On Feb. 7, Coalition military forces conducted 43 strikes consisting of 92 engagements against ISIL terrorists in Syria and Iraq.

Syria

In Syria, Coalition military forces conducted 31 strikes consisting of 41 engagements using attack, bomber, fighter, and remotely piloted aircraft against ISIL targets.

* Near Abu Kamal, three strikes engaged an ISIL tactical unit and destroyed five oil well heads.

* Near Al Bab, six strikes engaged an ISIL tactical unit; destroyed a fighting position, a tunnel system; and damaged seven ISIL-held buildings.

Tuesday 7 February – A Reaper sank a boat carrying a terrorist heavy machine-gun team across the Tigris near Mosul…A group of Daesh fighters, armed with a heavy machine-gun, attempted to cross the Tigris in a boat on Tuesday 7 February, close to where the Tornados had sunk the river craft two days earlier. The terrorists were unaware that they were being closely tracked by coalition surveillance aircraft, and a Hellfire missile from an RAF Reaper sank the boat in mid-channel.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA- December 2016, CJTF-OIR received 12 new reports and assessed 11 reports of possible civilian casualties resulting from Coalition strikes in Iraq and Syria in the fight to defeat ISIL. Coalition strikes are defined as ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as by interviewing witnesses and examining the site, we do interview pilots and other personnel involved in targeting decisions, review aircraft video if available, and analyze information provided by government agencies, non-governmental organizations, partner forces and traditional and social media. In addition, we consider new information when it becomes available in order to promote a thorough and continuous review process.

After a thorough review of the facts and circumstances of each report, CJTF-OIR assessed that the following seven reports are non-credible at this time. An assessment that a report is non-credible means that there is not sufficient evidence available to determine whether, more likely than not, a Coalition strike resulted in the reported civilian casualties.

1. Feb. 15, 2016, Hama Province, Syria, via social media report: Date correction. This report was previously incorrectly released as Feb. 2, 2016 in the Jan. 2, 2016 monthly report. No Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.

2. July 20, 2016, near Manbij, Syria, via social media report: This report of civilian casualties was assessed to be a duplicate of a previous report released as July 18, 2016, near Manbij, Syria, in the Dec. 1, 2016, monthly report.

3. Oct. 6, 2016, near Al Shadadi, Syria, via self-report: After a review of available information and strike video it was assessed that no civilians were harmed in this strike.

In each of the reports below, it was assessed that even though feasible precautions were taken and the decision to strike complied with the Law of Armed Conflict, unintended civilian casualties unfortunately occurred.

1. Oct. 25, 2016, near Mosul, Iraq, via self-report: During a strike on ISIL fighters in a moving vehicle it is assessed that one civilian was unintentionally killed when the target vehicle passed his location at the time of the munition’s impact.

2. Dec. 3, 2016, near Mosul, Iraq, via self-report: During a strike on ISIL fighters firing a mortar on partnered forces it is assessed that one civilian was unintentionally killed.

Since January 25th, France reports four strikes destroying four ISIL targets: two strikes in Iraq and two in Syria. A planned strike was conducted in Syria on the night of 28-29th January to destroy a bridge on the irrigation canals north of Raqqah city. Two Rafales joined five other Coalition aircraft in this strike. Task Force Wagram carried out 15 missions.

Since January 25th, France reports four strikes destroying four ISIL targets: two strikes in Iraq and two in Syria. A planned strike was conducted in Syria on the night of 28-29th January to destroy a bridge on the irrigation canals north of Raqqah city. En Irak, la reprise du quartier d’Al Rashidiyah le 25 janvier par les forces irakiennes a permis aux autorités irakiennes d’annoncer la reprise de l’Est de Mossoul. Dans ce contexte, Daech cherche à perturber la sécurisation des quartiers repris en menant des actions indirectes et à renforcer la défense de l’ouest de la ville. Dans le reste du pays, l’organisation intensifie ses actions asymétriques dans l’Anbar et à Bagdad.

En Syrie, la conférence d’Astana n’a pas permis d’avancée majeure dans la résolution des tensions entre parties. La trêve fragile se poursuit sur fond de reconfiguration du paysage insurrectionnel. Les lignes de front avec Daech ont peu évolué cette semaine.

Depuis le 25 janvier, 36 sorties aériennes ont été réalisées par les aéronefs de l’opération Chammal.

On Jan. 28, Coalition military forces conducted 17 strikes consisting of 29 engagements against ISIL terrorists in Syria and Iraq.

In Syria, Coalition military forces conducted 15 strikes consisting of 24 engagements using attack, bomber, fighter, and remotely piloted aircraft against ISIL targets.



Syria

* Near Abu Kamal, two strikes destroyed an oil truck and two oil well heads.

* Near Al Bab, one strike destroyed an ISIL headquarters building and a bunker.

* Near Ar Raqqah, 12 strikes [1 French with others] engaged three ISIL tactical units; destroyed seven bridges, an ISIL headquarters building, and a fighting position; and damaged a supply route.

The Iraqi Security Forces are leading the Coalition’s fight to rid Iraq of ISIL. They are willing to take the brunt of the fighting to liberate their country and do not seek or desire the Coalition’s participation in direct ground combat operations. The Government of Iraq welcomes the Coalition because we are assisting them with our unique capabilities, at their request.
