Airwars assessment

Up to 25 civilians died and dozens more were wounded in an alleged Coalition airstrike near the Tariq Bin Ziad school in Raqqa, according to local sources.

Damaspost put the death toll as high as 25, reporting “sources said that the American coalition fighters directly targeted Tariq ibn Ziyad School of Raqqa city center, and houses surrounding it, with a number of raids, pointing out that the school had been converted into collection point for civilians who could not flee to outside the city. The sources pointed out that the initial toll of the new massacre committed by the American coalition reached more than 25 martyrs, noting that the number is likely to rise due to the severity of some of the injuries”.

The local time of the incident is unknown.

In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah, Daech continue de perdre du terrain, jour après jour, face aux Forces Démocratiques Syriennes. Les combattants terroristes continuent néanmoins de disposer de solides positions défensives dans le cœur de la ville, à partir desquelles ils mènent des contre-attaques régulières et des actions de harcèlement. En Irak, Les forces de sécurités irakiennes poursuivent leurs opérations de sécurisation de la ville de Mossoul, face à des équipes isolées de combattants qui continuent de mener des actions symboliques de harcèlement. Dans le même temps, Daech consolide ses positions autour de Tal Afar, pour tenter de résister à l’offensive prochaine de la Coalition pour libérer aussi cette ville. Certaines actions ont également été menées cette semaine dans l’Ouest de l’Irak, dans la région de Rutbah. ACTIVITÉS DE LA FORCE Cette semaine, les aéronefs ont réalisé 45 sorties aériennes dont 31 de reconnaissance armée et d’appui au sol (CAS), ainsi que 04 missions de recueil de renseignement et 06 de ravitaillement en vol. Un C135-FR récemment déployé a en effet réalisé de nombreuses missions en quelques jours à peine, soutenant ainsi, à son niveau, la bascule des efforts de la Coalition vers les autres bastions de Daech. Deux frappes ont été menées dans le cadre de la bataille de Raqqah, détruisant deux positions de combattants ennemies, au contact des troupes alliées engagées. De ces positions, des tireurs de Daech tenaient sous leur feu les soldats alliés à une centaine de mètres à peine. La Task Force (TF) Wagram a réalisé 21 missions de tir dont 07 de harcèlement et 14 d’éclairement. Ces missions interdisent une offensive de contre des terroristes vers Mossoul. Le bilan global de l’activité aérienne depuis le 19 septembre 2014 s’élève à 1 324 frappes, 2 092 objectifs détruits et 6 857 sorties. Airwars assessment

There were claims by some of a wedding convoy hit in an alleged Coalition airstrike on Raqqa on the evening of January 22nd. Al Jazeera instead said that “an unmanned drone targeted a car belonging to IS near Bab Baghadad east of the town.”

The event, which took place in the Baghdad Bab neighbouorhood of the city, was alleged by some to have killed 25 or more people “including women and children.” However these casualty claims may relate to Russian airstrikes which also reportedly hit the city that day.

So-called Islamic State – which issued what it said was a post-strike video – was quick to accuse the US of responsibility for the attack on a “wedding convoy”.

However the Coalition did not publily declare any strikes on the city that evening. Responding to Airwars, a CJTF-OIR spokesperson stated: “As per the daily strike release on Jan. 23, there were no strikes conducted near Raqqah on Jan. 22.”

Airwars assessment

A total of 25 civilians including one woman and 10 children died in SDF/Coalition shelling near the Al Mansouri mosque in Raqqa, according to local media. The US-led Coalition later conceded the event following an Amnesty field investigation.

Multiple reports said that a home near the mosque was hit with artillery or mortar shells or rocket attacks.

According to @24Raqqa “more than 10 mortar shells fell on the perimeter of Al-Mansouri Mosque and the old mosque in the center of the city of Al-Raqqa”.

Meanwhile, @raqqa_r_w_b reported that Dalal Ahmad Hussein al-Nayef died when a home next to the mosque was struck and Al Ragga Truth reported: “The martyrdom of Ahmed Al-Hussein Al-Nayef from injuries sustained several days ago by the bombardment in the vicinity of Al-Mansouri Mosque.”

In February 2019, the Coalition assessed this event to be non-credible. Their report noted: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Raqqa is Being Slaughtered Silently published graphic images showing casualties and destruction of Raqqa on June 16th, though the pictures were not necessarily specific to this incident.

