Friday 25 November – Tornados attacked a mortar team and a truck-bomb factory in Mosul…RAF and Coalition aircraft continue to support Iraqi forces as they press further into eastern Mosul, as the urban operating environment becomes increasingly congested and challenging. Tornados dealt with a particularly challenging target in eastern Mosul on Friday 25 November – a Daesh mortar hidden in trees next to a busy road. The Tornados used a Brimstone missile, which has a small warhead and a very precise targeting system, to strike the target accurately whilst limiting as far as possible the risk to the passing traffic. The Tornados then hit a second target, using a Paveway IV to destroy a workshop in south-eastern Mosul which was producing truck-bombs.

Thursday 24 November – Typhoons bombed a strongpoint to the north of Raqqa in Syria…RAF aircraft have also continued to provide reconnaissance and strike support to the Syrian Democratic Forces as they push towards Raqqa. As part of this, a pair of Paveway-armed Typhoons destroyed a Daesh strongpoint located some 15 miles north of the city on Thursday 24 November.

Kampflybidraget – Tyrkiet

Kampflybidraget deltager fortsat i kampene for befrielsen af Mosul og Raqqah.

Danske F-16 har i den seneste uge gennemført 12 missioner, hvor der er udført overvågning, efterretningsindhentning samt angreb på bunkers, tunneller, ISIL personel og bygninger.

Missionerne er foregået over de irakiske provinser Ninawa, Al Anbar, Erbil og Dahuk og de syriske provinser Ar Raqqah og Halab.

Fra onsdag den 16. november kl. 12.00 til onsdag den 23. november kl. 12.00 er følgende gældende:

Radarbidraget – Irak og De Forenede Arabiske Emirater

Bidraget i De Forenede Arabiske Emirater har afsluttet overdragelsen fra hold 4 til hold 5. Operationerne i området koncentrerer sig om områderne omkring Mosul samt Syrien. Det danske bidrag sørger for at klargøre fly i form af lufttankning. Endvidere forhåndskoordinerer operatørerne højder og områder til de mange fly, der opererer i et forholdsvist afgrænset område. Derved bidrager operatørerne til at højne flyvesikkerheden for både danske og andre nationers piloter.

Træningsbidraget – Irak

Det danske træningsbidrag har i denne uge påbegyndt træning af irakiske enheder i form af våbenuddannelse samt gruppe- og delingsuddannelse.

Resolute Support – Afghanistan

I den forgangne uge har fokus været på opstart af det nye hold på ANAOA (Afghan National Army Officer Academy) samt de sidste forberedelser forud for opstart af de to ældre hold, der startede lørdag i uge 46. Der er mødt 277 kadetter (265 mænd og 12 kvinder) – tallet forventes dog øget til ca. 320 i løbet af den næste uge.

Alle nytilgåede danske mentorer har overtaget deres opgaver og er klar til opstart af de øvrige hold i slutningen af indeværende uge.

Standing NATO Maritime Group 2 – Middelhavet

Absalon gennemfører fortsat operationer i Middelhavet. Mandag den 21. november ophørte enheden med at være en del af NATO’s stående maritime styrker, og har siden da gennemført et kort planlagt havneophold i Valetta havn på Malta. Hovedformålet med dette havneophold har været at tage forsyninger ombord efter en længere periode til søs.

Tirsdag den 22. november blev der gennemført besøg fra Forsvaret ledelse til Absalon. Forsvarschefen, Chefen for Operationsstaben, Chefen for Marinestaben, Chefen for Flyverstaben samt Chefen for 2. Eskadre var alle ombord i et antal timer og talte i den forbindelse med besætningen.

Operation Ocean Shield – Seychellerne

Kommandoen over det danske bidrag blev tilbagegivet fra MARCOM (Allied Maritime Command) til Danmark den 19. november.

Challengeren landede tirsdag den 22. november om eftermiddagen i Aalborg, og tilbage på Seychellerne er nu kun disablingholdet. Nedtagningen af lejren går efter planen, og der forudses ikke nogen forhindringer.

CHAMMAL: un nouveau symbole pour l’opération française au Levant

Lancée le 19 septembre 2014, l’opération Chammal, participation française à l’opération Inherent Resolve (OIR) de lutte contre Daech, a adopté une nouvelle identité visuelle.

Lancée le 19 septembre 2014, l’opération Chammal, participation française à l’opération Inherent Resolve (OIR) de lutte contre Daech, a adopté une nouvelle identité visuelle.

