Airwars assessment

Three civilians were killed and five others injured in an alleged attack by Turkey-backed militants on Tal Ward in Zirgan town – Ras Al Ain in Hasaka governorate, on October 31st, 2019, according to local sources.

@Raman_Hassi reported that Ibrahim Mohammed Khalaf (60) and his wife Tofaha Ali Saleh (55) were both killed in the attack. One of their relatives, Mehmud Mihemed Khalaf, was also killed, according to ANF. Sources reported five other people were wounded.

The local time of the incident is unknown.

Airwars assessment

One to three civilians died and four more were wounded in alleged Russian airstrikes on Haas, according to local media. @baladinetwork said that Russian warplanes used vacuum rockets in the attack.

The Syrian Network for Human Rights reported: “Ayyoub al Younes was killed as fixed- wing warplanes we believe were Russian fired missiles on Hass village in the southern suburbs of Idlib governorate, while he was aiding the injured of previous bombing by the same forces on the village, on October 31.”

Local sources circulated a the last video of Ayyoub Younes saying that he documented the moment of this death. Ahmad Alsheekh said that the victims always volunteered to rescue civilians after each raid.

However, according to the White Helmets, “two men were killed and four others were injured in airstrikes by Russian warplanes targeting the houses of civilians in Hass town west of Maaret al-Nouman in Edlib countryside”.

The Shaam News Network said three civilians died.

Three to five civilians, including a member of the civil defence and one to two children, died and as many as 12 more, including two civil defence personnel, were wounded in an alleged Russian or regime airstrike on an ammunition depot on the outskirts of Darkoush the morning of October 31, 2019, local media reported.

According to the Step News Agency, “Three people have been killed and others injured in explosions in weapons depots in Darkoush town of Edlib western countryside”. It blamed Russian warplanes.

The White Helmets reported that one of their volunteers, Ahmad Abdul Hamid Qubba, died “while inspecting successive explosions in the town of Darkoush this morning [Oct 31st] caused by terrorist shelling from Russia and Assad forces.”

The White Helmets gave further information on the victim: “The martyr Ahmad Abdul Hamid Qubba joined the Syrian Civil Defense on 1/3/2015. Ahmad was an active and loving element of their work. He lost his mother, niece and cousin in a regime airstrike on Darkush in 2015. In the wake of the attacks on the city of Idlib, Ahmed applied for transfer to the bridge of Shughour, to provide services there and to help civilians. Ahmad was martyred in his humanitarian work, in helping people and helping them, he was martyred days before his wedding.”

A post by Darkoush Media center also reported that Ahmed Khaled Halima was killed.

A post by @darkoshel named those killed: Muhammad Khaled Khidr and two children martyrs sons of Khaled Halima. They named those injured: Brother Majid Khudair, Mustafa Estifa, Ahmed Halima, Muhammad al-Tayyib, Hussam Ismail, Nour al-Din Haj Moussa, Ahmed Kahlous, Issa Al-Qablan. 

@IdlibPlus put the death toll  “including a child and a volunteer in the Civil Defense”, adding that 12 more civilians were wounded in  “a huge explosion in an ammunition depot on the outskirts of Darkoush town”. It said the cause of the explosion was unknown – most other sources blamed a Russian raid.

@MMCSYR2 added that “two other personnel were wounded” in addition to the White Helmet that was killed.”

A tweet by @abmualsu identified vacuum missiles as being used in the strike that led to the explosion.

A video posted by @W2VwmFMCVowAhEb shows the destruction caused by the strikes and explosion.

Sources were contested as to whether Russia or the regime were responsible.

Syrian Network for Human Rights: “two civilians, including an elderly, were killed as fixed- wing warplanes we believe were Russian fired a missile on al Fattira village in the southern suburbs of Idlib governorate, October 31, 2019.”

Other sources reported that civilians were killed and wounded but did not specify how many.

A tweet from @ufuk_sy identified high-explosive missiles as being used in the airstrikes.

Between one and three civilians, including one to two children, died and up to six more were wounded in alleged Russian airstrikes on Kafar Nabil, according to sources on the ground.

Macro Media Centre reported “the death of a displaced man and his child and the injury of several others as a result of airstrikes by Russian warplanes targeting the city of Kafar Nabil”. They also added that two of those injured were children and “one of the children is still missing as a result of the strikes.”

The majority of sources, including @IdlibPlus put the death toll at two while a few other sources reported one killed and “a number of wounded”. The Step News Agency also put the death toll at two with six more wounded.

A tweet from @HadiAlabdallah reported “the death of a man and a girl (3 years) and the wounding of six other civilians, including children, as a result of Russian warplanes targeting residential homes in the city of Kafr Nabl.”

Syria Civil Defense posted “three civilians, including 2 children, were killed and 6 others, including a child and a woman, were injured as a result of Russian warplanes.”

Syrian Human Rights Committee published the names of those killed:  Muhammad Mari al-Mustafa and the girl Ghazlan Al-Omar, who many sourced had reported were father and daughter.

A video taken by Syrian Civil Defense shows an injured man being rescued by White Helmets and loaded into an ambulance.

Videos posted by UFUK SY and @HalabTodayTV show the destruction to property, including buildings reduced to rubble.

All sources that reported on the incident attributed the strikes to Russia or did not specify if they were carried out by regime or Russian forces.

Up to ten civilians were allegedly injured by an LNA airstrike near the Ministry of Interior in Tripoli.

Al Wasat said: “A mother and her husband and four of their children were injured as a result of an aerial bombardment that hit their house on the airport road in the capital Tripoli.”

The Libya Observer reported: “The spokesman for the Ambulance Apparatus Osama Ali said ten civilians including women and children were injured in the airstrike that hit the Interior Ministry’s headquarters, adding that they were sent to Abu Salim Accidents Hospital for medical treatment.”

According to Libya Alahrar TV, ten civilians, including four children and one woman were injured.

One woman was reported injured in an alleged Turkish forces artillery attack on Tal Jabal, Ras Al Ain in Hassakah Governorate in Syria, on October 30th, 2019, according to local sources. ANHA identified the woman as Wedhe Salih, 20 years old.

The woman’s husband described how his wife was injured: “Our village Til Cebel was under the blockade. In order to escape from the gangs, we wanted to go to QSD’s points in the village of Erisha. The invading Turkish army and gangs bombed the area. When we reached the village, the gangs scanned us. A bullet came into my wife’s chest”. Her husband borrowed a motorcycle to move her to the hospital.

Between one and three civilians were reportedly injured by indiscriminate shelling on Khela Ben Oun.

Al Mashhad wrote: “Witnesses said that Al Matabat street near the camp Hamza witnessed the fall of a random shell, injuring a Sudanese worker and damaging a number of civilian cars.”

Tk Yahrouq Kl shy initially reported two injured but later updated the number to three in a different post.

Local reports of fighting point at GNA or LNA as the perpetrator.