According to a local source interviewed by Amnesty International’s field researchers, the first strike came at around 7.30pm near the Old Mosque on Sharia Jama al Qadeemeh.

In a later Amnesty/Airwars study of the incident, it was reported in the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” report that, Ahmed, who lived in the centre of Raqqa, near the Old Mosque, told Amnesty International that on 15 June a public gathering of IS members prompted shelling which killed 25 civilians.

“There had been a problem between IS and local civilians. I was in the area buying fruit juices for Iftar. It was around 7.15 in the evening. I saw a heated situation develop and I stopped on the corner to see what was going on. People were gathered outside the Old Mosque where IS used to exchange money for Durham Da’ashi [IS currency]. Some people got into an argument with an IS guy about the exchange rate. The IS guy took out his pistol and hit a man on the head with it. A fight broke out and around 20 local civilians beat two IS guys to death.

Soon afterwards six or seven IS cars arrived on the scene full of armed IS guys. They ordered everyone to return home immediately. They closed down all the shops and blocked off the streets. I went home, just down Sharia Jama al Qademeeh.

The first strike came at around 7.30pm. When I heard the explosion I ran from my home with my wife and three children, one of whom is disabled. We ran to a neighbour’s house and hid in the cellar. There were 20 people from the neighbourhood in the cellar. He had prepared everything so there was food and water. We didn’t come out for two days.

All night they shelled, every 15 minutes, with mortars and artillery. You could tell from the sound. The street is 2km long. There were around 100 IS in the area and around 2,000 civilians. When the shelling began the IS got in their cars and escaped. They [the SDF/coalition] killed 25 people on Sharia Jama al Qadeemeh, including 10 children. I know because I met up with my neighbours and other people from the area at “aind al Democrati” [the SDF collection point for civilians beyond the frontline]. We all talked and everyone knew someone who had been killed that night.

One of the strikes hit my house and destroyed it. It was an Arab house of three storeys in Jama al Qadeemeh. It also destroyed the adjoining house. The family living there was killed. Three brothers, Jihad aged 20-23, Ahmed aged 18 and Mahmoud, aged 15 or 16. Jihad’s wife Beytool was also killed. She was 19 or 20 and had been 2 months pregnant. Another person killed was Abu Maher, a local motorcycle mechanic.

When we came out of the cellar we arranged to leave the area. I paid the smugglers 400USD to get me and my family out of Raqqa. We crossed the river and then crossed back again at Sahel where the SDF was positioned”.

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.

Friday 16 June – Typhoons bombed two Daesh positions in Raqqa, while Tornados and Typhoons attacked five positions in Mosul…Typhoons were again in action over Raqqa on Friday 16 June, when they bombed two further Daesh positions. Typhoons and Tornados, flying as mixed pairs, employed one Brimstone missile and four Paveway IVs to eliminate two machine-gun teams and three other Daesh strongpoints.

Between 8 and 25 civilians reportedly died and as many as “dozens” were injured as a result of a claimed Coalition airstrike on the town of Al Sha’afa.

An Abu Kamal local later told Al-Hail that the bombardment had wounded “mostly women and children”.

Orient News carried the most detailed report, noting that “Local sources from the region told Orient that the bombing targeted the town of Al-Sha’afa, which lies in the city of Abu Kamal, adjacent to the Iraqi border, killing 25 civilians, besides injuring others, and it’s the second massacre of its kind in this past week. For its part, the Euphrates Post said that the air bombardment targeted the town’s school, which led to its complete destruction and the destruction of four houses in the vicinity, noting that most of the dead are displaced people in the town and were living in the school after not being able to move any further.”

Sound and Picture, Baladi News and Deir Ezzor 24 all mentioned that the airstrike had hit a school housing families or Internally Displaced Persons. It is important to note that Baladi News quoted Al A’amaq, the media wing of so-called Islamic State, as its main source.

The incident occured around dusk.

For February 21st-27th, the Netherlands report that its F16s attacked ISIS combatants and vehicles on one occasion near Abu Kamal, Syria. The jets supported ground troops during 9 missions, including in the Nineveh, Kirkuk and Al Anbar provinces in Iraq.

