Airwars assessment

In an incident previously unknown to Airwars, on December 1st 2016 the Coalition said it had concluded an assessment on a possible incident “near Hama, Iraq”. Officials later informed Airwars that the alleged incident in fact took place near Hama, Syria.

The incident was reported in the December 2016 Coalition report as: “Feb. 15, 2016, near Hama, Iraq: No Coalition strikes were conducted on that day in the geographical area.”

In January 2017, the same incident was published with the correct location but incorrect date: “1. Feb. 2, 2016, Hama Province, Syria: No Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.”

In February 2017, the Coalition republished the incident and corrected the date: “1. Feb. 15, 2016, Hama Province, Syria, via social media report: Date correction. This report was previously incorrectly released as Feb. 2, 2016 in the Jan. 2, 2016 monthly report. No Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.”

Airwars researchers have so far found only one report of civilian casualties that day in Hama but the source claims Russia was responsible.

Airwars assessment

Local residents told Airwars researchers that two entire families – 21 people in total – died as a result of alleged Coalition air strikes on their house in Tanak neighbourhood in East Mosul, on March 25th 2016. This was reported in an interview with two witnesses, Jassim Khalaf and Mohammed Sabri, on June 11th 2017. The witnesses told Airwars that eight people belonged to the family of Ahmad Al Ehemed. Thirteen other victims were relatives of Mohamed Fathi Mosa.

In their February 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

An alleged Coalition airstrike on a neighbourhood in eastern Mosul also reportedly killed an entire family.

According to NRN News, “Our correspondent said that the bombing was aimed at the home district council of Mosul by Zuhair al-Jubouri in a neighbourhood used by Daesh. But the rocket landed on the house next door, killing five people consisting of family.”

Local blogger Souad al Azzawi published a photo he said was of the destroyed house in which a mother and four children died. MNN said the children were all girls. And Mosul Eye said a home belonging to the owner of a nearby pharmacy was destroyed.

In the first of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

10 to 40 civilians were reported killed, and 13 to 36 injured following alleged Coalition airstrikes in west Mosul.

Mosul Eye offered a detailed description of affected neighbourhoods, claiming that airstrikes had hit: “– A home in the Muhammadiyah area near the kindergarten which also damaged neighbours’ houses around it and led to the fall of martyrs and wounded

– A house in the Municipalities district

– A house in the Engineers neighbourhood which was sheltering foreigners

– Inside a [further] house in the Engineers neighbourhood

– A residence in the Agricultural district

NRN News reported that Coalition planes bombed a house used by Daesh, killing four members of the organisation, 12 civilians and wounding five others.

They said the aircraft “also bombed the headquarters of the organisation behind the spring Daash hospital“, killing 20 members of Daesh, 15 civilians and wounding eight others.

NRN’s correspondent went on to say that Colation aircraft also targeted another house used by Daesh “behind a restaurant in the neighbourhood of engineers“, killing “seven members of the organisation, including foreigners, in addition to injuring six others“.

The report concluded by saying that there was “serious damage to neighbouring houses, leading to the fall of more than 13 civilians, including women and children.“

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that after a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.

Local sources claimed that families of ISIS members and other civilians were killed or wounded after Iraqi government and Coalition aircraft targeted Daesh convoys fleeing Fallujah to Ramadi Island.

According to the US military blog War Is Boring, Between 9:00 and 10:00 at night on June 28, Iraqi military intelligence detected the movement of numerous vehicles from Fallujah in a southwesterly direction along the road to Amiriyat Fallujah. Iraqi army helicopters took over the job of tracking the movement. Around 10:00 that night, intelligence reports indicated Islamic State militants were fleeing Fallujah — seemingly explaining the huge convoy. Baghdad informed the Americans, but CJTF-OIR denied permission for its warplanes to attack the area in question, as the vehicles in question could be carrying civilians.

The Washington Post also cited US officials as saying they could not immediately determine whether there were civilian casualties.

Based on interviews with Iraqi pilots, War Is Boring continued: The ISIS convoy included more than 400 vehicles, most of which were civilian. Iraqis are convinced that majority of their occupants were militants. So Iraqi pilots took the initiative. They called their political leaders in Najaf and, four hours later, attack orders came down. The first two helicopters took off at 1:30 in the morning on June 29. As they approached the area, they encountered heavy automatic gunfire from the ground. The shooting confirmed to the pilots — this was an Islamic State convoy. The pilots counted more than 400 vehicles. They’d never seen such a huge column before.

Approximately half of the vehicles were destroyed. Coalition aircraft then also joined in the attack: It’s possible that some of the vehicles carried militants’ families — which is apparently why the United States initially refused to take part in the operation. According to CJTF-OIR spokesman Col. Chris Garver, U.S. aircraft eventually did participate in an attack on the convoy, although they specifically avoided the part of the column the coalition suspected of carrying civilians.

The Coalition later reported it had destroyed up to 55 vehicles in its attacks. The Washington Post quoted Coalition spokesman Colonel Garver as saying that ‘for the bombing of the Fallujah convoy, the U.S. Air Force put everything up in the air, including B-52 bombers and AC-130 Spectre gunships.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

In a new reported Coalition civilian casualty event in Manbij on July 17th, five civilians reportedly died when airstrikes hit the city.

All sources were agreed that the wife and two adult children of Al Haj Bahri al Darwish died.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.” However, the Coalition report referred to this incident as taking place on July 16th, not July 17th, as locally reported.

Airwars assessment

Two families including children were reported killed following a Coalition and Iraq government aircraft allegedly struck Rawa in a nighttime strike near the town’s Haji Osman mosque.

According to News of Iraq, names of four victims have been listed.

Reporting for this event and that below (at Akashat and Saada) remains confused.

Given reported British incidents in the area that day, Airwars flagged the incident to the UK’s MoD which said we can confirm that there was no UK involvement in the event.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

On the first day of a major Iraqi and Coalition assault to recapture Mosul, nine civilians including five members of one family were alleged killed in an airstrike.

Iraq News reported “intensive Coalition raids on the areas of Bab al Jadid and Hadbah, west of Mosul, with reports of civilian casualties.” Accordng to Islam Memo, “Nine civilians were killed, including five members of one family, as a result of aerial bombing on Monday morning which targeted residential areas in downtown Mosul.” It said the dead included “an eighty-year-old woman and her son, his wife and two of their children.”

Elements of this incident were later confused by some reports with a separate Mosul event on October 18th-19th.

For October 17th-18th 2016, the Coalition reported that ” Near Mosul, four strikes [2 British] engaged three ISIL tactical units and two staging areas; destroyed 10 mortar systems, five artillery systems, four ISIL-held buildings, four fighting positions, four vehicles, two supply caches, two repeater tower generators, a VBIED facility, and a VBIED; and suppressed four tactical units and three rocket positions.”
