstrikes may have caused civilian harm” but “on each occasion the MoD says it saw no evidence it caused civilian casualties.”

The newly conceded British casualty incident was observable thanks to Coalition video taken from the air, according to the Defence Secretary’s statement. From the first Coalition admissions, investigators have shown a bias towards cases: out in the open, and where follow-up investigations – either involving travel to the location or interviews with locals – are not required.

The Coalition and partner allies do not as a matter of policy speak with locals, or visit allegation sites. Yet most civilian casualty incidents monitored by Airwars likely would be impossible to confirm solely based on aerial reconnaissance, occurring as they often do in dense urban environments such as those in Raqqa and Mosul. As former deputy RAF commander Air Marshal Greg Bagwell has recently noted, “you can’t see through rubble.”

Urban strikes

According to the former UK Defence Secretary Michael Fallon, Royal Air Force planes carried out strikes on more than 750 targets during the campaign to liberate Mosul – “second only the US.” As Airwars has previously reported, Coalition strikes in Mosul were more often carried out with little or no knowledge of who remained inside buildings – an issue that extends to any post-strike analysis.

There is no official civilian death count for the battle of Mosul, but an investigation by the Associated Press has placed the toll at between 9,000 and 11,000 killed by all parties from October 2016 to June 2017. In total, Airwars tracked between 6,000 and 9,000 non combatant deaths variously attributed to the Coalition by local sources, and estimated that a minimum of between 1,066 and 1,579 likely died due to Coalition air and artillery strikes. This almost certainly represents a significant undercount, due to confused reporting at the time. It is telling that Britain’s first civilian casualty admission came not from Mosul – where it launched more attacks than anywhere else in Iraq or Syria – but from the deserts of eastern Syria.

“While the UK’s concession of a civilian fatality from one of its airstrikes against ISIS is a welcome step towards greater accountability, we’re concerned that it has taken the MoD almost four years and 1,600 strikes before making any such admission,” said Airwars director Chris Woods.

“Thousands of civilians have credibly been reported killed in Coalition actions to defeat so-called Islamic State – and airstrikes remain the primary cause of death. We hope the UK will now properly investigate the hundreds of additional potential civilian harm events its aircraft have recently been implicated in.”

La semaine a été marquée par la fin des opérations de ratissage dans le désert de Djézireh. Celles-ci ont permis de poursuivre la neutralisation des nombreuses caches d’armes dissimulées par Daech. Plusieurs tunnels abritant de grandes quantités d’IED et de ceintures explosives ont notamment été découverts et détruits par la les forces de sécurité irakiennes.

ACTIVITE DE LA FORCE
Les Task Force Monsabert et Narvik poursuivent la formation des forces de sécurité irakiennes.
En Irak, le rythme des actions de formation se maintient à un niveau élevé afin d’amener l’armée irakienne vers toujours plus d’autonomie.
Les instructeurs du pilier formation sont toujours impliqués dans de nombreux stages au profit de près de 300 soldats des forces de sécurité irakiennes.
La Task force Narvik forme les tireurs d’élite et les auxiliaires sanitaires de l’Iraqi Counter Terrorism Service.
Depuis le 10 mars, les instructeurs français de la Task Force Narvik conduisent, au côté de leurs homologues polonais, une formation de tireur d’élite au profit d’une quarantaine de soldats irakiens de l’Iraqi Counter Terrorism Service (ICTS).
L’objectif de cette formation est d’entraîner des équipes de tireurs et observateurs aguerris à la réalisation de missions d’infiltration et de renseignement et à effectuer des tirs de précision en totale autonomie.
En parallèle, la Task Force Narvik forme, également depuis le 10 mars, une quarantaine d’auxiliaires sanitaires de l’ICTS à l’évacuation de blessés d’une zone de combat.
En se servant de la trousse individuelle de premiers secours portée par chaque combattant, ces soldats irakiens apprennent à poser un garrot, un pansement compressif, ou encore à fabriquer un brancard de fortune. Ils apprennent également des gestes plus techniques nécessitant du matériel spécialisé, comme poser des perfusions, arrêter un saignement ou prendre en charge une détresse respiratoire, en installant les blessés dans les positions d’attente les plus adéquates. Enfin, ils apprennent à se coordonner avec les différents moyens d’évacuation possibles (hélicoptère, ambulance, blindé…) et à organiser la prise en charge du blessé.
Une fois leur formation terminée, ces soldats de l’ICTS seront non seulement des experts dans le domaine du tir de précision ou du sauvetage au combat, mais ils seront également des formateurs capables de retransmettre leurs connaissances aux soldats de leurs unités.

