An internal CENTCOM report cited a Tweet on January 23rd as claiming that 6 members of one family had been killed in a Coalition strike in Anbar province.

The identity of the tweeter was redacted in a publicly-released version of the file, though they were described as “Pro-ISIL… reported coalition airstrikes killed 6 family members in the area of At Tash in Ar Ramadi on an unspecified date.”

Two coalition airstrikes numbered 1917 and 1921 were identified as possible culprits.

However it was then noted that it was “Impossible to correlate two strikes above with allegation.” It was subsequently decided the claim was “Not credible. No further inquiry required.”

On the 25th of December, 2023, a declared U.S. airstrike was conducted against the headquarters of the Popular Mobilization Forces (PMF) in Hilla, central Iraq, reportedly injuring two female civilians: Shadhadan Karim Mirza, and Wasnah Maher Kahem. One member of the PMF was also killed and up to 19 other members of the PMF and other militant groups were injured.

On the 25th of December, the White House released a statement revealing that President Biden had “directed strikes against three locations utilized by Kataib Hezbollah and affiliated groups focused specifically on unmanned aerial drone activities”.

On December 26th, US Central Command (CENTCOM) posted an acknowledgement on X / Twitter that “in response to multiple attacks against Coalition forces in Iraq and Syria, U.S. military forces launched airstrikes on multiple facilities used by Kataib Hezbollah and its affiliated groups in Iraq at around 8:45 PM (EST) on December 25th”.

During the course of the day on December 26th, Al-Jazeera stated that the US strikes had “killed one member of the Iraqi security forces and wounded 18 people, including civilians”, whilst ‘The New Arab’ reported that “at least one person was killed and 20 wounded in a U.S. strike that targeted a site belonging to the Iran-backed PMF (Hashed al-Shaabi) forces in the central city of Hilla”.

Several local news organizations also reported on the airstrike. Altaakhi News reported that “the number of wounded among the Hashd reached 8 members, in addition to killing one of them, 8 wounded from the Academy Police, two wounded from the rescue service and one wounded from the Civil Defense, in addition to the wounding of two civilians”. An identical statement on the bombing was made by ‘Observer Iraq’ and also by Rudaw News, which additionally posted a video showing the site of the bombing. On the 26th of December, ‘Jabla al Habiba’ posted several images of the wounded being treated at a local hospital.

One independent journalist, Yasser Al Shommari, posted a list of names of those harmed as a result of the airstrike, including members of the police, the Hashd and civilians. The two civilians injured were described as two “housewives”: Shadhadan Karim Mirza and Wasnah Maher Kahem, born in Babel in 1972 and in 1971 respectively. On December 26th, the news website ‘Jabla Al Khair’ also posted an image showing a Babylon Health Department document (Ministry of Health). This document contained the names of those who had been wounded in the airstrike (including Shadhadan Karim Mirza and Wasnah Maher Kahem), in addition to the name of the one individual known to have been killed.

The PMF’s information directorate, in a Facebook post dated the 26th of December, identified the man killed as a member of the ‘45th Brigade’: Derih Ali Hassan Al-Amiri, and confirmed that his funeral had taken place.

US Central Command (CENTCOM) denied that any harm to civilians had occurred as a result of the airstrike, stating “there are no indications that any civilian lives were affected”.    

The incident occured at approximately 8:45 pm local time.

U.S. CENTCOM conducts strikes against Kataib Hezbollah terrorist group targets in Iraq

In response to multiple attacks against coalition forces in Iraq and Syria, U.S. military forces conducted airstrikes against multiple facilities used by Kataib Hezbollah and affiliated groups in Iraq at 8:45 p.m. (EST) on Dec. 25.

Earlier in the day, Iranian sponsored Kataib Hezbollah terrorists and affiliated groups attacked coalition forces at Erbil, Iraq resulting in several injuries.

Early assessments indicate that these U.S. airstrikes destroyed the targeted facilities and likely killed a number of Kataib Hezbollah militants. There are no indications that any civilian lives were affected. The U.S. military will continue to evaluate the effectiveness of these strikes.

"These strikes are intended to hold accountable those elements directly responsible for attacks on coalition forces in Iraq and Syria and degrade their ability to continue attacks. We will always protect our forces," said General Michael Erik Kurilla, U.S. Central Command Commander.

