Airwars assessment

Two civilians, including a 14-year old boy, were killed in a US drone strike in Yakla, in the Qayfa area of Bayda governorate, on the evening of November 23rd 2017, according to several reports.

In an email to the Bureau of Investigative Journalism, a US Central Command spokesperson confirmed that a strike took place in Bayda on the 23rd, and said that two ISIS “terrorists” were killed. Since there were no other known reports of a strike on that day, this event is treated as declared. No local sources reported any belligerent casualties, despite the US claims.

Three news sources – Yemen Shabab, Huna Radaa, and Aden News – named those killed as 25-year old Ahmed Salem Mabkhout Al-Ameri, and 14-year old Muhammad Musaad Abbad al-Bagh, and indicated that they were targeted by a US drone while on a motorbike in the Al Ahmas area of Yakla.

According to Alharf28, a local government source told Anatolia Agency that the civilians were working on a farm in the area, and had no ties to extremist groups. The original Anatolia report could not be found.  Aden News also reported that those killed were farmers, according to locals, and added that they were returning from prayers at the time.

Iona Craig, a reporter, tweeted that Al-Ameri was the nephew of Sheikh Aziz al-Ameri, who had reportedly lost 20 family members in a January 2017 US raid, also in Yakla.

Gulf News reported, in an article that appears to have been updated on November 28th 2017, that five civilians, “mainly farmers”, were killed in the course of “three separate air strikes” in the Qayfa area during that week. This reported civilian casualty event likely accounts for at least one of the reported strikes, alongside event USYEMTr122-C.

Gulf News reported that recent US drone strikes in the area had “displaced residents and caused panic”. “The air strikes have caused great panic among civilians,” the activist told Gulf News. “The targeted areas have no functioning schools or hospitals.”

In its May 2018 annual civilian casualty report, the US Department of Defense stated that “there were credible reports of civilian casualties caused by U.S. military actions in Yemen against AQAP and ISIS during 2017”, but did not specify which specific actions these reports referred to.  Overall, the Department of Defense assessed that there were credible reports of “approximately 499 civilians killed and approximately 169 civilians injured during 2017”, as a result of US military actions in Iraq, Syria, Afghanistan, and Yemen.

Responding to Airwars’ publication of its Yemen dataset and accompanying report in October 2020, CENTCOM dismissed all but two civilian harm claims under President Trump, asserting that “USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020… The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen.   Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review.”

In March 2021 Mwatana published a comprehensive review of this event, which it said was based on in depth interviews, site visits, and imagery and munitions analysis. The study also found that two civilians had died. It noted: “On the day of the strike, Ahmed and Mohammed were at Ahmed’s qat farm. They were both picking qat from the farm to sell. At around 5:30 in the evening, Ahmed and Mohammed were preparing to leave the farm on Mohammed’s motorbike when the strike occurred. Mohammed’s mother was the first to reach her son. Mohammed and Ahmed’s bodies were still aflame when she reached the site.”

  • Via email: U.S. Central Command (USCENTCOM) continues to focus on ways to minimize civilian casualties during its military operations. We assess or review all reports of civilian casualties because such assessments or reviews help us identify ways to improve our operations and counter misinformation and propaganda. We routinely share the results of every one of our assessments in Department of Defense (DoD) reports to Congress, including annual reports, many of which are publicly available. We also share the results of our assessments or reviews with the public via the USCENTCOM website and our statements to the media. Individuals wishing to understand U.S. military operations in Yemen more fully should consult these official sources of information. USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020. Of the information AirWars provided, one strike on September 14, 2017, was assessed to have caused injuries to two civilians. Also, as previously released by USCENTCOM to the public in February 2017, USCENTCOM acknowledged there may have been civilian casualties during a raid on January 29, 2017. The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen. Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review. Consistent with our mission, our authorities, and our obligations under the law of war, USCENTCOM will continue to conduct military actions in Yemen when required to protect the Nation and our allies and partners from al Qa’ida and ISIS terror cells that are committed to inflicting terror. Airwars assessment

US drones “intermittently fired missiles at the mountains” of the Qifah area of Bayda governorate, on the evening of November 22nd 2017, residents told Gulf News. No other known sources reported strikes at that time, and there were no known reports of either civilian or militant casualties.