La Task Force Wagram poursuit son appui aux opérations de sécurisation menées par les forces de sécurité irakiennes dans la vallée de l’Euphrate. Cette semaine, 3 missions de tirs, 2 d’éclairement et 1 d’interdiction, ont été réalisées (bilan du 18 au 24 avril).
Depuis le début de sa mission, la TF Wagram a réalisé 1654 missions de tirs.

L’activité des forces aériennes françaises engagées dans l’opération Chammal se concentre sur l’appui aux forces démocratiques syriennes engagé dans la vallée de l’Euphrate pour réduire les dernières poches de Daech en Syrie.
Le 23 avril les aéronefs français ont franchit le cap des 8000 sorties aériennes, réalisées à l’occasion d’une mission conduite par les Rafale de la BAP H5 en appui des forces démocratiques syriennes. Ce chiffre rappelle l’ampleur et l’intensité de l’engagement français dans la lutte contre Daech depuis septembre 2014, un engagement notamment marqué par la création d’une base aérienne projetée en Jordanie dès les premiers mois de l’opération, la BAP H5, ainsi que par 3 engagements du groupe aéronaval.
Le 19 septembre 2014, la première sortie de l’opération avait été réalisée à l’occasion d’une mission de reconnaissance menée depuis la base aérienne 104 aux Emirats Arabes Unis, par une patrouille de Rafale accompagnée d’un ravitailleur C135 et d’un Atlantique 2.
Plus généralement cette semaine, les aéronefs engagés dans l’opération Chammal ont réalisé 21 sorties aériennes en appui des forces locales engagées au sol (bilan du 18 au 24 avril). Aucune frappe n’a été réalisée.

For April 18th-24th, France reports that the Wagram Task Force continued its support for security operations carried out by ther ISF in the Euphrates Valley. This week, 3 mission were carried out – 2 illumination and 1 interdiction. There were 21 aerial sorties in support of the local forces engaged on the ground, but no strikes were conducted.

Sur le théâtre irako-syrien, les opérations se poursuivent. Les objectifs restent inchangés : défaire les dernières poches terroristes en Syrie et renforcer la sécurisation du territoire irakien.

Poursuite des combats en Syrie



En Syrie, sur la rive orientale de l’Euphrate, la Coalition continue d’appuyer les forces démocratiques syriennes luttant contre les dernières poches de Daech.

La situation n’a pas connu d’évolution notable cette semaine.

Poursuite des actions de sécurisation en Irak

En Irak, les forces de sécurité irakiennes maintiennent un maillage territorial important et efficace.

A Bagdad, après le succès de la sécurisation du pèlerinage d’Al Khadim qui s’est terminé le 13 avril, le processus de stabilisation se poursuit en vue de la sécurisation des élections prévues le 12 mai prochain.

En parallèle, les opérations de sécurisation menées par les forces de sécurité irakiennes se poursuivent à un rythme élevé. La semaine a été marquée par la fin des opérations de ratissage dans le désert de Djézireh. Celles-ci ont permis de poursuivre la neutralisation des nombreuses caches d’armes dissimulées par Daech. Plusieurs tunnels abritant de grandes quantités d’IED et de ceintures explosives ont notamment été découverts et détruits par la les forces de sécurité irakiennes.

