From the evening of Friday, 6th October 2023, and into the morning of Saturday, October 7th, 2023, artillery strikes, with the use of “Smerch” missiles and cluster ammunition, allegedly perpetrated by Syrian regime forces and/or the Russian and/or Iranian military, hit residential neighborhoods and a medical facility in the town of Termanin, north of Idlib, Syria. At least seven civilians were killed, including including at least one child, and up to 30 civilians, including at least two women and five children, were injured as a result of this attack.

The Syrian Civil Defense Twitter/X account @SyriaCivilDefe later, on Ocober 7, 2023, reported that the death toll has risen – five civilians, including a child, were killed after a man died from the wounds he sustained, and 30 civilians were injured, including five children and two women.

A Facebook user Mohammed Sh wrote that the attack “killed 6 martyrs, including four children. Because of the bombing that hit the city a short while ago”, attaching a graphic image of the bodies of four small children wrapped in white cloth. A Facebook user Farid Al Mohammed wrote that they were brothers. Muhannad Al-Khaled also shared the same image and blamed Syrian regime forces, Russian and Iranian military for the killings. A Twitter/X user @inpic0 alleged that those children were killed by the Syrian regime forces as retaliation for the killing of his officers on October 5, 2023, at the Military College in Homs. Media-set’ Shafak and Idlib Facebook account also shared that image which apparently became viral on social media.

Social media tributes helped to identify some of the victims fof the bombardement. Abdul Qader Muslehlou (16 y.o.), Ayham Bastin (23 y.o.) and Mahmoud Arour (23 y.o.) were reportedly killed, according to the Twitter/X user @Gurbtwatan. The identities of the four small children who were also killed have not been found by Airwars, but it was reported they were brothers.

It was reported that Ahmed Arour (17 y.o.), Dergham Muslehlo (14 y.o.) and Ahmed Amouri (age unknown) were injured. Ahmed Amouri’s cousin wrote that Ahmed received a head injury and posted a graphic image of him with the bandaged head.

A Facebook user Abo Tarq shared pictures of injured children being treated in a hospital, but there is no additional information about them. A Twitter/X user @Omar_Madaniah shared an image of three injured children – a  small boy and a girl along with an infant, –  with a capture “Tired after a bloody night. Children were injured by shrapnel from the missiles of the criminal Bashar al-Assad a short while ago.”

Syrian News Agency (SANA) documented the effects of destruction on the town of Termanin after being the subject of the missile strikes through its monitoring lens, sharing the images where burnt cars and other destroyed vehicles could be seen. A Twitter/X user @mzmgr941 reported about the “intense bombardment by the external #Russian occupation and the regime, with a large number of reconnaissance aircrafts”, sharing a video where sounds of expolosions can be heard.

Syrian Civil Defense (SCD), also known as White Helmets, alleged that cluster munition was used during the bombardment. A video shared by the organization on Twitter/X captured the first moments of SCD teams’ response to the bombardment of missiles “loaded with internationally banned cluster munitions on residential neighborhoods and a medical facility” in the town of Termanin, which led to the wounding of 9 civilians, including a boy and a woman. The video shows how White Helmets carried a body on an injured person to an ambluance.

According to SCD, cluster munitions were used after midnight on Saturday, October 7, 2024. SCD shared an image of the remains of the 9M55K cluster bomb incubator, which carries high-explosive anti-personnel cluster bombs of the 9N210 and 9N235 types, alleging that two missiles of this type were used. The organization shared the images documenting the effects of destruction resulting from the bombardment with missiles carrying internationally banned cluster bombs. Also Al-Zeer Company on Facebook shared an image of the” remnants of the incubator of a Smerch cluster missile” when the attack struck the town of Termanin the evening. A part of the missile stuck in the pavement near parked cars can be seen.

Human Rights Watch also spoke on November 5th, about the use of cluster ammunitions in Termanin on October 6th, 2023. According to HRW, the attack killed two civilians and wounded nine others.

“Syrian government forces’ use of cluster munitions while bombing opposition-controlled areas demonstrates the tragic indiscrimination of these weapons and their devastating and chronic effects,” said Adam Coogle, deputy Middle East director at Human Rights Watch. “In the midst of this ongoing bombardment by Syrian and Russian forces, the children of Idlib are falling victim once again. A victim of cruel and illegal military actions.”

A post by Khalid Mahmoud on Facebook stated that the Russian regime and foreign occupation allegedly had claimed that they were targeting the Al-Julani Committee, which is classified as an international terrorist group, but instead they were bombing civilians, women and children. Khalid shared a graphic image of the dead person lying on the pavement with traces of blood around. Orient News communicated that hundreds of civilians were displaced from the town of Termanin as a result of the escalation of the attacks by Syrian regime forces and/or the Russian military.

