Airwars assessment

As many as five civilians were killed – including four doctors – and others were injured, following an airstrike on a makeshift hospital in Abidien, local media reported.  Sources were conflicted as to who was to blame. Some blamed Russia, whilst others blamed the Syrian regime. Alarabiya news reported that it was either Syrian or a Russian warplane. A local tweeted that they civilians were killed by “military raids”, not specifying the culprit.

Al Jazeera reported that a Russian air strike that destroyed the Abidien hospital, using a missile with a high explosive which was used to penetrate the reinforced concrete. Allegedly another Russian warplane bombed the site again with a cluster bombs. It should be noted that the cluster bomb contains a large number of small bombs that are scattered in a large area.

Moaz Alshami reported that four doctors were killed. In addition, Halab tTday tweeted that medical staff were also injured, but did not specify how many.

According to Alarabiya, as many as four people were missing, and that search operations continued under the rubble for hours. One source said that it took longer than 18 hours for searches to be completed.

Smart reported that a child and her father and a number of medical staff were still missing under the rubble.

Baladi News reported that “rockets penetrated 10 meters of rock and arrived inside the hospital [which was located] inside a cave”.

SHRC published a concise report on the incident. “At 2:30 pm on April 22, 2017, warplanes believed to be Russian attacked [with] a high-impact concussion rocket that targeted the hospital. The shelling broke through the walls of the hospital, which is located inside a cave, resulting in a large explosion inside it, causing great damage to the equipment and medical equipment, and caused the disruption of the work of the hospital. The shelling also injured several people in the hospital at the time of the shelling, including two medical staff, ranging from light to medium wounds. The Idlib Civil Defence team continued to remove the rubble for hours. During the operation, the Russian-made warplanes bombed a location near the first target area at 5:10 pm with one rocket carrying cluster bombs. After about 24 hours of digging, the bodies of the three victims were recovered.”

“The warplanes, which I believe to have been Russian, have raided the area with several air strikes, then shelled a rocket that caused a major explosion in the area and heard its voice from far away. The missile targeted the hospital located on the outskirts of the northern town, which was the last hope for us in the treatment of the cases of the southern countryside Idlib and the northern countryside of Hama after the cessation of hospitals Mercy, Maaram al-Nu’man and Karnabal surgical and the point of medical Kafarbanda work. The missile penetrated more than 10 meters of rock until it reached the hospital inside the cave, causing extensive damage to its internal construction and medical equipment, causing it to stop working completely. The destruction was great and the rubble removal process was very difficult and continued for a long time. There were a number of medical staff and the rubble, so we thought at first it was a massacre but thank God it was not. The Civil Defence team made tremendous efforts to remove the rubble and assist the wounded and wounded.” Testimony by Ahmed Bakour.

“Russian warplanes targeted the Abdin hospital, located in the southern countryside of Idlib after several air strikes with one concussion missile, which was able to leave the service after the massive destruction caused by the bombing, although the hospital is fully fortified as it is inside a cave. There was a time of ambulance operation, the time of the evacuation of the Civil Defence team. I saw them extracting a doctor from the rubble. I knew that the rest of the staff was still under the rubble and left the place before there were any casualties among the medical staff. I photographed the rescue and rescue operation carried out by the Civil Defence team but was not completed as the aircraft returned to the bombing again and bombed the place during the ambulance and lift the rubble. Their eminence confirms that the second bombing was a cluster missile.” Testimony by Fayyad Abu Ras.

Dr. Darwish, Syrian director of heath, reported that the hospital stopped work, depriving about 100,000 people of basic medical services, adding to the suffering of people in light of the escalation of aerial bombardment.

The local time of the incident is unknown.

The victims were named as:

Airwars assessment

Initially this incident was reported on by several sources as mass artillery shelling in the Dar’iya neighbourhood in the city of Raqqa, in which 6 to 12 cilivilians, including a maximum or 6 children and 2 women died and 9 were wounded. During investigations of this event for the April 2019 joint Airwars and Amnesty report War in Raqqa: Rethoric versus Reality (www.raqqa.amnesty.org), Amnesty field researchers were able to identify 4 separate locations where civilians (some of the same family in 2 different locations) were killed in artillery shelling on the morning of the 10th of June, described in CS956a, CS956b, CS956c and CS995. They all took place in Safa Street, in the neighbourhood Dar’iya.

