On July 6, Coalition military forces conducted 29 strikes consisting of 40 engagements against ISIS terrorists in Syria and Iraq.

In Syria, Coalition military forces conducted 22 strikes consisting of 28 engagements against ISIS targets.

* Near Abu Kamal, two strikes destroyed 14 ISIS construction items and three oil storage tanks.

Thursday 6 July – Tornados and Typhoons struck two terrorist targets in Raqqa, and four in western Mosul…Two Royal Air Force Typhoons, armed with Paveway IV bombs, operated over Raqqa on Thursday 6 July. Syrian Democratic Forces (SDF) encountered a large building on the southern edge of the city, close to the bank of the Euphrates, which was heavily defended by Daesh extremists. Two Paveways struck the building and brought an end to the terrorists’ activity. A mixed pair of a Typhoon and a Tornado were also active over Raqqa, and these aircraft bombed a sniper position which had been firing persistently at the SDF. A second mixed Tornado/Typhoon pair provided similar support to the Iraqi forces clearing the Old City in Mosul. Attacks with Brimstone missiles dealt with three Daesh positions, whilst a Paveway IV was used to destroy a medium machine-gun team.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA- In the month of May, CJTF-OIR carried over 38 open reports of possible civilian casualties from previous months and received 61 new reports resulting from Coalition strikes in support of partner force operations to defeat ISIS in Iraq and Syria. Additionally, the Coalition began the assessments of 222 historical reports of possible civilian casualties received from Airwars.org. During this period, the Coalition completed the assessment of 141 reports, of which 114 were assessed to be non-credible and 27 were assessed to be credible resulting in 119 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses that, it is more likely than not, at least 603 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 180 reports were still open and being assessed at the end of the month. Coalition strikes are defined as ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses all reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as interviewing witnesses and examining the site, the Coalition interviews pilots and other personnel involved in the targeting process, reviews strike and surveillance video if available, and analyzes information provided by government agencies, non-governmental organizations, partner forces, and traditional and social media. In addition, the Coalition considers new information when it becomes available in order to ensure a thorough and continuous review process.

To date, based on data between August 2014 and May 2017, the Coalition conducted a total of 21,910 strikes that included 46,534 separate engagements. During this period, the total number of reports of possible civilian casualties was 727. The total number of credible reports of civilian casualties during this time period was 145. The percent of engagements that resulted in a report of possible civilian casualties was 1.56%. The percent of engagements that resulted in a credible report of civilian casualties was .31%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed that the following 114 reports are non-credible. Non-credible means that at this time there is not sufficient information available to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Twenty-seven reports were assessed to be credible resulting in the unintentional death of 119 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA- In the month of May, CJTF-OIR carried over 38 open reports of possible civilian casualties from previous months and received 61 new reports resulting from Coalition strikes in support of partner force operations to defeat ISIS in Iraq and Syria. Additionally, the Coalition began the assessments of 222 historical reports of possible civilian casualties received from Airwars.org. During this period, the Coalition completed the assessment of 141 reports, of which 114 were assessed to be non-credible and 27 were assessed to be credible resulting in 119 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses that, it is more likely than not, at least 603 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 180 reports were still open and being assessed at the end of the month. Coalition strikes are defined as ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses all reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as interviewing witnesses and examining the site, the Coalition interviews pilots and other personnel involved in the targeting process, reviews strike and surveillance video if available, and analyzes information provided by government agencies, non-governmental organizations, partner forces, and traditional and social media. In addition, the Coalition considers new information when it becomes available in order to ensure a thorough and continuous review process.

To date, based on data between August 2014 and May 2017, the Coalition conducted a total of 21,910 strikes that included 46,534 separate engagements. During this period, the total number of reports of possible civilian casualties was 727. The total number of credible reports of civilian casualties during this time period was 145. The percent of engagements that resulted in a report of possible civilian casualties was 1.56%. The percent of engagements that resulted in a credible report of civilian casualties was .31%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed that the following 114 reports are non-credible. Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Twenty-seven reports were assessed to be credible resulting in the unintentional death of 119 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. April. 19, 2015, near Ar Rutbah, Iraq, via Airwars report: During a strike on an ISIS checkpoint, it was assessed that two civilians were unintentionally injured when a vehicle arrived at the checkpoint after the munition was released.

2. May 13, 2015, near Bayji, Iraq, via Airwars report: During a strike on an ISIS weapons cache, it was assessed that six civilians may have been unintentionally killed.

3. May 26, 2015, near Raqqah, Syria, via Airwars report: During a strike on an ISIS staging area, it was assessed that six civilians were unintentionally killed and two were injured after their vehicles entered the target area after the munition was released.

4. Aug. 29, 2015, near Manbij, Syria, via Airwars report: During a strike on ISIS equipment, it was assessed that one civilian was unintentionally killed and three were injured after, unbeknownst to the Coalition, the civilians were forced to do manual labor for ISIS against their will.

