Saturday 13 January – a Reaper delivered five attacks on terrorist targets in eastern Syria…A Reaper worked very closely with another coalition armed reconnaissance aircraft on Saturday 13 January, again to the north of Abu Kamal. Our aircraft spotted a second terrorist drone team launching a quadcopter from a rooftop, and kept close watch on them whilst the coalition aircraft manoeuvred into a suitable firing position from which it successfully attacked the drone team. The Reaper supported a further two successful attacks by its coalition companion, and also delivered five attacks with four Hellfire missiles and one GBU-12 guided bomb. On Jan. 8 in Syria, Coalition military forces conducted 15 strikes consisting of 26 engagements against ISIS targets.

In the past week, Task Force Wagram has continued its support for security operations in the Euphrates Valley. This week, four shooting missions were carried out for the benefit of the Iraqi security forces. Air activity focused on intelligence missions for the benefit of Iraqi security forces and Syrian democratic forces. The missions mainly took place in Syria, in the area of ​​Abu Kamal. There were 12 sorties but no strikes.

En Syrie, les forces démocratiques syriennes poursuivent leur progression dans la vallée de l’Euphrate.

Concentrée autour de la ville d’Hajin et organisée autour d’un dispositif de défense en profondeur élaboré, Daech oppose une forte résistance.

Les avancées réalisées par les forces démocratiques syriennes ont néanmoins permis d’isoler les terroristes présents, limitant ainsi leurs possibilités d’exfiltration.

Opérations de sécurisation et de contrôle de zone en Irak



En Irak, les opérations de ratissage et de sécurisation se poursuivent avec pour objectif de limiter les possibilités de réorganisation de Daech et d’assurer ainsi sa défaite durable :

Sur le plateau d’Hawijah, les forces de sécurité irakiennes maintiennent leur effort. Engagées dans une vaste opération de contrôle de zone, les forces déployées ne rencontrent qu’une faible résistance ;

A Bagdad, Mossoul, et dans la province de Ninive, les opérations menées ont permis la découverte de caches, souterrains, matériels et munitions, démontrant que l’organisation conserve des moyens d’action et que les opérations en cours doivent être poursuivies afin d’assurer de manière pérenne la sécurisation et la stabilisation du pays ;

Dans la vallée de l’Euphrate, les forces de sécurité irakiennes restent mobilisées, notamment autour de la ville d’Al Qaim.

Renforcement de la protection de la frontière irako-syrienne



La protection de la frontière irako-syrienne reste également une préoccupation. La 8ème division irakienne a mené la semaine passée une série d’opérations visant à sécuriser la frontière et mettre fin aux tentatives d’intrusion terroristes depuis la Syrie.

Retour progressif à la vie normale des populations déplacées



En Irak, le retour des réfugiés s’organise grâce aux efforts combinés du ministère pour l’immigration et des autorités militaires irakiennes.

En Syrie, la situation humanitaire s’améliore également. Le Haut-Commissariat des Nations unies pour les réfugiés (UNHCR) a ainsi rendu compte qu’environ 34 000 civils seraient revenus dans Raqqa au mois de décembre.

Suivi et accompagné par la Coalition



Dans ce cadre, le général Parisot, Senior National Représentative (SNR) français, également en charge des actions civilo-militaires de l’état-major de la Coalition, s’est rendu en Syrie en fin d’année dernière. Il y a rencontré des représentants des conseils civils de Raqqa et de Tabqah, et visité le quartier général de l’entreprise de déminage TETRATECH. Au cours de ces visites, il a pu identifier les besoins prioritaires des populations locales auxquels la Coalition est susceptible de pouvoir répondre.

ACTIVITE DE LA FORCE



la Task Force Wagram en appui des opérations de sécurisation

La Task Force Wagram poursuit son appui aux opérations de sécurisation menées dans la vallée de l’Euphrate. Cette semaine, quatre missions de tirs ont été réalisées au profit des forces de sécurité irakiennes (2 missions d’éclairement et 2 missions d’interdiction – bilan du 3 au 9 janvier).

Depuis le début de sa mission, la TF Wagram a réalisé 1602 missions de tirs.

Activité aérienne

Cette semaine, l’activité aérienne s’est concentrée sur des missions de renseignement au profit des forces de sécurité irakiennes et des forces démocratiques syriennes. Les missions ont principalement eu lieu en Syrie, dans le secteur d’Abou Kamal.

Elle a donné lieu à 12 sorties aériennes (bilan du 3 au 9 janvier). Aucune frappe n’a été réalisée.