The suspected attacker is alleged to be the Syrian regime forces and/or the Russian military and Iranian military, as reported by most of the sources, including @SyriaCivilDefe Twitter/X account, Orient News, and Syrian News Agency, although responsibility has not been accepted explicitly. Therefore, the Airwars graded both Strike Status and Civilian Harm Status as Contested.

The militant organization Al-Shabaab claimed that U.S. Africa Command (AFRICOM) had conducted an airstrike against the terrorist network on 22nd of September, 2023. The group alleged that the airstrike, carried out in the Wajid district of Bakool in southwestern Somalia, had reportedly killed eight civilians, including six children. However, the Somalia government declared their responsibility for the same strike which they reported had killed eight members of Al-Shabaab, including leader Isaaq Abdullahi.

On September 24th, freelance journalist Zakeriye Ahmed tweeted the full Al-Shabaab statement on the strike which stated that at 9:20am on the 22nd September, US airstrikes killed three generations of the Sheikh Ishaaq family near Buurdhuhunie, Bakool after bombing their homes outside of the village, and provided the identities of those killed: Jawaahir Sheikh Ishaaq Abdullah – 3 years old, Fathi Sheikh Ishaaq Abdullah – 4 years old, Asma Sheikh Ishaaq Abdullah – 5 years old, Hafsa Sheikh Ishaaq Abdullah – 7 years old, Wiilo Isaaq Ahmed (mother of the four children listed before), Fadumo Ibrahim (grandmother of the four children listed before), Juweyriyah Abdullah – 4 years old, Zaynab Abdi Abdullah – 14 years old. Based on their names, it seems possible that they could be related to the Al-Shabaab leader Isaaq Abdullahi who was reportedly killed in the attack. The statement also accused the US military of repeatedly using cluster munitions in residential areas. However, a senior U.S. defense official, speaking to VOA News correspondent Carla Babb, stated that no U.S. airstrikes were conducted in Somalia on the day in question.

Xinhua News, on the 22nd of September, reported that the Somali National Army (SNA) had stated that “its forces killed eight al-Shabaab terrorists including one of the group’s leaders in an airstrike in the southwestern region of Bakool”. The Xinhua report elaborated on claims made by the Somali Ministry of Defense that the airstrike had specifically targeted and killed Al-Shabaab leader Isaaq Abdullahi and his seven bodyguards “as they planned to carry out attacks in the area”.

On the same day, Garowe Online similarly reported on the Somali Ministry of Defense statement and on Abdullahi’s death: “the slain leader was in charge of terrorist activity in the province on the Ethiopia border, per the statement”.

Moreover, VOA journalist, Harun Maruf, posted online via X/Twitter regarding the airstrike, and referred to Abdullahi as the “Al-Shabaab figure leading militant operations in the Bakool region”.

As neither the Somali government nor any source found by Airwars commented on the civilian harm reported by the Al-Shebab statement following the strike, Airwars has ranged the number of civilians killed as eight. Similarly, as no source contested the number of Shebab militants killed reported by the Somali government – Airwars ranged it as between one and eight, due to the naming of one of the militants killed. Airwars will update its estimates once more information comes to light.

Russian forces allegedly shelled the city of Kotliary on April 28, 2022, killing a 53 year old man and wounding a woman. Kharkiv Human Rights Protection Group and Suspilne Kharkiv via Telegram both stated that the shelling lasted roughly twelve hours.

Kharkiv Regional Prosecutor’s Office announced that a criminal investigation had been launched into the death of the 53 year old man and the injury of the local resident.

Telegram user Kharkiv Life reported that the shelling began at noon and the attack destroyed many residential buildings. The National Guard of Ukraine reported that the Russian strike also bombed a cemetery in Kotlkiary with cluster bombs.

On the afternoon of April 17th 2022, Russia allegedly fired artillery in the city center of Kharkiv, killing at least five civilians and injuring at least 10 civilians, including a woman.

Despite the preliminary estimates, most reports set the number of civilian deaths at 5 and of injured at 13, while others reported up to 6 dead and 24 injured.

A female volunteer was quoted by XC_Kharkiv on Telegram after sustaining an eye injury from the shelling: “A small fragment in the eye, which the military washed out on the spot and made sure that I could move. I can see well. The ringing in the ears has almost stopped, but no communication until tomorrow. I will run tomorrow.”

A Telegram post by Truexa News UA reported that an elderly woman who was feeding the cats in the park was killed, along with a video showing their body.

A tweet from @_hello_dears_ identified cluster bombs as being used in the shelling, adding that shells hit an “institute” where people were hiding and killed one of the employees.

