Airwars assessment

An alleged coalition airstrike struck a vehicle on the road between Mosul and Baghdad, which was carrying Jordanian mosque janitor Ahmed Abdul Aqi [sometimes Baqi], his wife and daughter. All three died in the incident. The driver of the car Ahmed al Azzawi (pictured below) also died according to his family.

In a detailed report on the deaths, Alghad Press said that Aqi was making the trip because he was critically ill, and could not receive treatment in Islamic State-controlled hospitals. He had spent days getting the necessary ISIL permits to travel: “He was so poor that he had to sell some of his wife’s jewellery to pay for the trip by taxi.” The alleged airstrike on the vehicle was reported as occurring about 100km south of Mosul, near Kanu: “This was the third such incident in a week which had turned that only route out of the town into a dangerous trap for innocent civilians.

The cousin of the driver later confirmed to Airwars by email that Ahmed al Azzawi had died, along with Aqi’s family, in what he described as an airstrike.

Airwars assessment

An alleged coalition strike on an Islamic State checkpoint in a suburb of west Raqaa reportedly killed 22-year old Omar Huwaidi Al Mueissat when a missile hit the family house.

His 17-year old brother Ali Huwaidi al Mueissat was also reported to have been severely injured in the incident, suffering a broken pelvis and wounds to the abdomen and chest.

Raqqa is Being Slaughtered placed the event in the Al Sabahiah area of West Raqqa.

Reports placed this incident somewhere between July 18th and 24th.

In its civilian casualty report for October 2019 – published on December 5th of that year, the Coalition assessed this event as ‘not credible, asserting: “July 18, 2015, in Raqqah, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2804/CS103 37SEV008785”.

Officials published a location for the event to within 100 metres of where they had remotely assessed the incident. After Airwars pointed out that the event had taken place in the Al Sabahiah area of West Raqqa, the Coalition agreed to again review the case.

In the first of their March 2020 civilian casualty reports, the US-led Coalition again assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

The local time of the incident is unknown.

Airwars assessment

The United Nations Assistance Mission in Iraq noted in January 2016 that two possible civilian casualty incidents had taken place in Ramadi. The Coalition has confirmed carrying out strikes in the vicinity that day.

According to UNAMI, “On 3 September an airstrike hit a bridge in Jazeera al-Khaldiya, around 20 kilometres east of Ramadi, Anbar, killing 46 civilians and wounding 20. Another source confirmed the incident but stated that the casualties were ISIS members. UNAMI/ OHCHR was not able to confirm the number of casualties or their status.

On the same day, another airstrike reportedly hit a residential area in eastern Ramadi, killing 28 civilians. A single source reported this second incident and UNAMI/ OHCHR was unable to verify it.”

At the time of the incident, local media blamed the Iraqi military, with claims on Facebook for example that “Iraqi medical sources say that 46 people have been killed, most of them women and children, with two dozen others injured, in the bombing by Iraqi warplanes of a transit area on the Euphrates River on Khalidiya island northeast of Ramadi.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “September 3, 2015, in Jazeera al-Khaldiya, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2813/CI101 38SLB628993”.

The Coalition published a location for the assessment identifying to within 100 metres the area where it had focused its review.

Airwars assessment

A single source alleged that a Coalition strike at Kabisa City near Hit in Anbar had killed four civilians.

A Coalition report issued in December 2016 noted: “After a thorough review of the facts and circumstances of each alleged civilian casualty report, CJTF-OIR assessed that the following 12 reports received in October are non-credible. Non-credible means that at this time there is not sufficient evidence available to determine that, more likely than not, a Coalition strike resulted in alleged civilian casualties…. 2. Oct. 9, 2015, near Kabaisa, Iraq: Insufficient evidence available to determine credibility.”

In July 2017 it also added: “Oct. 9, 2015, near Al Kabisa, Iraq, via Airwars report: The report contained insufficient information of the time, location and details to assess its credibility.”

Airwars assessment

In an incident previously unknown to Airwars, on December 1st 2016 the Coalition said it had concluded an assessment on a possible incident “near Hama, Iraq”. Officials later informed Airwars that the alleged incident in fact took place near Hama, Syria.

The incident was reported in the December 2016 Coalition report as: “Feb. 15, 2016, near Hama, Iraq: No Coalition strikes were conducted on that day in the geographical area.”

In January 2017, the same incident was published with the correct location but incorrect date: “1. Feb. 2, 2016, Hama Province, Syria: No Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.”

In February 2017, the Coalition republished the incident and corrected the date: “1. Feb. 15, 2016, Hama Province, Syria, via social media report: Date correction. This report was previously incorrectly released as Feb. 2, 2016 in the Jan. 2, 2016 monthly report. No Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.”

Airwars researchers have so far found only one report of civilian casualties that day in Hama but the source claims Russia was responsible.