A prior August report by Amnesty International featured an interview with Ahmad Mahmoud who was himself injured in the shelling along with a boy and girl who were in the same room. He stated that at least 12 people were killed by the shelling between 1 and 2pm: “I can only speak about the 12 people I know who were killed in five houses near where I was. I don’t know if the other shells killed more people.”

Most sources (M3nati and Ahmad Al Shibli) blamed the Coalition for the artillery strikes, some pointed to the SDF (Al Jisirtv and the Syrian Network for Human Rights), but the Coalition has confirmed to Airwars that it was the only force using artillery on Raqqa during the battle. Sources were able to name a number of people who we’ve now attributed to the aforementioned 4 separate incidents: Mahmoud al-Ahmad al-Sulaiman al-Mala Ali (age unknown, male), Rajha al-Ahmad al-Sulayman al-Mala Ali (age unknown, female), Tabarak (5 years old, female, daughter of Rajha al-Mahmoud al-Ahmad), Muna (1 year old, female, daughter of Rajha al-Mahmoud al-Ahmad), Rajha al-Mahmoud al-Ahmad (55 years old, female, mother of Mahmoud al-Suleiman al-Sulaiman al-Mala Ali), Ibrahim (adult, male), son of Ibrahim (1 year old, male), daughter of Husein Kenjo (8 years old, female), daughter of Husein Kenjo (10 years old, female), Suleiman Omar al Suleiman (age unknown, male), Rahmoun (age unknown, male), Hisham (age unknown, male).

The joint Amnesty/Airwars report War in Raqqa: Rethoric versus Reality notes: An artillery shell struck two adjacent houses of the Malla Ali family in Safa Street, killing five members of the family. The first impact killed a woman and her two young daughters and her aunt. Part of the shell struck the next door house, killing another member of the family, Hisham. Hisham’s wife, Lina, spoke to Amnesty researchers: “We were at home with our four children, our youngest was only five months old. At about 11.30 am a shell struck the next door house and came through to our home and killed my husband.”

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

The incident occured at 11:30:00 local time.

The victims were named as:

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, five civilians were reportedly killed in an alleged Coalition airstrike in Raqqa. Although Amnesty researched this incident on the ground, Airwars have decided to grade it “weak” due to the depth of material provided.

The victims were not specifically named by Amnesty however there was an incident which occurred on the 14th in the same location whereby named members of the Al Haj family were killed. We do know however that these were separate strikes as the other incident contains names and a survivor testimony. See incident CS983 for more details.

In addition to this, “Hoda”, sister of a victim told Amnesty that “My brother and his family lived on the upper floor of a tall building nearby but moved to this lower building for protection from air strikes. During the war we all tried to avoid upper floors for that reason.”

Airwars assessment

Initially this incident was reported on by several sources as an alleged airstrike or artillery shelling in various neighbourhoods in the city of Raqqa, in which eight cilivilians died, including one woman.

There was a discrepancy regarding civilians identified in the list. Amjad Ahmed Taha Al-Suwairi, Mohammed Ayman Sweiri and Ahmad Taha Al-Omar Al Suweiri, were documented in a subsequent report by @Raqqa24. The Tweet stated they died in an aerial offensive, also suspected to have been carried out by the Coalition two days earlier, on August 27th. One man named Adnan al-Mubarak Abo Ghadab was also killed in the attack according to local media, though he was not documented as part of the list other sources distributed.

All sources said the US-led Coalition was responsible, they referred to an “aerial bombardment” combined with “artillery”. Airwars understands that only the Coalition have access to artillery in Raqqa. Correspondence Airwars made with RBSS revealed the eight civilians reported killed were situated in various neighbourhoods of Raqqa, the identity of victims was unable to be matched with exact locations.

During investigations of this event for the April 2019 joint Airwars and Amnesty report War in Raqqa: Rethoric versus Reality (www.raqqa.amnesty.org), Amnesty field researchers were able to identify the location of the strike in which eight members of the Sueri family was killed, three of which were originally named in this report.
