Airwars assessment

Local sources reported the death of one male civilian.

Reports said he was killed by artillery shelling. It is Airwars understanding that only the Coalition is using artillery in Raqqa.

Other sources – all blaming artillery shelling for the man’s death – said that he had been captured by IS and detained for the past three years.

In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah, Daech continue de perdre du terrain, jour après jour, face aux Forces Démocratiques Syriennes. Les combattants terroristes continuent néanmoins de disposer de solides positions défensives dans le cœur de la ville, à partir desquelles ils mènent des contre-attaques régulières et des actions de harcèlement. En Irak, Les forces de sécurités irakiennes poursuivent leurs opérations de sécurisation de la ville de Mossoul, face à des équipes isolées de combattants qui continuent de mener des actions symboliques de harcèlement. Airwars assessment

Up to 20 civilians including seven children and their mother died in an alleged Coalition airstrike on the al Badou and al Takana neighbourhoods in Raqqa, according to local media.

All sources blamed the US-led Coalition, and put the minimum death toll at eight.

According to Sound and Picture and Raqqa18, 10 people from the Al-Junaid family died. Other sources said the victims included a woman and her seven children.

RNN put the number killed even higher, at 20 civilians, adding that most of them were from the Al-Junaid family.

@Khaled_qahtan reported that dozens were killed and wounded in the event, while A’amaq [ISIS propaganda] published a very graphic video (below) showing child casualties reportedly from the incident. Other sources published images taken from this footage.

The Syrian Observatory reported “the death of 8 citizens they are a woman, 2 male children and 5 female children, all of them are of one family, as a result of bombing by the International Coalition on areas in Al-Raqqah City,”

The incident occured around dusk.

Airwars assessment

Twenty two civilians including 15 women reportedly died and dozens wounded in alleged Coalition airstrikes behind al-Andalus bakery in the city of Al-Raqqa. There is – according to research done by Amnesty and Airwars – no precise location for the building.

According to a tweet from @PalmyraRev1 it was mostly “women, children and the elderly” who were killed in the bombardment. Nearly all sources blamed the International Coalition for the attack.

Shaam News Network and other sources described the 22 killed as displaced citizens who had fled the city of Palmyra due to Russian and Assad regime strikes on that city and its environs. Activists said that the people killed comprised of two families, the Mrawah and al-Tawab families, victims are named below.

Shaam News Network pointed out the possibility that the names given may be different to the names of the people that had died, due to the media blackout and the strict censorship imposed by IS on the media. Following extensive Amnesty field research and interviews they uncovered “Four members of the Mrawah family were killed: Jihad Mrawah’s wife, Ali Mrawah’s wife (Ali is son of Jihad’s brother), Hsein Mrawah (father of Jihad and Grandfather of Ali) and Jihad’s mother.”

The evidence provided by Airwars corroborates the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” where it states,”At least 22 civilians were killed when an air strike struck outside their home and the taxi outside smashed into the house as visitors were getting off and into the house, killing both the hosts and the visitors.”

The report adds that the victims were killed when plane struck outside their home and a taxi outside smashed into a building as visitors were getting being dropped off and entering the building to visit the Tawab family, also from Palmira. Members from both families were killed.

In July 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their monthly civilian casualty report noted: “After a review of available information it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

A man was killed and five of his family injured following alleged US-led Coalition strikes on Rumaila, Raqqa. According to Hasaka Rasd and Syrianfreearmy, “his wife and four children injured” in the attack.

Ahmad Shbli reported an “intensive artillery bombardment” of the Al-Badu, Nahda and Rumaila areas of the city, but made no mention of civilian casualties.

For August 31st – September 1st the Coalition reported “Near Raqqah, 15 strikes engaged 11 ISIS tactical units and destroyed 10 fighting positions, three logistics nodes, two vehicles and a command and control node.” It additionally reported that “On Aug. 31, near Raqqah, Syria, 13 strikes engaged five ISIS tactical units and destroyed four fighting positions, three command and control nodes and a tunnel.”

