Notes

For January 31st-February 6th, the Dutch MoD reported its F-16s released four munitions in the vicinity of Abu Kamal: on ISIS fighters, a storage facility and artillery positions. Jets provided support to ground troops in 12 missions, including in the Iraqi provinces Nineva, Salah ad-Din and As-Sulaymaniyah.

Irak

Voor Operation Inherent Resolve trainen Nederlandse militairen met diverse partnerlanden Peshmerga-strijders in Irak. Het team van Capacity Building Mission Iraq (CBMI) IX droeg vorige week het stokje over aan CBMI X. Zij voeren deze missie uit tot en met mei 2018.

2 trainingsteams verzorgen een basis-infanterieopleiding voor de manschappen en daarnaast een leiderschapstraining voor de kaderleden. Dat gebeurde in 2 opleidingscentra van Peshmerga. Zij kregen les in basisvaardigheden, kaartlezen en het verrichten van medische handelingen. Degenen die de training afrondden, ontvingen een certificaat.

In het westen van Irak werkt een chirurgisch team in het Amerikaanse Role 2-hospitaal. De Nederlandse medici werken daar nauw samen met een Brits team.

The Wagram Task Force continues its support security operations in the Euphrates Valley. This week, two firefighting missions were carried out for the benefit of the Iraqi security forces. This week, the air activity provided intelligence and support missions for the Iraqi Security Forces and Syrian Democratic Forces. It resulted in 28 sorties (assessment from 31 January to 6 February) during which a strike was conducted in the Abu Kamal area in support of the Syrian Democratic Forces fighting the last pockets of Daesh in the valley of the Euphrates.

Poursuite des combats en Syrie

En Syrie, les forces démocratiques syriennes poursuivent leur combat contre les dernières poches daechies présentes sur les rives orientales de l’Euphrate. La Coalition y apporte un appui continu, permettant aux forces locales au sol de progresser régulièrement malgré une résistance importante de Daech.

Poursuite des opérations de sécurisation en Irak…

En Irak, les forces de sécurité irakiennes poursuivent leurs efforts pour sécuriser le territoire. La priorité porte actuellement sur les régions de Baji et de Kirkouk où des caches d’armes sont régulièrement découvertes et détruites.

… favorisant le retour des réfugiés

A la faveur de la sécurisation croissante du territoire irakien, les conditions du retour des réfugiés se sont sensiblement améliorées, notamment dans la partie ouest de l’Anbar. Les réfugiés rejoignent progressivement les villes d’Al Qaim et d’Anah où les opérations de dépollution des engins explosifs improvisés laissés par Daech se poursuivent.

Environ 80 camps ont été fermés en Irak et une vingtaine devrait l’être dans les semaines à venir.

ACTIVITE DE LA FORCE

La Task Force Wagram forme des artilleurs irakiens…

Du 30 janvier au 1er février, un détachement de la Task Force Wagram a réalisé une action de formation inédite au tir canon au profit de plus d’une centaine d’artilleurs irakiens.

Cet échange d’expérience est le résultat des liens établis entre les Task force Monsabert et Wagram avec l’Ecole d’artillerie irakienne.

Ce type de stage est appelé à être renouvelé.

La Task Force Wagram poursuit son appui aux opérations de sécurisation menées dans la vallée de l’Euphrate. Cette semaine, deux missions de tirs ont été réalisées au profit des forces de sécurité irakiennes (1 mission d’éclairement et 1 mission d’interdiction – bilan du 31 janvier au 6 février).

Depuis le début de sa mission, la TF Wagram, a réalisé 1617 missions de tirs.

Les bases aériennes en Jordanie et aux EAU en appui des opérations

Cette semaine, l’activité aérienne a permis d’assurer des missions de renseignement et d’appui au profit des forces de sécurité irakiennes et des forces démocratiques syriennes.