On the morning of November 23rd, local residents told Gulf News that US drones and fighter jets “from the Saudi-led coalition” had “launched heavy airstrikes… apparently targeting Daesh and Al Qaeda military camps or fugitive militants hiding there”. Given that this source specified US strikes alongside Saudi-led coalition actions, this event has been assessed by Airwars as a single-source claim of a US and/or Saudi action.

In an email to the Bureau of Investigative Journalism, US Central Command declared that strikes had taken place in Bayda on November 19th, November 20th, and November 23rd – each accounted for in separate events – but did not declare US strikes on the evening of November 22nd. It is possible that an undeclared strike was conducted by the CIA.

Gulf News reported that recent US drone strikes in the area had “displaced residents and caused panic”. A local activist told Gulf News that a number of alleged US strikes had taken place in the area in the second half of November 2017, including “three separate air strikes” that had killed five civilians during the week of publication. As it appears that the article was updated on November 28th 2017, this report has been accommodated for in events USYEMTr120-C and USYEMTr122-C.

“The air strikes have caused great panic among civilians,” the activist told Gulf News. “The targeted areas have no functioning schools or hospitals.”

In a statement, US Central Command said that airstrikes in Bayda governorate had killed five AQAP militants, including alleged Shabwa governorate leader Mujahid al-Adani, on November 20th 2017. This confirmed local reports that a US drone strike had killed at least three alleged AQAP militants in Yakla in the Wald Rabi area, overnight from November 20th-21st. There were no known associated reports of civilian harm.

According to CENTCOM statements, “al-Bayda-based facilitator Abu Layth al-Sanaani” was the second “high-value target” killed in the strike, in addition to al-Adani. AKA Mohammad Shukri, al-Adani was “a senior leader responsible for planning and conducting terrorist attacks against Yemeni, Coalition and tribal security forces… and previously served as an AQAP military leader in Aden”.

On January 9th 2018, a further CENTCOM statement asserted that “Abu Umar al-Sana’ani, an AQAP Dawah committee member”, was killed on November 20th in al-Bayda governorate. Since no other strikes were reported on this day, it is likely that this report referred to this event. It was unclear, however, whether the report was a reference to Abu Layth al-Sanaani by another name, or another person killed.

Multiple sources, including @demolinari and Al-Arabi, further named one of those killed as Hudhaifa al-Awlaqi, additionally to al-Adani and Abu Layth al-Sanaani. Though most suggested that four had been killed, Al-Arabi, Russia Today Arabic, and some other sources, indicated that three militants had died.

One news source, Gulf News, suggested that, according to a local activist, six militants had died when a US drone launched at least two missiles at their car on this date. Several news sources, such as Al Sahwah and Aden al-Hadath, suggested that a Yemeni local official told AFP that the car was bombed on a mountain road. The original AFP report could not however be found.

Most sources also indicated that the strike targeted a car in the area, killing all inside, and variously reported that it took place either late on the 20th or early on the 21st November.

TAMPA, Fla. – U.S. airstrikes killed five al-Qaeda in the Arabian Peninsula militants in al-Bayda Governorate, Yemen, Nov. 20 in an effort to disrupt AQAP attack networks.

Mujahid al-Adani, an AQAP Shabwah leader, was killed in the strikes, along with al-Bayda-based facilitator Abu Layth al-Sanaani and three AQAP associates.

Al-Adani, also known as Mohammad Shukri, previously served as an AQAP military leader in Aden and remained responsible for planning and conducting terrorist attacks against Yemeni and coalition forces. Al-Adani maintained a significant influence within AQAP as well as close ties to other AQAP senior leaders.

