Monthly summary: Below are all known published daily Coalition military reports relating to the air war against so called Islamic State or Daesh in Iraq and Syria for September 2018. We have also included relevant video and photo releases. Beginning in June 2018, the Coalition began issuing once weekly reports, issued each Monday for the previous seven days, though Airwars continues to disaggregate these by date.

‘Combined Joint Task Force – Operation Inherent Resolve and its partners continue to pursue the lasting defeat of Daesh in designated parts of Iraq and Syria.
Operation Roundup, which began May 1 for the defeat of Daesh in the Middle Euphrates River Valley and Iraqi-Syrian border region, has continued to gain ground and remove terrorists from the battlefield through offensive operations coupled with precision Coalition strike support.
Combined Joint Task Force – Operation Inherent Resolve and its partner forces’ operations are exerting pressure on Daesh senior leaders and associates, as well as degrading, disrupting and dismantling Daesh organizational structures throughout Iraq and Syria.

There was one strike: on August 31, a Rafale patrol struck two caches of ISIS weapons containing heavy weapons in the Euphrates Valley near Abu Kamal, Syria.]

From Dutch MoD on September 5th:
[Dutch F-16s are still actively conducting airstrikes in Iraq. For this week, the Dutch MoD reported its jets attacked an ISIS vehicle near the Middle Euphrates valley in al Anbar. The other eight missions above Deir Ezzor did not see weapons deployed.’
‘Weekoverzicht Defensieoperaties
Nederlandse militairen in Afghanistan mochten alleen in het hoogstnoodzakelijke geval het kamp verlaten. Reden was de oproep van Islamic Emirate de wapens op Nederlandse militairen te richten. Een overzicht van Defensieoperaties in de week van 29 augustus tot 5 september.
Islamic Emirate beschouwde de door Geert Wilders geïnitieerde cartoonwedstrijd in Nederland als een vijandige aanval op de profeet Mohammed.
Na verdere analyse van de dreiging bleek dat de maatregelen die altijd al genomen worden door de militairen in Afghanistan, ook passend zijn bij de huidige dreiging. De militairen continueren hun activiteiten buiten de poort hetzelfde als voorheen.
Nederland neemt op dit moment in Afghanistan met ongeveer 100 militairen deel aan de NAVO-missie Resolute Support. Vanuit Mazar-e-Sharif en Kabul helpen ze het Afghaanse leger en de politie te versterken. Een Nederlands chirurgisch team werkt in Mazar-e-Sharif.
Midden-Oosten
In de strijd tegen terreurorganisatie ISIS ondersteunden Nederlandse F-16’s grondtroepen tijdens 8 missies boven de Syrische provincie Deir al Zour en 1 boven Irak. Bij de laatste zijn wapens ingezet. Daarbij is een ISIS-voertuig uitgeschakeld. Deze inzet vond plaats in de Irakese provincie Al Anbar in de buurt van de Midden-Euphraatvallei.’

‘Chammal : destruction de caches d’armes de Daech

Le 31 août 2018, deux Rafale de la base aérienne projetée (BAP) en Jordanie ont de nouveau frappé Daech lors d’une mission de Close Air Support (CAS – appui aérien rapproché), en Syrie.
Comme quasiment tous les jours depuis le début de l’opération Chammal, les aéronefs du « Groupe de bombardement 43 » ont décollé, le 31 août, de la base aérienne projetée en Jordanie pour lutter contre Daech depuis le ciel syro-irakien. Cette mission s’est conclue par la réalisation d’une frappe sur deux caches d’armes dans la vallée de l’Euphrate, qui a permis de poursuivre la réduction du potentiel militaire ennemi.
Les pilotes des Rafale ont procédé au tir d’armements de précision qui ont détruit leurs objectifs. Afin de mener à bien cette mission en toute sécurité, ces frappes ont été précédées d’une reconnaissance du site en coordination avec un drone de la coalition et ont fait l’objet d’un dialogue constant avec un contrôleur aérien avancé en charge de désigner l’objectif aux pilotes.
Il a fallu plus de six heures de vol à la patrouille de Rafale et trois ravitaillements en vol pour accomplir cette mission qui s’inscrivait dans le cadre de la préparation de l’offensive des forces démocratiques syriennes contre les derniers réduits territoriaux de Daech en Syrie.
La base aérienne projetée en Jordanie contribue au quotidien à la lutte contre Daech. Depuis sa création le 21 novembre 2014, près de 6 000 sorties et 26 000 heures de vol ont été réalisées par les aéronefs qui y sont stationnés.
Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à OIR (opération Inherent Resolve) et mobilise aujourd’hui près de 1 100 militaires. À la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation» au profit d’unités de sécurité nationales irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et à frapper les capacités militaires du groupe terroriste.’

