Airwars assessment

According to local sources, an airstrike by an unknown party targeted a ‘foreign al Shabaab commander’ around dawn on May 9th 2019.

According to Horn Globe, “A second huge blast was heard in Jamame town, around dawn. The target of the second air attack was al-Shabaab commander in charge of planning operations, a Somali intelligence officer in Mogadishu has told Horn Globe. His fate is yet unknown as the intel officer says they were assessing the situation there. Jamaame is about 522km from Mogadishu.

“There was no any press release from the United States Africa Command (AFRICOM) in relation to the two air strikes in Jilib and Jamame.”

According to Fallaro, “in Jamame district in Lower Juba region, a nighttime bombardment occurred, and it was reported that leader Abddinur Hussein, a close ally of Ahmed Godane, was reportedly targeted. The death toll is said to have risen to five members of Al-Shabaab and there are other casualties, although their exact number is not yet known.”

Asked whether it had been responsible for this event, in February 2020 a senior AFRICOM official told Airwars that this was not the case. However, this may not preclude actions by the CIA which conducts its own undeclared strikes in Somalia.

The incident occured around dawn.

Airwars assessment

According to local sources, an airstrike by an unknown party targeted a ‘foreign al Shabaab commander’ close to midnight on May 8th 2019.

According to Horn Globe, “United States military has carried out at least two air strikes targeting al-Shabaab militant group’s bases in Jilib and Jamame town on Wednesday night, locals sources said. The first air strike hit a house in downtown Jilib, about 370km south of Somali capital, Mogadishu where a ‘suspected foreign al-Shabaab militant commander’ was hiding in. Local sources interviewed by Horn Globe did not identify the foreign al-Shabaab commander and whether he was killed or injured.

“One resident who asked anonymity said there were many vehicles coming in and out before the huge bomb hit the house close to midnight local time. Al-Shabaab does not allow local journalists or civilians to come near the places of air strike in an attempt to conceal possible deaths of its fighters.”

According to Fallaro, the target of the first strike was partially named as Mohammed.

No casualty number was suggested publicly for this reported action.

Asked whether it had been responsible for this event, in February 2020 a senior AFRICOM official told Airwars that this was not the case. However, this may not preclude actions by the CIA which conducts its own undeclared strikes in Somalia.

The incident occured at approximately 12:00 am local time.

Airwars assessment

Four alleged AQAP militants were reportedly killed by a US drone strike in Wadi Obeidah, Marib governorate, overnight from May 6th-7th 2019.

On May 15th 2019, US Central Command told New America that no strikes had taken place since March 29th, and explicitly denying reports of a May 5th US military strike, which may refer to this event. There were no known associated reports of civilian harm.

Multiple missiles reportedly targeted a small passenger bus or truck, passing between the Al-Ramsa and Al-Hazma areas, according to local-language news outlets, including 7Hadramout, Al-Ain, and Shabwa Press. Sources indicated to AFP and others that the vehicle was heading to a farm in the governorate. A security source told Al-Ain that there were successive explosions from the scene, indicating that the bus may have been transporting weapons and ammunition.

Most claimed that the strike took place on May 7th. One source, Maeen Press, instead suggested a time late on the evening of May 6th. Indeed, the earliest identified tweet relating to this event was at 12.26am local time on May 7th. As such, Airwars has assessed that the strike took place at some time overnight from March 6th to March 7th.

On May 8th, an AQAP feed claimed that a militant named Habib Al-Jadawi was killed by a “Crusader” drone strike, likely referring to a recent strike, according to Dr Elisabeth Kendall (@Dr_E_Kendall). Given that this was the only known reported US strike since mid-April, it is possible that Al-Jadawi was one of those allegedly killed in this event.

Despite CENTCOM’s denial, this event may have been either a CIA or Saudi-led Coalition action.

The incident occured during the night.

Original strike reports

US Forces

On May 15, 2019, United States Central Command (CENTCOM) responded to an inquiry from New America about the number and dates of any counterterrorism strikes in Yemen in April 2019 by stating that it had conducted no strikes in April. LTC Earl Brown told New America, “The last U.S. Military strike in Yemen was on 29 March.”
CENTCOM also specifically denied conducting a May 5th strike in Marib, Yemen that had been reported as a suspected U.S. drone strike by AFP citing a “security official in the area.” As previously argued in Just Security, the proliferating number of actors armed with drones along with the difficulties of reporting from Yemen and likely covert U.S. strikes (which would not be acknowledged or carried out by CENTCOM) makes it difficult to assess whether a U.S. drone strike occurred that day or whether it was another actor.

Airwars assessment

A US drone strike reportedly killed at least two alleged AQAP members in Al Sadarah area, in the Mahliyah district of Marib governorate, on April 15th 2019, according to some local sources. There were no known associated reports of civilian harm.