Elle a donné lieu à 28 sorties aériennes (bilan du 31 janvier au 6 février) au cours desquelles une frappe a été réalisée dans le secteur d’Abu Kamal en appui des forces démocratiques syriennes combattant les dernières poches de Daech dans la vallée de l’Euphrate.

Bilan total depuis le 19/09/14 : 7736 sorties / 1435 frappes / 2223 objectifs neutralisés.

Combined Joint Task Force – Operation Inherent Resolve and its partners continue to strike Daesh targets in designated parts of Syria and Iraq.

Ongoing operations by Iraqi Security Forces and Syrian Democratic Forces, supported by CJTF-OIR efforts, demonstrate that much work remains to defeat Daesh here. OIR and its partners continue to remove Daesh from the battlefield and prevent the terrorist group’s ability to regroup and resume its capacity to threaten citizens of all nations.

Coalition airstrikes killed one senior Daesh leader in Syria in November, and another in December 2017, as well as killing four senior Daesh leaders in January 2018. The removal of these key terrorists disrupts Daesh’s leadership and information dissemination activities, reducing the terrorist group’s ability to plan and conduct terrorist attacks both within Syria and Iraq, and abroad.

Shaykh Abu Anas al Furati, a Daesh senior military commander, and two Daesh members were killed by a Coalition airstrike Nov. 27, 2017 near Hajin, Syria. Furati was responsible for coordinating Daesh attacks within Syria. His death further impairs Daesh command and control capabilities and reduces its ability to conduct terrorist activities in the region.

Abd al-Rahman Filipini, a Daesh military leader, was killed by a Coalition airstrike Dec. 13, 2017 near Hajin, Syria. An additional Daesh member was also killed during the strike.

Haytham al Jazairi, Daesh immigration and logistics committee member, killed Jan. 6, 2018 near Kharaij, Syria.

Thursday 1 February – Tornados destroyed a heavy machine-gun position, whilst a Reaper struck three further terrorist positions…Several coalition aircraft, including an RAF Reaper and two Tornados, supported the SDF as they cleared a village of terrorists on 1 February. The Reaper spotted an anti-tank gun team firing at the SDF, and guided the strike on the weapon team by a coalition aircraft. The Reaper then hit three more terrorist positions, and the Tornados eliminated a heavy machine-gun team.

Thursday 1 February – Tornados destroyed a heavy machine-gun position, whilst a Reaper struck three further terrorist positions…Several coalition aircraft, including an RAF Reaper and two Tornados, supported the SDF as they cleared a village of terrorists on 1 February. Dans la vallée de l’Euphrate, autour d’Al Qaim, comme dans la province de Ninive, les opérations conduites par les forces de sécurité irakiennes donnent de bons résultats avec la découverte et la destruction de nombreux engins explosifs improvisés.

Des infirmiers irakiens formés au secourisme de combat

Depuis le 13 janvier et pour une durée de quatre semaines, la Task Force Monsabert réalise une instruction « Advance Combat Life Saver » au profit des infirmiers irakiens du centre médical de la 6ème Division.

Le stage est essentiellement pratique et vise à faire des stagiaires de futurs instructeurs au secourisme de combat.

Elle a donné lieu à 20 sorties aériennes (bilan du 24 au 30 janvier) au cours desquelles trois frappes ont été réalisées, toutes dans le secteur d’Abu Kamal en appui des forces démocratiques syriennes combattant les dernières poches de Daech dans la vallée de l’Euphrate.

For January 24th-30th, France reports that Task Force Wagram continued to provide support in the Euphrates Valley. Five firefighting missions were carried out for the benefit of the Iraqi security forces. This week, the air activity provided intelligence and support missions for the Iraqi security forces and the SDF. It resulted in 20 sorties during which three strikes were carried out, all in the area of ​​Abu Kamal in support of the SDF.

En Syrie, les forces démocratiques syriennes poursuivent leur combat contre les dernières poches Daechies présentes sur les rives orientales de l’Euphrate. Les mauvaises conditions météorologiques réduisent encore les capacités d’appui de la Coalition.