Ground offensive begins for Operation Roundup, phase three
SOUTHWEST ASIA – Syrian Democratic Forces initiated ground operations for phase three of Operation Roundup on September 10.
The ground offensive, supported by Coalition cross-border air and artillery strikes, will clear ISIS remnants from northeastern Syria, along the Middle Euphrates River Valley toward the Syria-Iraq border.
Operation Roundup began May 1, 2018. Phase one successfully cleared ISIS near Baghuz in northeastern Syria May 15. Phase two cleared ISIS from Dashisha, Syria July 20. Shaping operations for phase three began Aug. 4, and ground operations will clear ISIS remnants from Hajin and the remaining Dayr Az Zawr countryside east of the Euphrates River.
Syrian Democratic Forces have proven themselves reliable, effective combat soldiers who abide by the law of armed conflict.
“We will continue to support our SDF partners in our shared fight against ISIS in Syria, and we thank the SDF for the incredible contribution and sacrifices they have made on behalf of the international community,” said Maj. Gen. Patrick Roberson, commander of the Special Operations Joint Task Force – Operation Inherent Resolve.
SDF operations, with Coalition support, have been instrumental in defeating ISIS and liberating millions of Syrians from brutal terrorist rule. The removal of ISIS from the battlefield has also thwarted the terrorist organization’s ability to recruit, train, equip, finance, inspire, plan and execute attacks throughout the region and the rest of the world.
“The multi-ethnic Syrian Democratic Forces remain committed to liberating the people of northeastern Syria from ISIS’s control and putting an end to the human suffering in the area,” said Roberson. “Moving forward, we will continue coordination with the SDF and other partners to promote regional security and stability that will ensure a lasting defeat of ISIS.”

Depuis le début de son engagement, la Task Force Wagram a réalisé 1889 missions de tir.

‘Wednesday 12 September – a Reaper killed several terrorists in combat in eastern Syria…A Reaper supported the SDF on Wednesday 12 September as they mounted an offensive towards Abu Kamal, at the southern end of the one significant remaining pockets of Daesh-held territory in eastern Syria, near Hajin. Daesh fighters were observed in action on the outskirts of a village to the east of Abu Kamal, throwing grenades and firing a machine-gun. The terrorists took cover beneath the overhang of a building, but the Reaper’s crew were able to guide a Hellfire missile very accurately to strike them.’

‘Friday 21 September – a Reaper killed a Daesh motorcyclist, whilst Typhoons and Tornados struck four terrorist positions in eastern Syria…Friday 21 September saw a Reaper, Typhoons and Tornados all in action near Abu Kamal. The Reaper used a Hellfire missile to kill a terrorist on a motorcycle in the area. Typhoons used one Paveway IV against a group of extremists whom a coalition surveillance aircraft had spotted moving in the open, then employed a further three such weapons against a long, low building occupied by other Daesh fighters. Meanwhile, two Tornados provided close support to the SDF who had encountered two buildings held by terrorists; a highly accurate attack destroyed both positions and removed the threat.’

‘Saturday 22 September – Tornados collapsed a tunnel in northern Iraq, whilst other Tornados and Typhoons bombed three terrorist-held buildings in eastern Syria…In northern Iraq, the security forces tracked several terrorists to a set of tunnels in the bank of the Tigris, a few miles north of Bayji, on Saturday 22 September. A pair of Tornados on a reconnaissance mission were diverted to the area, and they were able to achieve a direct hit on the tunnel entrance. A second pair of Tornados patrolled east of Abu Kamal, and employed a Paveway IV to destroy a building used by Daesh as a weapons store on the banks of the Euphrates. Typhoons bombed a terrorist-held building in the same area.

‘Sunday 23 September – a Reaper conducted three attacks on Daesh extremists, including a heavy weapons team, in eastern Syria, whilst Typhoons destroyed two further terrorist positions…A Reaper carried out three attacks on Daesh positions near Abu Kamal on Sunday 23 September. Firstly, a heavy weapon was observed being fired from the upper floor of a three-storey building, but this was silenced by a Hellfire missile. A further Hellfire was used against a terrorist-held building close to an SDF position, and a GBU-12 guided bomb destroyed another such building. The latter attack resulted in a series of secondary explosions, indicating that ammunition or explosives had probably been stockpiled inside. Typhoons similarly provided close support to the SDF, eliminating another terrorist strong-point, then flew upstream to the Hajin area where they bombed a terrorist storage point.’