A noter l’arrivée cette semaine sur la base aérienne projetée en Jordanie d’un ATL2 qui vient compléter les capacités de recueil de renseignement du dispositif, actuellement composé de quatre Rafale Air auxquels il convient d’ajouter les six Rafale opérant depuis la base aérienne aux Emirats Arabes Unis.

Bilan total depuis le 19/09/14 :

7653 sorties / 1426 frappes / 2214 objectifs neutralisés.

A flight of Tornado GR4s also took part in this operation, and targeted an armed truck positioned within a compound; the use of a Brimstone missile allowed the vehicle to be destroyed without posing a risk to nearby buildings.

A former deputy commander of the Royal Air Force – who previously oversaw airstrikes in Iraq, Syria and Libya – says that despite British claims to the contrary, it is inconceivable no civilians have been harmed in more than 1,600 UK airstrikes against so-called Islamic State.

Air Marshall Greg Bagwell, who retired from the RAF in 2016, told campaigning group Drone Wars UK in an extended interview that “I don’t think it is credible… that we have not caused any civilian casualties.” On the same day that Bagwell’s interview was published, the Ministry of Defence (MoD) was still being quoted as saying that “We’ve not seen any evidence that we have caused civilian casualties.”

Senior opposition Labour MP Clive Lewis has called on the Ministry of Defence to “stop treating the British public as mugs” with its “fantasy approach to zero civilian casualties.”

According to Air Marshall Bagwell, the Ministry of Defence’s focus on defending its claim of zero civilian casualties is contributing to a false image of risk free war, noting that “the 100% claim and the incessant pressure on its defence has frustrated me.”

“I think it’s unfortunate that we continue to maintain a pure 100% argument,” Air Marshall Bagwell told Drone Wars, in an interview published on January 8th. “Although we do our utmost to both prevent civilian casualties and conduct post-strike analysis to confirm, I don’t think it is credible to the average listener that we have not caused any civilian casualties just because you have got no evidence to the contrary.”

Bagwell also called into question the accuracy of battle damage assessments, which are used to determine possible civilian harm, noting that “you can’t see through rubble.”

‘Second only to the United States’

The UK is the second most active member of the anti-ISIS Coalition after the United States. Through December 12th, the British Ministry of Defense (MoD) has reported 1,626 airstrikes – 1,357 in Iraq and 269 in Syria –  which the MoD claims have left upwards of 3,000 ISIS fighters dead. But it has always maintained in parallel that there is no evidence to suggest civilians died as a result of any bombings.

As the war against ISIS moved deeper into heavily populated cities during 2017, British claims of zero civilian harm appeared ever more unlikely. Following the battle for Mosul, former British Defence Secretary Michael Fallon MP boasted that the UK had struck more than 750 targets in the city – “second only to the United States.” Yet a recent Associated Press investigation found that as many as 11,000 civilians may have died in that assault – at least a third killed by air and artillery strikes.

In a September 2017 response to a Freedom of Information request filed by the Press Association, the MoD was still asserting that according to their records “we have found no credible evidence of civilian casualties [that] have been caused by RAF strikes in Iraq or Syria” over the preceding year. Earlier FOIA requests have been answered similarly.

Until 2016, Air Marshall Bagwell was Deputy Commander at Royal Air Force Command, involved in handling Britain’s involvement in the Washington-led Coalition. “He’s a very senior commander with a lot of experience, and I suspect he is only saying publicly what a lot of officers are saying privately amongst themselves,” said Chris Cole, director of Drone Wars. “Suggesting there may not have been any civilian casualties from more than 1,600 airstrikes is simply not credible.”

Bagwell agrees. “It is almost unbelievable that someone, somewhere, has not been killed by accident,” he said. The former RAF commander also warned that the British public was receiving a warped version of what their counterterror operations resulted in, portraying war as clean.

“There is a danger at the moment that we are conditioning ourselves to think in a certain way – that wars are bloodless and we can carry out war in a ‘nice way,’” said Bagwell. “Thinking war is bloodless is a mistake.”

While downplaying the extent of non-combatant fatalities and emphasising the war’s “precision,” top American officials have conceded civilian deaths. “We can make a mistake, and in this kind of warfare, tragedy will happen,” said US Secretary of Defense James Mattis in August 2017. British officials have rarely made such statements, or have waited as Bagwell did, until they retired.