The strike reportedly targeted a car travelling through the area. An eyewitness and a security source told Hadramout 24 that a drone had targeted the alleged militants, killing them instantly, in the town of Mahliyah: “A US drone raided a vehicle carrying al-Qaeda in a rural town in Ma’rib today, killing them, local residents and security sources said. An eyewitness and a security source told 24 by phone that ‘a drone bombed a vehicle carrying gunmen in the town of Mahliya, west of the city of Ma’rib, which is equally divided between the Brotherhood and the Houthis.’ A security source confirmed that at least two elements were on board, and that they were killed instantly, while the vehicle was destroyed.”

According to @NewsyemenS, the strike took place in the Al-Sadarah area of Mahliyah district.

A US Central Command spokesperson later told New America that no US military strikes were conducted in April 2019: “On May 15, 2019, United States Central Command (CENTCOM) responded to an inquiry from New America about the number and dates of any counterterrorism strikes in Yemen in April 2019 by stating that it had conducted no strikes in April. LTC Earl Brown told New America, ‘The last U.S. Military strike in Yemen was on 29 March.’”

This does not preclude a strike having been conducted either by the CIA or by the Saudi-led Coalition.

Airwars assessment

A ground operation struck a minibus carrying civilians, killing one woman and injuring up to six others, local media reported. While one source claimed that the attack was conducted by drone, others said it was a ground operation, involving Somali and possibly also US troops.

AFRICOM later denied responsibility for civilian harm on the grounds that “no U.S. military strike took place on the alleged date or location.” However it failed to clarify whether US troops were present on the ground as widely reported – or whether they had been involved in the confirmed civilian harm event,

The Somali Ministry of Information admitted that four civilians were injured during the event, tweeting that “During the night of 3 April SFG security forces captured a very senior al-Shabaab during a capture operation in Ugunji village in lower shabelle. Unfortunately, 4 locals were shot and injured during this raid. The 4 were in a car and failed to stop after repeated warnings. In fact, they actually sped up towards the force… The security force rendered medical aid to the vehicle occupants and released them.”

According to Garowe, an unmanned aerial vehicle (UAV) thought to be American dropped a munition in al Shabaab controlled Ukunji, around 100km southwest of Mogadishu.

“The attack happened during a joint U.S.-Somali forces’ military operation against the Al-Qaeda-linked extremist group, Al-Shabab in the area, according to a resident, speaking to Garowe Online by phone. Other reports said residential houses and shops were also hit during the bombing. Graphic Pictures taken at the scene after the strike and seen by Garowe Online showed a bullet-riddled Nissan Homy packed with vegetables and chicken on the top as well as destroyed shopping centers,” asserted Garowe.

The alleged strike happened during a joint operation between US and Somali forces, claimed a source that Garowe interviewed. The newspaper also published 13 images it said were taken at the scene of the strike.

However other sources said the attack was a ground operation only. Action for Women and Children Concern for example tweeted that “Suspected US forces & SNAs [Somali National Army] opened fire on minibus carrying vegetables, last night. A female passenger was killed and 6 other passengers were injured,4 of them in critical condition. The incident took place in #Ungunji town,#LowerShabelle,#Somalia”.

US Africa Command is yet to comment on the allegation of civilian harm, or publicly to report any strike for this location and date. In autumn 2019, US investigative journalist Nick Turse obtained via FOIA a declassified document listing recent locally-alleged civilian harm from US actions, which AFRICOM was reviewing.

The fourth entry notes for the date April 4th 2019 that “[redacted source] published an article alleging that a drone strike killed a woman traveling to Mogadishu and wounded six others in the vicinity of Farsooley.” The outcome of AFRICOM’s assessment was entirely redacted.

On April 27th 2020, AFRICOM publicly denied responsibility for civilian harm in the event, noting: “April 4, 2019, AFRICOM received one allegation from an online media source claiming one (1) civilian was killed and six (6) civilians injured as a result of a U.S. military operation and airstrike in the vicinity of Ugunji, Somalia on April 3, 2019. AFRICOM received a duplicate allegation of this incident on January 21, 2020, from a foreign non-government organization. After review, the allegations were assessed to be unsubstantiated because no U.S. military strike took place on the alleged date or location.”

In followup questions from Airwars, AFRICOM confirmed that “the term ‘strike’ is defined as U.S. munitions of any type employed by U.S. military forces under the authority of U.S. Africa Command. This includes both air and ground operations.”

An official also provided the following responses:

1) Were US ground forces present as alleged?

USAFRICOM forces were not in the vicinity of where the alleged civilian harm occurred.

2) Did US ground forces engage in kinetic actions?

USAFRICOM did not execute a kinetic strike on the alleged date.

3) Are any US kinetic ground actions believed to have contributed to civilian harm?

USAFRICOM ground forces did not contribute to the alleged civilian harm.”

The incident occured around dawn.

Airwars assessment

Three alleged AQAP militants, including at least one leadership figure, were reportedly killed by a US drone strike in Bayda governorate on March 30th 2019. Though most suggested that the strike took place in Sama’a district, two sources, including Xinhua, instead located the strike in the Anah or Tayeb area of Dhi Naseem district.