Poursuite des actions de sécurisation en Irak

En Irak, les forces de sécurité irakiennes poursuivent des opérations de contrôle de zone et de sécurisation, confirmant leur autonomie croissante.

Dans la vallée de l’Euphrate, autour d’Al Qaim, comme dans la province de Ninive, les opérations conduites par les forces de sécurité irakiennes donnent de bons résultats avec la découverte et la destruction de nombreux engins explosifs improvisés.

Des infirmiers irakiens formés au secourisme de combat

Depuis le 13 janvier et pour une durée de quatre semaines, la Task Force Monsabert réalise une instruction « Advance Combat Life Saver » au profit des infirmiers irakiens du centre médical de la 6ème Division.

Le stage est essentiellement pratique et vise à faire des stagiaires de futurs instructeurs au secourisme de combat.

La Task Force Wagram poursuit son appui aux opérations de sécurisation menées dans la vallée de l’Euphrate. Cette semaine, cinq missions de tirs ont été réalisées au profit des forces de sécurité irakiennes (2 missions d’éclairement et 3 mission d’interdiction – bilan du 24 au 30 janvier).

Depuis le début de sa mission, la TF Wagram, a réalisé 1615 missions de tirs.

Les bases aériennes en Jordanie et aux EAU en appui des opérations

Cette semaine, l’activité aérienne a permis d’assurer des missions de renseignement et d’appui au profit des forces de sécurité irakiennes et des forces démocratiques syriennes.

Au sein de la coalition contre Daesh, le CAOC (Combined Air Operations Center), basé au Qatar, est chargé de la planification et de la conduite des missions de l’ensemble des moyens aériens. Ce centre opérationnel, au sein duquel est inséré un détachement français, gère notamment les missions de « frappes d’opportunité », c’est-à-dire l’appui des troupes au sol réalisé par les patrouilles d’avions alliés.

Ce type de frappes n’est réalisé qu’à la suite d’un processus extrêmement normé. La demande, qui vient d’un spécialiste sur le terrain, est envoyée au CAOC qui décide de confier la mission à une des patrouilles d’avions de chasse en vol au-dessus du théâtre à cet instant. Lorsque les chasseurs français sont susceptibles d’être engagés la demande est examinée par une équipe de trois experts français: le LEGAD (Legal Adviser ou conseiller juridique) et l’expert en armement, dit « weaponeer », sont les deux piliers sur lesquels s’appuie le Red Card Holder (RCH) pour prendre la décision finale.

La tâche de ce dernier est de s’assurer que la frappe est conforme aux règles d’engagement nationales. Sans son accord, la demande d’engagement est annulée. « Au moment où la demande arrive, nous nous isolons tous les trois dans une salle spécifique », relate le lieutenant-colonel Richard, RCH au Qatar pour l’opération Chammal. Le weaponeer calcule les dégâts humains et matériels potentiellement causés par le bombardement, en fonction de l’armement utilisé. Il travaille aussi en étroite collaboration avec le LEGAD pour être sûr que les principes du droit international sont respectés.

C’est à partir de ce travail que le RCH décide d’autoriser ou de refuser la frappe. « L’objectif de la France est de ne faire aucun mort civil », précise le RCH. De même, si la demande concerne la destruction d’un pont ou d’une route, le possible impact sur les conditions de vie des populations est évalué, et la demande sera refusée si celui-ci est jugé disproportionné au regard de l’effet militaire recherché. Aux côtés des Américains, la France est le seul pays de la coalition à disposer de sa propre méthodologie pour évaluer les dégâts potentiels.

