La mission est confirmée. Deux Rafale composeront la patrouille. L’un sera équipé de quatre bombes à guidage laser type GBU 12, l’autre de quatre armements air/sol moyenne portée de type A2SM
Les pilotes sont réunis autour de la table. Le Commandant Marc, le chef de patrouille, déroule tour à tour les points principaux de la mission : les différents objectifs à traiter, les risques inhérents à la mission, les risques de riposte ennemie, les prévisions météo du jour, les différentes phases du vol.

Puis, il reprend chaque point de façon très précise et passe au suivant dès l’acquiescement de son équipier, le Capitaine Jean-Philippe. Tout est minuté de manière très précise : l’heure du rassemblement, du décollage, les fréquences radio, les temps de vol, les zones de ravitaillement ainsi que les options possibles en fonction du carburant et de la fin de mission.

Bien que tous deux connaissent parfaitement la zone, compte-tenu du nombre de missions réalisées, ils n’en demeurent pas moins conscients des risques encourus, mesurant pleinement les capacités de Daech et les perspectives d’une capture en cas d’éjection. Lors des phases de vol en moyenne altitude, la menace sera d’ailleurs plus présente. Nos combattants coordonnent leurs positions et leur couverture mutuelle en fonction des phases et des options du vol.

La recherche et la reconnaissance des objectifs ciblés, les séquences de tir rythment le tempo de cette dernière partie de briefing entre pilotes, sans exclure les terrains de déroutement, l’implication des moyens CSAR (Combat Search and Rescue) et les procédures de survie en cas de problème.

Le Major Thierry intervient pour donner une multitude de chiffres dans un jargon que seuls les adeptes peuvent comprendre. Ces informations « fraîches » sont des paramètres essentiels puisque qu’elles conditionnent la réalisation de la mission. Le major commente donc : images satellite, cartes et graphiques pour donner la présence de nuages, visibilité, et force du vent.

Pour conclure, il présente les prévisions sur les différents terrains de déroutement et « s’éclipse » discrètement pour laisser la place au « Rens » (renseignements).

16h16. Le briefing renseignement :

Officier « Rens », le lieutenant Adrien vient clore le briefing de mission avec les dernières mises à jour. Son rôle consiste à passer en revue les cartes et les risques en fonction de l’évolution de la situation. Il revoit les protocoles de communication. Il donne le niveau de menace et capacitaire global de l’ennemi sur les objectifs. Pour terminer, il rappelle les précédentes actions de la coalition sur et à l’arrière du front.

L’équipe est concentrée sur un briefing qui s’appuie sur des expertises de pointe, optimisant les données fournies par les moyens les plus performants en service dans nos armées. A l’issue, la cohésion demeure car c’est ensemble que le groupe unis par la mission se dirige vers les lieux de vie pour se restaurer. Le décollage aura lieu à l’aube.

En Irak, les forces irakiennes consolident leurs positions dans la vallée de l’Euphrate, notamment au Nord d’Haditah, pour limiter l’infiltration de djihadistes en direction de Bagdad, qui subit environ une action terroriste par jour.

A Mossoul, Daech s’accroche mais perd du terrain régulièrement et ses capacités de contre-attaque s’amenuisent. Elle continue de défendre la ville de Tall Kayf, située immédiatement au Nord, regroupe ses combattants dans l’ouest de la ville et renforce ses positions défensives.

Avec le pilier aérien, les frappes ont permis méthodiquement de dégrader les capacités de Daech avant l’offensive en frappant les centres de commandement, les usines de production d’IED, les positions de contrôle de zone ou de défense, les lignes logistiques. Pendant l’offensive, la précision et la diversité de nos armements, la réactivité de nos chaînes de décision ont permis d’agir, dans le respect de nos règles d’engagement national, jusqu’au cœur de la ville.

235 frappes françaises ont été réalisées depuis le 17 octobre 2016, soit, en trois mois et demi, 21% des frappes depuis le début de l’intervention française en septembre 2014. Au bilan pour l’Irak, avec 1 121 frappes aériennes, les armées françaises ont réalisé 10,13 % du total de la coalition.