For September 1st - 2nd the Coalition reported "Near Raqqah, 17 strikes [1 British] engaged four ISIS tactical units and destroyed 16 fighting positions, three logistics nodes, two command and control nodes, and a VBIED" It later reported "On Sept. 1, near Raqqah, Syria, 12 strikes engaged five ISIS tactical units and destroyed four command and control nodes, four logistics nodes, three fighting positions, three VBIEDs, and two heavy machine guns", and "Additionally, 10 strikes consisting of 10 engagements were conducted in Syria on Sept. 1-2 that closed within the last 24 hours. On Sept. 1, near Raqqah, five strikes engaged five ISIS tactical units"

‘Friday 1 September – Typhoons destroyed a terrorist position in Raqqa, whilst a mixed Tornado and Typhoon pair struck three targets at a large Daesh complex in western Iraq…Typhoons continued operations over Raqqa on Friday 1 September, when they used a Paveway IV to destroy a Daesh-held building from which fire was being directed at the Syrian Democratic Forces. A mixed Tornado and Typhoon pair conducted reconnaissance before joining a coalition strike on a large, dispersed terrorist site near Al Qaim in western Iraq. The RAF targets at the complex were accommodation and storage blocks, and an anti-aircraft position. All three were struck by Paveway IVs.’

Airwars assessment

A single source reported the injuring of civilians following an alleged attack by the US-led Coalition on the district of Huwaija.

The source, Iraqi News, said the aerial bombardment by international coalition aircraft targeted residential neighbourhoods and that their sources confirm the injury of civilians. No additional details are presently known.

Airwars assessment

Two woman died and eight other civilians were wounded in an airstrike on a school which was housing displaced people in Al Zabari, according to local media – though reports were conflicted as to whether the Coalition or Russia carried out the strike.

According to Syrian Press Center, “an air strike targeted a girls’ school housing a number of displaced people in the town of Zubari on Thursday evening”. Other sources also reported that the school was struck but didn’t identify the culprit.

Step News Agency said that the Coalition carried out a raid on Al Zubari, while Sharqiya Voice blamed Russia, reporting that “a woman was killed and others were injured in a raid by the same planes [Russian] on a refugee school in the town of al Zubari. This resulted in the death of two women and injury of 8 others in addition to material damage”.

For September 13th-14th, the Coalition reported: “Near Dayr Az Zawr, nine strikes engaged four ISIS tactical units and destroyed two tactical vehicles, an ISIS fuel station and a fighting position.”

For September 14th - 15th, the Coalition reported: "Near Dayr Az Zawr, two strikes engaged two ISIS tactical units and destroyed two vehicles". It later reported, "On Sept. 14, near Dayr Az Zawr, Syria six strikes destroyed an ISIS UAS, a fighting position, an ISIS supply route and suppressed three fighting positions"

‘Friday 15 September – a Reaper supported coalition airstrikes near Dayr az Zawr, and delivered two attacks itself against extremists in the open, whilst Typhoons destroyed a Daesh-held building… On Friday 15 September, a Reaper was again very active north-east of Dayr az Zawr; it provided support to coalition airstrikes which destroyed three Daesh-held buildings, then conducted two attacks on its own account with Hellfire missiles against terrorists moving through the area. Nearby, a Typhoon flight bombed a further Daesh-held building.’

Airwars assessment

A single source, Deir Ezzor 24, said that one civilian was killed following strikes by unknown aircraft on the house of Farouk al Mashouk – known as the ‘Mufti’s house’ – which was being used by Daesh as a prison.

The correspondent said the raid had resulted in the death of the prisoner Laith Allawi al-Jab. Reportedly the rest of the raids “focused on the kindergarten Al-Rayaheen near the mosque Othman bin Affan and near the headquarters of the Hesba of the (state) organization”. No further details are presently available.
