Depuis le 13 septembre 2016, date de son arrivée à Al Udeid (Qatar), l’E3F, avion de détection et de contrôle, a franchi le cap des 100 h de vol. Il est ainsi venu à mi-mandat, renforcer la présence des forces française au Levant dans le cadre de l’opération Chammal/Inherent Resolve.

Ses missions, centrées sur le C2 (Command and Control – commandement et contrôle), comprennent le contrôle des aéronefs de la coalition qui effectuent des frappes, notamment dans le cadre de la préparation de la reconquête de Mossoul en Irak. L’E3F est également très présent dans l’appui aux troupes amies en Irak et en Syrie, dans le contrôle des moyens aériens en soutien (avions ravitailleurs, de guerre électronique et de renseignement) et dans la gestion des espaces aériens de travail (y compris avec des opérateurs de drones localisés aux Etats-Unis). Il est aussi impliqué dans la surveillance de l’activité des aéronefs n’appartenant pas à la coalition.

Parallèlement, dans le contexte syrien de la bataille d’Alep, les capacités de l’E3F participent à l’autonomie de la France en matière d’appréciation de la situation et de décision grâce à la richesse des informations transmises vers les autorités nationales.

Depuis leur mise en service dans les forces, les E3F de la base aérienne 702 d’Avord sont systématiquement engagés dans les opérations extérieures (ex-Yougoslavie, Kosovo, Libye, Mali). Ce type d’aéronef s’inscrit, avec les avions ravitailleurs et ceux de recherche du renseignement, dans la catégorie de ce que les anglo-saxons appellent les High Value Air Assets (HVAA – atouts aériens à haute valeur ajoutée). Ils sont décisifs à la compréhension et la liberté d’agir du commandant d’une force interarmées.

Depuis la mi-septembre, un nouvel équipage d’avion de patrouille maritime Atlantique 2 (ATL2) a rejoint la force Chammal. Depuis février 2016, un Atlantique 2 opère de façon quasi permanente au profit de la coalition et aux côtés des chasseurs de la force Chammal. Régulièrement, les relèves d’avion et d’équipages se succèdent pour optimiser le potentiel de chaque appareil et du personnel.

Quelques heures après son arrivée sur le théâtre d’opérations, l’équipage était déjà en vol au-dessus de l’Irak. Deux heures du matin sur le parking avion, une dizaine de mécaniciens achèvent les derniers préparatifs de l’appareil. La veille le personnel naviguant, une quinzaine de marins, a terminé la préparation de la mission : plan de vol, liste des sites et zones à observer, terrains de déroutement. À sept heures du matin, tout est prêt. L’avion décolle aussitôt pour plusieurs heures de mission au-dessus de l’Irak.

L’ATL2, déjà engagé par le passé dans les opérations Harmattan en Libye et Serval au Mali, est rompu aux opérations de recherche par l’observation, le recueil d’images dans la profondeur et les écoutes. La recherche de l’adversaire dans le désert présente en effet de nombreuses similitudes avec la surveillance maritime.

L’avion de patrouille maritime dispose d’une grande endurance de vol et d’un large panel d’équipement : caméra et photographie de jour comme de nuit, système de veille électronique et électromagnétique. Ces instruments sont mis en œuvre par un équipage composé de diverses spécialités. Equipage capable d’analyser et de diffuser en temps réel renseignement et évaluation d’une situation tactique, ou même le résultat d’une action de feu. Ponctuellement, l’ATL2 peut participer aux frappes contre Daech grâce à une capacité d’emport de bombes guidées laser de type GBU 12.

Lancée depuis le 19 septembre 2014, l’opération Chammal est le volet français de l’opération OIR et mobilise aujourd’hui près de 4 000 militaires. A la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation» au profit d’unités de sécurité nationales irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et à frapper les capacités militaires de Daech. A ce jour, le dispositif complet de l’opération Chammal est structuré autour de trente-six Rafale (douze de l’armée de l’Air et vingt-quatre de la Marine nationale), d’un détachement d’artillerie CAESAR (Camion équipé d’un système d’artillerie), des bâtiments du groupe aéronaval, d’un avion de détection et de contrôle aéroportés E3F, d’un avion de ravitaillement C-135 FR, de deux avions E-2C Hawkeye et d’un avion de patrouille maritime Atlantique 2. Monday 17 October – A Reaper destroyed an armed truck and three terrorist heavy weapons teams south-east of Mosul, while a Typhoon dealt with a large truck bomb to the south…Royal Air Force Typhoons and Reaper remotely piloted aircraft have continued to provide close air support to the Iraqi and Kurdish forces advancing on Mosul, while Tornado, Sentinel and Airseeker aircraft have also been flying reconnaissance missions in support of the operation.

Hellfire missiles also destroyed an armed truck and two heavy weapons teams, including one armed with a recoilless anti-tank gun which had opened fire on the advancing Iraqis. To the south of the city, a Typhoon flight was able to use a Paveway IV guided bomb to dispose safely of a large truck-bomb before it could be used.