‘Monday 24 September – a Reaper attacked Daesh drone and mortar teams, as well as two other terrorist positions in eastern Syria; Typhoons and Tornados hit three further targets…On Monday 24 September, a Reaper tracked two terrorist groups as they gathered at a building north-east of Abu Kamal; another coalition surveillance aircraft confirmed that they were respectively Daesh drone and mortar teams. A Hellfire missile eliminated most of the group, and a second missile took out the remainder who had attempted to hide in a nearby orchard. Later, the Reaper’s crew came to the assistance of the SDF who had come under fire from a Daesh-held building. Despite the proximity of the SDF, a GBU-12 guided bomb was successfully employed to eliminate the threat. Again, in the Abu Kamal area, a flight of Typhoons destroyed two more Daesh-held buildings with Paveway IVs, whilst Tornados attacked a group of terrorists concealed in a treeline.’

‘CHAMMAL: le pilier « appui » de l’opération
Le 10 septembre 2018, les forces démocratiques syriennes (FDS) soutenues par la coalition ont lancé une offensive terrestre dans la moyenne Vallée de l’Euphrate à la frontière entre l’Irak et la Syrie. Elle vise à neutraliser la dernière emprise territoriale tenue par les terroristes en Syrie.
La coalition participe à cette ultime phase de la lutte contre Daech en appuyant les FDS engagées pour reconquérir la poche d’Hajin, située sur la rive orientale de l’Euphrate. Tous les moyens du pilier « appui » de l’opération Chammal sont engagés.
Actuellement, le pilier « appui » est structuré autour de dix Rafale de l’armée de l’air, d’un Atlantique 2 de la Marine Nationale et d’un détachement d’artillerie équipé de canons CAESAR.
Ces moyens participent activement au soutien des troupes combattant au sol, en mettant en œuvre leurs capacités de renseignement et de frappes ciblées.
Les 25 et 27 septembre 2018, les Rafales de la base aérienne projetée au Levant ont par exemple réalisé des missions offensives dans la Moyenne Vallée de l’Euphrate. Équipés de bombes de précision à guidage GPS, les pilotes de Rafales ont détruit une cache d’armes ainsi qu’une structure logistique du groupe terroriste dans la région d’Abou Kamal en Syrie. En tout 8 frappes ont été réalisées depuis le 10 septembre au cours de près de 130 sorties aériennes en appui des FDS.
Les artilleurs français de la Task Force Wagram tiennent également un rôle prépondérant dans l’opération. Ils ont effectué près d’une centaine de missions de tirs depuis le début de cette ultime phase de l’opération.
Depuis le début de l’opération Chammal les forces du pilier « appui » ont réalisé 1 464 frappes aériennes et 1 975 missions de tir d’artillerie. Après quatre années d’opérations, le groupe terroriste Daech a perdu la quasi-totalité de son territoire.
Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’OIR (opération Inherent Resolve) et mobilise aujourd’hui près de 1 100 militaires. À la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation» au profit d’unités de sécurité nationales irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et à frapper les capacités militaires du groupe terroriste.‘

[After August saw few weapons fired, the NL MoD reported airstrikes for the fourth consecutive week. For September 19th-25th, aircraft deployed weapons in three missions, targeting ISIS fighters, a weapon cache and a logistical storage unit near Abu Kamal.]

[France report that Sept 25th and 27th, Rafales equipped with GPS-guided precision bombs destroyed an ISIS cache of weapons and a logistical structure in the Abu Kamal region of Syria. In all 8 strikes have been carried out since September 10th with nearly 130 air sorties in support of SDS. Since the beginning of the Chammal operation, the France has conducted 1,464 air strikes and 1,975 artillery fire missions.]
‘CHAMMAL: le pilier « appui » de l’opération
Le 10 septembre 2018, les forces démocratiques syriennes (FDS) soutenues par la coalition ont lancé une offensive terrestre dans la moyenne Vallée de l’Euphrate à la frontière entre l’Irak et la Syrie. Elle vise à neutraliser la dernière emprise territoriale tenue par les terroristes en Syrie.
La coalition participe à cette ultime phase de la lutte contre Daech en appuyant les FDS engagées pour reconquérir la poche d’Hajin, située sur la rive orientale de l’Euphrate. Tous les moyens du pilier « appui » de l’opération Chammal sont engagés.
Actuellement, le pilier « appui » est structuré autour de dix Rafale de l’armée de l’air, d’un Atlantique 2 de la Marine Nationale et d’un détachement d’artillerie équipé de canons CAESAR.
Ces moyens participent activement au soutien des troupes combattant au sol, en mettant en œuvre leurs capacités de renseignement et de frappes ciblées.
Les 25 et 27 septembre 2018, les Rafales de la base aérienne projetée au Levant ont par exemple réalisé des missions offensives dans la Moyenne Vallée de l’Euphrate. Équipés de bombes de précision à guidage GPS, les pilotes de Rafales ont détruit une cache d’armes ainsi qu’une structure logistique du groupe terroriste dans la région d’Abou Kamal en Syrie. En tout 8 frappes ont été réalisées depuis le 10 septembre au cours de près de 130 sorties aériennes en appui des FDS.
Les artilleurs français de la Task Force Wagram tiennent également un rôle prépondérant dans l’opération. Ils ont effectué près d’une centaine de missions de tirs depuis le début de cette ultime phase de l’opération.
Depuis le début de l’opération Chammal les forces du pilier « appui » ont réalisé 1 464 frappes aériennes et 1 975 missions de tir d’artillerie. Après quatre années d’opérations, le groupe terroriste Daech a perdu la quasi-totalité de son territoire.