Members of Parliament have taken note. Afghanistan veteran Clive Lewis, chair of the All-Party Parliamenty Group for Drone Warfare and Labour’s former Shadow Defence Secretary, told Airwars that “The Ministry of Defence’s insistence that it has not caused civilian casualties from airstrikes in Iraq and Syria is increasingly untenable, given the lack of transparency surrounding how it investigates civilian casualty reports.”

“The longer the government insist on this fantasy approach to zero civilian casualties, the more they undermine the public’s trust in the government on this matter and beyond,” said Lewis. “This erosion is dangerous and completely unnecessary. My message is clear: Do not treat the British public as mugs.”

The Ministry of Defense does not appear to be budging. In a written response to Parliament on January 8th, Mark Lancaster, the Minister of State for the Armed Forces, claimed that “we have been able to discount RAF involvement in any civilian casualties as a result of any of the strikes that have been brought to our attention.”

‘Surprised’

By its own admission, the Coalition’s air campaign has killed more than 800 civilians. Airwars researchers estimate the toll is far higher, at over 6,000. By either measure, it appears certain that the United Kingdom – like France and other major partners – have been responsible for some civilians deaths.

In May 2017, Airwars revealed that US officials had judged their coalition partners responsible for at least 80 confirmed deaths due to airstrikes in Iraq and Syria. But with the exception of Australia, no member of the Coalition besides the US has ever admitted to killing a single civilian in Iraq and Syria.

Those 80 deaths were quietly included in an April 2017 civilian casualty report, released by the Coalition. They did not include dates or locations for any the deaths – a decision made to insulate allies from identification. Subsequently, the US stopped publicly identifying its own strikes in Iraq and Syria that killed civilians – again, a step to prevent any ally from being identified by elimination. This meant that survivors and family members of victims could not know which country was involved in dropping bombs which harmed their loved ones, even if the Coalition had admitted responsibility.

In evidence presented at the UK’s Parliament in 2017, Airwars director Chris Woods told MPs and peers that he was “surprised” by MoD claims that it had not caused any civilian harm in Iraq or Syria, based on his private conversations with senior defence officials.

While the MoD has never admitted to civilian casualties, it does review allegations. For 2016, Airwars identified more than 120 alleged incidents in which British airstrikes might have resulted in civilian harm. However  in each case the MoD has so far assessed, the UK has determined  that there was no evidence to suggest civilian casualties.

The disparity has raised questions about the UK’s battle damage assessment capacities, and whether they are fit for purpose. “Our view is, if the British repeatedly cannot see civilian harm, but all of the modelling indicates that we should be seeing civilian harm, then that suggests that the aerial civcas monitoring that the MoD is using is not fit for purpose,” Airwars director Chris Woods told the parliamentary inquiry in July 2017.

« Nous pensons à vos familles, c’est toujours une situation un peu douloureuse. Je vous souhaite une très bonne année » a conclu le CEMA.
Le général Lecointre a ensuite visité les installations de la base aérienne avant d’aller à la rencontre du personnel déployé pour échanger avec chaque militaire présent.

Bien que Daech n’existe plus en tant que proto-Etat, la menace terroriste perdure. En Syrie, Daech contrôle encore plusieurs points du territoire, tandis que les opérations de sécurisation se poursuivrent en Irak.

En Syrie, après une pause opérationnelle liée à de mauvaises conditions météos, les combats se poursuivent en se concentrant le long de l’Euphrate où plusieurs poches daechies importantes subsistent dans la région située entre Abu Kamal et Al Mayadin.
Malgré une défense farouche des terroristes, les forces démocratiques syriennes ont pris pied cette semaine dans la localité d’Abu Hammam.

Ces opérations se concentrent notamment autour des grandes villes de l’est du pays et sur le plateau d’Hawijah où une opération de ratissage a été menée dans la région des Monts Hamrin pour en chasser les groupes terroristes qui y avaient trouvé refuge.
En parallèle les forces de sécurité irakiennes s’attachent à consolider leur contrôle de la frontière irako-syrienne en renforçant leur dispositif déployé dans les dernières semaines de 2017.

Au total, depuis le 19 septembre 2014, le bilan de l’activité aérienne s’élève à 7641 sorties, 1426 frappes et 2214 objectifs neutralises.

Samenwerking met Jordanië

Bijleveld arriveerde gistermiddag in Jordanië en bracht eerst een bezoek aan minister-president Hani al-Mulki. Zij spraken over veiligheidskwesties en politieke ontwikkelingen in de regio en de samenwerking tussen Jordanië en Nederland. Vandaag bezocht zij het Nederlandse detachement en sprak daar uitgebreid met personeel.