On Oct. 17, Lt. Gen. Stephen Townsend, commander of Combined Joint Task Force Operation Inherent Resolve, made the following statement regarding the start of the Iraqi offensive to liberate Mosul:

“Earlier today, Iraqi Security Forces launched their counter-attack to liberate Mosul from ISIL, also known as Da’esh. This operation to regain control of Iraq’s second-largest city will likely continue for weeks, possibly longer. Iraq is supported by a wide range of coalition capabilities, including air support, artillery, intelligence, advisors and forward air controllers. But to be clear, the thousands of ground combat forces who will liberate Mosul are all Iraqis.

“This liberation battle comes after more than two years of Da’esh oppression in Mosul, during which they committed horrible atrocities, brutalized the people and asserted the city was one of their twin capitals. ISIL’s cruelty and reach has shown that they are not just a threat in Iraq and Syria, but to the region and the entire world.

“Over the course of these past two years, a coalition of more than 60 nations has united to defeat ISIL. We have conducted tens of thousands of precision strikes to support Iraqi operations, trained and equipped more than 54,000 Iraqi forces, and supported our Iraqi partners as they fought to liberate their country.

“As we provide our support, we will continue to use precision to accurately attack the enemy and to minimize any impact on innocent civilians. We can’t predict how long it will take for the Iraqi Security Forces to defeat Da’esh in Mosul; but we know they will succeed-just as they did in Bayji, in Ramadi, in Fallujah and, more recently in Qayyarah and Sharqat.

“This may prove to be a long and tough battle, but the Iraqis have prepared for it and we will stand by them. “This liberation battle comes after more than two years of Da’esh oppression in Mosul, during which they committed horrible atrocities, brutalized the people and asserted the city was one of their twin capitals. ISIL’s cruelty and reach has shown that they are not just a threat in Iraq and Syria, but to the region and the entire world.

Combined Joint Forces Land Component Command – Operation Inherent Resolve

BAGHDAD – Iraqi security forces began the offensive to retake Mosul Oct. 17, 2016, with support from the Combined Joint Forces Land Component Command – Operation Inherent Resolve.

Kampflybidraget:

De danske F-16 har i den seneste uge gennemført 14 missioner. Der er blandt andet er udført angreb på morterpositioner og det personel, der betjente dem. Derudover har danske fly udført angreb på raketstillinger, våbenlagre og faciliteter til opbevaring af våben, bygninger med ISIL personel, kampstillinger indrettet i bygninger, bygningskompleks anvendt til ISIL hovedkvarter, ISIL personel i terrænet, kampstillinger i terrænet, snigskytter samt facilitet som fremstillede improviserede sprængladninger. Derudover er der er udført overvågning og efterretningsindhentning.

Missionerne er foregået over de irakiske provinser Erbil, Ninawa og Dahuk samt de syriske provinser Ar Raqqah, Halab, Al Hasakah og Dayr Az Zawr.

Fra onsdag den 5. oktober kl. 11.00 til onsdag den 12. oktober kl. 12.00 er følgende gældende:

Træningsbidraget

Træningsbidraget har i den forgangne uge været med til at uddanne 68 soldater fra det irakiske luftvåben. De irakiske soldater modtog blandt andet våbenuddannelse samt træning i at lave checkpoints.

Radarbidraget

Radarbidraget har støttet koalitionen i kampen mod ISIL med både radar- og linkbillede samt kommando og kontrol af koalitionens fly. I foregående uge har bidraget passeret 2.500 timers kontrol med koalitionens bemandede og ubemandede fly. I bidragets levetid har danske operatører haft kontrol med over 18.000 fly. Teknikerne i Irak har skiftet ud, så hold 4 nu har overtaget driften af radaren.

Transportflybidraget

Ugens missioner er gennemført som transportmissioner af i alt mere end 45 ton gods og 72 passagerer til Jordan, Tyrkiet og Irak. Hold 3 er ankommet og ved at få overdraget opgaverne i missionen.

Standing NATO Maritime Group 2

ABSALON deltager sammen med den canadiske enhed CHARLOTTETOWN, der ligeledes indgår i SNMG2, i den store øvelse Joint Warrior. Denne øvelse løber af stabelen to gange hvert år, og i dette efterår er det i perioden 10. – 21. oktober. Forsvaret deltager ofte med enheder af ABSALON-klassen, IVER HUITFELDT-klassen og THETIS-klassen. Øvelsen indeholder en række scenarier der forholder sig til både krise og krig.

I øvelsen deltager der skibe, fly samt tropper i land.

Efter afslutning på øvelsen vender ABSALON tilbage til Middelhavet. Forventet hjemkomst til Danmark er primo december.

APPRECIATION DE SITUATION

Sur le théâtre du Levant, les gains territoriaux contre Daech se poursuivent et la pression continue d’augmenter sur les dernières grandes emprises de l’organisation terroriste.

En Irak, dans la vallée de l’Euphrate, Daech perd progressivement du terrain. Plus au nord en revanche, Daech consolide la défense de Mossoul et de ses environs ; et une poche de résistance autour d’Hawijah subsiste encore.

En parallèle, les éléments de Daech les plus mobiles et combatifs, poursuivent leur logique de harcèlement. La menace asymétrique reste latente jusque dans les zones reprises (Bagdad…).