‘Thursday 27 September – a Reaper destroyed a terrorist stockpile of explosives in eastern Syria…On Thursday 27 September, a Reaper used a single Hellfire missile to attack a building north-east of Abu Kamal, which had been identified as containing a Daesh stockpile of explosives. Large secondary blasts followed the missile’s impact, confirming the destruction of the explosives inside.’

Offensive contre les dernières poches de Daech en Syrie
L’opération pour reprendre la poche d’Hajine dans la moyenne vallée de l’Euphrate, lancée le 10 septembre, progresse face à Daech qui a minutieusement organisé la défense de son dernier bastion territorial. La coalition appuie cette opération par ses capacités de renseignement et des frappes ciblées qui visent à réduire le potentiel militaire des terroristes.
Poursuite des actions de sécurisation en Irak
En Irak, les forces de sécurité irakiennes (FSI) poursuivent leurs opérations de sécurisation. Daech a mené cette semaine quelques attentats ponctuels. La pression est maintenue sur les djihadistes, de façon que la vie quotidienne de la population reprenne un cours normal.
ACTIVITÉ DE LA FORCE
Le dispositif français déployé au Levant n’a pas évolué.
La Task Force Wagram en appui de l’offensive contre les dernières poches de Daech présentes dans la vallée de l’Euphrate
La Task Force Wagram continue d’appuyer l’offensive des forces démocratiques syriennes pour reprendre la poche d’Hajine.
Cette semaine, les trois canons CAESAR de la TF Wagram ont réalisé, depuis le territoire irakien, 4 missions de tirs d’éclairement (bilan du 18 au 25 septembre inclus).
Depuis le début de son engagement, la Task Force Wagram a réalisé 1915 missions de tirs.
Les bases aériennes en Jordanie et aux EAU en appui des opérations
Les aéronefs français basés en Jordanie et aux Émirats arabes unis poursuivent leurs actions contre Daech au sein de la coalition.
La semaine dernière, les aéronefs de l’opération Chammal ont réalisé 29 sorties aériennes (bilan du 18 au 25 septembre inclus) et conduit une frappe qui a permis de détruire une cache d’armes dans la région d’Abou Kamal en Syrie.

‘Saturday 29 September – Typhoons silenced a Daesh sniper and hit a concealed weapons cache, whilst Tornados demolished a terrorist-held building in eastern Syria…Tornados and Typhoons gave further assistance to the SDF on Saturday 29 September after a sniper opened fire on them from the upper storey of an abandoned school, but the Typhoons used a Paveway IV with great precision, destroying the floor from which the fire had been coming, but causing as little damage as possible to the remainder of the former school. The Typhoons then conducted a second attack to destroy a cache of weapons hidden in woodland. Meanwhile, the Tornados bombed a building occupied by a number of terrorists.’

‘Sunday 30 September – a Reaper destroyed an armoured truck in eastern Syria, Typhoons struck a Daesh-held building…A Reaper’s crew tracked an armoured truck as it drove at speed north-east of Abu Kamal on Sunday 30 September; a Hellfire missile scored a direct hit on the vehicle, destroying it. Typhoons struck a Daesh-occupied building on the eastern bank of the Euphrates, just across the river from Abu Kamal.’

