Airwars assessment

Yaqein reported on the aerial bombardment of International Alliance aircraft on the districts of Anah, injuring 7 civilians. However, in two later reports, the news agency stated that the Iraqi army launched air raids targeting residential areas. The US-led Coalition later accepted responsibility for the event, saying it had unintentionally injured seven civilians.

The Iraqi Spring Media quoted the town council chief Abdul Karim al-Ani who confirmed the injury of 7 civilians, including children. He also stated that the Rafidain Bank was targeted.

In its July 2018 monthly report, the Coalition noted: “September 7, 2017, near Anah, Iraq, via Airwars report. During a strike on Daesh command and control nodes, seven civilians were unintentionally injured.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars assessment

Up to seven civilians including two women and a girl died in an airstrike on a school sheltering displaced people in Mazloum village, eastern Deir Ezzor, according to local media. Though local sources were conflicted as to whether the Coalition, Russia or the Syrian regime were to blame, the village did appear to have been the target of a regime offensive.

The Syrian Observatory for Human Rights attributed the event to the Coalition, putting the death toll at at least seven with more injured – many, it said, in a serious condition. According to Deir Ezzor News, which didn’t identify the culprit, “Seven people died and a number more were wounded as a result of the bombing of a school that housed displaced persons in Mazloum village in the eastern suburb of Deir Al-Azur.

The shelling targeted a school sheltering displaced people from the village of Al-Maraiya, killing seven civilians, including a girl and two women, and wounding several others. The number of martyrs is likely to increase due to the large number of wounded, and a significant shortage of medicines and medical services in the village, and there is a state of inability to treat a number of injuries”.

However, the majority of sources – Syria Press Center, SMO, Marsad al Hassaka and Euphrates Post – blamed Russia. According to the Syrian Network for Human Rights, however, the regime carried out the attack. It put the death toll at six including a girl and two women.

Other sources added that dozens more civilians were injured in the event – though some did not identify the warplanes responsible.

Four days after the event, Euphrates Post noted “The movement of displaced people from the towns of Mazloum, Mrat and Khaisham Tahtani as a result of artillery shelling by the regime forces located in the town of Al-Marayya.”

There were more than 50 raids fired onto the vicinity.

‘Wednesday 13 September – a Reaper twice engaged terrorists on foot, as well as a truck-bomb, whilst Tornados and Typhoons struck a Daesh building, all near Dayr az Zawr…On Wednesday 13 September, another Reaper continued patrolling near Dayr az Zawr. It used two Hellfire missiles to attack terrorists spotted on foot, then employed a third missile to destroy an armoured truck-bomb positioned next to a main road. A mixed Tornado and Typhoon pair meanwhile targeted a group of Daesh in a building nearby, scoring a direct hit with a Brimstone.’

Local media reported on the death of a civilian male following alleged US-led Coalition strikes in the Jamaa al Shamati area of Raqqah.

Reports of his death came amidst reports of the destruction of Al Shamati mosque in Raqqa city, though only one source connected the death of Ahmed Taher al-Khatib with the destruction of the mosque. Raqqa is Being Slaughtered later published a photo of the victim, and said he died at Jamaa al Shamati.

All sources blamed the US-led Coalition for loss of civilian life and the material destruction.

Airwars assessment

Local media outlet Yagein claimed that hundreds were killed and wounded following alleged US-Coalition strikes on Metebija, in the east of Salahadin province. The Iraq Spring Media Center also alleged the Coalition conducted raids in the area, though it did not refer to civilian casualties.

A source who spoke to Yagein claimed: the Coalition aircraft bombed several areas in al-Mutaybayjah east of Salah al-Din targeted vehicles carrying an explosive device. It added that the bombing caused deaths and injuries but numbers had not been confirmed. Houses were also destroyed. The heavy bombardment of Coalition aircraft came to block any attempt by the organization [IS] to carry out any surprise attacks from Al-Mutaybayjah to break the siege imposed on it.

Two named civilians died in an airstrike on the al Hawaji crossing near al Shaheel in Deir Ezzor, according to local media. It is currently unclear which party was to blame for the deaths. While no source explicitly blamed the US-led Coalition, many didn’t identify the culprit. Other sources, however, pointed to both Russia and the Assad regime.

The Syrian Observatory for Human Rights put the death toll at two and said that Russian warplanes were “believed” to have carried out the attack. But according to the Syrian Network for Human Rights, the regime was to blame.

Two victims were named by Euphrates Post (though it didn’t say which party was responsible for their deaths).

Deir Free, however, attributed the men’s deaths to Russia.

A mass civilian casualty event reportedly took place on the Al Bedou neighbourhood of Raqqah city, following alleged US-led Coalition strikes, according to multiple local sources.

According to local monitors 40 civilians died, with reportedly a total of “around 60” suspected either killed or injured. The strikes were said to have targeted or struck an apartment building in the neighbourhood where civilians were located, and bodies were expected to be still under the rubble. Baladi reported on the significant material destruction caused including the “demolition of houses”.

According to tracked sources,”unprecedented American bombing that took place last night caused the collapse of a number of buildings in the vicinity of the municipal stadium” with the source adding that “a number of buildings cracked and collapsed in the area of ​​the White Garden and Al Bedou neighborhood around the municipal stadium, which led to the fall of a large number of martyrs and wounded and many of those are trapped under the rubble”

At present information is limited, Airwars will update the entry when new information comes to the fore regarding civilians killed.

Local media reported unspecified civilian casualties following alleged US-led Coalition airstrikes near Al Sa’ada village in the vicinity of Markada, Hasaka governorate, in the early hours of Sunday. People of the villages of Al-Harith, Al-Sa’dah Al-Gharbia, Al-Ashiteh Al-Gharbi, and Jana’a, all close to Markada, were reportedly displaced as a result of the air raids, Euphrates Post said.

Deir Ezzor Media Center [pro-SDF], quoted an eyewitness close to one of the villages: The shelling led to the destruction of Daesh convoys in the villages mentioned except for the village of West Shaada, where the shelling resulted in the fall of a house on one of its residents and spread a state of panic in the village. This, in turn, led to the displacement of the villagers towards Shaddadi. The source attributed the strikes to aircraft belonging to the International Alliance.

Presently, it is unclear how many civilians were affected, though several reports said that there were civilian casualties.

Euphrates Post reported that “artillery shelling from the Iraqi side on the village of Al-Harri killed an old woman and a young woman from the Hilou saleh al Mashouh family and Mohammad Al-Hizam Al Ammash“.

Al Araby, blaming shelling by Iraqi forces, put the death toll at three including two women.

Eldorar added: “local media sources said that the Iraqi army targeted the town of Harri in front of the Iraqi border with a number of artillery shells, killing three people, including two women, one elderly.”

Deir Ezzor 24, also blaming “artillery shells from the Iraqi side” put the death toll at three with ‘dozens’ more wounded.