ACTIVITE DE LA FORCE

Les Task Force Monsabert et Narvik poursuivent la formation des forces de sécurité irakiennes.

En Irak, le rythme des actions de formation se maintient à un niveau élevé afin d’amener l’armée irakienne vers toujours plus d’autonomie.

Les instructeurs du pilier formation sont toujours impliqués dans de nombreux stages au profit de près de 300 soldats des forces de sécurité irakiennes.

La Task force Narvik forme les tireurs d’élite et les auxiliaires sanitaires de l’Iraqi Counter Terrorism Service.

Depuis le 10 mars, les instructeurs français de la Task Force Narvik conduisent, au côté de leurs homologues polonais, une formation de tireur d’élite au profit d’une quarantaine de soldats irakiens de l’Iraqi Counter Terrorism Service (ICTS).

L’objectif de cette formation est d’entraîner des équipes de tireurs et observateurs aguerris à la réalisation de missions d’infiltration et de renseignement et à effectuer des tirs de précision en totale autonomie.

En parallèle, la Task Force Narvik forme, également depuis le 10 mars, une quarantaine d’auxiliaires sanitaires de l’ICTS à l’évacuation de blessés d’une zone de combat.

En se servant de la trousse individuelle de premiers secours portée par chaque combattant, ces soldats irakiens apprennent à poser un garrot, un pansement compressif, ou encore à fabriquer un brancard de fortune. Ils apprennent également des gestes plus techniques nécessitant du matériel spécialisé, comme poser des perfusions, arrêter un saignement ou prendre en charge une détresse respiratoire, en installant les blessés dans les positions d’attente les plus adéquates. Enfin, ils apprennent à se coordonner avec les différents moyens d’évacuation possibles (hélicoptère, ambulance, blindé…) et à organiser la prise en charge du blessé.

Une fois leur formation terminée, ces soldats de l’ICTS seront non seulement des experts dans le domaine du tir de précision ou du sauvetage au combat, mais ils seront également des formateurs capables de retransmettre leurs connaissances aux soldats de leurs unités.

La Task Force Wagram poursuit son appui aux opérations de sécurisation menées par les forces de sécurité irakiennes dans la vallée de l’Euphrate. Cette semaine, 3 missions de tirs, 2 d’éclairement et 1 d’interdiction, ont été réalisées (bilan du 18 au 24 avril).

Depuis le début de sa mission, la TF Wagram a réalisé 1654 missions de tirs.

Pilier français de l’opération Inherent Resolve, qui regroupe désormais 75 pays et organisations internationales, l’opération Chammal se poursuit. Les avions français mènent des opérations quasi quotidiennes contre Daech aux côtés de leurs camarades de l’armée de terre engagés en Irak dans les Task Force Wagram, Narvik et Monsabert.

Regroupant aujourd’hui une dizaine d’appareils, essentiellement des Rafale, sur la base aérienne projetée en Jordanie et sur la base aérienne aux Émirats arabes unis, la composante aérienne de l’opération Chammal a pu compter jusqu’à une quarantaine d’avions avec l’engagement du groupe aéronaval, notamment lors de la bataille de Mossoul.

Depuis plus de trois ans, ces appareils réalisent différentes missions aériennes au quotidien :

– Le renseignement dans la profondeur pour l’Atlantique 2 et les Rafale A et M au-dessus des territoires irakien et syrien. Les missions de renseignement sont fondamentales pour cartographier l’adversaire et analyser son comportement en coordination avec nos alliés. Le produit de ces missions est exploité en synergie au sein de la coalition.

– Les frappes planifiées et le Close Air Support pour les M2000, les SEM et les Rafale A et M, permettant de frapper les infrastructures de Daech et de fournir un appui aérien aux forces armées irakiennes ainsi qu’aux forces démocratiques syriennes.

– Le ravitaillement en vol pour le C135 FR au profit de tous les avions des pays de la coalition ayant engagés des forces aériennes dans l’opération Inherent Resolve.