« Quelle que soit la réponse, l’ensemble des étapes du processus de frappes d’opportunité prend entre 10 et 15 minutes » assure le commandant Grégory, weaponeer au sein des éléments français du CAOC. Affecté depuis un an au Centre National du Ciblage (CNC), le commandant Grégory peut mettre à profit sa grande expérience dans le domaine de l’appui aérien. « Il est important que l’ensemble des protagonistes se comprennent très rapidement, et seul l’entraînement nous permet d’atteindre ce niveau d’interopérabilité entre alliés ».

Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’opération Inherent Resolve et mobilise aujourd’hui près de 1 100 militaires. A la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation » au profit des forces de sécurités irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et à frapper les capacités militaires du groupe terroriste.

Strike Summary

Between Jan. 19 and Jan. 25, Coalition military forces conducted 60 strikes consisting of 93 engagements against ISIS terrorists in Syria and Iraq.
On Jan. 25 in Syria, Coalition military forces conducted six strikes consisting of 12 engagements against ISIS targets.

Near Abu Kamal, six strikes engaged three ISIS tactical units and destroyed two ISIS supply routes, four fighting positions, a front-end loader, a road grader and an ISIS line of communication.

The continued degradation of Daesh leads to decreased kinetic activities against this terrorist organization. Our intent is to reduce the number of reports while maintaining transparency. There were no reported strikes conducted in Iraq on Jan. 25, 2018.

On Jan. 24 in Syria, Coalition military forces conducted 11 strikes consisting of 15 engagements against ISIS targets.

The fight to defeat Daesh is far from over, the Defence Secretary warned today in Rome as he met with counterparts at the Counter Deash Ministerial to review the success of the campaign, reaffirm the UK’s commitment to defeat Daesh, and discuss the future role of the Global Coalition.

As demonstration of this, the RAF have struck 22 times in the past three weeks, destroying Daesh drone operators, terrorist compounds, observation points, heavy machine-gun teams and pockets of fighters engaged in close quarter, street fighting with Syrian Democratic Forces (SDF).

As the SDF drive the final pockets of Daesh fighters from Syria, RAF fast jets and remotely piloted Reaper aircraft provided close air support. On 22 January, a Reaper conducted three attacks against Daesh extremists fighting on foot and holding a building north of Abu Kamal.

For January 10th-16th:: The Wagram Task Force continues its support for security operations in the Euphrates Valley. This week, four shooting missions were carried out for the benefit of the Iraqi security forces. This week, the air activity focused mainly on intelligence missions for the benefit of Iraqi security forces and Syrian Democratic Forces. It resulted in 23 air sorties, during which three strikes were made:

two in support of the SDF and one north of Tikrit in Iraq, in support of the Iraqi security forces.

Sur le théâtre irako-syrien, les opérations se poursuivent avec pour objectif :

de défaire les dernières poches terroristes résiduelles en Syrie ;

de sécuriser les territoires libérés en Irak.

Poursuite des combats en Syrie

Dans la vallée de l’Euphrate, les forces démocratiques syriennes continuent de progresser malgré une forte résistance d’un ennemi qui continue de s’accrocher au terrain.

Les gains territoriaux sont cependant réguliers et Daech subit de nombreuses pertes.

Attentat à Bagdad

Le 15 janvier à Bagdad, une double attaque suicide a causé la mort de 35 civils et blessé une centaine d’autres. Cet attentat témoigne d’un des nouveaux modes d’action de Daech consistant à utiliser des actions asymétriques.

Poursuite des actions de sécurisation

En Irak, les opérations de sécurisation se poursuivent afin de neutraliser les éléments résiduels de Daech.

Elles portent actuellement leurs efforts sur la province de Ninive et sur les grandes villes de l’Est irakien où les forces de sécurité irakiennes continuent de découvrir et de détruire un nombre significatif de caches, de tunnels et d’engins explosifs, résidus de l’organisation qu’avait mise en place Daech.

Des forces de sécurité irakiennes de plus en plus autonomes

Les forces de sécurité irakiennes mènent ces opérations en grande autonomie en s’appuyant notamment sur leurs propres capacités aériennes.