A la suite des attentats de Paris, le président de la République a décidé de renforcer la lutte contre Daech en autorisant notamment les vols d’avions français au-dessus de la Syrie.

Le nouveau logo présente désormais, sur un fond de drapeau tricolore, les deux pays qui constituent le théâtre de l’opération Chammal : l’Irak et la Syrie. Dans le cercle extérieur, le nom de l’opération est encadré par deux roses des vents, allusion au chammal, le vent de nord-ouest qui souffle sur l’Irak et le golfe Persique. Dans le cercle intérieur, l’épée, les deux ancres de marine et les ailes rappellent le caractère interarmées du dispositif français.

Le cimeterre et la feuille de laurier, également présents sur le logo de l’opération Inherent Resolve, marquent ainsi le caractère indissociable des deux opérations. Le cimeterre symbolise les forces locales qui mènent les combats sur le terrain contre Daech, appuyées et formées par les soldats de la coalition. La branche de laurier, symbole de la victoire, se compose de sept feuilles qui représentent les sept principaux peuples d’Irak : sunnites, chiites, kurdes, turkmènes, assyriens, yézidis et arméniens.

Lancée depuis le 19 septembre 2014, l’opération Chammal est le volet français de l’opération OIR et mobilise aujourd’hui près de 4 000 militaires. A la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation» au profit d’unités de sécurité nationales irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et à frapper les capacités militaires de Daech.

2.CHAMMAL

2.1 APPRÉCIATION DE SITUATION

Sur l’ensemble du territoire, Daech utilise la liberté de manœuvre sur certains axes pour poursuivre le renforcement des lignes de défense. Dans les zones contestées, Daech reste agressif et les gains obtenus par la coalition nécessitent un effort significatif pour la sécurisation des territoires libérés.

En Irak, l’organisation terroriste continue de menacer les forces et la population au-delà des lignes de front, mais le recul progressif se poursuit. En parallèle de la bataille de Mossoul, Daech conduit des attentats réguliers à Bagdad, faisant peser une menace sécuritaire permanente dans le pays.

En Syrie, la géométrie du théâtre est complexifiée par l’immixtion des nombreux acteurs présents, notamment dans la région d’Al Bab où les forces syriennes d’opposition ont atteint les abords d’Al Bab où ils font face à une défense résolue de Daech.

Les opérations des forces démocratiques syriennes vers Raqqah ont permis la saisie de la localité de Tall as-Samn.

AVANCÉE SUR LA BATAILLE DE MOSSOUL

La progression des FSI marque le pas. L’organisation terroriste recherche l’imbrication et maintient ses capacités de harcèlement des forces irakiennes, qui font effort sur la sécurisation et le nettoyage des zones libérées.

Si Daech se replie progressivement de la périphérie de Mossoul, l’organisation dispose toujours d’une liberté de mouvement dans la ville qui lui permet de concentrer ses efforts en particulier à l’Est pour gêner l’ICTS qui tente de reprendre une progression méthodique, en nettoyant les zones conquises.

L’aérodrome de Tall Afar a été repris par les Popular Mobilization Forces, rejointes par les forces de sécurité irakiennes de la15e brigade.

2.2 ACTIVITÉS DE LA FORCE CHAMMAL

Sur la semaine, plus de 50 sorties AIR ont eu lieu dont 6 sorties de renseignement (ISR), 1 sortie de commandement et de contrôle de l’E2C Hawkeye et 44 sorties de reconnaissance armée. Elles ont permis de conduire 13 frappes (dont 7 dans la région de Mossoul et 3 en Syrie, au nord de Raqqah), détruisant 14 objectifs.

Les frappes aux abords de la ville de Mossoul sont conduites avec des précautions particulières liées à l’environnement urbain, limitant logiquement leur volume.

Cette semaine, la TF Wagram a réalisé 2 tirs au profit des forces irakiennes, dont un d’illumination et un destiné à détruire des moyens de franchissement de Daech sur le Tigre.

Le GAN déployé autour du porte-avions Charles de Gaulle a été réarticulé après le départ de la frégate La Fayette et l’intégration d’une frégate américaine, l’USS Mason le 22 novembre ainsi que celle de la frégate Guépratte et. Le groupe aéronaval comprend à ce jour le porte-avions Charles de Gaulle et son groupe aérien embarqué ainsi qu’un bâtiment de ravitaillement et 4 frégates.