Les frappes d’artillerie ont appuyé les FSI sur l’avant lors de la montée vers Mossoul, protégé les points d’appui coalisés comme la base de Q-West, cassé les contre-attaques contre les FSI. 343 missions ont ainsi été réalisées dont 97 depuis FF.

Pilier formation

Avec le pilier formation, les militaires de la TF Narvik forment, depuis mars 2015, les soldats de l’ICTS (Iraki Counter Terrorism Service), qui sont le fer de lance des forces de sécurité irakiennes. En sus de cette formation initiale, ces soldats reviennent pour s’entraîner, conforter leurs savoir-faire, se remettre à niveau ou acquérir de nouvelles techniques.

Le retour d’expérience des cadres de l’ICTS sur les combats menés permet également de mettre à jour les formations prodiguées, telles que la reconnaissance d’itinéraire, le secourisme au combat, la formation CIED, les procédés tactiques en véhicule en zone urbaine et l’entraînement tactique des unités de reconnaissance. Un programme d’aguerrissement des soldats de l’ICTS au travers de l’organisation de diverses activités physiques ou une formation de tireurs d’élite ont également été réalisés.

La France a également participé à la réalisation d’infrastructures d’entraînement répondant à des besoins opérationnels immédiats de l’ICTS : salle d’instruction sur les techniques de confection d’IED, bâtiment d’entraînement aux actions en zone urbaine.

Depuis le 1er février, Chammal a réalisé 33 sorties aériennes dont 28 de reconnaissance armée ou d’appui au sol, et 5 de recueil de renseignement. Les 3 frappes réalisées ont permis de détruire 5 objectifs. La TF Wagram a réalisé 23 missions de tirs en appui des forces irakiennes.

Depuis le 19 septembre 2014, 6 016 sorties aériennes ont été réalisées pour 1 122 frappes et 1 837 objectifs neutralisés. Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA- December 2016, CJTF-OIR received 12 new reports and assessed 11 reports of possible civilian casualties resulting from Coalition strikes in Iraq and Syria in the fight to defeat ISIL. Coalition strikes are defined as ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as by interviewing witnesses and examining the site, we do interview pilots and other personnel involved in targeting decisions, review aircraft video if available, and analyze information provided by government agencies, non-governmental organizations, partner forces and traditional and social media. In addition, we consider new information when it becomes available in order to promote a thorough and continuous review process.

After a thorough review of the facts and circumstances of each report, CJTF-OIR assessed that the following seven reports are non-credible at this time. An assessment that a report is non-credible means that there is not sufficient evidence available to determine whether, more likely than not, a Coalition strike resulted in the reported civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk to civilian casualties, in some incidents casualties are unavoidable. Four reports were assessed to be credible resulting in the unintended death of 11 civilians. A credible assessment means that, it is more likely than not, a Coalition strike resulted in a civilian casualty. In each of the reports below, it was assessed that even though feasible precautions were taken and the decision to strike complied with the Law of Armed Conflict, unintended civilian casualties unfortunately occurred.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA- December 2016, CJTF-OIR received 12 new reports and assessed 11 reports of possible civilian casualties resulting from Coalition strikes in Iraq and Syria in the fight to defeat ISIL. Coalition strikes are defined as ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as by interviewing witnesses and examining the site, we do interview pilots and other personnel involved in targeting decisions, review aircraft video if available, and analyze information provided by government agencies, non-governmental organizations, partner forces and traditional and social media. In addition, we consider new information when it becomes available in order to promote a thorough and continuous review process.

After a thorough review of the facts and circumstances of each report, CJTF-OIR assessed that the following seven reports are non-credible at this time. An assessment that a report is non-credible means that there is not sufficient evidence available to determine whether, more likely than not, a Coalition strike resulted in the reported civilian casualties.

En plus des 2 sorties de renseignement et de ravitaillement, 34 missions de reconnaissances armées et d’appui au sol ont été conduites.

La reprise de Mossoul Est a permis de basculer dans une phase de sécurisation qui fait diminuer les besoins d’appui. Le nombre de frappes a logiquement diminué cette semaine avec 4 frappes et la destruction de 4 objectifs.