Dans l’Anbar, où environ 1100 km de routes ont été sécurisés, l’armée de l’Air irakienne a ainsi assuré des missions de renseignement et traité plusieurs objectifs en appui des opérations de sécurisation.

Les efforts de formation de la Coalition portent leurs fruits

Cette autonomie croissante des forces de sécurité irakiennes est un signe de l’efficacité des actions de formation dispensées par la Coalition. Depuis 2014 et le début de l’opération Inherent Resolve, plus de 45 000 soldats irakiens ont été formés par la Coalition internationale.

La contribution française à la formation des forces de sécurité irakiennes

Parmi eux, 7500 ont été formés par les militaires français de l’opération Chammal appartenant aux Task Force Narvik et Monsabert.

Cet effort se poursuit.

Le 15 janvier, la Task Force Narvik, en charge de la formation de l’Iraki Conter Terrorism Service (ICTS), unité d’élite irakienne, vient de terminer un nouveau stage de formation de 100 recrues potentielles de l’ICTS.

Intitulé preparation for selection course, ce stage consiste à aguerrir les potentielles recrues tout en leur inculquant des connaissances en matière de secours au combat, de topographie, d’armement, et de lutte contre les mines.

Un nouveau stage de ce type devrait débuter le 21 janvier prochain. Il accueillera également une centaine de stagiaires.

ACTIVITE DE LA FORCE

La Task Force Wagram en appui des opérations de sécurisation

La Task Force Wagram poursuit son appui aux opérations de sécurisation menées dans la vallée de l’Euphrate.

Cette semaine, quatre missions de tirs ont été réalisées au profit des forces de sécurité irakiennes (3 missions d’éclairement et 1 mission d’interdiction – bilan du 10 au 16 janvier).

Depuis le début de sa mission, la TF Wagram, a réalisé 1606 missions de tirs représentant plus de 65% des tirs de la Coalition.

Les bases aériennes en Jordanie et aux EAU en appui des opérations en zone irako-syrienne

Cette semaine, l’activité aérienne s’est principalement concentrée sur des missions de renseignement au profit des forces de sécurité irakiennes et des forces démocratiques syriennes.

Elle a donné lieu à 23 sorties aériennes (bilan du 10 au 16 janvier) au cours desquelles trois frappes ont été réalisées :

deux en soutien des forces démocratiques syriennes ;

et une au nord de Tikrit en Irak, en appui des forces de sécurité irakiennes.

Bilan total des opérations aériennes depuis le 19/09/14 :

7676 sorties / 1429 frappes / 2218 objectifs neutralisés.

For January 10th-16th:: The Wagram Task Force continues its support for security operations in the Euphrates Valley. This week, four shooting missions were carried out for the benefit of the Iraqi security forces. This week, the air activity focused mainly on intelligence missions for the benefit of Iraqi security forces and Syrian Democratic Forces. It resulted in 23 air sorties, during which three strikes were made:

two in support of the SDF and one north of Tikrit in Iraq, in support of the Iraqi security forces.

Monday 15 January – a Reaper destroyed a lorry-bomb and a terrorist truck in eastern Syria…Royal Air Force aircraft have continued to support operations by the Syrian Democratic Forces to liberate the Euphrates valley in eastern Syria from the brutality of Daesh. A Reaper remotely piloted aircraft patrolled north of Abu Kamal on Monday 15 January. An armoured truck had been spotted parked on a main road, ahead of the SDF advance, and was assessed to be a probable lorry-bomb. The Reaper’s crew used a Hellfire missile to attack the vehicle and safely eliminate any threat it might pose; the very large explosion that resulted confirmed that it could indeed have posed a very dangerous risk to the SDF and the local civilian population. Later in the patrol, terrorists were spotted interacting with a truck, well concealed under trees. A second Hellfire missile was fired, and guided with great precision through the treeline to score a direct hit. Multiple secondary explosions followed as the truck’s cargo detonated.
