Two unnamed civilians were reported killed by an alleged Coalition airstrike on al Rutba.

According to Shaam News, “two civilians were martyred by the bombing of the international coalition aircraft on al Rutba village north of Raqqa.” Al Araby al Jadid also reported that “Civilians were killed and wounded in raids by the international coalition on the villages of Qortoba and al Rutba in the northern Raqqa countryside in conjunction with clashes between Daesh and the Kurdish militias near the area.”

Airwars assessment

A Coalition or Iraq government airstrike on a vehicle killed one civilian and injured others, according to a Human Rights Watch investigation.

According to HRW a strike on a vehicle at al Ashwa, 80 kilometres from Mosul in December 2016 killed one civilian named and wounded 11 others. It said the apparently unlawful attack, in an area held by Islamic State, was most likely carried out by the Coalition or Iraqi government forces.

According to the report interviews with six witnesses to the attack and aftermath uncovered no evident ISIS target in the vicinity. Both the Iraqi military and coalition forces were conducting airstrikes and ground-based attacks in areas outside of Mosul, but Human Rights Watch was unable to identify the attacking force or the weapon used. The laws of war prohibit deliberate or indiscriminate attacks against civilians.

Attacking forces are obligated to take all feasible precautions to avoid harming civilians, including by first identifying the military target, said Lama Fakih, deputy Middle East director at Human Rights Watch. The large numbers of families on the move in the ISIS-held territory are especially vulnerable to attacks.

The NGO also noted that Because of the possible laws-of-war violation, all government forces involved in the attack should conduct a thorough, impartial, and transparent investigation to determine whether it was unlawful… The governments should pursue war crimes prosecutions as appropriate and pay compensation or amends to victims. Under Iraqi law, a governmental committee is empowered to provide payment to victims of ‘terrorism and military errors.

In their June 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

As many as 22 civilians were reported killed, and 29 injured, in airstrikes by an unspecified party in eastern Mosul according to local media.

Citing a local source, Shafaaq reported that five people were killed and four others wounded after an “unidentified warplane” opened fire from it’s “machine gun” in southeast Mosul.

One relative posted on Facebook that their cousin, Younis Hassan Abdullah al-Badrani was killed along with 10 family members in an aerial bombardment.

Iraqi Spring Media Center reported a total of 22 civilian deaths and 29 injuries, “mostly women and children” in Coalition airstrikes on the eastern side of Mosul.

According to Team Correspondents, the deaths occurred in “Mushayrifa, New Mosul and Hermat and Ma’moon neighborhoods.”

Buzzfeed reported in 2017 that 15 civilians died in an event at Mamun:

Four civilians including a mother and daughter were reported killed in an alleged Coalition morning strike on Raqqa al Samra, east of Raqqa city.

Euphrates Post cited local civilian sources as saying that “Coalition aircraft targeted with highly explosive rockets residential homes in Raqqa al Samra which caused the deaths of four civilians, including a woman and her daughter and seven injured, including three critical cases were transferred to hospitals in the city of Raqqa.” It later reported that Coalition warplanes targeted residential houses with missiles, killing four non-combatants including a woman and her child. The source added that a further seven people were injured, three critically.

One civilian died and three others were wounded in an alleged Coalition airstrike on Al Tabaqa, according to local media.

Shaam News Network said that three civilians were wounded in a Coalition strike. LCCSY named Nour Riyad al Ayyash, from Deir Ezzor, as a victim. An Eye on Raqqa also named the victim and blamed the Coalition, as did Syria2011 and the Syrian Popular Movement. RBSS didn’t say who was responsible for his death.

According to the IS propaganda outlet Al Raed La Yakzub Ahlahu, the Coalition carried out three raids on Al Tabaqa that day.

According to the report, “Feb. 20, 2017, near Raqqah, Syria, via social media report: After a review of available information and strike video it was assessed that no civilians were harmed in this strike.”

The Coalition provided the coordinates 37SEV 01288 76741 to Airwars, which did not match any other alleged event in the city that day we were aware of.

For Feb 25th-26, the Coalition reported: "Near Mosul, seven strikes engaged four ISIS tactical units; destroyed 15 fighting positions, 11 mortar systems, three vehicles, three weapons caches, two ISIS-held buildings, two VBIEDs, a sniper position, an ISIS headquarters, two heavy machine guns, an artillery system, a UAV staging area, and a supply cache; and suppressed 14 mortar teams, two ISIS tactical units, an artillery team and a rocket-propelled grenade team."
