Airwars assessment

According to sources on the ground, a family of five civilians was killed “by artillery shelling of SDF” on their house in the town of Al Soussa.

According to the Syrian Network for Human Rights, the family consisted of three children and their parents who were all killed. The Network dated the incident to January 9th, whereas other sources dated it January 10th.

Additional civilians were also reported wounded, but few further details were given. Horriya said that some were in a critical condition.

Although it was alleged that SDF artillery had been responsible for the casualties, Airwars understands that only the US-led Coalition had access to field artillery at the time in this vicinity. This is therefore classed by us as a potential Coalition civilian harm event.

In its January 2021 monthly civilian casualty report, the US-led Coalition determined this event to be ‘non credible’, asserting: “After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

According to sources on the ground, air and artillery strikes targeted the town of Al Boubadran, which allegedly resulted in the deaths and injuries of an unspecified number of civilians.

Most sources blamed the Coalition. Sousseh Facebook page specifically blamed “heavy shelling by French artillery and criminal airstrikes.”

Although some sources also alleged that SDF artillery had been responsible for the casualties, Airwars understands that only the US-led Coalition had access to field artillery at the time. This is therefore a likely Coalition civilian harm event.

Airwars assessment

An alleged Coalition airstrike struck a field hospital in the outskirts of the town Al Soussa in the eastern suburb of Deir Ezzor on the night between Thursday January 10th and Friday January 11th, killing more than 15 non-combatants including doctors and wounded patients being treated by ISIS on the site, according to reports. It is unclear how many of the victims were affiliated to ISIS.

Step News blamed both ”SDF artillery’ and Coalition airstrikes. All other sources blamed only the Coalition.

Among the dead was the so-called Minister of Health with ISIS, Muwaffaq Askar Mohammed, nicknamed Abu Abdul Qadir. According to a local source, he was a physician born in 1972 in the town of Grajij and a graduate of the Faculty of Medicine, University of London.

He worked as a teacher at the Faculty of Medicine at Deir Al-Zour University and supervised the work of the Health sector in many cities of Deir al-Zour during ISIS’s occupation. One source pointed out that three of his sons were killed while fighting with ISIS in Syria and Iraq

According to Madar Daily, the incident occurred in Al Shaafa, while other sources claimed it was in Al Soussa.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

The incident occured after midnight.

A house in the town of Al Soussa was struck by what sources described variously as a drone strike, airstrikes, artillery shelling, a rocket or a rocket-propelled grenade, killing two named brothers. Three of their other brothers were reported injured.

Although one source implied the brothers were members of ISIS, this was not mentioned by any other source. Mena-Monitor and Sham-FM specifically referred to the deaths of two civilians.

Some sources blamed the Coalition, while others blamed SDF.

In what was described as a “massacre”, local sources reported that an alleged Coalition airstrike targeted the town of Al-Baghouz Tahtani east of Deir Al-Zour, killing between 6 and 39 civilians including women and children.

Most sources reported that the civilians were struck while fleeing areas under ISIS control. However one local source, who did not mention the belligerent, claimed that the civilians were killed in an attack on areas under the control of so-called ISIS.

Separately and according to the Syrian Observatory for Human Rights (SOHR), Coalition airstrikes were visible between 13.30 and 14.00. SOHR added that a total of 16 people were killed of whom six were civilians and included women and children, in addition to 10 members of the so called Islamic State.

The Syrian Network for Human Rights (SN4HR) initially placed the death toll at 15 civilians, claiming that among the victims were six children and an additional three women. However, it later added that the death toll had risen to 28 civilians including ten children and eight women.

Sound and Picture put the death toll at a much higher 39, including 22 children.

A number of families were struck according to reports, which resulted in the alleged killing of several members of the same families. Among others, eight civilians including five children from the same family were alleged killed.

The entire Al-Anis family was alleged killed as well, except one child who was injured and is depicted in the photo below. @deirezzor24 tweeted a video in which the child asks for his family and his brothers and sisters. He says that he is okay and wants to see them.

The incident occured between 3:30 pm and 4:00 pm local time.

Celui-ci, tirant les leçons de la campagne contre Daech, veut doter ses troupes des meilleures techniques en matière de combat rapproché.  L’objectif est de former des cadres irakiens, mais aussi de transmettre des savoir-faire pédagogiques qui permettront aux futurs moniteurs d’instruire leurs hommes.

Airwars assessment

In an incident previously not tracked by Airwars, the Coalition later confirmed the injuries of two civilians near Ash Shajilah, Syria. This was later confirmed to be a US-only civilian harm event.

In its July 2019 civilian casualty report the Coalition noted the following: “Coalition aircraft conducted an airstrike against Daesh terrorists. Regrettably, two civilians were unintentionally wounded due to the proximity of the strike.”

The Coalition provided Airwars with the location of this incident accurate to within a 100 metre box.

In its annual report to Congress in May 2020, the Pentagon confirmed this as a US-only civilian harm event.

Airwars assessment

Local sources reported that a Coalition airstrike struck a civilian vehicle moving out of ISIS controlled areas at the intersection of Sheikh Hamad on the outskirts of the town Al Baghouz, east of Deir Ezzor, shortly before midnight.

The Coalition described an admission of six civilian deaths at Baghhouz on this date as “related incidents”, with the Pentagon later confirming it as a US action.

Dozens of families were reported to be leaving the town to other surrounding areas to escape the intensive shelling. A named woman was reported killed and her two daughters injured when their car was hit. Sources pointed out that the airstrike caused the destruction of several other cars as well, with more people reported wounded. There was therefore speculation that the death toll was expected to go up.

The Washington Post later reported that “the United States said Friday that it had launched an investigation into the death of a mother and the injury of two of her children when their car was allegedly hit by an airstrike.”

In December 2019, the Coalition conceded six civilian deaths on this date in the vicinity, stating that “January 22, 2019, near Baghouz, Syria, via media report. Coalition aircraft conducted an airstrike against Daesh facilities and vehicles. Regrettably, six civilians were unintentionally killed as a result of this strike. 2660 37SFU784153”.

Asked by Airwars whether this might be a match for this event, Coalition officials said that “The information provided in CS1890 leads us to believe that these are related incidents.”

In May 2020, this event was declared to be a US-only civilian harm event – though wrongly attributed to January 23rd 2019 – in the Pentagon-s annual report to Congress.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.