The Shabwah offensive has forced AQAP to consolidate within the northern and eastern portions of the Abyan and eastern Al-Bayda Governorates respectively.

The removal of key AQAP leaders and associates in this region will further degrade AQAP’s freedom of movement and operation, limiting their ability to challenge Yemeni security forces and coalition advances.

Two civilians, a father and son, were killed and at least another two were wounded as an unidentified drone struck in Qouriya, Deir Ezzor, local sources reported.

In the Syrian Observatory for Human Rights general reporting from the Euphrates River, the media reported that “two men were killed and another were wounded after being targeted by a drone in al-Quriyah area.”

Several sources reported that the two victims, both identified by name, were father and son.

Meanwhile, @mo7ama6 reported three civilian fatalities along with “dozens of wounded”. However, it should be noted that it said that the airstrike struck the Suf al-Rifai camp which is a few kilometers from al-Qouriya.

Finally, Sharqiya Voice, reported that two victims were “injured in the eyes, as they were targeted by an unmanned drone after they lost their way and approached the front line of IS in the city of Qouriya.”

None of the sources apportioned blame, but as the event took place on the Syrian regime/Russian side of the river, both are, as of now, suspected belligerents.

Also, it is unclear whether the strikes in the Suf al-Rifai camp are the same as reported by the two other sources, but as of now, they will be treated as the same incident.

A US strike in Bayda governorate killed two AQAP militants on November 19th 2017, a US Central Command spokesperson told the Bureau of Investigative Journalism. This confirmed local reports that a US drone strike had killed at least three alleged AQAP militants in Yakla, in the Wald Rabi area of Bayda governorate, on that evening. There were no known associated reports of civilian harm.

Multiple local-language sources, including Adengad and @tarebhtoday, reported that, according to locals, the strike targeted an area “near an ISIS camp” in the area, though none suggested that ISIS members had been killed. Others, such as Hour News, suggested that the area was itself home to an AQAP “site”. Both terror organisations had previously been targeted in the area.

While most suggested that three were killed in the strike, @7adramout_net reported that four “from Al Qaeda” had died. Another Twitter source, @demolinari, named one of those killed as Abdullah Hassan Abdullah Nuba Al-Ateeqi.

Airwars assessment

Two US strikes took place in Somalia on November 12th, with one targeting al Shabaab and the other hitting Islamic State, according to US Africa Command. The strikes killed “several” fighters, it said.

The first strike against al Shabaab is recorded in a separate event. The second attack was carried out at approximately 0900 local time against Islamic State in Somalia’s Puntland region, AFRICOM said.

This and the four additional strikes between November 9th and November 12th killed “more than 40 terrorists,” a Pentagon spokesperson told reporters on November 13th. He did not say how many people were killed in which of the five strikes, “for operational reasons,” an Africom spokesperson told the Bureau of Investigative Journalism on November 15th.

Four of the 40 dead were members of the Islamic State group – they are counted in this entry. The rest were in al Shabaab. We have logged 19 previously unreported casualties in this entry as well, while the exact accounting of fatality to strike remains secret.

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM said it had struck what it says were Islamic State of Iraq and al-Sham (ISIS-S) fighters, in the vicinity of the Golis Mountains.

Reports of the incident mention the region Puntland, for which the generic coordinates are: 10.163098, 50.114936. A subsequent FOIA response points to  its own public reporting of airstrikes in northern Somalia, AFRICOM tends to cite only ‘the vicinity of the Golis Mountains’ – instead of the nearest settlement usually provided for elsewhere. The Golis Mountains extend from the border with Ethiopia into Somaliland, and then eastwards to Puntland. Given that both ISIS and Al Shabaab are reportedly present more in Puntland, or on the Puntland/Somaliland borders, it is likely this strike took place in that region. In this respect, and in combining the information available from sources of alleged militant activity in the South-west and South-east of Bosaso, and several mentions of Galgala, we have chosen a generic middle point, for which the coordinates are: 11.060894, 49.184169. Due to limited satellite imagery, and public reporting available to Airwars, we were unable to verify the location further.

