Airwars assessment

One woman died and others were injured after a suspected Coalition airstrike destroyed a house.

As Associated Press reported: “Iraqi forces have repeatedly requested airstrikes in Mosul, often to kill teams of just two or three IS fighters armed with light weapons. Manhal Munir was sheltering in the basement of his home with his extended family when IS fighters took a position on his roof. They were targeted by an airstrike Sunday morning [July 1st]. The house collapsed. “I just pulled my youngest daughter out with me,” Munir said at a nearby medic station, the toddler on his lap. “My mother was stuck between two large blocks of cement. We tried to free her,” he said, still covered in dust and his eyes red with grief. “After two hours she died.”

Sawef Ateka later published a photograph with the caption “The child (Omar) who lost all his family members in the Old Mosul area and who remains a lonely orphan with no father and mother.” This may relate to strikes on the Old City area on July 2nd.

A senior Coalition official informed Airwars on July 5th that “It is primarily Coalition aircraft conducting AIR strikes in Mosul. It has been a number of weeks since the Iraqis flew there.”

In an incident previously not tracked by Airwars, the Coalition later confirmed the deaths of four civilians in an event near al-Khashmah.

In its April 2019 monthly civilian casualty report, the Coalition noted: “Coalition aircraft conducted multiple engagements against Daesh forces. Regrettably, four civilians were unintentionally killed due to their proximity to the targets.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Coalition raids in the vicinity of ground fighting left at least 2 civilians dead, according to local sources.

Initial reports from ISIS-controlled Al A’amaq Agency blamed the Coalition for the deaths of two civilians. Subsequent reporting echoed that account (they may have been based on Al A’amaq);Al Jarnia and several other outlets named the two civilians as Abd al Ghani Al Sahoud and Moussa al Zagheer. They also noted that the town was the cite of shelling by Kurdish militias as well as coalition strikes.

Shaam News Network also cited Coalition raids and said that “a number” of civilians were also wounded. The Syrian Network said the Coalition was responsible.

Step News agency reported that the Coalition targeted Al Jarnia with 3 raids “which centered on IS positions and cars in the city center killing two civilians and wounded several others.” It noted that ISIL had clashed with the Kurdish led Syrian Democratic Forces in the area.

However, a subsequent Smart News report put the toll of Coalition strikes in Jarnia at four civilians and a further five wounded.

Step News Agency reported that “4 civilians were killed and others injured in an air raid by the international coalition targeting Al Safsafa neighborhood in the city of Raqqa.”

Al Mirsad and Al Amawi also reported raids in the neighborhood and said 4 civilians were killed.

Radio al Kul noted that clashes had taken place during the night between Kurdish forces and ISIL near Ain Issa, shortly after the announcement of the SDF’s campaign to retake Raqqa.

Airwars assessment

Two to four civilians were killed in an airstrike on Al Shaheel, according to local media, though sources were conflicted as to who was to blame.

Two men were killed identified by name by multiple sources.

Al Sharqiya Observatory said that the victims died from wounds sustained in a Coalition strike. Sharqiya Voice also named a victim but didn’t identify the warplanes responsible for his death.

The victim was also named by Euphrates Post, who said that he was killed in air strikes targeting the town of Al-Shuhail near Al-Hassan Mosque and Al-Khabassa Mosque.

Marsad al Hassaka and Euphrates Post reported that two displaced men from Deir Ezzor also died.

According to Deir Ezzor 24 and Sharqiya Voice, Russian warplanes carried out up to seven raids on Al Shaheel.

Smart News Agency said that four civilians died at the hands of unidentified fighter jets.

In the last of three reported Raqaa incidents for July 11th, a civilian firefighting team in the city reportedly died in a coalition airstrike.

According to Al Araby, the Coalition “launched eight raids targeting Daesh sites on the outskirts of Raqqa city. These hit the areas of Al Hamrat, Al Sina’a [Industry] and the Faculty of Science near the shrine of Aweys Al Qarni, killing an entire fire crew team and igniting fires at the target locations.”

Raqqa is Being Slaughtered published several images of fires burning from raids on the city  that night.

In its civilian casualty report for October 2019 – published on December 5th of that year, the Coalition assessed this event as ‘not credible, asserting: “ July 11, 2015, in Raqqah, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2802/CS099 37SEV008785”.

Officials published a location for the event to within 100 metres of where they had remotely assessed the incident.

In a previously unreported incident, the US admitted six months later that it had killed four civilians in an attack on Raqqa, noting that “June 23, 2016, near Ar Raqqah, Syria, during a strike against an ISIL-held building, it is assessed that four civilians were killed after entering the target area after the aircraft released its weapon.“

However, in their April 30 2017 report, the Coalition discounted their credible assessment, stating: “June 21, 2016, near Ar Raqqah, Syria: Number 12 and 13 on the Nov. 9, 2016, U.S. Central Command press release were both based on the same report. The actual assessment was that on June 21, 2016, near Ar Raqqah, during a strike on an ISIS headquarters four civilians were unintentionally killed.”

The credible assessment that they refer to on June 21, 2016 is CS237.

According to the Shaam News Network, “Coalition planes launched raids on al Dalla roundabout and the area of the electricity company in Raqqa which led to civilian deaths and injuries.”

Raqqa is Being Slaughtered Silently reported that Bemo Bank, a six-storey-building, was destroyed in a Coalition strike.

Airwars assessment

Four civilians died and eight were wounded in an alleged Coalition airstrike on Raqqa’s Al Mashlab neighbourhood, according to two local sources. No further details are presently known.

In its December 2017 civilian casualty report, the US-led Coalition acknowledged that on “May 27, 2017 near Raqqah, Syria via media report. During a Coalition strike which destroyed an ISIS headquarters building it was assessed the three civilians were unintentionally killed.” However, because no coordinates were supplied, Airwars cannot determine if the admission refers to the locally reported incident in al Mashlab. The Mashlab incident was one of five civilian harm events monitored for this date in Raqqa.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. For May 26th-27th, the Coalition reported: “Near Raqqah, 12 strikes engaged 11 ISIS tactical units; destroyed seven vehicles, five fighting positions, three tunnels, an ISIS headquarters and an ISIS staging area.“
For May 27th-28th, the Coalition reported: "Near Raqqah, 15 strikes engaged eight ISIS tactical units; destroyed six fighting positions, three ISIS headquarters, an ISIS staging area and a VBIED." For May 27th, it further added that "Near Raqqah, Syria, three strikes engaged an ISIS tactical unit; destroyed a six fighting positions, an ISIS-held building and a weapons cache."
