Airwars assessment

A local eyewitness resident said that three civilians were killed including a young boy as a result of unspecified mortar shelling on a house in Meshrifa at the western side of Mosul.

An unpublished Amnesty International field report shared with Airwars cited a local resident: “A week before the liberation [27 April], a mortar landed on the side of our brother’s house. The strike killed three of our neighbours, including a young boy. He was in pieces – there were just pieces of his flesh, everywhere in the yard. Two other neighbours were wounded, and they had to bring them to the hospital on vegetable carts because there were no ambulances or vehicles. One of them had lost the lower parts of his legs in the strike. At the hospital, they said, “If the legs are cut, there’s nothing we can do.”

Airwars assessment

Residents of West Mosul and local press sources reported that a named civilian – Khaled Nafie Hassan – was killed by mortar shelling on his house in Rifai neighbourhood, West Mosul. He used to work as a health worker/ nurse. It is unclear who was responsible for the raids.

Moreover, Ahrar Ninawa (local Facebook group) and Ahmed Ks posted a video, showing another victim – killed while on his motorbike (GRAPHIC, see photo below) – and two injured civilians (one child). The last graphic scene of Ahmed Ks’s video shows the dead body of a young boy in a hospital bed. In both posts, aircraft or airstrikes were mentioned as the cause of dead and destruction in Rifai neighbourhood.

Presently no further details are known.

Three civilians died in an alleged Coalition airstrike at the fire station roundabout in Raqqa, according to Raqqa is Being Slaughtered Silently. Sources reported that the three men were firefighters.

According to Syrian Mirror, “The Coalition also targeted the fire brigade roundabout in the city, which resulted in the fall of three firefighters working in the 57th regiment.”

All sources pointed towards the US-led Coalition.

Three civilians, displaced from Palmyra, died in an airstrike on Nazlet Shahata according to local media.

Only one source, @PalmyraRev1, explicitly blamed the Coalition. Other sources referred only to “bombing” and did not identify the culprit.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that after a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.

In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah, Daech continue de perdre du terrain, jour après jour, face aux Forces Démocratiques Syriennes. Les combattants terroristes continuent néanmoins de disposer de solides positions défensives dans le cœur de la ville, à partir desquelles ils mènent des contre-attaques régulières et des actions de harcèlement. En Irak, Les forces de sécurités irakiennes poursuivent leurs opérations de sécurisation de la ville de Mossoul, face à des équipes isolées de combattants qui continuent de mener des actions symboliques de harcèlement. Dans le même temps, Daech consolide ses positions autour de Tal Afar, pour tenter de résister à l’offensive prochaine de la Coalition pour libérer aussi cette ville. In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of three civilians and the injury of another.

Their October 2017 civilian casualty report noted: “During a Coalition strike that engaged an ISIS tactical unit and destroyed a logistics node, it was assessed that three civilians were unintentionally killed and one civilian was unintentionally injured.”

This incident might or might not be related to local reports of civilian harm that day in Raqqa (see S1197 above). We have reached out to the Coalition for clarification.

This is one of the three events in which the Coalition has confirmed to have caused civilian casualties on August 13th — see S1196 and S1197a above.

In July 2019, the Coalition provided Airwars with the coordinates for this event accurate to within a 100m box.

In the past week, (11th-18th) France conducted 27 sorties, including 22 armed reconnaissance and ground support (CAS), 1 refueling outlet and 4 intelligence gathering sorties by Atlantic 2 or Rafale patrols. Two strikes were carried out in the Raqqah region of Syria. They helped support the Syrian democratic forces in their offensive to retake the city.

OPÉRATION CHAMMAL SITUATION En Syrie, A Raqqah, la progression des forces démocratiques syriennes se poursuit. Airwars assessment

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of two civilians and the injuries of three others in an event in northeast Mosul.

Their May 2018 civilian casualty report noted: “near Al Hiri village, Deir Ezzour, Syria via self-report. During a strike on Daesh-travelled roadway two civilians were unintentionally wounded and three civilians were unintentionally killed when they entered the impact area.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box. This places the event right at the border of Syria and Iraq. It is five kilometres away from the al Harri village where local sources had reported civilian casualties from artillery fire on the same day – see S1456.

The local time of the incident is unknown.

Airwars assessment

Three women died and several other civilians were wounded in an alleged Coalition airstrike on the village of Hajeen, according to local media.

The three victims were named by Deir Ezzor 24 as Mansya Samir Al-Aswad; the wife of Eid Mansy Al Aswad; and the wife of Ali Mansy Al Aswad

Some reports appear to have confused elements of the event with CS1716 the previous day. For example Baladi News claimed that “according to local media sources, three women were martyred on Wednesday by the bombardment of a Hajeen hospital east of Deir al-Zour. They explained that they were from one family. The family had previously migrated from the ِAl Baghuoz”.

However, the victim names in this event do not match those of CS1716, indicating that they are two separate incidents.

For January 24th 2018 the Coalition reported: “On Jan. 24 in Syria, Coalition military forces conducted 11 strikes consisting of 15 engagements against ISIS targets. Near Abu Kamal, 11 strikes engaged six ISIS tactical units and destroyed a front-end loader, two ISIS supply routes, four fighting positions and an ISIS line of communication.”
