Airwars assessment

According to the Step News Agency, “The International Air Force bombed the towns of Abu Hammam, Hajin and Alshakiya in the eastern countryside and no damage was reported.”

However, Al Haal and Qasioun said that SDF artillery strikes wounded a number of civilians.

Airwars understands that the SDF does not have access to artillery, therefore this appears likely to be a Coalition action, whether the result of air or artillery action.

On October 15th an alleged Israeli airstrike killed four civilians identified as Sami Al Khudari (60 years old), his son Nour Al Khudari (19 years old), Hamad Al Khudari, and Mujahed al Khudari and injured many others while they were at their home on Al Nizar street, Al Shujaiya neighborhood in east Gaza.

Reports referenced Nour Al Khudari’s brother, Dr. Fadi Al Khudari, who was working in Al Shifa hospital when he received the news of the death of his brother and father. Majed Al Khudari, a relative of Sami Al Khudari and Nour Al Khudari, reported that 12 members of the wider Khudari family had now been killed in the war. In content posted by Jamal al Khudari and Twitter user @x_blq_h_, footage shows that Dr. Fadi Al Khudari is devastated by the news of the deaths of his father and brother.

A post from Abdul Rahman Majid Al-Khudri also identified Hamed Al-Khudari and Mujahid Al-Khudari as among those killed, along with images of Hamed and Mujahid who appear to be young men.

@ShehabAgency, which reported on the bombing of the Al Khudari family house as well as on another civilian house in the same publication, indicated that these incidents led to “injuries” – without further details on the exact number of civilians wounded, their identity, or which of the locations the injuries occurred. A post from Aatef Sokkar, a neighbor and dear friend of the Al Khudari family who lived only 40 meters from the strike location, reported that “many injuries” occurred.

Where possible, names have been matched with the Palestinian Ministry of Health list of fatalities in Gaza released on October 26th, 2023.

Where sources identified the belligerent, all sources attributed the strikes to Israeli forces.

Airwars assessment

On August 6th, 2023, an alleged Turkish airstrike or drone strike in Jamanki, Dohuk governorate struck a car and killed a civilian named Alain Ismail and seriously injured a civilian named Hashem Shaker.

According to Altaakhi and Kurdistan 24 reports, Alain Ismail had been married five months before he tragically passed away. Further information about Alain Ismail and Hashem Shaker cannot be found within the sources. The Jamanki area where the strike took place is a well known summer resort area, and on a major road connecting districts within the governorate. Roj News, Attakhi, Kurdistan 24, and the Baghdad Times all allege that a Turkish aircraft was responsible, although Ankara has not taken responsibility for the strike or the civilian casualties.

The incident occured in the evening.

On August 30th 2018, the Coalition said it had concluded an assessment of a possible civilian harm incident that was previously unknown to Airwars.

In the report, the Coalition wrote: “February 7, 2018, near al-Sabah Farm, Deir Ez Zor, Syria, via self-report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

The Coalition shared the location of this assessed strike with Airwars. A review of local reports from the area at the time identified no claims of civilian harm.

Wednesday 7 February – Tornados eliminated a Daesh observation post and a booby-trap team, whilst a Reaper struck a building from which fire had been directed at the Syrian Democratic Forces…On Wednesday 7 February, another Reaper tracked a number of terrorist targets in the same area [Euphrates] , allowing two Daesh-held buildings to be struck successfully by coalition fast jets. The Reaper dealt with a third such building used as a firing point against the SDF, whilst two Tornados destroyed a terrorist observation post, then attacked a building from which a Daesh team planting booby-traps was operating.

Between Feb 7th-13th, France reports 26 air sorties, during which two strikes were made in the Abu Kamal sector in support of the SDF fighting the last pockets of ISIS in the Euphrates Valley. .The Wagram Task Force continues its support for security operations in the Euphrates Valley. This week a fire mission was carried out for the benefit of the Iraqi security forces.

At least 11 people from Al-Agha family were killed, including four children and two women, and at least 15 others were wounded after an alleged Israeli airstrike hit two family homes, the al-Agha and Abu Shab residences, in the Khan Younis area of the Gaza Strip on October 11th, 2023.

Though not all victims have been identified, 11 members of the al-Agha family were named by local sources: Amin Jabbara Falouji al-Agha, 61, and his wife, 52-year-old Sana Jihad Muhammad al-Agha (Wadi), were both killed. Their sons, 27-year-old Moamen Amin Jabara al-Agha, 21-year-old Mamoun Amin Jabara al-Agha, 19-year-old Waseem Amin Jabara al-Agha and 30-year-old Muhannad Amin Jabara al-Agha, were also killed. Muhannad was killed along with his wife, Hind Abdel Hamid Abdel Jawad al-Agha (27) and their two young daughters: Talin Muhannad Amin al-Agha, just over two-years-old, and Aseel Muhannad Amin al-Agha, just over one-year-old. Fifteen-year-old Sama Samer Subhi Jabara al-Agha was also killed, as was Yahya Samer Subhi Jabara al-Agha, who has been described as both 11 or 17.

All members of the family appear to have been inside the residences when the strike occurred, and Wafa News reported that at least eight people had been killed from each family. Though most of the deceased appear to have been identified the day of the attack, Yahya’s body was found the following day.

Shehab Agency reported 16 killed and 15 others wounded; Wafa News and Saba News corroborated this death toll, with Saba News referring to “dozens” injured. Still, multiple local sources mentioned that further remains had yet to be identified.

Airwars recorded the identified victims members of Abu Shab family in another incident, coded as ISPT0124a. Though, as some sources only provided a total number of victims from both family houses, there might be some overlap between the estimated number of civilians injured in this incident and in ISP0124a. Airwars will update both assessments once new information is available.

