A single source reported the deaths of at least one civilian at al Mansoura village near Raqqa.
According to Smart News, “Local sources told our Smart reporter that planes likely to be the international coalition, launched raids on the towns of Mansoura and Hunaida in the western countryside, killing four civilians and seriously wounding seven others, including women.”
No other details are presently known.
The local time of the incident is unknown.

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.
The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. After a review of available information it was assessed that no Coalition strikes were conducted in the geographical area that correspond to the report of civilian casualties.
Original strike reports
For February 12th-13th 2017 the Coalition publicly reported “Near Ar Raqqah, 13 strikes engaged eight ISIL tactical units; destroyed eight fighting positions and a vehicle; and damaged four supply routes.”