Friday 18 November – Typhoons bombed a strongpoint and an artillery piece north of Raqqa, and a large weapons store in Mosul. A Reaper hit two terrorist targets south of Mosul…On Friday 18 November, a Reaper supported Iraqi troops as they fought to liberate the village of Umarkan, south of Mosul. September continued to see Daesh on the defensive, losing significant ground in both Iraq and Syria. In Iraq, Coalition forces geared up for the Battle of Mosul with a steep increase in airstrikes in and near the city. Reported civilian casualties from Coalition actions in both Iraq and Syria remained at levels similar to August.

In Syria, a fragile US-Russia brokered ceasefire broke down amid repeated violations. While the agreement initially allowed some aid to reach civilians, it ultimately did little  to decrease the violence. Hopes of a longer-lasting cessation of hostilities ended as the Assad regime began a major offensive to retake Aleppo towards the end of the month.

Most alarming of all, despite the ceasefire September saw a sharp rise in civilian casualties attributed to Russia in Syria, making the month one of the worst for reported civilian casualties since January 2016.

Coalition military developments

10,014 Coalition airstrikes were carried out in Iraq, along with 5,374 strikes Syria through the end of September 2016. For the third consecutive month, Coalition airstrikes in Syria during September (335 strikes) outweighed those in Iraq (291 strikes.)

Six members of the Coalition dropped a total of 2,417 bombs and missiles on Daesh targets in September. That represented an 8% per cent increase over August, but is still down significantly from the June peak, when 3,160 munitions were released according to Coalition figures.During September, the US again remained the dominant Coalition partner in both Iraq and Syria. The number of strikes it carried out in Iraq increased by 8% (168 strikes) and by 9% in Syria (286 strikes) compared with August.

While the UK carried out just three strikes in Syria during September, the British military played a more prominent role in Iraq where the RAF carried out 52 attacks on ISIL targets – a 68% increase from August.

September saw a particular rise in Britain’s use of its Reaper RPAs, with 46% of UK strikes carried out by armed drones.

As this Airwars chart shows, Reaper drones are again carrying out a greater proportion of UK strikes.

Attacks by France – which remains the third most active Coalition member – held at similar levels to August, with 28 strikes declared in Iraq (down by one) and were focused around Mosul. On September 18th, France again used its SCALP cruise missiles, this time reportedly targeting a Daesh training and production center for explosive devices in the Mosul area. No French strikes were reported in Syria during September.

After stepping up its own air campaign in August, there was a significant drop in actions by Denmark in September, which reported 50 weapons releases. Actions were also publicly announced in Raqqah, Dayr az Zawr and Aleppo in Syria – though Denmark refused to disclose how many strikes were carried out in each location, and on which dates.

In Iraq, military sources said that the long-awaited operation to retake Mosul would begin in October. Strikes in the vicinity of the ISIL-held city increased by 38% from August to 86 the following month.

On September 28th it was also announced that 600 additional US troops would be deployed to aid Iraqi Security Forces in Mosul, while the Coalition said its strikes had targeted 18 Daesh leaders over the course of the month

However as Daesh braced itself for the advance of the ISF, fears of mass civilian casualties grew. Reports circulated that the terrorist organisation was increasingly hiding its operations in hospitals, mosques and schools – in addition to constructing an elaborate network of underground tunnels armed with IEDs.

As this Airwars chart shows, September saw a steep increase in Coalition strikes near Mosul.

Coalition civilian casualties

Overall, there were 25 alleged civilian casualty incidents reported in September  – three more than the previous month. A total of 100 to 147 non-combatant deaths were claimed in these events. Airwars presently assesses 12 of these 25 events as being fairly reported – that is, with two or more credible sources, and Coalition strikes confirmed in the near vicinity. Between 36 and 48 civilians are presently assessed as likely having been killed in these incidents.

In Syria, civilian casualty incidents attributed to the Coalition remained at a similar level to August, following July’s all-time high. Eighteen Coalition civilian casualty events were reported during the month.

Between 13 and 16 alleged fatalities from Coalition actions in Syria in September are presently assessed by Airwars as being likely from these events – compared with 8 to 13 likely deaths in August.

The US itself announced that it may have killed or injured civilians in three separate events during September, reporting that it had begun investigations.