Sources reported that five unnamed civilian were killed – along with fighters with the al-Nusra Front – in an airstrike on the Syria-Turkey border town of Atama. The building targeted was described as the local headquarters of the al-Nusra Front, an al Qaeda linked faction occasionally targeted by US forces.

Photographs and videos depicted heavy airstrikes within the town, which is also in near proximity to a camp for internally displaced peoples (IDPs.).

According to Siraj, six non-combatants died in the attack, which “completely destroyed a number of houses, and caused material damage in others. The hospital in Atma also sustained minor damage, in the area west of Afrin majority inhabited by Syrian Kurds.”

Hawa cited local residents as saying that following the attack, “elements from Al Nusra Front surrounded the scene of the bombing and prevented civilians from approaching, along with the closure of many shops in the town to its doors after the bombing.”

A later assessment by Forensic Architecture used imagery analysis to identify the location of three airstrikes at Atama, concluding that the attack took place 900m from the nearby IDP camp. As a summary noted, “The case uses clips found in social media websites online to investigate three air strikes on 8 March 2015, near the town of Atimah in Syria and the displaced persons camp of the same name, both abutting the Northern border to Turkey. Shortly after the strikes, several people recorded the incident and uploaded their videos and images online, both on Youtube and Twitter. The case was reported by Airwars who provided Forensic Architecture with the primary analysis and narrative. The Forensic Architecture team identified the location of the strikes close to homes and a public building, and only 900m from the edge of the camp where more than 30,000 people are sheltered. No nation has so far claimed responsibility for this attack, though the target seems to be al Qaeda militants, that operated in the area. The strike reportedly killed six civilians”

Three civilian men were reported killed in a combined ground and air assault on the village of Umm Hajra.

The Hassakah Youth Union blamed the attack jointly on Kurdish ground forces – which it said had mortared the town – as well as Coalition airstrikes: “This is even though the village is free from the presence of Daesh, who withdrew to Mount Abdulaziz after [Kurdish] militia units took control of nearby Al A’lia.“

A US night time airstrike on a vehicle carrying alleged al-Nusra Front personnel also killed two passing civilian motorcyclists. They were later identified by the Syrian Network for Human Rights as two cousins aged 25 and 30. Both worked in the local shoe industry.

In January 2016 CENTCOM confirmed that its airstrike had targeted “a vehicle carrying Khorasan Group Leader Muhsin al-Fadhli.” A US post-strike assessment had then concluded that “two civilians on a motorcycle were likely injured.” CENTCOM’s omission of the deceased mens’ details indicated that credible external sources were not playing a major role in US casualty assessments.

In July 2019, the Coalition provided Airwars with coordinates for the event, accurate to within a 100 metre box.

In December 2019, the Coalition declared that it was treating a second alleged civilian harm event in Raqqa on this date (CS093) as a duplicate claim.

Citing a ‘medical source in the city, al-Gharbiya eported that “a young man was killed as a result of the bombing was carried out by one of the [Coalition] warplanes on the neighborhoods of the city of Qaim,” indicating that “this led to the wounding five other civilians, including two children under ten were injured, as well as extensive material damage to homes and property. “

In its monthly civilian casualty assessment for October 2019 – published on December 5th of that year – the US-led Coalition assessed this event to be ‘non credible’, noting: “August 18, 2015, in Al Qaim, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2810/CI092 37SFU833078”.

Five non-combatants were reportedly killed and four more injured after an alleged Coalition airstrike hit a home at Hammam al-Alil.

According to NINA, “international Coalition aircraft bombed residential neighborhoods in the Hamam al-Alil area, and the shelling resulted in the deaths of five civilians, including a child, and the wounding of four others.” A Daesh hummvee was also reported damaged in the attack.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

Three professors from the University of Mosul were among four civilians and a Daesh official reported killed in an alleged Coaliton airstrike.

According to the National Iraqi News Agency, Salah Mohammed Afri, responsible for student affairs, “was killed along with two [or three] professors appointed by Daesh to the Faculty of Dentistry at the University of Mosul. They died at a medical complex on the edge of the campus.”

ARA News, citing a Nineveh police official, suggested that the attack had deliberately targeted four university employees and a Daesh official, all of whom were pro-ISIL.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.
