It is possible that this incident matches with one of the events reported that day in Raqqah (S952, S954, S957, and S957a). However, at present the Coalition has not provided Airwars with any locational information on the strike.

‘Monday 26 June – Tornados destroyed a truck-bomb workshop near Al Mayadin in eastern Syria, while Typhoons and Tornados eliminated snipers in Raqqa and Mosul… Two mixed pairs of Tornados and Typhoons, supported by a Voyager air refuelling tanker, meanwhile provided close air support to the Syrian Democratic Forces (SDF) pushing into Raqqa and to the Iraqi troops clearing remaining Daesh positions in west Mosul. A Brimstone missile accounted for a sniper team in Raqqa.'

19 strikes were made by French aircraft in Iraq and Syria in the last week. Most of them were carried out in the battles of Mosul and Raqqah. These strikes were aimed at groups of Daech fighters. The other strikes were carried out in Syria and targeted regrouping and refueling areas used by jihadi fighters. Task Force Wagram carried out 16 artillery strikes in Mosul.

‘CHAMMAL APPRÉCIATION DE SITUATION En Syrie, les Forces Démocratiques Syriennes (FDS) sont engagées dans des combats féroces pour reprendre progressivement le contrôle du centre-ville de Raqqah. À l’Est, arrivés en bordure de la muraille d’enceinte de la vieille ville, les FDS sont ralentis sur les autres axes par les stratégies de harcèlement et d’imbrication de Daech déjà mises en œuvre à Mossoul. La majeure partie d’entre elles ont été réalisées dans le cadre des batailles de Mossoul et de Raqqah. Ces frappes visaient des groupes de combattants de Daech. Airwars assessment

A local monitor reported that a number of civilians were injured after the towns of Hajin and al Sha’afa were shelled on May 20th.

According to Sound and Vision, the “continuous bombardment by French artillery aimed at the city of Hajin and the town of al Sha’afa” harmed non-combatant civilians. The report however failed to provide any more details.

Other sources, like the Syrian Observatory for Human Rights, also reported “rocket shelling by French and American forces on sites and areas controlled by ISIS”. None of these local reports however made mention of any civilians harmed as a result of these clashes.

Deir Ezzor 24 also reported the death of ISIS fighter Abdul Sattar Fares al-Ani in the bombardment.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in the alleged Hajin strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

In the same report, the Coalition also assessed reports that they were responsible for civilian harm in the alleged al Sha’afa strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

Between 16th and 22nd May, France reports 34 artillery missions in the Euphrates Valley. French aircraft carried out 12 aerial sorties in support of ground troops but no strikes were conducted.

CHAMMAL SITUATION MILITAIRE DU THEATRE Sur le théâtre irako-syrien, l’activité majeure demeure l’offensive contre les dernières poches de Daech en Syrie. Offensive contre les dernières poches daechies en Syrie En Syrie, les forces démocratiques syriennes, appuyées par la Coalition, ont achevé la conquête de la bande frontalière avec la saisie de Baghouz. Le bilan des deux premières semaines d’offensive est positif dans la mesure où tous les objectifs ont été atteints et que la coordination entre les forces démocratiques syriennes et les forces de sécurité irakiennes s’est bien déroulée. Airwars assessment

In an event previously untracked by Airwars, the Coalition reported in its monthly civilian casualty report for September 2019 (published November 16th) that it had killed a civilian during an airstrike at Al Shaafah. The Pentagon later declared this to be a US action.

According to the OIR report, “March 1, 2018, near Al Shafah, Syria, via self-report. Coalition aircraft conducted an airstrike against a Daesh facility. Regrettably, one civilian was unintentionally killed as a result of this strike.”

The Coalition provided Airwars with the location of this event to within 100 metres. This placed the event within Al Shaafah itself.

In May 2020 in its annual report to Congress, the Pentagon declared this to be a US civilian harm event.

