Le 21 août 2016, un raid aérien français a frappé un centre de stockage et de maintenance d’armements lourds de Daech à Raqqah, en Syrie.

Ce raid était composé de quatre Rafale, de quatre Mirage 2000 et d’un Atlantique 2. Une dizaine de missiles de croisière SCALP ont touché et détruit ce centre situé au cœur du territoire contrôlé par le groupe terroriste.

Cette action intervient après une intense semaine de frappes des aéronefs français, dans le cadre de la coalition internationale, en soutien aux opérations terrestres des forces irakiennes et kurdes près de Mossoul en Irak. Ces frappes ont détruit de nombreux postes de combat, des caches d’armes, des sites de fabrication d’engins explosifs et d’armements lourds. Elles contribuent au travail de préparation des batailles pour les reprises de Mossoul en Irak et de Raqqah en Syrie.

Lancée depuis le 19 septembre 2014, l’opération Chammal mobilise actuellement 1000 militaires. Elle vise, à la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, à assurer un soutien aérien en Irak et en Syrie dans la lutte contre le groupe terroriste autoproclamé Daech, en frappant l’organisation terroriste avec ses moyens aériens. The Reaper observed a mortar firing from a compound at Iraqi forces, and responded with a successful Hellfire missile attack. The Reaper then provided support to the Tornados as they used a pair of Paveway IVs against a widely dispersed group of rocket-launchers. De operationer, som de danske F-16-fly har deltaget i i den forgangne uge, har fundet sted over den irakiske provins Ninawa. 
Indtil tirsdag morgen i denne uge er der samlet fløjet 981 flyvetimer. Missionerne har omfattet angreb rettet mod køretøjer, mortérudstyr, fjender, herunder fjender i bygninger, samt gennemført overvågning og indsamling af efterretninger.

Til og med onsdag den 17. august 2016 kl. 12 er følgende gældende:

  • Antal fløjne missioner i den forgangne uge: 14
  • Antal anvendte præcisionsbomber i den forgangne uge: 43

Træningsbidraget

A coalition aircraft spotted a group of extremists hidden in a position beneath trees on the southern bank of the Great Zab River, and these were successfully attacked by the GR4s using a Paveway IV. En Irak, les forces de sécurité irakiennes poursuivent leurs opérations de ratissage dans la vallée de l’Anbar et contraignent les combattants de l’organisation terroriste à se disséminer dans les zones désertiques Dans la vallée du Tigre, Daech poursuit sa stratégie de harcèlement contre les forces irakiennes dans le secteur de Qayarah. Le groupe terroriste en profite pour consolider ses défenses au sud de la ville de Mossoul.

En Syrie, les forces démocratiques syriennes ont libéré la ville de Manbij et chassé les derniers terroristes. Elles entament désormais les longues opérations de sécurisation et de déminage afin de permettre à la population de réinvestir la ville.

ACTIVITÉS DE LA FORCE CHAMMAL

La force Chammal poursuit la campagne aérienne, ainsi que les missions de formation et de conseil.

Du 10 au 16 aout 2016, les aéronefs de l’opération Chammal ont poursuivi leurs missions aériennes contre Daech, en réalisant 43 sorties, dont 36 de bombardement, 6 de recueil de renseignements et 1 de ravitaillement en vol.

Elles ont permis la réalisation de 12 frappes, aboutissant à la destruction de 25 objectifs de Daech.

11 frappes d’appui au sol ont été réalisées en Irak au cours de la semaine dans la région de Mossoul. En particulier, le 12 août 2016, lorsque une patrouille de Rafale a été sollicitée par les forces terrestres irakiennes pour frapper des positions défensives tenues par Daech à proximité de Mossoul. L’intervention des aéronefs français a permis de détruire plusieurs tunnels et postes de combat d’un système défensif mis en place par les combattants de Daech.

In particular, on August 3rd 2016, a patrol of two Mirage 2000D accompanied by an Atlantique 2 patrol and two Rafale was requested by Iraqi ground forces to destroy a position held by Daesh near Qayarah. The intervention of the French aircraft destroyed a dozen barracks and tunnels of a Daesh defensive system. One planned strike was conducted the the Qayyarah region on August 6th: two Mirage 2000D destroyed a Daesh command center.

Chammal : point de situation au levant

Dans la vallée de l’Euphrate, les forces de sécurité irakiennes ont repris du terrain sur Daech. Elles ont ainsi libéré le poste-frontière d’Al-Walid qui permettait aux terroristes de transiter entre l’Irak et la Syrie. Dans la vallée du Tigre, Daech mène un grand nombre d’actions de harcèlement contre les forces irakiennes dans le secteur de Qayyarah. Pour le groupe terroriste, il s’agit de masquer ses opérations de repli en direction de Mossoul.

En Syrie, les forces démocratiques syriennes ont investi le centre-ville de Manbij où les derniers combattants de Daech se sont retranchés. La densité des habitations ralentit leur progression. Pour gagner de temps et tenter de permettre aux derniers défenseurs de s’échapper, le groupe terroriste a lancé une nouvelle contre-offensive le 09 août qui s’est soldée par un échec grâce à la réactivité et la vigilance des forces démocratiques syriennes.

ACTIVITÉS DE LA FORCE CHAMMAL

La force Chammal poursuit la campagne aérienne, ainsi que les missions de formation et de conseil.

Du 03 au 09 aout 2016, les aéronefs de l’opération Chammal ont poursuivi leurs missions aériennes contre Daech, en réalisant 44 sorties, dont 32 de bombardement, 6 de recueil de renseignements et 6 de ravitaillement en vol.

Elles ont permis la réalisation de 8 frappes, aboutissant à la destruction de 18 objectifs de Daech.