Sources, including Huna Al-Bayda, News Yemen, and Al-Masdar Online, named those killed as Abu Ammar Al-Hadrami, Mohammed Salem Umqaida Abu Yusuf Al-Fahtani, and Abu Abdul Ilah al-Mantheri. Xinhua suggested that others were injured in the strike. As such, Airwars has assessed that a minimum of two militants were reportedly injured.

Huna Al-Bayda described Al-Hadrami as an AQAP mufti and leader, who “issued fatwas to authorise crimes and carry out terrorist operations”. Al-Fahtani was reported by one source, Yaqeen Online, to be a Saudi national, though others suggested he was from the Ambqria area of Mudiya district, in Abyan governorate. Al-Mantheri was alleged to be from Sama’a district in Bayda; Huna Al-Bayda described him as AQAP’s emir in Mudiya district. Sources variously suggested that at least one and as many as all of those killed were leadership figures in AQAP.

According to academic Dr Elisabeth Kendall, AQAP stated that a US drone had targeted its fighters on March 30th, who were battling Islamic State in Bayda governorate at the time. While most reported that the targets were AQAP militants, some initial local-language social media responses, from accounts such as @kyanalyamani51, suggested that the strike had targeted “ISIS-funded” militants.

The US did not publicly report a strike on March 30th, though a CENTCOM spokesperson told New America that two strikes (listed by Airwars as USYEMTr196 and USYEMTr195) took place in Bayda on March 29th. Since no other sources reported strikes on the 29th, it is possible that one or both of these declared strikes were part of this event. However all local sources were quite clear that this incident occurred on Saturday March 30th. It therefore remains possible that this was either a CIA or Saudi-led Coalition action.

The local time of the incident is unknown.

Airwars assessment

A US airstrike took place in Bayda governorate on March 28th 2019, a US Central Command spokesperson later told New America – one of six declared strikes that month.

One local source, Huna Al-Bayda, reported that “three senior al Qaeda leaders were killed in an [US] airstrike by a drone on the border between al-Bayda and Shabwa. The sources confirmed that among the three killed was a local leader named Mohammed al-Mantheri, the brother of al-Qaeda’s emir in al-Suma’a in al-Bayda province.”

Since there were no other known reported US strikes on March 28th, this event is treated as declared. There were no known associated reports of civilian harm.

Airwars assessment

A number of US drone strikes reportedly targeted pro-government fighters in Hazmiya district in Bayda governorate, on March 25th 2019, killing at least five and injuring eight others.  A few sources instead indicated that a UAE drone had conducted the strikes, and one suggested that a Houthi ballistic missile was responsible for reported casualties.  Though some claimed that a strike had targeted “citizens” at a funeral, there were no known specific reports of civilian harm.

Local language news and social media sources, including Yemen Shabab and Mareb Press, indicated that a drone (which most alleged to be American) conducted several strikes against positions of the Hazmiyah Front, one of which destroyed a weapons store. Al Masirah reported that strikes took place at dawn and noon.

Those killed in the strikes were named by Aden Gad and others as Shamakh Mohammed Salem Al-Farawi, Ahmed Mansour Al-Shanhouz, Nasser Saleh Al-Farawi, Abdul-Ghani Al-Farawi, and Dabaj Al-Salmani. One source, Alwfaq News, suggested that, according to a local source, a strike took place at 2 PM, killing seven, but did not provide names.

According to these sources, the same or a separate drone reportedly then conducted a strike during the funeral of the victims of the initial raids. Some media sources, including Mareb Press and Aden Gad, described this strike as targeting mourning “citizens”, potentially indicating that they were civilians, though no sources reported that the strike resulted in casualties. According to Alwfaq News, a second strike on the same camp, which had been evacuated, resulted in no casualties. The strikes allegedly came days after pro-government forces in Hazmiyah had repulsed an attack from Houthi militias.

A Reuters correspondent, @MohammedGhobari, tweeted that a US drone strike had targeted a weapons store, but that the five reported fatalities instead resulted from a Houthi rocket strike nearby.  Yemeni journalist @m_alsallaly, tweeted that Emirati drones had conducted all of the alleged strikes, and suggested that 90% of those targeted had previously rejected Emirati offers to establish friendly militias.

A US Central Command spokesperson later told New America that two strikes in Bayda governorate were carried out on March 25th. In a press release, CENTCOM further suggested that all strikes in March 2019 targeted AQAP militants. AQAP fighters have been previously reported to have fought beside, and integrated into, pro-government forces.

Though there were no other known reported US strikes on March 25th, given the conflicted reports of responsibility for some or all of the strikes and casualties, this event has been assessed as contested. While it is possible that one or both of the declared US strikes referred to one or more of the mentioned actions within this event; two unique incident logs have been created (USYEMTr191, USYEMTr192) to reflect those declared US strikes.

The local time of the incident is unknown.