OPÉRATION CHAMMAL SITUATION MILITAIRE DU THEATRE Sur le théâtre irako-syrien, les opérations se poursuivent. Les objectifs demeurent de défaire les dernières poches terroristes en Syrie et de sécuriser le territoire irakien. Poursuite des combats en Syrie En Syrie, les forces démocratiques syriennes poursuivent leur effort contre les dernières poches de Daech en Syrie présentes sur les rives orientales de l’Euphrate, l’une située autour de Dashisha le long de la frontière avec l’Irak et l’autre dans la vallée de l’Euphrate à proximité d’Abou Kamal, autour de la ville d’Hajin. Poursuite des actions de sécurisation en Irak En Irak, conduisant une vingtaine d’opérations par semaine, les forces de sécurité irakiennes poursuivent la sécurisation du territoire. Ces opérations se concentrent autour des principales agglomérations, mais aussi dans le désert de l’Anbar où de nombreuses caches terroristes ont été récemment décelées et détruites. Retour progressif des réfugiés en Irak En Irak, la situation des populations civiles revient progressivement à la normale. Au cours des deux dernières semaines, principalement dans la province de Ninive, environ cent trente mille personnes déplacées ont rejoint leurs localités d’origine. ACTIVITÉ DE LA FORCE Formation au profit des forces de sécurité irakiennes En fin de semaine dernière, la Task Force Narvik a terminé un stage de quatre semaines au profit des forces de sécurité irakiennes. Ce stage s’est déroulé du 6 février au 1er mars et a permis de former aux techniques d’infiltration une vingtaine de soldats irakiens appartenant à l’Iraqi Counter Terrorism Service (ICTS), unité d’élite des forces de sécurité irakiennes. Les principaux savoir-faire transmis ont été la lutte contre les IED, le combat en zone urbaine, les techniques d’infiltration et de reconnaissance dans la profondeur et le secourisme au combat. La Task Force Wagram en appui des opérations de sécurisation La Task Force Wagram poursuit son appui aux opérations de sécurisation menées par les forces de sécurité irakiennes dans la vallée de l’Euphrate. Cette semaine, quatre missions de tirs ont été réalisées (2 missions d’interdiction et 2 missions d’éclairement – bilan du 28 février au 6 mars). Depuis le début de sa mission, la TF Wagram, a réalisé 1629 missions de tirs. Les bases aériennes en Jordanie et aux EAU en appui des opérations L’activité des forces aériennes françaises engagées dans l’opération Chammal se concentre sur l’appui aux forces démocratiques syriennes combattant dans la vallée de l’Euphrate. Dans ce cadre, les aéronefs engagés dans l’opération Chammal ont réalisé cette semaine 30 sorties aériennes orientées sur l’appui renseignement aux forces locales engagées au sol (bilan du 28 février au 6 mars). Aucune frappe n’a été réalisée. Bilan total depuis le 19/09/14 : 7845 sorties / 1443 frappes / 2233 objectifs neutralisés.

Airwars assessment

At least one man was killed in an alleged Coalition and Syrian Defense Forces airdrop operation in the town of Al-Sabha on November 8th, 2021. Sources were conflicted as to whether the man killed was a civilians or a militant.

According to Euphrates Post, the Coalition and the Syrian Defense Forces carried out an airdrop operation at dawn on November 8th, 2021, which resulted in the killing of one person and the arrest of two others.

Local sources told Euphrates that the SDF raided the house of Abdul Nahar al-Majwal (nickname Abu Jarrah), an alleged arms dealer who was shot dead while trying to escape, and arrested two of his brothers, Fahd and Suleiman. The correspondent of the Step News Agency added that Fahd’s wife was also arrested in the operation.

Eye of Euphrates reported that Abu Jarrah was smuggling weapons to the Syrian regime and that he was killed by a bullet in his chest while a tweet from @Sada_AlSharqieh mentioned that Abu Jarrah had been accused of belong to ISIS and North Press Agency referred to him as a leader of ISIS. However, Syrian Observatory for Human Rights identified Abu Jarrah’s brother as being “a former weapons merchant arrested for dealing with ISIS” without mentioning that Abu Jarrah was associated with any militant activities.

@baznewz also referred to Abu Jarrah and his brother as formerly involved with ISIS and arms smuggling. Syrian Arab News Agency also reported that the two people killed in operations in al-Sabha and Fenijil (incident CS1970) were civilians and that the three people arrested in al-Sabha were civilians.

The operation lasted from 1:30am to around 2:30am.