‘Weekoverzicht Defensieoperaties Nieuwsbericht | 28-02-2018 | 12:00 In Mali zijn Nederlandse militairen begonnen met operatie Kronos. Ten oosten van de stad Ansongo brachten zij in kaart in hoeverre vanuit het zuiden oprukkende terroristische groeperingen invloed uitoefenen op de lokale bevolking. Een overzicht van Defensieoperaties in de week van 21 tot en met 27 februari 2018. Nederlandse verkenners in gesprek met de lokale bevolking. De operatie werd uitgevoerd door langeafstandverkenners. Zij voerden gesprekken met de inwoners. In het weekend is alle informatie verwerkt, vond materieelonderhoud plaats en werd de 2e fase van de operatie voorbereid. Deze startte maandagochtend. Nederlandse F-16 in Jordanië. Irak en Oost-Syrië Nederlandse F-16’s vielen ter ondersteuning van grondtroepen ISIS-strijders en voertuigen aan. Dat gebeurde in de omgeving van Abu Kamal in de provincie Deir Al Zour in Oost-Syrië. De jachtvliegtuigen ondersteunden grondtroepen tijdens 9 missies, waaronder in de Iraakse provincies Ninawa, Kirkuk en Al Anbar. Bij 1 missie werden wapens ingezet. Voor Operation Inherent Resolve trainden Nederlandse militairen samen met diverse partnerlanden Peshmerga-strijders in Irak. 2 trainingsteams verzorgden afgelopen weken de basisinfanterieopleiding voor de manschappen en een leiderschapstraining voor de kaderleden. Woensdag vond in het noordelijke trainingscentrum een door de Nederlanders, Hongaren en Italianen georganiseerde eindoefening plaats. 100 Peshmerga ontvingen hiervoor een certificaat. De genie trainde eenheden van de Zerivani (militaire politie) in het detecteren en onschadelijk maken van geïmproviseerde explosieven. In het westen van Irak werkt een chirurgisch team in het Amerikaanse Role 2 hospitaal. De Nederlandse medici werken daar nauw samen met een Brits team.’

For Feb 21st-27th, France reports 25 sorties and four strikes were made in the Abu Kamal area in support of the SDF in the Euphrates Valley. The Wagram Task Force continues its support for security operations in the Euphrates Valley. This week, three ‘lighting missions’ were carried out for the Iraqi security forces.

Airwars assessment

An alleged Coalition airstrike killed up to 25 civilians according to sources on the ground. The dead reportedly included the families of two ISIS fighters.

A single source, Suriye UAD Facebook page, reported that five civilians were killed including a woman, whereas other sources such as Step News and Baladi News reported that as many as 25 civilians were killed and 17 others were injured.

One local source told Airwars that among the victims were two members of ISIS. The families of these ISIS members were reported killed as well. According to Palmyra Facebook page, seven family members of ISIS member Ibrahim Mahmoud al-Assaad died, most of whom were children. Other sources confirmed a total of eight deaths.

Revolution Palmyra additionally reported that ISIS member “Yasser Abdul Razzaq Ahmed Al Jazzar, his wife Hiba Walid Turki and all four of their children” were killed in the airstrike. The death of Yasser was reported confirmed, but the bodies of the family members were alleged missing. 

Al Soussa Youth Facebook pages added that the Coalition had launched more than 40 air strikes and artillery shells in the vicinity on the day in question.

On Dec. 5 in Syria, Coalition military forces conducted 41 strikes consisting of 82 engagements against ISIS targets.
Near Hajin, 41 strikes engaged eight ISIS tactical units, and destroyed 19 fighting positions, three command and control nodes, three vehicles, two staging areas, two vehicle-borne improvised explosive devices, two supply routes, two logistics facilities, one piece of heavy equipment, one media cell and one building.

Dutch F-16's supported ground troops during 9 missions in the fight against ISIS. Weapons were deployed during 6 missions. The aircrafts were operational above Syrian provide Deir Al Zour near Abu Kamal and targeted vehicles, logistical places and IS-fighters.

In de strijd tegen terreurorganisatie ISIS ondersteunden Nederlandse F-16’s grondtroepen tijdens 9 missies. Bij 6 werden wapens ingezet. The SDF came into contact with two Daesh positions, but heavy cloud gave the terrorists no protection and both targets were successfully struck with Paveway IVs.