Until December 31, 2017, Belgium’s F-16 hunting aircraft will fight against IS in the context of the Desert Falcon operation. However, the number of F-16s will be reduced by a third.

France reports on operations to liberate Mossul: In the first phase in preparation for the battle and to encircle the city, France carried out 300 airstrikes. In the second phase, with the commitment of the CAESAR and the Carrier Group, an there were an additional 300 air strikes, together with almost 1,200 artillery missions. The 600 air strikes delivered in the region therefore represent a significant part of the French effort carried out over the past three years, which in early July amounts to more than 1,300 strikes.

In the past week, June 29th – July 4th, France reports 4 airstrikes in Mosul and 4 in Raqqa, all in support of the troops on the ground.

Task Force (TF) Wagram conducted 16 artillery strikes in Mosul.

Dans le domaine de l’acheminement, en trois ans, 24 000 passagers ont transité par voie aérienne vers le théâtre. 15 000 tonnes de matériels ont été projetées de France, la moitié par voie aérienne et l’autre par voie maritime, avec une recherche permanente d’équilibre entre la nécessaire réactivité et les coûts induits.

Dans le domaine du soutien carburant, 12 000 pleins (avitaillement) ont été réalisés au sol, 14 000 en vol (ravitaillements) au profit de l’ensemble des aéronefs français engagés.

France reports on operations to liberate Mossul: In the first phase in preparation for the battle and to encircle the city, France carried out 300 airstrikes. In the second phase, with the commitment of the CAESAR and the Carrier Group, an there were an additional 300 air strikes, together with almost 1,200 artillery missions. The 600 air strikes delivered in the region therefore represent a significant part of the French effort carried out over the past three years, which in early July amounts to more than 1,300 strikes.

In the past week, June 29th – July 4th, France reports 4 airstrikes in Mosul and 4 in Raqqa, all in support of the troops on the ground.

SDF Breaches Old City of Raqqah

SOUTHWEST ASIA – Overcoming heavy ISIS resistance the Syrian Democratic Forces breached the Old City of Raqqah, July 3.

Coalition forces supported the SDF advance into the most heavily fortified portion of Raqqah by opening two small gaps in the Rafiqah Wall that surrounds the Old City.

ISIS fighters were using the historic wall as a fighting position and planted mines and improvised explosive devices at several of the breaks in the wall. SDF fighters would have been channeled through these locations and were extremely vulnerable as they were targeted with vehicle-borne IEDs and indirect fire as well as direct fire from heavy machine guns, rocket-propelled grenades and snipers as they tried to breach the Old City.

Conducting targeted strikes on two small portions of the wall allowed Coalition and partner forces to breach the Old City at a locations of their choosing, denied ISIS the ability to use pre-positioned mines, IED and VBIEDs, protected SDF and civilian lives, and preserved the integrity of the greatest portion of the wall. The portions targeted were 25-meter sections and will help preserve the remainder of the overall 2,500-meter wall.

“Unlike ISIS who deliberately destroyed the ruins of Palmyra and the Al-Nuri mosque and uses sites such as the Rafiqa Wall, hospitals, schools and mosques as weapons storage facilities and fighting positions, Coalition forces are making a great effort to protect civilians and preserve these sites for future generations,” said Coalition Spokesman, Col. Ryan Dillon.

“The most humane way to save the people of Raqqah is to swiftly and decisively defeat ISIS, who have terrorized the people of Raqqah for more than three years. Only this way, can the people of Raqqah be saved and city return to peace.”

Two Royal Air Force Reaper remotely piloted aircraft conducted armed reconnaissance over Raqqa on Monday 3 July. One assisted Syrian Democratic Forces (SDF) who had come under attack from a heavy machine-gun on the top floor of a building. A Hellfire missile through the building’s roof silenced the terrorist fire. The second Reaper used two Hellfires in a successful attack on a Daesh headquarters for foreign fighters. A mixed Tornado and Typhoon pair were also active over the city. The SDF, advancing into the centre of Raqqa, encountered a strongly defended building. Saturday 1 July – A Reaper eliminated a mortar team and Typhoons dealt with a heavy machine-gun, both in Raqqa. Tornados hit three Daesh positions in Mosul…A Reaper remotely piloted aircraft patrolled over Raqqa on Saturday 1 July. A mortar was reported firing on the SDF, and the Reaper’s crew spotted its muzzle flashes from a position concealed beneath a tree. A Hellfire missile destroyed the target. Typhoons were also active over the city, where they used a Paveway IV to silence a heavy machine-gun which was holding up an SDF advance. In northern Iraq, two Tornados assisted the Iraqi troops clearing remaining pockets of Daesh resistance in west Mosul. Paveway IVs were used to destroy two strongpoints from which the Daesh fighters were directing fire. The Tornados then responded to reports of a heavy machine-gun team and a group of suicide bombers preparing to attack the Iraqis – a third position was duly destroyed with a Paveway IV.