Volgens Commandant Luchtstrijdkrachten Dennis Luyt verandert wel de operationele inzet van de jachtvliegtuigen. “In de eerdere fases van de strijd lag de nadruk meer op geplande doelen zoals munitiedepots, opslagplaatsen en ISIS hoofdkwartieren. Nu verschuift dat meer naar ondersteuning van de grondtroepen en informatievergaring.”

“De Iraakse en coalitiestrijdkrachten leunen zwaar op ondersteuning vanuit de lucht. Jachtvliegtuigen hebben hoe dan ook een afschrikwekkende functie. We moeten er als coalitie echt voor waken te vroeg te vertrekken uit Irak”, aldus minister Bijleveld vanuit Jordanië.

Nederland doet meer in de strijd tegen ISIS. In Irak trainen ongeveer 150 instructeurs de Iraakse veiligheidstroepen en Koerdische Peshmerga-strijders. Bijleveld wijst erop dat met militaire inzet alleen de strijd tegen ISIS niet is winnen. “Zo is het van groot belang dat we ons ook blijven richten op het stoppen van de stroom buitenlandse strijders, het aanpakken van inkomstenbronnen van ISIS en het ontkrachten van de ISIS-ideologie.”

Eind vorig jaar kwam er groen licht voor de verlenging van de Nederlandse deelname in de strijd tegen ISIS. De F-16’s kwamen boven Irak ook al van oktober 2014 tot juli 2016 in actie. Vanaf het eerste kwartaal van 2016 voerden de F-16’s naast Irak ook missies uit boven Oost-Syrië.

Nederlandse F-16’s hebben vandaag hun eerste operationele vlucht gemaakt boven Irak en Oost-Syrië. De jachtvliegtuigen maken deel uit van de coalitie die ISIS militair wil verslaan. Bij het vertrek waren minister Ank Bijleveld-Schouten en Commandant Luchtstrijdkrachten luitenant-generaal Dennis Luyt aanwezig.

Minister Bijleveld benadrukte nut en de noodzaak van deelname aan de coalitie. “ISIS is bijna verslagen, maar de strijd is nog niet voorbij. De dreiging en ideologie van ISIS zijn nog niet verdwenen. Irak heeft nog steeds steun nodig om ISIS te verslaan, heroverde gebieden te stabiliseren en de terugkeer van ISIS te voorkomen.”

Samenwerking met Jordanië

Bijleveld arriveerde gistermiddag in Jordanië en bracht eerst een bezoek aan minister-president Hani al-Mulki. Zij spraken over veiligheidskwesties en politieke ontwikkelingen in de regio en de samenwerking tussen Jordanië en Nederland. Vandaag bezocht zij het Nederlandse detachement en sprak daar uitgebreid met personeel.

Verschuiving

Volgens Commandant Luchtstrijdkrachten Dennis Luyt verandert wel de operationele inzet van de jachtvliegtuigen. “In de eerdere fases van de strijd lag de nadruk meer op geplande doelen zoals munitiedepots, opslagplaatsen en ISIS hoofdkwartieren. Nu verschuift dat meer naar ondersteuning van de grondtroepen en informatievergaring.”

“De Iraakse en coalitiestrijdkrachten leunen zwaar op ondersteuning vanuit de lucht. Jachtvliegtuigen hebben hoe dan ook een afschrikwekkende functie. We moeten er als coalitie echt voor waken te vroeg te vertrekken uit Irak”, aldus minister Bijleveld vanuit Jordanië.

Monthly Civilian Casualty Report

SOUTHWEST ASIA – Over the past month, Iraqi Security Forces conducted multiple operations to ensure the security of their people, land and borders. These operations included clearance of desert areas where Daesh was hiding after fleeing ISF operations in populated areas. ISF also conducted successful clearing and security operations in Mosul, Tal Afar, Hawijah and Baghdad, and operations are still ongoing in Salah al-Din.
After more than three years of hard fighting, the government of Iraq declared the liberation of former Daesh-controlled areas Dec. 10. The following day, Iraqi Security Forces linked up with Syrian Democratic Forces at the border near Al Qaim, Iraq, demonstrating each force’s intent to provide security in border regions, enabling commerce and travel while preventing Daesh terrorists from continuing to flee the battlefield.
Despite a string of successes by Iraqi Security Forces and Syrian Democratic Forces, much work remains to ensure the enduring defeat of Daesh. The terrorist organization is still attempting to reestablish regional networks and remains a regional and global threat through its ability to organize or inspire acts of violence against innocent people around the world.
In Syria, the Coalition and our SDF partners continue to decisively engage large groups of terrorists in the Middle Euphrates River Valley and southern Syria. Over the past month, there were two reported incidents of groups of terrorists crossing from regime-controlled area into Coalition-controlled areas of southern Syria. In both events, the Coalition and our SDF partners decisively engaged the threat and
killed Daesh terrorists.
Although increased security resulted in historic low Coalition strike numbers in November and December, Daesh has demonstrated both its ability and its intent to reorganize and attack the Iraqi and Syrian people. The Coalition will thus continue to support our partners’ operations to defeat Daesh and prevent its resurgence.
In the month of November, CJTF-OIR carried over 695 open reports of possible civilian casualties from previous months and received 9 new reports resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat ISIS in Iraq and Syria.