For December 5th to 11th, France reports that it carried out 20 sorties and 7 strikes. Task Force Wagram carried out 38 firing missions (20 lighting, 18 destruction). Since November 21, 161 fire missions have been carried out and nearly 1,000 shells have been fired. Les Rafale français ont été significativement engagés dans l’appui aux FDS puisque les équipages ont conduit 7 frappes cette semaine permettant de neutraliser 9 objectifs ennemis. Bilan total de l’action du pilier appui aérien depuis le 19/09/14 : 8708 sorties / 1489 frappes / 2292 objectifs neutralisés. Ø Les Task Forces Monsabert et Narvik poursuivent leurs missions de formation La Task Force (TF) Monsabert poursuit sa mission d’assistance et de conseil de l’état-major de la 6ème division irakienne. Elle conseille également les brigades subordonnées, dont la 106ème brigade d’artillerie irakienne. La TF Narvik, poursuit sa mission de formation et de conseil de l’Iraki Counter Terrorism Service (ICTS). Le stage de formation au recueil de renseignement s’est achevé après six semaines d’instruction. Narvik forme actuellement les Irakiens dans les domaines suivants : mise en œuvre d’armes lourdes, combat motorisé, lutte contre les engins explosifs improvisés, sauvetage au combat et tir de précision.

As many as 25 civilians were reported killed following alleged Coalition evening airstrikes in the Maysalon farmlands area north of Raqqa.

The Syrian Observatory reported two civilian deaths from Coalition actions – while others placed the death toll at 10, 16 and even 25. According to Step News, those killed were internally displaced peple from Hazima. Most of thosr reporting the deaths were pro-Assad regime.

Between 20 and 25 civilians died in a Turkish (or less likely Coalition) raid on al Bab.

According to ISIS’s media wing, “Turkish planes committed a new massacre in al Bab for the second day running – initial toll of 20 dead.”

Umayya reported the death toll as being possibly even higher than 25: “The number of people killed in Turkish airstrikes on the city of Bab on Friday rose to more than 25, mostly civilians, including seven children and ten women, including four families killed in the rubble of their homes, in addition to dozens of injuries.”

Graphic images posted on social media showed several slaim children.

LCCSY was the only source to attribute the attack to the US-led Coalition. In an emailed response to a report submitted by Airwars on this and other incidents in December 2016, Coalition officials said the event was presently assessed as ‘Not credible for Coalition caused civcas.’ It also stated that “After a review of available information it was assessed that no Coalition strikes were conducted in the geographical area of the reported civilian casualties.”

‘Friday 23 December – Typhoons bombed a terrorist position north of Tabaqah in Syria; in Iraq, Tornados hit a weapons cache north-east of Haditha, and a Reaper destroyed an artillery gun near Mosul…The next day [Dec 23rd], Typhoon FGR4s, armed with Paveway IV guided bombs, patrolled over Syria and successfully attacked a terrorist position which SDF fighters had encountered to the north of Tabaqah, near Lake Assad. In Iraq, Tornados used Paveway IVs to destroy a weapons stockpile some 50 miles north-east of Haditha, whilst a Reaper remotely piloted aircraft assisted the Iraqi operations in Mosul; its crew conducted a thorough check for civilians who might be at risk before a successful coalition air strike destroyed another weapons stockpile. The Reaper then delivered an attack using one of its own Hellfire missiles to destroy an artillery piece loaded on a trailer – as with the tank, the terrorists had attempted to hide the gun under a tarpaulin in thick woodland to the north-west of the city, but to no avail.’

Kingpin bliver kontrolcentralen kaldt, hvorfra det amerikanske flyvevåbens 727th Expeditionary Air Control Squadron sammen med både australiere, englændere og danskere er øjne, øre og guidende hænder for flytrafikken. 24 timer i døgnet holder de øje med luftrummet over Afghanistan, den Arabiske Gulf, Irak og Syrien. De danske udsendte fra Flyvevåbnets Air Control Wing koncentrerer sig om Irak og Syrien og går under kaldenavnet Gotham, hvor de blandt andet anvender den danske radar på Al Asad Airbase i Irak, som er en del af det samlede danske radarbidrag. Airwars assessment

Between four and 26 civilians died in alleged US-led Coalition airstrikes on the town of Hajin on November 10th, 2018, according to local sources. An unknown number of others was injured.

