Airwars assessment

Three civilians were reportedly killed when an alleged Coalition airstrike hit an ISIL car belonging to the religious police, known as Hasba, killing four of its members.

The men were reportedly arrested by the religious police and were being transported in their car when they were killed.

A number of local sources named two of the men, meanwhile the third man was not identified.

One of the ISIL members killed was named as Abu Hazifa al Ansari.

One man, named as Eyad al Khalaf al Jassem, was reportedly in the vicinity of the strike, but was not seriously injured.

Four sources said the Coalition was responsible for the strike.

No further details are currently available.

For May 15th-16th the Coalition reported: “Near Raqqah, eight strikes engaged seven ISIS tactical units; destroyed four vehicles, two fighting positions, two VBIEDs, a front-end loader and a supply cache; and damaged an ISIS supply route.” It was later also noted that “Additionally, one strike was conducted in Syria on May 15th that closed within the last 24 hours. Near Raqqah, one strike destroyed an ISIS headquarters.”
For May 16th-17th, the Coalition reported: “Near Raqqah, six strikes engaged five ISIS tactical units; destroyed five vehicles, two VBIEDs, two mortar systems, and an ISIS storage facility; and damaged an ISIS bridge.” The Coalition also additionally reported that on May 16th “Near Raqqah, one strike damaged an ISIS supply route,” and that “Near Raqqah, Syria, on May 16th, one strike engaged an ISIS tactical unit and destroyed six ISIS-held buildings, four ISIS tunnels, two fighting positons, and one tactical vehicle.”

Airwars assessment

Up to three civilian men died as a result of a Coalition airstrike on Mansoura, local media said.

According to the Syrian Observatory for Human Rights on May 30th, “two men died following injuries they had sustained in shelling by the International Coalition’s warplanes on areas in al-Mansoura town in the western countryside of al-Raqqa”.

In June 2019 the Coalition accepted responsibility for this event. Its monthly civilian casualty report noted “Coalition aircraft conducted an airstrike against a Daesh fighting position. Regrettably, one civilian was unintentionally wounded due to their proximity to the strike.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

In May 2020 in its annual civilian harm report to Congress, the Pentagon declared this to have been a US action.

Smart noted that “warplanes likely to be from the International alliance launched two raids on the Romaniya and Rumayla neighborhoods in the city, killing three civilians and wounding six others in Rumaila, who were working on a nearby tractor. One additional person died at Romaniya.”

"Friday 2 June – Tornados and Typhoons destroyed an armoured truck near Raqqa, and attacked eight targets in Mosul…A mixed Tornado and Typhoon pair used a Brimstone to destroy an armoured truck moving along a main road on the outskirts of Raqqa on Friday 2 June. Two other flights operated over Mosul, where attacks were delivered in very close support to the Iraqi forces, hitting eight Daesh positions with a mix of Brimstones and Paveway IVs. The targets included three machine-gun teams and three groups of terrorists armed with rocket-propelled grenades. In addition, a truck-bomb, concealed close to one of the positions, was also fortuitously detonated by one of the attacks."

On the 15/6-17, the French MoD reported: "In the past week, France reports his 31 sorties, 28 of which were Armed Reconnaissance or Ground Support (CAS) and 3 were intelligence gathering. Sawlf Ateka reported the dead civilians as Mishan Mohammad Qasim al-Hiyawi and his grandson Hashim Firas. Other sources identified the two as victims but did not clarify who was responsible.

Saturday 17 June – Tornados and Typhoons struck a Daesh-held building in Raqqa and six terrorist targets in Mosul…On Saturday 17 June, Tornados and Typhoons suppressed a Daesh position in Raqqa, and struck six more positions in Mosul, again using a Brimstone and Paveway IV mix to deal with snipers and a machine-gun team.

Airwars assessment

A local woman reported that eleven members of her family – mostly children – died in an airstrike on June 20th. Civil defence units sought to retrieve the bodies on June 29th with Mrs Mohammed in attendance.

Reporter Sam Kimball, who accompanied the recovery, incuded the following report: “Nadia Aziz Mohammed, 47, at left, watches as an excavator from #Mosul‘s Civil Defense team digs out the meters-deep rubble of her former home inside Mosul’s Old City, searching for bodies. Nadia lost 11 family members in an airstrike that pulverized her home, which she says was carried out just 9 days ago by Coalition air forces in an effort to kill an #ISIS fighter on the roof, a major and ongoing cause of civilian deaths in the battle. She fled Mosul in 2014 when #IslamicState fighters executed her husband, an #Iraq‘i military officer. Now she returns to her neighborhood, while the final shots are fired by Iraqi forces and ISIS fighters only 200 meters away, to claim the bodies of nieces, nephews, and cousins. “Why?! When they have such precise technology, why don’t they know they are striking a bedroom full or women and children?!”

A senior Coalition official informed Airwars on July 5th that “it is primarily Coalition aircraft conducting AIR strikes in Mosul. It has been a number of weeks since the Iraqis flew there.”

Mohab Naser also named the vicitm as killed by “warplanes”, but didn’t identify the culprit.

For June 23rd-24th, the Coalition reported: “Near Raqqah, 21 strikes engaged 15 ISIS tactical units; destroyed 10 fighting positions, six vehicles, a VBIED, an ISIS staging area, a tactical vehicle, a mortar tube, and a mortar system; damaged an ISIS supply route; and suppressed an ISIS tactical unit.” It additionally reported that “On June 23, near Raqqah, Syria, seven strikes engaged four ISIS tactical units and suppressed two ISIS tactical units.”

For June 24th-25th: “Near Raqqah, 25 strikes engaged 17 ISIS tactical units; destroyed 16 fighting positions, five vehicles, two ammo caches, a recoilless rifle, a supply cache, and a UAS launch site; and suppressed an ISIS tactical unit.” It additionally reported that “On June 24, near Raqqah, Syria, one strike destroyed two fighting positions.” And that “On June 24, near Raqqah, Syria, one strike engaged an ISIS tactical unit, destroyed 19 fighting positions and two vehicles, and damaged a weapons cache.”

19 strikes were made by French aircraft in Iraq and Syria in the last week. Most of them were carried out in the battles of Mosul and Raqqah. These strikes were aimed at groups of Daech fighters. The other strikes were carried out in Syria and targeted regrouping and refueling areas used by jihadi fighters. Task Force Wagram carried out 16 artillery strikes in Mosul.