During this period, the Coalition completed the assessment of 101 reports: 92 were assessed to be noncredible, none were assessed to be duplicates of previous reports, and nine were assessed to be credible, resulting in 11 unintentional civilian deaths. To date, based on information available, CJTFOIR assesses at least 817 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 603 reports are still open.
The Coalition conducted a total of 28,562 strikes that included 57,336 separate engagements between August 2014 and November 2017. During this period, the total number of reports of possible civilian casualties was 1,799. The total number of credible reports of civilian casualties during this time period was 208. The percent of engagements that resulted in a report of possible civilian casualties was
3.13%. The percent of engagements that resulted in a credible report of civilian casualties was .36%. After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 92 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Nine reports were assessed to be credible resulting in the unintentional death of 11 civilians. The Coalition also added five unintentional civilian deaths from past reports previously excluded from the count.
A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty.
In each of the incidents below, the investigation assessed that although all feasible precautions were
taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

Monthly Civilian Casualty Report

SOUTHWEST ASIA – Over the past month, Iraqi Security Forces conducted multiple operations to ensure the security of their people, land and borders. These operations included clearance of desert areas where Daesh was hiding after fleeing ISF operations in populated areas. ISF also conducted successful clearing and security operations in Mosul, Tal Afar, Hawijah and Baghdad, and operations are still ongoing in Salah al-Din.

After more than three years of hard fighting, the government of Iraq declared the liberation of former Daesh-controlled areas Dec. 10. The following day, Iraqi Security Forces linked up with Syrian Democratic Forces at the border near Al Qaim, Iraq, demonstrating each force’s intent to provide security in border regions, enabling commerce and travel while preventing Daesh terrorists from continuing to flee the battlefield.

Despite a string of successes by Iraqi Security Forces and Syrian Democratic Forces, much work remains to ensure the enduring defeat of Daesh. The terrorist organization is still attempting to reestablish regional networks and remains a regional and global threat through its ability to organize or inspire acts of violence against innocent people around the world.

In Syria, the Coalition and our SDF partners continue to decisively engage large groups of terrorists in the Middle Euphrates River Valley and southern Syria. Over the past month, there were two reported incidents of groups of terrorists crossing from regime-controlled area into Coalition-controlled areas of southern Syria. In both events, the Coalition and our SDF partners decisively engaged the threat and

killed Daesh terrorists.

Although increased security resulted in historic low Coalition strike numbers in November and December, Daesh has demonstrated both its ability and its intent to reorganize and attack the Iraqi and Syrian people. The Coalition will thus continue to support our partners’ operations to defeat Daesh and prevent its resurgence.

In the month of November, CJTF-OIR carried over 695 open reports of possible civilian casualties from previous months and received 9 new reports resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat ISIS in Iraq and Syria.

During this period, the Coalition completed the assessment of 101 reports: 92 were assessed to be noncredible, none were assessed to be duplicates of previous reports, and nine were assessed to be credible, resulting in 11 unintentional civilian deaths. To date, based on information available, CJTFOIR assesses at least 817 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 603 reports are still open.

The Coalition conducted a total of 28,562 strikes that included 57,336 separate engagements between August 2014 and November 2017. During this period, the total number of reports of possible civilian casualties was 1,799. The total number of credible reports of civilian casualties during this time period was 208. The percent of engagements that resulted in a report of possible civilian casualties was

3.13%. The percent of engagements that resulted in a credible report of civilian casualties was .36%. After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 92 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Nine reports were assessed to be credible resulting in the unintentional death of 11 civilians. The Coalition also added five unintentional civilian deaths from past reports previously excluded from the count.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty.

In each of the incidents below, the investigation assessed that although all feasible precautions were

taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.