– Les missions de coordination et de contrôle pour les AWACS E3F et E2C et ponctuellement l’ATL2. La France, à tour de rôle avec quelques autres pays de la coalition, surveille le ciel irakien, contrôle et coordonne les missions des avions français et alliés de la coalition.

– Le transport logistique pour les A400M Atlas, en ayant permis en plus de 3 ans, depuis la métropole et entre les différents spots Chammal de l’opération, en Irak, au Qatar, aux Émirats arabes unis et en Jordanie, l’acheminement de 8500 tonnes de fret.

Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’OIR (opération Inherent Resolve) et mobilise aujourd’hui près de 1 100 militaires. Coalition monthly civilian casualty report

The Coalition force representing 75 nations and international organizations continues to partner and complement the Iraqi forces and Syrian Democratic Forces to defeat Daesh in the region. Daesh still retains the ability to carry out lethal attacks and poses a potent threat to civilians and to the stability of the region.

In the past month our partners in Iraq and Syria with the support of the Coalition conducted multiple missions to disrupt Daesh terrorists and their activities. On a daily basis our partners demonstrate their resolve to restore stability and security, not only for their land, but for international homelands.

Iraqi Security Forces continued to show their ability to secure their people, country and borders ensuring their liberated land remains free from Daesh tyranny.

Syrian Democratic Forces continue to fight and destroy lingering Daesh terrorists in the Middle Euphrates River Valley. The SDF continued to deny Daesh a safe haven and made strides in protecting the people of Syria by detaining terrorists attempting to flee the region.

The Coalition continues to support operations and training conducted by ISF and SDF as they have worked tirelessly to liberate 7.7 million people and more than 98 percent of land previously controlled by Daesh. These ongoing operations demonstrate the hard work that remains to ensure the lasting defeat of the terrorist, criminal organization.

In the month of March, CJTF-OIR carried over 524 open reports of possible civilian casualties from previous months and received one new report resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat Daesh in Iraq and Syria.

During this period, the Coalition completed the assessment of 49: 46 were assessed to be non-credible, none were assessed to be duplicates of previous reports, and three were assessed to be credible, resulting in 28 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses at least 883 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 476 reports are still open.

The Coalition conducted a total of 29,254 strikes between August 2014 and end of March 2018. During this period, the total number of reports of possible civilian casualties was 2,135. The total number of credible reports of civilian casualties during this time period was 227.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 46 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

A finding of non-credible in many cases indicates a lack of evidence. “Non-credible” is not intended to deny the possibility that a CIVCAS incident occurred, nor is it intended as a comment on the credibility on the source of the allegation.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Three reports were assessed to be credible resulting in the unintentional death of 28 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty.

In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. April 27, 2017, near Rumaila neighborhood, Raqqah, Syria, via Airwars report. During a Coalition strike on an ISIS headquarters building 11 civilians were unintentionally killed.

2. May 16, 2017, near Mosul Iraq, via self-report. It was assessed that during a Coalition strike against an ISIS commander, ISIS headquarters and VBIED operation which destroyed the VBIED operation, two civilians were unintentionally killed when they inadvertently walked into the blast radius of the strike.

3. May 25, 2017, near al-Mayadin, Syria, via Airwars report. It was assessed that during a strike on an ISIS media center and headquarters 15 civilians were unintentionally killed.

Coalition monthly civilian casualty report

The Coalition force representing 75 nations and international organizations continues to partner and complement the Iraqi forces and Syrian Democratic Forces to defeat Daesh in the region. Daesh still retains the ability to carry out lethal attacks and poses a potent threat to civilians and to the stability of the region.

In the past month our partners in Iraq and Syria with the support of the Coalition conducted multiple missions to disrupt Daesh terrorists and their activities. On a daily basis our partners demonstrate their resolve to restore stability and security, not only for their land, but for international homelands.