Sources claimed that many of the victims were women and children. Sana News put the death toll at four, reporting that “the US-led coalition carried out airstrikes on residential buildings in Hajin city 110 km east of Deir Ezzor city, claiming the lives of two children and two women, and wounding others.”

Syrian Unified Observatory reported 10 killed civilians, also stating most of them were women and children. According to Sound and Picture, 26 civilians died in the airstrikes while attempting to flee the ISIS-held area. Local SDF forces had attempted and failed to negotiate with ISIS an evacuation corridor from the town around this time. 

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition deemed this incident credible and assessed that “Coalition aircraft conducted a strike on ISIS terrorists in a building. Regrettably, one civilian was unintentionally wounded due to their proximity to the strike”, which differs from the toll of civilian casualties given by other sources.

From Nov 7th – 13th, France reports that the three CAESAR guns carried out 49 ‘fire’ missions from the Iraqi territory – 35 illumination, 14 destruction. Aircraft conducted 18 sorties and 1 strike in support of forces on the ground in Syria.

‘CHAMMAL SITUATION MILITAIRE DU THEATRE Offensive contre les dernières poches de Daech en Syrie L’opération pour reprendre la poche d’Hajine dans la moyenne vallée de l’Euphrate, lancée le 10 septembre, marque actuellement un temps d’arrêt. Les forces démocratiques syriennes se réorganisent et consolident leurs positions avant de relancer leur offensive. Poursuite des actions de sécurisation en Irak En Irak, les opérations de sécurisation des forces de sécurité irakiennes (FSI) se poursuivent, avec un renforcement à la frontière irako-syrienne. Si Daech a perdu ses capacités militaires, l’organisation terroriste conserve une capacité de nuisance, notamment dans la région du plateau d’Hawija. ACTIVITE DE LA FORCE Le dispositif français déployé au Levant n’a pas évolué de manière significative. La Task Force Wagram en appui de l’offensive contre les dernières poches de Daech présentes dans la vallée de l’Euphrate La Task Force (TF) Wagram appuie l’offensive des forces démocratiques syriennes contre Daech dans la région d’Hajine. Les trois canons CAESAR ont réalisé, depuis le territoire irakien, 49 missions de tir (35 éclairement, 14 destruction – bilan du 7 au 13 novembre inclus). Depuis le début de son engagement, la Task Force Wagram a réalisé 2101 missions de tirs. Les Task Forces Monsabert et Narvik poursuivent leurs missions de formation La TF Monsabert poursuit sa mission d’instruction de la 6ème division irakienne. Elle conseille l’état-major de cette division et, ponctuellement, les brigades qui lui sont subordonnées. Ainsi, du 5 au 11 novembre, un groupe d’instructeurs s’est rendu au poste de commandement de la 24ème brigade pour former pour former 20 stagiaires irakiens aux techniques du combat urbain. La TF Narvik forme et conseille les membres de l’Iraki Counter Terrorism Service (ICTS). Elle dispense actuellement des instructions au combat débarqué et au recueil de renseignement. Les bases aériennes en Jordanie et aux EAU en appui des opérations Au sein de la coalition, les aéronefs français basés en Jordanie et aux Émirats arabes unis poursuivent leurs actions contre Daech. Cette semaine, les aéronefs de l’opération Chammal ont réalisé 18 sorties aériennes (bilan du 7 au 13 novembre inclus) et conduit 1 frappe, en appui des FDS en Syrie. Bilan total de l’action du pilier appui aérien depuis le 19/09/14 : 8636 sorties / 1479 frappes / 2278 objectifs neutralises.’

For November 7th-13th, the Dutch MoD reported that Dutch F-16s supported ground troops during 8 missions in the fight against ISIS. Weapons were deployed in 3 missions near Deir Ezzor governorate, Syria. Targets were ISIS warehouses and fighting positions.

‘In het weekoverzicht van 7 t/m 13 November laat MinDef weten Nederlandse F-16’s te hebben ingezet ter ondersteuning van grondtroepen in de strijd tegen IS. Tijdens 8 missies werden 3 wapens ingezet boven Deir al Zour, Syrie. IS Opslagplaatsen en gevechtsposities zijn vernietigd.’