SOUTHWEST ASIA– The Coalition has worked by, with and through partners since 2014 to defeat ISIS in designated parts of Iraq and Syria, liberating nearly 8 million Iraqis and Syrians from ISIS’s brutal rule and reducing its control of territory to approximately one percent of what it previously held.
We continue to employ thorough and deliberate targeting and strike processes to minimize the impact of our operations on civilian populations and infrastructure. This process includes thorough review and vetting of each target package prior to a strike, and another review after that strike. Our regular strike reports make our activities publicly accessible, and our monthly publication of civilian casualty reports makes our civilian casualty assessments similarly accessible to the public.
As we have demonstrated, we are willing to consider new civilian casualty allegations as well as new or compelling evidence on past allegations to establish accountability based on the best available evidence.
The Coalition conducted a total of 30,008 strikes between August 2014 and end of August 2018. During this period, based on information available, CJTF-OIR assesses at least 1114 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve.
In the month of August, CJTF-OIR carried over 219* open reports from previous months and received 151 new reports. The assessment of 60 civilian casualty reports has been completed. Out of the 60 completed casualty reports, eight of the reports were determined to be credible and resulted in 53 unintentional civilian deaths. Two of the reports were determined to be duplicate reports that had previously reported and the remaining 50 reports were assessed to be non-credible. A total of 310 reports are still open.
Credible Reports– In each of eight incidents, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties regrettably occurred.
1. August 13, 2016, near Qayyarah, Iraq, via media report. During a strike on ISIS headquarters and fighting positions six civilians were unintentionally killed.

3. February 23, 2017, near Mosul al-Jadidah (New Mosul), Iraq, via Airwars report. During a strike on ISIS fighting positions, VBIED facilities and an explosive factory, five civilians were unintentionally killed.
4. March 22, 2017, near al-Thani, Tabaqa, Syria, via Airwars report. During a strike on an ISIS fighting position, seven civilians were unintentionally killed.
5. May 16, 2017, near al-Zangili neighborhood, Mosul, Iraq, via Airwars report. During a strike on ISIS fighting positions, a VBIED facility and a command and control center, twenty civilians were unintentionally killed.
6. June 29, 2017, near Bab Lakash, Mosul, Iraq, via Airwars report. During a strike on ISIS fighting positions, six civilians were unintentionally killed.
7. August 1, 2017, near Qadiya, Iraq, via self-report. During a strike two civilians were injured and two civilians were unintentionally killed.

SITUATION MILITAIRE DU THÉÂTRE
Offensive contre les dernières poches de Daech en Syrie
L’opération pour reprendre la poche d’Hajine dans la moyenne vallée de l’Euphrate, lancée le 10 septembre, se poursuit méthodiquement. Appuyées par la coalition, les forces démocratiques syriennes (FDS) progressent malgré la menace omniprésente d’engins explosifs improvisés.
Poursuite des actions de sécurisation en Irak
En Irak, les forces de sécurité irakiennes (FSI) poursuivent leurs opérations de sécurisation. Daech est contraint à recourir à une stratégie d’évitement. La pression est maintenue sur les djihadistes, afin que la vie quotidienne de la population reprenne un cours normal.
ACTIVITÉ DE LA FORCE
Le dispositif français déployé au Levant n’a connu qu’une seule évolution, l’Atlantique 2 ayant quitté le théâtre.
La Task Force Wagram en appui de l’offensive contre les dernières poches de Daech présentes dans la vallée de l’Euphrate
La Task Force Wagram appuie l’offensive des forces démocratiques syriennes contre Daech dans la région d’Hajine.
Cette semaine, les trois canons CAESAR de la TF Wagram ont réalisé, depuis le territoire irakien, 14 missions de tir (bilan du 26 septembre au 2 octobre inclus).
Depuis le début de son engagement, la Task Force Wagram a réalisé 1929 missions de tirs.
Les bases aériennes en Jordanie et aux EAU en appui des opérations
Au sein de la coalition, les aéronefs français basés en Jordanie et aux Émirats arabes unis poursuivent leurs actions contre Daech.
Cette semaine, les aéronefs de l’opération Chammal ont réalisé 22 sorties aériennes (bilan du 26 septembre au 2 octobre inclus) et conduit une frappe au nord d’Abou Kamal en Syrie.
Bilan total de l’action du pilier appui aérien depuis le 19/09/14 :
8528 sorties / 1459 frappes / 2251 objectifs neutralisés.
TF Monsabert et Narvik
La Task Force Monsabert poursuit sa mission d’instruction de la 6ème division irakienne. En lien avec le conseiller santé de la division, l’équipe médicale de la TF s’est entretenue avec le personnel du service d’urgences d’un hôpital de Bagdad. Cette discussion a permis de comprendre leur façon de travailler. Cela permettra de mieux conseiller les équipes de la 6ème division en matière de soutien médical au combat.
La Task Force Narvik continue ses actions de formation au profit des membres de l’Iraqi Counter Terrorism Service (ICTS).’