The shelling seemingly occurred around 1.25 p.m. local time in the districts of Kyiv and Shevchenkiv. Twitter user @_A_Vit_ commented: “The Russian army is purposefully shelling residential areas in order to destroy the Ukrainian people”. As a result of the shelling, “A number of residential buildings, institutes and infrastructure objects of the city were damaged”, Prokuratura_kharkiv reported on Telegram.

Three demining employees were killed and four other employees were injured – all men – by the explosion of munitions, including cluster munitions, near Nova Vodolaga in Kharkiv on April 16, 2022.

The Novovodolazka council announced on Facebook that three employees of the Interregional Center for Humanitarian Demining and Rapid Response of the State Emergency Service of Ukraine, which is located in the Novovodolazka community, were killed in the line of duty when trying to remove a Russian mine. Local sources added that the commander of the pyrotechnics unit was killed.

Suspilne News, quoting the State Emergency Services, added that four others working on demining were injured to varying degrees of severity, and needed urgent treatment and surgery.

Interior Minister Denys Monastyrsk was quoted by LB.ua as stating that cluster munitions were among the munitions that exploded during the operation. All of the sources reported that Russian forces were responsible for the cluster munitions and mines that exploded.

Local sources reported on a shelling of Kharkiv on April 13th, 2022 was allegedly conducted by Russian forces, resulting in three civilians killed, including a woman and two men, and four others wounded, including a child.

According to the Helsinki.org.ua, the bombing began during the day when many people were out buying food or receiving humanitarian aid, with Kharkiv News explaining that the strike was during the afternoon. Suspilne News was informed by the Kharkiv Regional Prosecutor’s office representative Dmitry Chubenko that a 65 year old woman was killed, as were two men, aged 20 and 30. Among the four wounded was a 17 year as well as a 75 year old.

Objectiv News stated that the “shells of the occupiers, as always, hit civilian objects”, including residential high-rise buildings. Inkorr News offered more information about Russian forces, saying that Russian forces were using what was called a “people’s militia” to fire upon civilian locations. Helsinki.org.ua also mentioned that cluster munitions were used during the shelling.

A collection of local news outlets reported that suspected Russian shells struck the village of Babai, killing one male civilian and wounding two other civilians on April 12, 2022.

Initial reports from Suspline Media and Helsinki Report detailed the strike, saying that the bombing occurred at 2pm, killing a thirty-seven year old man. The shelling also destroyed residential buildings, and a pre-trial investigation has been launched by the Kharkiv Regional Prosecutor’s Office, according to Ukrinform.ua.

24tv.ua spoke with the family that was affected by the shelling, who was able to escape the shelling, but the man that was killed received a shrapnel wound to the head. The source also provided witness testimony of the incident. A local resident said that “We sat at the table and ate. What a bang! My wife immediately started screaming, I calmed her down.” Another resident of Babai said that they heard a plane flying over the village and “Everyone heard how it buzzed, then it dropped something. There was a lot of smoke. Then the plane turned around when we were cleaning the glass. Maybe it was checking whether it had completed its mission,” the woman said.

The shelling had been taking place for several days, according to Suoi.net News. @antiputler tweeted that the Russians used cluster bombs, but this was not substantiated by other reports.

Multiple sources alleged that a 16 story residential building in Saltivka was hit by reported Russian shelling during the day on 11 April 2022, killing at least one civilian, a 2 year old child, and injuring up to 13 others, including a child.

Sources including Aktyvna Gromada, Korrespondent and Glavcom account for a two year old child being injured and dying at the hospital the next day, on April 12th, while Truexanewsua and Kharkiv1654 telegram channels reported one civilian casualty already on April 11th, possibly rising the civilian casualties count to two for this event. In addition, the mayor of Kharkiv Igor Terekhov on the radio and volunteer Nataliia Popova on a Facebook post confirmed that the child was killed by shrapnel.

Reports from Kharkiv Human Rights Group added that ten civilians were wounded while Huyovy_kharkiv posted on Telegram that 13 people, including two children (one of the children later died), were injured in addition to the one death.

Photos from the scene showed smoke rising around the high-rise buildings, as well as a car on fire with reports saying that two cars were burnt out in the attacks. Posts on telegram suggested that over 10 houses were destroyed within 20 minutes during the attack on Saltivka, with many of the injured reportedly suffering from shell-shock.

The Conflict Intelligence Team confirmed what other sources reported based on video evidence that the shelling was the result of the explosion of a submunition from cluster munitions on the residential area in Saltivka. In addition, @Osinttechnical posted a video of what they identified as cluster munition impacts, “likely from a BM-30.”
