Airwars assessment

Two children and a 46 year old male were reported killed during four alleged Russian strikes in the evening on Anadan. Another man was also named as a victim by VDC. Eyewitnesses described at least one secondary, or ‘double tap’ strike.

A local medic told Qassioun: “Between the afternoon and evening Russian planes carried out intensive raids on areas in the northern Aleppo countryside which led to dozens of injured and three deaths. One of the martyrs is a ten year old boy, a young man of 17 years old and a 40 year old man. The injuries are very serious.”

Smart TV showed footage of Russian aircraft which it said was filmed near Aleppo: “Spotted at 17:30 in the evening, for the first time, one of the Russian planes in the sky of the city of Aleppo on their way to carry out raids on the villages and towns of the countryside.”

And Ibrahim Kharfan, a rebel in the town, insisted only civilian areas were being targeted: “The Russians are claiming, along with the regime and all those supporting this rotten regime they are claiming they are targeting [military] bases. We are here in Anadan and everything you see here is civilian houses. All the bombing now is being directed at civilians’ houses.”

While there was near consensus that Russia was responsible, VDC continues to list both boys as having been killed in a US-led Coalition strike.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no strikes were conducted in the geographical area at the time.

Although Russia reported 20 combat sorties for October 6th 2015, no reference was made to strikes in Aleppo governorate. The Russian MoD also intimated that opposition forces were faking reports of civilian casualties: “It cannot be ruled out that now terrorists are intentionally preparing acts of provocation such as detonation of mosques in order to demonstrate fake photos and videos to indict the Russian aviation.”

Airwars assessment

The Syrian News Network reported Coalition strikes on the village of Huwaij to the west of Al Hassakah. Step News also reported that “Coalition aircraft targets ISIS-run center in the village of Al-Huwaij and for information on the size of the losses yet.”

It was claimed in an associated SNN website comment by Suleyman Suleyman that “Coalition planes launched raids on al Huwaij village in western Hassaka? Why don’t you mention that seven civilians were martyred in the village, five children, their mother and a woman visiting them. Or is that not allowed because the planes were American and Gulf ones?”

No additional details are presently known regarding this claim.

In its January 2020 civilian casualty report, the US-led Coalition assessed this event to be non credible, saying there was insufficient information to make a determination.

Airwars assessment

One or more non-combatant males were reported killed in an alleged Coalition strike at Ma’adan by a number of sources. All were agreed that one unnamed man was killed and seven people injured.

The Damascus Centre for Human Rights Studies and Raqaa is Being Slaughtered listed, Munzer Ali Al A’asskar, as having been killed in the event. However Munzer was listed by Syrian Martyrs as a ‘child’ having been killed on September 26th.

In its monthly civilian casualty report for November 2019 – published January 2nd 2020 – the Coalition said it had assessed the event as ‘non credible’ based on available information, noting: “September 28, 2015, in Ma’adan, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

The Coalition provided coordinates showing within 100 metres squared where it had focused its research.

France’s first air strike in Syria was alleged to have killed at least 30 child soldiers of Islamic State, according to reports.

The attack – which France later declared was a five-hour raid by multiple aircraft on a ‘Daesh training camp’ – targeted among other sites a palm grove at Al Shalkha, near the town of Jala’a.

Al Mayadeen cited a ‘senior source’ who alleged that five French Rafale aircraft “targeted a camp of so-called ‘Cubs of the Caliphate’ aged between 14 and 18 years, killing fifty of them.” The source added that the deaths “have raised the ire and wrath of local people towards Daesh. for forcing their children to attend training camps.”

According to the Syrian Observatory, not all of those killed were child soldiers with the dead also including “Arab fighters from North Africa and Syrian, and Iraqi fighters.” ISIL had been recruiting child soldiers in the areas it occupied since the start of 2015 reported SOHR: “They are ‘adults and are responsible for their decisions’, as the organization puts it.”

Asked to clarify the status of child soldiers according to the laws of war, Dapo Akande, Professor of Public International Law at the University of Oxford, told Airwars: “With regard to child soldiers, the fact that they are children will not change the law regarding whether they can be targeted. If they are members of an organized armed group or taking direct part in hostilities they can be targeted – even if they are doing this against the wishes of their families (or even against their own wishes).”

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

An adult male named as Muhammad Khalifa al Hasan – a civil engineer from Bokros in Deir Ezzor – was allegedly killed in a Coalition strike according to some sources. Others said he had died in a regime attack.

A Facebook page covering the locality of Deir Ezzor, where the victim is from, noted that Mr al Hasan “is an engineer with a Masters from the university of Kyoto in Japan and he has degrees and experience from Holland.”

Airwars assessment

Six civilians were reported killed and 10 injured in either a Coalition or Assad regime airstrike.

According to the Syrian Observatory for Human Rights, “Six civilians were killed including children while no less than 10 others were wounded by the aerial bombardment by the U.S led coalition warplanes in Jadid Akidat in the eastern countryside of Der-Ezzor this morning.”

The monitoring group later added that a woman was among the dead. Smart News also reported the deaths and injuries of “a number of civilians.”

Qasioun instead described an afternoon Coalition targeted strike on a vehicle, and made no mention of civilian casualties. And the Syrian Press Centre attributed the raid to Assad regime aircraft, stating that “Regime warplanes targeted houses in the village of Jadid Akidat which led to the wounding of five civilians. They also targeted in another raid the head quarters of Al Zakat (Islamic tax) belonging to IS which led to the death of 3 IS members.”

In its monthly civilian harm assessment report for November 2019 – published on January 2nd 2020 – the Coalition classed this event as ‘non credible’, noting: ”September 16, 2015, in Jadid Akidat, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2831/CS126 37SFV237016″.

The Coalition provided geolocates, indicating to within 100 metres the area on which it had focused its assessment.