Where sources identified the belligerent, all sources attributed the strike to Israeli forces. Multiple sources reported that the strike occurred without warning.

Where possible, Airwars has found named civilians among the Palestinian Ministry of Health list of names published on October 26th.

Airwars assessment

On 29 August 2023, at least one civilian was reportedly killed by sniper fire from the Syrian Democratic Forces (SDF) in Al Ezba, located in the northern countryside of Deir Ezzor.

According to a tweet from an activist from the local area, Saleh Al-Muhya Al-Atiq was allegedly killed by SDF snipers stationed in Al Ezba. A tweet from @HamamIssa7 mentioned “civilian casualties” in Al Ezba from SDF heavy weapons but did not specify how many and whether they were killed or injured. The incident is amongst reports that the SDF fired heavy artillery on the village of Al Ezba.

The local time of the incident is unknown.

Airwars assessment

A local monitor reported that a number of civilians were injured after the towns of Hajin and al Sha’afa were shelled on May 20th.

According to Sound and Vision, the “continuous bombardment by French artillery aimed at the city of Hajin and the town of al Sha’afa” harmed non-combatant civilians. The report however failed to provide any more details.

Other sources, like the Syrian Observatory for Human Rights, also reported “rocket shelling by French and American forces on sites and areas controlled by ISIS”. None of these local reports however made mention of any civilians harmed as a result of these clashes.

Deir Ezzor 24 also reported the death of ISIS fighter Abdul Sattar Fares al-Ani in the bombardment.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in the alleged Hajin strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

In the same report, the Coalition also assessed reports that they were responsible for civilian harm in the alleged al Sha’afa strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

Between 16th and 22nd May, France reports 34 artillery missions in the Euphrates Valley. French aircraft carried out 12 aerial sorties in support of ground troops but no strikes were conducted.

CHAMMAL SITUATION MILITAIRE DU THEATRE Sur le théâtre irako-syrien, l’activité majeure demeure l’offensive contre les dernières poches de Daech en Syrie. AFRICOM publicly reported two strikes on the same area on the same day – asserting that it had killed 28 al Shabaab militants in total in the vicinity of Gandarshe.  Another four strikes took place at the same location the previous day on December 15th, it said – killing another 34 militants.

“All six airstrikes were conducted in close coordination with the Federal Government of Somalia and targeted a known al Shabaab encampment. U.S. Africa Command and our Somali partners conducted these airstrikes to prevent terrorists from using remote areas as a safe haven to plot, direct, inspire, and recruit for future attacks,” a press release on the strikes stated.

AFRICOM assessed that no civilians were harmed during the strikes.

The fatality range of this event has been set to zero, with 28 assigned to the other – to avoid double counting. The actual numbers killed in each of the two untallied strikes is unknown.

Voice of America revealed additional information about the attacks: “U.S. military airstrikes in Somalia over the weekend destroyed a secret al-Shabab base close to the capital, Mogadishu, and killed at least 62 militants, including 10 middle-ranking commanders, according to Somali officials and intelligence sources. ‘The repeated strikes … targeted the al-Shabab base on a mountain area near Gendershe, where al-Shabab militants have been training new recruits and used to launch attacks against government soldiers and the African Union peacekeepers,’ said Abdifitah Haji Abdulle, deputy governor of the Lower Shabelle region.

“A Somali intelligence official said the militants established the secret base about 53 kilometers south of Mogadishu because of its proximity to the capital and the port town of Marka. U.S. and Somali government forces have targeted other Shabab bases in Somalia’s Lower Shabelle region for years, said the official, who spoke on condition of anonymity. ‘So, the militants decided to set up a new base … close to the Indian Ocean and Mogadishu to avoid the intelligence radar,’ the official told VOA’s Somali Service. Gendershe is a village on the coastal road linking the Somali capital to Marka.”

Associated Press offered a different perspective, indicating preventive measures against an imminent attack: “They were conducted with America’s ‘Somali partners to prevent terrorists from using remote areas as safe havens to plot, direct, inspire and recruit for future attacks,’ Pentagon spokesman Colonel Rob Manning said, noting that no civilians had been killed or injured. ‘The strike has neutralized an imminent attack’ on a military base in the Lower Shabelle region, a Somali intelligence official told The Associated Press, adding that a camp and vehicles were hit.”

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM  confirmed it had separately targeted with two strikes on this date, what it says was an “al Shabaab encampment”, in the vicinity of Gandarshe, Somalia.

To support the Federal Government of Somalia’s continued efforts to degrade al-Shabaab, U.S. forces conducted a total of four (4) precision airstrikes targeting al-Shabaab militants in the vicinity of Gandarshe, Somalia, December 15, 2018.

We currently assess the airstrikes on December 15 killed thirty-four (34) militants.

At this time we assess these airstrikes did not injure or kill any civilians.

All six (6) airstrikes were conducted in close coordination with the Federal Government of Somalia and targeted a known al-Shabaab encampment. U.S. Africa Command and our Somali partners conducted these airstrikes to prevent terrorists from using remote areas as a safe haven to plot, direct, inspire, and recruit for future attacks.

Alongside our Somali and international partners, we are committed to preventing al-Shabaab from taking advantage of safe havens from which they can build capacity and attack the people of Somalia. In particular, the group uses portions of southern and central Somalia to plot and direct terror attacks, steal humanitarian aid, extort the local populace to fund its operations, and shelter radical terrorists.

U.S. Africa Command will continue to work with its partners to transfer the responsibility for long-term security in Somalia from the African Union Mission to Somalia (AMISOM) to the Federal Government of Somalia and its Member States, and U.S. forces will use all effective and appropriate methods to protect the Somali people, including partnered military counter-terror operations with the Federal Government of Somalia, AMISOM and Somali National Army forces.