    On September 7th near Dayr ez Zawr, in a previously unknown incident, one or more civilians may have been killed or injured after a non-ISIL vehicle strayed into a strike kill box.
    On September 10th, six civilians were reported killed including Abd al Karim al Nayef al Jumaa [pictured below] when a Coalition drone strike targeted a car allegedly belonging to members of Deash in the al Jameli neighborhood of Raqqa. CENTCOM later conceded that “on Sep. 10, near Ar Raqqah, Syria, a strike against an ISIL target may have resulted in the death of civilians near where the strike occurred.”
    On September 12th near Ash Shadadah, Al Hassakah governorate (a previously unknown incident) civilians may have been killed or injured after a non-ISIL vehicle once again strayed into a strike kill box.

The fourth confirmed incident took place at Al Tharda mountain in Deir Ezzor governorate on September 17th , when between 13 and 83 Syrian troops besieged by ISIL were killed – and 120 more reported injured – after a Coalition raid targeted their locations. The United States, Australia, Denmark and the UK all said their aircraft had participated in what appears to have been a massive raid.

The botched attack briefly allowed ISIL to capture the area before it was driven back by Russian airstrikes. The event dealt a major blow to a fragile Syrian ceasefire, with a furious Russia calling an emergency meeting of the UN Security Council – dismissed by the US at the time as a ‘cynical stunt’. Moscow also accused the US of “colluding with ISIL.”

Coalition incidents of concern: Iraq

There was a small in decrease in incidents of civilian casualty concern in Iraq for September. Seven events were reported – down from 8 in August.

Of these, Airwars presently assesses five cases as ‘fairly‘ reported and estimates that between 23 and 32 civilians were likely killed in these events. Most were centered around Mosul.

On September 8th, between two and seven civilians including women and children reportedly died – and five were injured – in an alleged Coalition airstrike on the Tel Al Shaeer and Aski Mosul areas in Tal Afar, west of Mosul. Yaqein reported that Coalition shelling “lasted more than an hour“. Aleyatiraq put the death toll at seven.

The Coalition officially reported carrying out a strike on a VBIED factory near Tallafar on the day, while the UK said that on September 8th, “intelligence had identified a bomb-making factory and associated terrorist training facility in neighbouring compounds to the west of Tall Afar. A pair of Tornados struck both targets accurately with Paveway IVs, then proceeded to provide close air support to local Iraqi forces, in the course of which they conducted a further successful Paveway attack against two rocket launchers.”

It is not known whether the Coalition or the UK have begun investigations into the incident.

On September 20th, up to seven civilians and 30 Daesh fighters were reported killed and 47 people injured after the Coalition allegedly carried out dawn airstrikes on Mosul.  NRN News said that among the locations hit was a Daesh headquarters, but that there were also strikes “in Al Muthanna, in the Baath and Arab neighborhoods, and near the city’s Great Mosque.” The Coalition reported carrying out five strikes near Mosul between September 20th-22nd.

Russian military actions and civilian casualties

The precarious Syrian ceasefire did little to reduce alleged civilian fatalities attributed to Russia during September.

Airwars tracked 167 separate civilian casualty events reportedly involving Russian aircraft – up from 124 tracked events in August. In the week of September 19th to 25th alone, our researchers tracked 69 separate incidents reportedly killing more than 333 civilians.

Just two days into a claimed truce on Sept 15th, at least 27 civilians died and more than 70 were injured following airstrikes on Al Mayadeen. Almost all sources including Daesh blamed Moscow.

In total, Russian civilian casualty events in Syria were up by 35% in September (and were almost seven times higher than claimed Coalition events for the month across Iraq and Syria). Raw estimates claim that between 801 and 960 civilians died in these events, making this one of the worst months for civilian casualty allegations involving Russia since January 2016.

As this Airwars chart shows, there was initially a drop in civilian casualties allegedly involving Russia during a week-long ceasefire. However, claimed deaths once again rose by September 20th.

Wednesday 16 November – A Reaper eliminated two mortar teams in eastern Mosul, Typhoons demolished two terrorist positions west of Kirkuk…The Typhoons operated in the same area on Wednesday 16 November, using Paveway IVs against two more terrorist occupied buildings some 20 miles west of Kirkuk. A Reaper also continued to keep watch over eastern Mosul, where it successfully hunted down and killed two Daesh mortar teams, and supported a coalition fast jet attack that accounted for a third, vehicle-borne, mortar.