Iraqi Security Forces continued to show their ability to secure their people, country and borders ensuring their liberated land remains free from Daesh tyranny.

Syrian Democratic Forces continue to fight and destroy lingering Daesh terrorists in the Middle Euphrates River Valley. The SDF continued to deny Daesh a safe haven and made strides in protecting the people of Syria by detaining terrorists attempting to flee the region.

The Coalition continues to support operations and training conducted by ISF and SDF as they have worked tirelessly to liberate 7.7 million people and more than 98 percent of land previously controlled by Daesh. These ongoing operations demonstrate the hard work that remains to ensure the lasting defeat of the terrorist, criminal organization.

In the month of March, CJTF-OIR carried over 524 open reports of possible civilian casualties from previous months and received one new report resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat Daesh in Iraq and Syria.

During this period, the Coalition completed the assessment of 49: 46 were assessed to be non-credible, none were assessed to be duplicates of previous reports, and three were assessed to be credible, resulting in 28 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses at least 883 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 476 reports are still open.

The Coalition conducted a total of 29,254 strikes between August 2014 and end of March 2018. During this period, the total number of reports of possible civilian casualties was 2,135. The total number of credible reports of civilian casualties during this time period was 227.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 46 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

A finding of non-credible in many cases indicates a lack of evidence. “Non-credible” is not intended to deny the possibility that a CIVCAS incident occurred, nor is it intended as a comment on the credibility on the source of the allegation.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Three reports were assessed to be credible resulting in the unintentional death of 28 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty.

In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. April 27, 2017, near Rumaila neighborhood, Raqqah, Syria, via Airwars report. During a Coalition strike on an ISIS headquarters building 11 civilians were unintentionally killed.

2. May 16, 2017, near Mosul Iraq, via self-report. It was assessed that during a Coalition strike against an ISIS commander, ISIS headquarters and VBIED operation which destroyed the VBIED operation, two civilians were unintentionally killed when they inadvertently walked into the blast radius of the strike.

Met hulp van de explosievenopruimingsdienst maakte duikvaartuig Hydra een zeemijn (MK17) en een bom onschadelijk voor de Zeeuwse kust. De maritieme tak van de EOD rukte 9 keer uit in Noord-Nederland.

Midden-Oosten

Nederlandse F-16’s vielen ter ondersteuning van grondtroepen ISIS-strijders aan. Dat gebeurde in de omgeving van Abu Kamal in de provincie Deir Al Zour in Oost-Syrië. De jachtvliegtuigen ondersteunden grondtroepen tijdens 9 missies, waaronder in de provincie Al Hasakeh in Irak. In 1 geval werden wapens ingezet.

Monday 23 April – Tornados eliminated a Daesh group on a hillside in north-west Iraq…A further attempt by Daesh to resume operations in Iraq was frustrated by two Tornado GR4s on Monday 23 April. Iraqi security forces had identified a group of terrorists at large in the north-west of the country. The Tornados, conducting an armed reconnaissance patrol over Syria, were duly retasked to deal with them. The terrorists were camped on a ridgeline some ten miles south-east of Tal Afar, and their location was accurately struck by two Paveway IVs. Immediately following the attack, a number of extremists were spotted attempting to disperse over the hillside, but they were successfully eliminated by further attacks with two Brimstone missiles and a third Paveway.

Military Strikes Continue Against Daesh Terrorists in Iraq and Syria

SOUTHWEST ASIA – Combined Joint Task Force – Operation Inherent Resolve and its partners continue to strike Daesh targets in designated parts of Iraq and Syria.

Ongoing operations by Iraqi Security Forces and Syrian Democratic Forces, supported by CJTF-OIR efforts, demonstrate that work remains to defeat Daesh. Coalition strikes continue to target Daesh throughout Iraq under the leadership of Iraqi authorities. “All Coalition air strikes are carried out with the consent of the Iraqi government,” said Iraqi Prime Minister Haider al-Abadi in a press conference April 1, 2018.
