Since December 27th 2016, France reports conducting 18 strikes destroying 21 ISIL targets. In Iraq, 16 strikes were carried out, 11 of which were concentrated in the Mosul region. They targeted ISIL mortar positions, VBIED storage sites and barges. Five other strikes in Iraq were carried out in Stem and Euphrates valleys, towards Baiji and Haditha. Two strikes were carried out in Syria in the Raqqa region. Since December 28th, task Force Wagram has conducted 22 support missions.

Appréciation de situation

Au Levant, Daech offre toujours un rideau défensif dense là où la coalition porte son effort. L’organisation terroriste continue de mener des actions de harcèlement ailleurs pour tenter de disperser les forces coalisées et d’assurer le soutien logistique de ses combattants.

En Irak, Daech a poursuivi ses attaques quotidiennes et ses actions de harcèlement. La ville de Bagdad a ainsi été la cible de nombreux attentats la semaine passée. Dans la région de Mossoul, les forces de sécurité irakiennes (FSI) ont repris l’offensive pour la reconquête de Mossoul le 29 décembre après une pause opérationnelle de régénération permise par de mauvaises conditions météorologiques qui limitaient les appuis.

En Syrie, la fin de la bataille d’Alep va sans doute amorcer une transition vers une nouvelle phase du conflit, concentrant les efforts des différentes parties contre Daech sur Raqqah, Al Bab et Palmyre.

Avancée sur la bataille de Mossoul

Dans la région de Mossoul, les Popular Mobilization Forces (milices chiites) continuent de mener des opérations de contrôle de zone dans la région de Tal Afar pour couper les flux de Daech.

Parallèlement, dans l’offensive vers Mossoul, les forces irakiennes progressent de manière synchrone, appuyée par la coalition. Les efforts portent toujours sur 3 axes principaux : depuis le Nord vers Bawizah avec la 16e division, depuis l’Est avec l’ICTS et le Sud Est avec la 9e brigade.

Since December 27th 2016, France reports conducting 18 strikes destroying 21 ISIL targets. In Iraq, 16 strikes were carried out, 11 of which were concentrated in the Mosul region. They targeted ISIL mortar positions, VBIED storage sites and barges. Five other strikes in Iraq were carried out in Stem and Euphrates valleys, towards Baiji and Haditha. Appréciation de situation

Au Levant, Daech offre toujours un rideau défensif dense là où la coalition porte son effort. L’organisation terroriste continue de mener des actions de harcèlement ailleurs pour tenter de disperser les forces coalisées et d’assurer le soutien logistique de ses combattants.

En Irak, Daech a poursuivi ses attaques quotidiennes et ses actions de harcèlement. La ville de Bagdad a ainsi été la cible de nombreux attentats la semaine passée. Dans la région de Mossoul, les forces de sécurité irakiennes (FSI) ont repris l’offensive pour la reconquête de Mossoul le 29 décembre après une pause opérationnelle de régénération permise par de mauvaises conditions météorologiques qui limitaient les appuis.

En Syrie, la fin de la bataille d’Alep va sans doute amorcer une transition vers une nouvelle phase du conflit, concentrant les efforts des différentes parties contre Daech sur Raqqah, Al Bab et Palmyre.

Avancée sur la bataille de Mossoul

Dans la région de Mossoul, les Popular Mobilization Forces (milices chiites) continuent de mener des opérations de contrôle de zone dans la région de Tal Afar pour couper les flux de Daech.

Parallèlement, dans l’offensive vers Mossoul, les forces irakiennes progressent de manière synchrone, appuyée par la coalition. Les efforts portent toujours sur 3 axes principaux : depuis le Nord vers Bawizah avec la 16e division, depuis l’Est avec l’ICTS et le Sud Est avec la 9e brigade.

Ce nouveau dispositif, mis en place à la demande de la coalition, permet dès à présent, en complément de la mission initiale conduite depuis Q-West, d’apporter un soutien aux forces irakiennes engagées dans les combats au Nord et à l’Ouest de la ville.

Déployée en septembre dernier sur la base de Q-West (Sud de Mossoul), la Task Force Wagram est désormais également présente sur une deuxième emprise protégée située à une vingtaine de kilomètres au Nord de la ville. Ce groupement d’artillerie, équipé de deux CAESAR (Canon équipé d’un système d’Artillerie), a pour mission d’appuyer les troupes irakiennes engagées dans la bataille de Mossoul lancée le 17 octobre dernier.

L’autre groupement d’artillerie à deux canons CAESAR resté à Qayyarah poursuit ses missions de protection de la base de Q West et d’appui au profit des unités irakiennes engagées dans les opérations de sécurisation des rives du Tigre, au sud de Mossoul.

Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’OIR (opération Inherent Resolve) et mobilise aujourd’hui près de 1 200 militaires. A la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation» au profit d’unités de sécurité nationales irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daesh et à frapper les capacités militaires de du groupe terroriste.

On Jan. 1, Coalition military forces conducted 26 strikes against ISIL terrorists in Syria and Iraq. In Syria, Coalition military forces conducted 17 strikes using attack, bomber, fighter and remotely piloted aircraft against ISIL targets. Additionally in Iraq, Coalition military forces conducted nine strikes coordinated with and in support of the government of Iraq using attack, bomber, fighter, and remotely piloted aircraft as well as rocket artillery against ISIL targets.

Syria



. Near Abu Kamal, one strike destroyed an oil well head and a crane.

. Near Ar Raqqah, 12 strikes engaged five ISIL tactical units; destroyed six fighting positions, two oil storage tanks, and an ISIL checkpoint; damaged five supply routes, a bridge, and a trench.

. Near Ayn Isa, one strike engaged an ISIL tactical unit and destroyed a mortar system.

. Near Dayr Az Zawr, one strike destroyed an oil well head, a drilling truck, a dump truck, and two oil tanker trucks.

Sunday 1 January – Typhoons attacked a mortar position in northern Mosul, whilst a Reaper hit terrorist fighters and an armed truck in the south-east of the city…Similar Reaper operations occurred on New Year’s Day [Jan 1st], with our aircraft destroying a group of terrorists with one Hellfire, then using a second to knock out an armed truck which it had spotted reversing in and out of cover to fire bursts from a heavy machine-gun. A flight of Typhoon FGR4s were also active over northern Mosul, where they used a Paveway IV to attack a mortar position just to the north of the city.

Coalition monthly civilian casualty release: January 2nd 2016

During the month of November 2016, CJTF-OIR received 16 new reports and assessed seven previously received reports of possible civilian casualties resulting from Coalition strikes in Iraq and Syria in the fight to defeat ISIL. Thirteen of these reports were assessed to be non-credible, five were assessed to be credible, and five reports are still being assessed. Coalition strikes are defined as strikes conducted by ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses all reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as by interviewing witnesses and examining the site, the Coalition interviews pilots and other personnel involved in the targeting process, reviews strike and surveillance video if available, and analyzes information provided by government agencies, non-governmental organizations, partner forces and traditional and social media. In addition, the Coalition considers new information when it becomes available in order to promote a thorough and continuous review process.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed that the following 13 reports are non-credible. Non-credible means that at this time there is not sufficient information available to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

1. Feb. 2, 2016, Hama Province, Syria: No Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.

2. Oct. 5, 2016, near al-Qayyarah, Iraq: After a review of available information and strike video it was assessed that no civilians were harmed in this strike.

3. Oct. 6, 2016, near al Shaddadi, Syria: After a review of available information and strike video it was assessed that no civilians were harmed in this strike.

4. Oct. 22, 2016, near Qaraqosh and Hasana, Iraq: No Coalition strikes were conducted on structures in the geographic area that correspond to the report of civilian casualties.

5. Oct. 23, 2016, near Qaraqosh and Hasana, Iraq: Insufficient information provided or available to assess the credibility of the reported civilian casualties.

6. Nov. 2, 2016, near Mosul, Iraq: No Coalition strikes were conducted on structures in the geographic area that correspond to the report of civilian casualties.

7. Nov. 7, 2016, near Mosul, Iraq: After a review of available information and strike video it was assessed that no civilians were harmed in this strike.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Five reports were assessed to be credible resulting in the unintended death of 15 civilians.

A credible assessment means that, it is more likely than not, a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the Law of Armed Conflict, unintended civilian casualties unfortunately occurred.

1. Nov. 6, 2016, near Shahid-Yunis As Sab, Iraq: During a strike on ISIL fighters in a moving vehicle it is assessed that seven civilians were unintentionally killed when the targeted vehicle came into close proximity to two stationary vehicles just prior to the munition’s impact.

2. Nov. 21, 2016, near Al-Salahiyah, Syria: During a strike on ISIL-held buildings it is assessed that two civilians were unintentionally killed.

3. Nov. 26, 2016, near Mosul, Iraq: During a strike on ISIL fighters and a technical vehicle it is assessed that two civilians were unintentionally killed by the munition’s strike blast.

4. Nov. 26, 2016, near Ar Raqqah, Syria: During a strike on ISIL fighters in a moving vehicle it is assessed that one civilian pedestrian was unintentionally killed by the munition’s strike blast.

5. Nov. 29, 2016, near Mosul, Iraq: During a strike on ISIL fighters it is assessed that three civilians were unintentionally killed when they entered the target area just prior to the munition