7 frappes d’appui au sol ont été réalisées en Irak au cours de la semaine notamment à Mossoul et Qayyarah. En particulier, le 3 août 2016, une patrouille de deux Mirage 2000D accompagnée d’un Atlantique 2 et une patrouille de deux Rafale ont été sollicitées par les forces terrestres irakiennes pour détruire une position tenue de longue date par Daech à proximité de Qayarah. L’intervention des aéronefs français a permis de détruire une douzaine de baraquements et tunnels d’un système défensif utilisés par les combattants de Daech.

Typhoons attacked an armed truck in western Iraq…On Wednesday 10 August, a Reaper patrolled over Manbij, where Syrian democratic forces have cleared Daesh from much of the town. The Reaper intervened in close combat that developed just to the north of Manbij and successfully used Hellfires to clear two groups of extremists engaged in a fire fight with the Syrian moderates. Over Iraq, Typhoons bombed an armed truck concealed under trees some miles to the south-east of Hit. A number of secondary explosions followed as associated ammunition caught fire.

Transportflybidraget

Hele den danske indsats i kampen mod ISIL handler overordnet om at støtte koalitionen i bekæmpelsen af terrororganisationen og at hjælpe med at beskytte civilbefolkningen mod alvorlige overgreb. Det danske mandat for missionen i Irak og Syrien følger selvsagt krigens love og humanitær folkeret i forhold til vurderingen af, om en specifik opgave, hvor der er risiko for civile tab, kan godkendes. Kravet om proportionalitetsprincippet indebærer en nøje vurdering af mulighederne for at minimere eller helt undgå civile tab. Det er vigtigt at forstå, at der ikke er sket nogen ændring i tilgangen, da det danske militære bidrag altid vil være undergivet folkeretten, herunder den humanitære folkeret. Der har heller ikke i tidligere missioner været et krav om, at der ikke måtte være civile tab. Derfor er den danske tolerance for civile tab uændret.

– Men vi står i en situation nu, hvor vores mandat kan blive prøvet til det yderste, siger generalmajor Flemming Lentfer, der er chef for Operationsstaben i Værnsfælles Forsvarskommando og dermed chef for de danske soldater, der er udsendt i Operation Inherent Resolve, og fortsætter.

– Beskyttelse af civile er et afgørende element for os i alt det vi gør, når vi er i krig. Men på dette tidspunkt i denne konflikt, må vi erkende, at der kan opstå situationer, hvor vi vil være nødt til at acceptere, at de militære mål er så vigtige, at vi ikke kan undgå at ramme civile.

På nuværende tidspunkt foregår flere kampe i beboede områder. I disse områder har ISIL haft lang tid til at forberede forsvarspositioner. De har blandt andet mineret områder og gravet tunneller mellem bygninger.

– Det betyder, at selvom vi kan vælge våben og mål, der kan reducere risikoen, så kan vi komme i en situation, hvor vi ikke kan undgå at ramme civile, siger Flemming Lentfer.

Fremgangsmåden

Forud for ethvert angreb med danske kampfly vil danske medarbejdere være en del af planlægningen. De skal på forhånd verificere, at indsatsen ligger inden for krigens love og det danske mandat. Efter indsatsen i Libyen og første udsendelse til Operation Inherent Resolve, har de danske soldater solid erfaring med dette arbejde. Hele processen styres af et Mission & Target Approval Authority-hold (MTAA), som sidder i koalitionens operative hovedkvarter i Qatar. Det består af specialister, efterretningspersonel og en militærjurist. Holdet ledes af den såkaldte Red Card Holder, som er en erfaren F-16 pilot fra Flyvevåbnets chefgruppe med bred ekspertviden om luftoperationer. Til at tage beslutningerne har holdet en række informationer til rådighed. Det kan være billeder og rapporter, der kan komme fra flere forskellige steder – både fra jorden og fra luften.

– Der er i sagens natur grænser for, hvor meget vi kan gå i detaljer med, hvordan efterretninger bliver indhentet, men generelt kan man sige, at hvis der bliver taget beslutning om at indsætte kampfly, så ligger der efterretninger bag, som vi har tillid til, siger Flemming Lentfer.

Ekstra godkendelse

Red Card Holderen har stadig sidste ord i forbindelse med missioner. Opstår der en situation, hvor MTAA-holdet vurderer, at et mål til trods for risikoen for civile tab, har stor nok militær værdi til at et angreb kan godkendes, er der nu indsat et ekstra godkendelsesniveau. I sådanne tilfælde løftes beslutningen om godkendelse af angreb til en general i Danmark.

– Det her handler om proportionalitet – altså en vurdering af vigtigheden af at et mål bliver angrebet set i forhold til de ødelæggelser angrebet vil medføre. Det er en militær vurdering, og ikke en juridisk vurdering. Hvis Red Card Holderen ikke vurderer, at de civile tab er proportionelle med den militære gevinst, vil han afvise angrebet og ikke videresende anmodningen. Men hvis han vurderer, at civile tab er proportionelt med den militære gevinst, sender han anmodningen med de nødvendige overvejelser til generalsniveauet i Danmark til beslutning, siger Flemming Lentfer.

In the past few days, Royal Air Force Tornados have conducted extensive reconnaissance missions over Syria and Iraq, while Typhoons and Reapers have delivered a series of strikes against Daesh positions in both countries.

A Reaper flew overwatch for Iraqi ground forces operating near Qayyarah in northern Iraq on Monday 8 August and used a Hellfire missile to destroy a terrorist vehicle as it was tracked at speed along an open road. To the east of Mosul, a light artillery piece had been identified, positioned within a building. This was successfully attacked by Typhoons with a Paveway IV guided bomb.