Une frappe planifiée a également été conduite en Syrie dans la nuit du 28 au 29 janvier, pour détruire un pont situé sur les canaux d’irrigation au Nord de la ville de Raqqah. Au cours de cette mission, les deux Rafale de l’armée de l’air et 5 autres avions de la coalition ont conduit des frappes répondant à la stratégie d’affaiblissement des moyens et des capacités militaires et logistiques de Daech.

Appui feu – TF Wagram

Après un appareillage le 04 janvier 2017 depuis Toulon, la Frégate Anti-Sous-Marine (FASM) Montcalm est aujourd’hui déployée en Méditerranée Orientale, au sein de l’opération Chammal. Bien que Daech se soit éloignée des littoraux, les forces en présence sur le théâtre syrien restent morcelées et requièrent un suivi régulier de tous les espaces pour pouvoir appréhender la situation.

Chammal : mission de renseignement du Montcalm en MEDOR

Au large de la Syrie, la mission du Montcalm est double. D’une part, il assure la présence française en Méditerranée Orientale, observe et surveille son environnement aéro-maritime, collecte de l’information et contribue ainsi à l’autonomie nationale d’appréciation de la situation. La présence du Montcalm permet également d’être en mesure de réagir très rapidement en cas de crise, en particulier en cas de nécessité d’évacuation de ressortissants français ou européens.

La mission actuelle est axée autour du renseignement. L’hélicoptère Lynx détaché de la flottille 34F donne une allonge supplémentaire à la frégate en termes de détection et d’action. Les informations obtenues sont alors comparées aux « patterns of life » (comportements habituels) établis par les unités se succédant dans cette zone pour déceler des indices ou des changements de comportement qui pourraient présenter un intérêt opérationnel.

Lancée depuis le 19 septembre 2014, « Chammal » est le nom donné à l’opération française au sein de l’opération Inherent Resolve. Elle mobilise aujourd’hui près de 1 200 militaires. A la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation» au profit d’unités de sécurité nationales irakiennes (Task Force Narvik et Monsabert) et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et frapper en profondeur les capacités militaires du groupe terroriste (bases aériennes projetée ou permanente, TF Wagram).

Après un appareillage le 04 janvier 2017 depuis Toulon, la Frégate Anti-Sous-Marine (FASM) Montcalm est aujourd’hui déployée en Méditerranée Orientale, au sein de l’opération Chammal. Bien que Daech se soit éloignée des littoraux, les forces en présence sur le théâtre syrien restent morcelées et requièrent un suivi régulier de tous les espaces pour pouvoir appréhender la situation.

Chammal : mission de renseignement du Montcalm en MEDOR

Au large de la Syrie, la mission du Montcalm est double. D’une part, il assure la présence française en Méditerranée Orientale, observe et surveille son environnement aéro-maritime, collecte de l’information et contribue ainsi à l’autonomie nationale d’appréciation de la situation. La présence du Montcalm permet également d’être en mesure de réagir très rapidement en cas de crise, en particulier en cas de nécessité d’évacuation de ressortissants français ou européens.

Monday 30 January – Tornados engaged two groups of terrorists south of Mosul, while a Reaper destroyed two vehicles in western Iraq…

With eastern Mosul liberated from Daesh, Iraqi forces have conducted operations along the approaches to the western half of the city, supported by coalition aircraft.

A pair of Royal Air Force Tornados assisted Iraqi troops on Monday 30 January, some ten miles south of Mosul, on the west bank of the Tigris. The Tornados spotted machine-gun fire being directed at an Iraqi unit, and on investigating were able to identify a number of Daesh terrorists divided into three small groups. The Tornados used a pair of Paveway IV guided bombs to kill the members of two of these groups, while an attack by another coalition aircraft accounted for the third. In western Iraq, some forty miles south-west of the Al Asad airfield, a Reaper remotely piloted aircraft meanwhile tracked two trucks carrying several Daesh fighters. Both vehicles were struck in succession by Hellfires from the Reaper, and a series of secondary explosions from the vehicles’ cargo ensued for several minutes afterwards.
