Airwars assessment

Up to nine civilians from one family were killed and others injured in alleged Russian or Syrian regime airstrikes on Jam’iyet Al Rahhal, Aleppo on February 3rd 2020, local media reported. The victims were reportedly fleeing another area when their vehicle was targeted.

The lowest number of civilians reported killed was six, however several sources said nine people from the same family had been killed.

@HadiAlabdallah and @said_abusbaih reported that three children and three women had been killed. @rami_mustafaa said four children and three women had been killed.  A correspondent for Baladi News said that a man had also been killed, while the Syrian Human Rights Committee said five children and two women were killed.

Of the sources cited, the majority accused Russia of carrying out the strike while a lesser number attributed the strike to the Syrian regime.

According to multiple reports the family killed were displaced persons travelling by bus to a place called the “Al Rahal Society” in order to “escape the bombing”. @Idlibplus said the Russian warplanes “chased” the bus which the family were travelling in. The suspected airstrike struck the bus and killed all people travelling inside –  apart from one child who suffered significant injuries.

Sources reported that civilians had been injured without giving specific numbers.

Baladi News said: “A Russian warplane targeted a car carrying IDPs fleeing the regime’s bombing on the “Kafr Naha-Urum al-Kubra” road near al-Mahmoud Mosque in the western countryside of Aleppo”

The Syrian Human Rights Committee said the IDPs had been fleeing the Shamko area in the western countryside of Aleppo governorate.

A tweet by @Mamoun_sy reported “this child lost all of her family by Russian airstrikes on a bus that was carrying them to a safer place .. but there is no safety for Syrians except in the sky ..” in regards to the child who survived the attack.

Airwars assessment

Two Syrian Civil Defence volunteers were injured in alleged Russian or Syrian regime air or artillery strikes as they attended the site of an earlier airstrike in the village of Iffes, Idlib governorate, on February 3rd, 2020, according to local sources.

The Syrian Civil Defense and several other sources named the injured men as Ahmed Ali Pasha and Muhammad Ali Pasha.

The Syrian Network for Human Rights reported that “the brothers Muhammad and Ahmad Ali Basha, members of Civil Defense – Binnesh Center, were injured as fixed-wing warplanes we believe were Russian fired missiles near Civil Defense team in Iffes village in the northeastern suburbs of Idlib governorate, while they were checking the site of previous bombing by Syrian-Russian alliance forces on the village, partially destroying a service car, on February 3.”

Footage uploaded by @SyriaCivilDefe showed its members assisting an injured colleague after what it called “double air raids” on the town.

@Step_Agency said: “Warplanes of the Syrian regime forces target the villages of Iffes and Tal al-Sultan in conjunction with the bombing with barrel bombs by helicopters targeting the city of Sarmin in the eastern countryside of Idlib”.

Hosn, Shaam News Agency and Vdcsy said Russian and Syrian regime aircraft carried out dozens of airstrikes against towns and cities including Iffes

@baladinetwork said: “Regime forces bombard with artillery shells and rocket launchers the city of Saraqib and the towns of Iffes and Al-Qarmeed factory in the southeastern countryside of Idlib”.

Airwars assessment

One civilian, a child, was reported killed and at least two civilians sustained injuries after an alleged airstrike of Syrian Armed Forces or Russian Armed Forces on the city of Binnish, in the northeastern countryside of Idlib on February 2nd, 2020.

According to multiple sources, including @syriapostnew1, warplanes attacked agricultural lands located south of the city where internally displaced persons were living. Enab Baladi reported that media activists in Binnish documented “bombing of the Syrian Air Force, near the ‘Al-Zahra Mosque’ in the city”. The mosque is located in the southern part of the city, thus corroborating syriapostnew1’s statement on the location of the airstrike.

Regarding civilian harm, all sources stated that a child was killed during the airstrike on Binnish. Firas Alhmad and Syria. Binnish identified the child as Mustafa Hamidi, a displaced boy from Sheik Idris. According to SN4HR and @anastracey the child was from the village of Mardikh. In addition, most sources noted that ‘other’ or ‘several’ civilians sustained injuries. EnabBaladi and @anastracey were the only sources to say that two civilians had been injured during the airstrike on the outskirts of the city of Binnish.

Sources were conflicted as to who was responsible for the strike. Most sources attribute the attack to Syrian armed forces. SN4HR reported that “Syrian regime fixed- wing warplanes fired missiles on [Binnish] city”. Shaam News Network said both Russia and the Regime were responsible for the airstrike on the city of Binnish, however they consolidated the report into a larger report of strikes across the Idlib governorate. ZamanAlwasl stated that Binnish was bombed by an L39 warplane, without mentioning a specific belligerent.

Baladi Network and Step Agency reported that the warplanes used C-8 missiles to bomb the outskirts of Binnich. Multiple other sources, such as EMC and syriapostnew1, stated that warplanes with heavy machine guns carried out the attack.

The incident occured at 13:52:00 local time.

The victims were named as:

In an event not publicly disclosed at the time, US Africa Command conducted a strike in the vicinity of Jilib on February 3rd, which it later said “did not result in any terrorist deaths, injuries or damage to equipment and infrastructure. Nor did we assess any civilians were killed or injured.”

The strike came to light, along with two others, when Voice of America said in early March that it had been notified of 25 airstrikes to date in Somalia in 2020 – while official records showed only 23 declared strikes. In response to a query from Airwars, an official noted by email:

“The following strikes are missing from your list up to March 10, 2020:

February 1–IVO Jilib

Feb 3–IVO Jilib

Feb 21–IVO Saakow

The three strikes that occurred Feb. 1, 3, and 21 did not result in any terrorist deaths, injuries or damage to equipment and infrastructure. Nor did we assess any civilians were killed or injured. All three strikes were against the al-Shabaab violent extremist organization, to include terrorists or infrastructure. As a matter of policy, we do not discuss the specifics on targeting.”