Airwars assessment

A US Central Command spokesperson told reporters that a strike had killed two alleged ISIS militants in Bayda governorate on November 12th 2017. This confirmed earlier reports that a US drone strike in the Dhi Kalib area of Qayfa had killed two at noon on that date. Two sources suggested that one of those killed in the strike was a civilian.

According to Yemen Shabab Net, the strike killed civilian Ahmed Muhammad Ahmed al-Azraq Abu Sureima, who “happened to be in the area” when a drone targeted and killed an ISIS militant in Wadi Al Hayat, north of Dhi Kalb. Aden News also reported this, though the article quoted a “media source”, and appeared to be derivative of the Yemen Shabab report. Given this, the allegation of civilian harm has been assessed by Airwars as “weak”.

One Twitter source, @demolinari, suggested that the strike targeted a car near Dhi Kalb village, killing two “suspected ISIS militants”. Other sources simply reported that two were killed in the strike, without providing further information.

In its May 2018 annual civilian casualty report, the US Department of Defense stated that “there were credible reports of civilian casualties caused by U.S. military actions in Yemen against AQAP and ISIS during 2017”, but did not specify which specific actions these reports referred to.  Overall, the Department of Defense assessed that there were credible reports of “approximately 499 civilians killed and approximately 169 civilians injured during 2017”, as a result of US military actions in Iraq, Syria, Afghanistan, and Yemen.

Responding to Airwars’ publication of its Yemen dataset and accompanying report in October 2020, CENTCOM dismissed all but two civilian harm claims under President Trump, asserting that “USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020… The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen.   Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review.”

We routinely share the results of every one of our assessments in Department of Defense (DoD) reports to Congress, including annual reports, many of which are publicly available. Individuals wishing to understand U.S. military operations in Yemen more fully should consult these official sources of information. USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020. Of the information AirWars provided, one strike on September 14, 2017, was assessed to have caused injuries to two civilians. Also, as previously released by USCENTCOM to the public in February 2017, USCENTCOM acknowledged there may have been civilian casualties during a raid on January 29, 2017. The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen. Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review. Airwars assessment

Multiple sources reported that a US drone strike in Qayfa, in Bayda governorate, killed one civilian and seriously injured another on the morning of November 11th 2017.  Some other sources suggested that at least one alleged ISIS militant was killed in the strike.

US Central Command later confirmed that a strike took place in Bayda governorate on that day, killing one alleged ISIS militant it said. Since there were no other known reports of a US strike on November 11th, this event is treated as declared.

According to local language news sites, including Al-Khabar Now and Yemen Shabab, the strike targeted a car, killing civilian Dares Ahmed bin Ahmed Jaraoun immediately and seriously injuring his brother, Saeed Ahmed bin Ahmed Jaraoun. These sources indicated that the targeted were the children of Ahmed bin Ahmed Jaraoun. The ages of the dead were unclear, although Al-Khabar Now described Ahmed as a “student”.

These sources suggested that the strike took place in the Al-Areen area of Qayfa Radaa, at around 10am.

An on-the-ground investigator told Reprieve that one adult civilian was killed and another injured, both sons of Ahmed bin Ahmed Jaraoun. Reprieve shared their findings on this strike with Airwars.

Some sources instead claimed that those killed in the strike were ISIS militants. One Twitter source, @demolinari, reported that a strike against a motorbike killed one “suspected ISIS militant” and injured another near Khabran village, Qayfa, while @new_24_7 claimed that two were killed.

Another outlet, @ANews_Arabic, said that according to a Yemeni government source, at least three militants were killed.

Airwars has assessed that a minimum of one civilian was reportedly killed in the strike, with another wounded.  Between one and three militants were reportedly killed, in addition to one reportedly wounded.