ACTIVITES DE LA FORCE CHAMMAL

Les missions de renseignement et d’appui se sont poursuivies en Irak et en Syrie selon les zones d’effort de la coalition. En dépit du contexte qui limite le volume de l’activité Air sur l’ensemble du théâtre, la participation française a augmenté. Le rythme des missions d’appui au sol est passé en moyenne de 3 à 8 par jour et celui des missions ISR de 1 à 4 par jour.

Les avions de l’opération Chammal ont réalisé au profit de la coalition :

– 7 vols d’ISR conduits par des Rafale ou par l’ATL2 tandis que les avions de commandement et de contrôle de l’espace aérien ont réalisé 7 missions (5 sorties E2C Hawkeye et 2 sorties E-3F Awacs).

– 5 missions de ravitaillement conduites par le C 135-Fr.

– 68 sorties de reconnaissances armées et de frappes planifiées (CAS/AI) de Rafale (dont 44 Rafale M) permettant de conduire 8 frappes et traiter 9 objectifs (dont 6 frappes par les avions du GAN).

La TF Wagram, à sa pleine capacité opérationnelle, poursuit ses actions, essentiellement pour des missions de protection de la base opérationnelle avancée de Qayyarah-West et d’appui des troupes irakiennes au sol.

Cette semaine, elle a mené 12 missions de tirs d’interdiction visant à :

– empêcher Daech de prendre des positions permettant de positionner des pièces d’artillerie,

– entraver la liberté de manœuvre de l’ennemi en empêchant sa progression.

Wednesday 12 October – Tornados, Typhoons and a Reaper attacked multiple targets in support of Iraqi operations to isolate Mosul, including a terrorist explosives workshop and associated vehicles, a rocket-armed truck, artillery and mortar pieces, and a truck-bomb facility…Wednesday 12 October saw an intensive series of strikes in northern Iraq. Welcoming the start of operations to liberate Mosul, Defence Secretary Michael Fallon said:

“Daesh are on the back foot. The beginning of the encirclement of Mosul today is a big moment in our efforts to rid Iraq of Daesh. Mosul is a large and complex city and operations there will be tough but with Coalition support Iraqi forces will prevail.”

On the ground British military instructors are, with coalition colleagues, helping train, mentor and equip many of the forces engaged in the Mosul operation.

A pair of Typhoons from RAF Akrotiri used two Paveway IV guided bombs on Monday 10 October to destroy the entrances to tunnels beneath an embankment near Qaraqosh. They then flew to the north-west of Mosul where they used another Paveway to silence a mortar team on the northern bank of the Tigris, which had been firing on the advancing Kurdish forces. Siden januar 2016 har Flyvevåbnets udsendte fra Air Control Wing overvåget og kontrolleret luftrummet over Irak, så koalitionens missioner bliver gennemført så effektivt og forsvarligt som muligt.

Bidraget består af ca. 30 mand. Omkring ti teknikere, der sørger for driften af radaren, der er udstationeret på Al Asad Air Base i Irak, og omkring 20 operatører der sidder i luftoperationscentret på Al Dhafra Air Base i De Forenede Arabiske Emirater.

Air Control Wing leverer med radaren på Al Asad det primære og mest driftssikre radarbillede over det sydlige Irak til brug for hele OIR. Den danske radar har den højeste oppetid, det vil sige den tid, hvor radaren sender billeder af luftrummet videre, sammenlignet med resten af radarene i OIR.

De danske radaroperatørers opgave er, at koordinere koalitionens luftoperationer og sørge for deres flyvesikkerhed. Friday 7 October – Tornados struck terrorist positions in the Tigris valley south of Mosul, while Typhoons destroyed two trucks in the desert in western Iraq…On Friday 7 October, Typhoons patrolled over western Iraq, where they used Paveway IVs to destroy two trucks carrying Daesh extremists as they drove along a desert track. In the Tigris valley south of Mosul, two Tornado flights supported Iraqi troops near Al Hawd and Sharqat. A Brimstone missile attack from one Tornado pair eliminated a mortar position, while the second pair used two Paveway IVs and a Brimstone in three attacks which accounted for a large, dispersed group of terrorists on the river bank.

On Oct. 6, coalition military forces conducted 24 strikes against ISIL terrorists in Syria and Iraq. In Syria, coalition military forces conducted nine strikes using attack, fighter, and remotely piloted aircraft against ISIL targets. Additionally in Iraq, coalition military forces conducted 15 strikes coordinated with and in support of the Government of Iraq using attack, fighter, and remotely piloted aircraft and rocket artillery against ISIL targets. The following is a summary of the strikes conducted against ISIL since the last press release:

Syria

* Near Abu Kamal, two strikes destroyed eight ISIL oil tanker trucks, two oil tanker truck trailers, and two oil well heads.

* Near Al Shadaddi, five strikes engaged four ISIL tactical units and destroyed three vehicles, a fighting position, and inoperable coalition equipment.

* Near Ayn Isa, one strike destroyed an ISIL VBIED facility.

* Near Mar’a, one strike engaged an ISIL tactical unit.
